The regular meeting. of the City Council called to order at 7:30 P.M.,
by Mayor Herb Tice. The Pledge of Allegiance was led by Councilman
Gary Miller; the invocation was given by Reverend Lawrence Cole of
the Community Presbyterian Church.

Browne inquired if this will all be
done in—house, Staff advised the design willi; Shearer said he
assumes this is not an over reaction to a rather unusual situation
experienced re the unusual rainfall and that this has been
thoroughly considered by the Engineers and it is not a situation
we are being pressured into because of the recent urfortunate
situation. The City Engineer replied this year was the first year
with any problems of significance; however it is the first year
since this Bill was constructed that there was any appreciable
run—off at all. "'The hydraulic calculations show a design run—off
peak flow of.approximately 39' per second, which is a significant
run—off Band based upon the existing facilities and location of the
ball field to assure that there will be no damage to the downstream
properties this facility is needed.

L. Cooke (Speaking for the President of the
Hearthstone Homeowners Homeowners' Association)
Assoc. Thanked Mr. .`Fowler for getting
things accomplished in regard to
previous requests with.the, exception of the grading problems.
Stated he previously contested the grading on the grounds
that there was 60 to 80% slope failures in one tract and in the
last few days he was informed of a few violent violations of the
City's grading ordinance. Re Lot 50 with a fill of 332', Lot. 51
a fill of 41' and Lot 14 a fill of 39' - all above the City's
grading ordinance regulations. Read Ordinance 7102/8 of the
Uniform Building Code and pointed out the section specifically
states no fill over 30' without a drainage swill.
Further stated the property owners
feel that someone -either in the grading department or the
builder, made a mistake and there is an attempt to cover up this
error. Asked that the City Council look into this matter in
detail. We are told this is an administrative decision and
he disagreed'- it states in the UBC what shall be done and what
shall not be done and the City Ordinance specifically states
nothing over 30' and then refers to the UBC which specifically
states after 30' a swill is to be installed - asked who takes the
blame after 30' of fill?
The City Manager suggested since
Mr. Cooke is speaking to 3 specific lots that the report to
Council be put in writing by staff with a copy transmitted to
Mr. Cooke; Council agreed and asked.that it be returned to them
at their next regular Council meeting.
Al Hamel Requested Council to consider
122 N. Mardina, W.C. allowing a recreational vehicle
and Vince Cordeo storage use in the City of West
1717 Via De Laga Covina. (Detailed their request)
San Dimas
The City Attorney advised that this
at present is not a permitted use in the City and in order for
staff to make it a permitted use it will have to go through the
Planning Commission to change the Zoning Ordinance and then it
would come back to the City Council before going into consideration
of a specific project.

The City Manager stated the Staff Report
accompanying the request indicates at the present time this was
merely to be received and filed but should the Council wish to
pursue this matter future it is recommended that the issue be
• referred back to staff for further study and forwarding thru
the Planning Commission. As Council knows the Planning
Commission is working on a basic priority calendar and' -if this
should take precedence over those projects we are currently
proceeding on this would have to be indicated by Council and
we cannot at this time predict when this will reach the Planning
Commission.
Lotion by Shearer that staff be directed
to look into the matter of the usage of recreational vehicle
storage lots in the City of West Covina and make appropriate
recommendations to changing the zoning ordinance; seconded by Tice
and carried.
Martin Gombert Last Wednesday, May 3, was Sunday, which
1214 W. Devers was designed to increase knowledge in
Solar Energy. More important though it
signaled the start of the Solar Energy Age. (Pointed out the best
place for conservation of energy and solar energy use is at the
local level and West Covina can lead the Los Angeles area if it
acts now. Such an effort can save money for the City and for its
citizens)
Several steps can be used to accomplish
this. An Energy Conservation Board could be made up from city
officials, businessmen and the general public. This Board can
• do several -things: define information of solar energy to
interested businessmen and citizens; the Board can work with the
City to increase energy efficiency within local government; it
can also explore Federal and State funding available for both
public and private programs.
In the government sector the City can
make a department wide. energy audit to determine what energy is
used, for What -and how much and at what time. While the initial
cost of solar energy is high there are many funds available for
its use and the City could locate this funding. Energy savings
are in the public interest and this would give the City of West
Covina recognition inspaving the way for solar energy uses.
Richard O'Ban'n�on Lot 52, Tract 30682 — I am one of the
2436 Marce,lla•Avenue� property owners with a slope behind my
West Covina. house of 332'. I lost�he bottom 2/3rd
of my hill. 'I mainly came down to
complain when .I bought the house the hill was 29' vertical
height, it was code legal. I moved in, they added another 4'
and I was not informed that my hill would be going over code
legal of the City Code. I would like to know why the City
Engineer'can.approve plans in. violation of the West Covina_
Municipal Code?
The Mayor stated when Mr. Cooke spoke
the matter -was re.ferred:by Council to staff for a complete study;
Browne asked the City Manager to make sure Lot 52 is included in
the study requested by Council.

