MINUTES
Monday - 7:30 p.m.
ROLL CALL
May 15, 1978
Present: Mayor Tice; Mayor Pro Tem Chappell.; Councilmen: Miller, Shearer, and
Browne.
Others Present: Fast, Eliot, Diaz, Miller, Thomas, Volmert, Hunter, Sloman, Preston,
and Freemon.
1. JOINT MEETING WITH PLANNING COMMISSION
Roll Call: Commissioners: Bacon, Christopher, Jordon, Schoonover, and Saucedo.
A. STUDY SESSION - HILL&.[DE OVERLAY ZONE
Tice indicated that the purpose of the meeting was to review the Hillside Overlay
Ordinance, its policies, and its impacts. It is not a public hearing, and there will
be 'no discussion of specific development plans.
• Staff presented the history of the Hillside Overlay Ordinance and the principal
issues of the ordinance:
1. Circulation
2. Balancing private development rights and the public interest
3. Public safety, particularly fire protection
4. Pad size
City Council, Planning Commission, and staff discussion followed regarding the
requirements which can legally and reasonably be placed on developers; lot
sizes; pad sizes and grading; conditions of development; compatibility with
existing development, density transfers; public improvements; and water standards.
Shearer indicated the reasons he supported the ordinance citing the need to look
for compromises and alternatives.
Browne indicated he had voted "no" on the ordinance�since'he felt- it needed to
address .itself ate`.wafer suppay, assurances an& appropriate -traffic circulation
plans: -He further stated"that the hillside water ordinance has since been worked
out and the circulation plan is also being worked out.
40 Tice said his primary reasons for supporting the ordinance were public safety
(i.e., to prevent problems such as the Santa Barbara fire) and the need to leave
larger areas for open space.

Staff explained that the open space requirements are different from the
Woodside requirements. Much of. the open space areas will be left in
their original condition (as compared to grading -areas and planting new
vegetation) and most of it will be privately maintained. -
Tice indicated that the Planning Commission will hold a public hearing on
a development plan on May 17 at 7:30 p.m.
Motion by Bacon, seconded by Jordon to adjourn the Planning Commission
at 8:15 p.m. to the next regular meeting of the Planning Commission on
May 17 at 7:30 p.m.
Motion by Shearer, seconded by Chappell -to adjourn at 8:15 p.m.;