the San Bernardino Freeway, on the
west by Citrus Street, and on the
south and east, by the City of Walnut
city boundary.
REQUEST: Approval of a proposed
Specific Plan of Design which includes goals, policies and imple—
mentation steps, and certification of the Environmental Impact
Report. Recommended by Planning Commission Resolution No. 2851.
City Clerk verified receipt of.Proof of Publication in the West
Covina Tribune of the Notice of Public. Hearing on April 27, 1978;
and 18 Notices mailed to the Committee.
Staff report presented by the
Planning Director, along with slides. Pointed out two typographi—
cal errors in the report, one on Page 24, Column 2, Paragraph 3,
Line 9 should read: "will be the entire source of future expansion
with no further expansion of multiple residential development";
and on Page 32 two words should be inserted in the first line of
the 2nd paragraph to read: "it would appear that a continuing
need does not exist ......."
Staff recommends that the City
Council reaffirm.the recommendation of the Planning Commission
and adopt the East Hills Specific Plan and certify the Environ—
mental Impact Report therefore..
As requested, read into the record a
letter from Mr. & Mrs, Daniel M, Cullen, 3150 Virginia Avenue,
addressed to the East Hills Citizens Committee and the City Council,
thanking the citizens and members of the Planning Department for the
great amount of time and effort spent to give the Homeowners in the
East Hills area the kind of plan they visualized for this area of
the City, further stating the plan is very satisfactory.

West Covina The purpose was to give input of
our opinions to the planners of our
City. The factors discussed were: private property, traffic,
water drainage and lighting. We discussed these thoroughly and
voted on each issue. We also discussed the factor of how much
property the homeowners could afford to keep in today's age. In
the eastern section of the city we found homeowners were selling
out portions of their property in order to pay the taxes each year
that they were burdened with. We also discussed the circulation
and the ability of streets to handle more cars,
size of the property per

members she came back and said these women said "whatever you do
don't walk away from a plan because you will regret it many times
in the future — we did just that and we have a road going every
• which way which we could have planned out."
The only thing that I knew of that was
changed from what the citizens put in was the size of the pad but
the retention of one house to one acre is adhered too in the
Hillside Overlay as we discussed. Hopefully from this we have
accomplished our goal of giving you enough information about our
opinions that we can bring about a meeting of the minds in the
future. Thank you.
Dorothy Tucker Ordinarily you get me down to a Council
2915 Mesa Drive meeting when I object to something, but I
West Covina thought after reading about this plan
in the paper and getting information second
hand from my husband who wa^ on the Committee that the East Hills
Planning Committee had done,a fine job and there would be no -problem.
However, I read the minutes of.certain objections made by individuals
at the Planning Commission and I*thought it would behoove me to get
down here to say that I think this is a job well done. Perhaps it
is not the way.I personally would have done it; I think there are
things I would have changed, but it is a group effort and I believe
if there had been such a plan in effect in other areas of our City
they would not have ended as they did. I think it is a good step
forward and I hope Council will adopt it.
IN OPPOSITION
Phyllis Wittenberg Thanked Staff and the Committee and
League of Women Voters complimented them for working so
of the San Gabriel Valley diligently and thoroughly on prepar—
ing the plah"for the East Hills and
that the comments made in the letter
presented to City Council are not necessarily against the plan per
se but just a few reservations that the League of Women Voters
have about a few aspects of the plan. (Read the letter stating the
policies of the League, their objections and their suggestions.)
Robert Cole Lived in the area for 31 years
3323 E. Holt Ave., between Grand Avenue south of the
West Covina San Bernardino Freeway bordered by
Holt, mentioned in the plan quite a
few times in regard to the noise problem. He agrees the freeway
does create a noise;prohlem but objects to the East Hills plan
consistently referring to his area as unsuitable for residential
living. This reference does not help the property owners in that
area if they would like to sell their property. Agrees there
should be a buffer zone between the freeway and residences and
thinks the commercial zoning he is recommending would provide this
buffer inasmuch as commercial zones are normally occuppied during
the day when people are not sleeping. Furthermore if the property
were zoned as commercial as is all the other property west of the
• particular area it would gain in value significantly: The few
property owners in our little area have attempted to try and stop
this move towards residential and would appreciate further con—
sideration in that area.

I would like to�read,this to you: "The Noise Element of the General
Plan was completed in 1975. At that time studies indicated that
major streets most contributed significantly to the amount of noise
in the areas. Specific areas — Citrus, Barranca, Cameron, Vine,
Grand and the San, Bernardino Freeway created noise levels of 65
decibels or"more. Noise projections for 1985 showed that much of
the property along Cameron, Citrus and Grand were in the 65 decibels
range which interferes with normal residential activities such as
sleep and creates nervousness and tension."
Parcel 1. of the adopted Noise
Element recommends that the city utilize, eliminate, or consider
the elimination of new residential areas in the areas of 65 decibels
or more. This policy was consiH—gred in the preparation of new land
for the General Plan and apparently this piece of land was overlooked..
I think there should be a buffer between the freeway and residences
and I think that commercial zoning would provide this buffer. In
addition to that I think you people as Councilmen have an obligation
to the city as a whole and not just the people over in the area of
the East Hills. We all know if Proposition 13 or Proposition 8 is
passed that the citizens will have to look forward to new sources
of revenue for the city. If this area were zoned commercial the
City would gain from the possibility of sales taxes and the property
would also gain in value which would bring in more revenue to the
City. We would appreciate more consideration of this.
James Perry (Agreed with the comments made of the two
300 East Lincoln Ave., previous gentlemen) I am more interested
Montebello in the parcel of land at the corner of
Grand and Holt on the east side of Grand.
It runs between Temple Way and Holt
Avenue. On that parcel there is located a church and school, the
Unified School District owns a piece of property there on Temple
Way. It is not at all proper to put that in as residential.
I would recommend that it go to a much higher use. With the noise
problem and adjacent to the freeway it is not suitable for
residential. Now if this cannot be decided at this hearing I
would request that this particular parcel be deleted and set
aside for further study before making a decision on it. Thank you.
Robert Kriste I think your Citizens' Committee did a
1309 Sandy Hill marvelous job. I certainly appreciate
West Covina their having taken the time making those
considerations and allowing us to come
in and make a few critical comments onlv on a few of the results
they came up with that do not seem to coincide with our interests.
I would concur with the comments of the League of Women Voters
other than when she might suggest the pbssibility of multiple
housing in that area. I didn't understand the latter half of her
comments when -she indicated abandoning residential use and indi—
cating she might-als,o be thinking of multiple dwellings. I would
like to see this'.be one house — one acre. And I would also like to

see a study made of these streets which now are relatively peace—
ful and quiet to see if the streets are adequate to bear the
traffic of.7500 people trying to get in and off the hill — I think
that is a real consideration. The rains this year were bad in
that area and if you go in and start cutting the hills into steps ..
Re the one house — one acre — I think
you should try and upgrade as much as possible those remaining
parts of land that are to be annexed to the city and let them
contribute as much as possible to the quality of life here as
much as they can — the policy of one house — one acre is far more
consistent with that area then to go in and chop it up to the
20,000 square foot pads.
Bob Mahan I have had some pretty substantial

before. I have only one comment here.
The significant adverse effects of
run—off are simply not addressed in the Specific Plan — I could
not find it anywhere and in light of'the damage sustained in the
area this winter I think this is a major deficiency.

2411 No. Cameron The problem I have in sticking to the
Covina subject is the street plan that is a
-part of the East Hills Specific Plan
which is the plan that serves the development that is to be
before the Planning Commission on May 17 — so I agree with those
who feel that the San Jose Hills should be more than a bastion
of private homes. I feel with sensitive planning, significant
conservation of natural banners and recreational open spaces
could be combined with areas of more dense residential development.
Another option would be to build a street system that would serve
only areas that can be developed without massive grading and then
allow homes to be built on the natural pads which would be possible
without doing massive grading.

I am speaking entirely.as a resident and
who has had some acquaintance with planning
city, although indirectly.
The;EIR significantly amounts to an under—
statement in-'regard.to some of the realities that are present —
the freeway is not'a barrier, it is like a river which gathers things
together and it happens to have two banks, not only one. Parti—
cularly when you have placed upon that freeway the greatest concen—
tration of ramp facilities that appears anywhere to the east of
605 and whether it is to be admitted as such or not, the old

boulevard, that was the dominant boulevard in the days trefara the -
freeway was ,.co,nstructed-, ,the Kellog Hill Road was what today is -
Holt Avenue. The enormous devices for traffic inter —movement have
made not yet but will make of Holt Avenue an inter —freeway device.
• Your traffic coming from the north with
only a very minor potential of its traffic having been realized
in the City"of West Covina and Glendora, is already of enormous
proportions. Within 10 years as the commercial possibilities
become a reality you''will see a saturation of the traffic carrying
capacity of that arterial. You have made certain decisions as to
how many roads shall pas's between Azusa and Route 57 and become
effective arterials with the San Bernardino Freeway, the Foothill
and the Pomona Freeways. By eliminating Lemon and Citrus it leaves
only one major arterial between Azusa and 605 and that is Grand
Avenue. The magnitude of that reality will first become apparent
when the Stan Ranch is fully developed and all that is holding its
development back is the continued existence of the moratorium and
that certainly shouldn't last for long in the City of Walnut.
Grand Avenue is down to the ----- Ranch which was acquired by the
City of Industry. --------- Ranch and the other ranches in the
Chino Hills have a precise plan for the extension of Grand Avenue
and its of enormous import. That leaves only one short spot within
the City of Industry involving two properties — E1 Benton's and the
Union Pacific Railroad. The funding for that will come soon.
Temple Avenue and Lemon absorbed some of
the previous funding. The County has not extended on the same
dimensions Grand Avenue down to Valley Boulevard for purposes of
stopping there. It can be a foregone c.onclusion.that ultimately
• it will be carried from the Pomona Freeway to Valley Boulevard
and then allowing for the enormous industrial potential that lies
through the City of Industry eastward up through Pomona (in which
I have been involved) you are going to see a traffic incidence
that is going to be colossal and you will need Holt Av^nue to
distribute the traffic that is coming up Grand Avenue, The device
over Holt Avenue on the freeway also anticipates the type and
quantity of population that you gentlemen cannot control either.
That is the province of the City of S.an Dimas.
You have a device of enormous possibili—
ties, which was recognized and it is basic and in planning the
planners can elect to say rezone this to such and so and restrict,
but once you have major highways in being they will inevitably
determine the economic opportunities that exist and ultimately
it is the economic opportunities and the issue of the highest and
best use and not for a group of citizens to make this a shelter
proof area. Whether for sound or otherwise, a barrier it is,
and if it is that it should be acquired by the City, but given
the free economy you will see this area undisputedly being one
of enormous opportunity and I don't think it is in the best
interests of the city as a whole to disregard this reality.
Dr. Propper A question. There are a few things I

(The Planning Director stated in the
hillside areas what we are talking about is one unit to the acre

utilized on 20,000 square foot lots , but the overall density
is one unit to the acre; The density transfers have'to be approv—
ed by the Planning Commission and can be appealed by City Council..
In the area Dr. Proper resides the density transfer cannot be
• utilized, this is only in the Hillside Overlay Ordinance and at the
time of the hearing on the particular Tentative Maps involved in
the Hillside Overlay at ,that time a decision would be made on an
individual project basis. There is a hearing scheduled on May 17
before the Planning Commission on approximately 622 acres, the
southern part of the planning area.)
ENVIRONMENTAL IMPACT REPORT VERBATIM REPLIES TO COMMENTS MADE:
Mr. R. Diaz Referring to the comments by Mrs. Witten —
Planning Director berg in the letter. The EIR attack pertains
more to the EIR concerning the San Jose
Hills Development Plan and therefore should not be addressed or
answered, they do not apply to this EIR. From the standpoint of
studying trails and putting them in as opposed to putting them
in the plan at the present time, staff's response would be that the
Hillside Overlay Ordinance reserves the right of easements anywhere
in that area to connect to the proposed County Skyline Trail should
the City desire to"do so or the County should wish to do so and
#2 either have the money to do so — this can be done at the time of
development.
Also there appears to be a incon istency
in questioning the EIR,from the standpoint of water availability,
challenging the EIR on the one hand for water availability to the
hillsides yet,on the other hand calling for a more intensive
• residential usages upon the plan. The issue of water should be
addressed in the EIR at the -time of the development plans; at
the present time the present information we have is there is water
available to accommodate the ultimate build up which we show in
the East Hills Specific Plan. Should the situation change and
the EIR on a specific project indicates that water is not going to
be available that plan could be rejected at that time.
With regard to the general comments by
Mr. Cole and Mr. Poss, concerning the noise along the freeway.
Staff would indicate that there is another policy, that policy
being that the City should be'aware of the noise along the freeway
and the implementation steps, and that the City should seek fund—
ing from sources to mitigate that noise. Just because R-1 is not
the greatest development from the standpoint of living adjacent to
the freeway it does not mean that commercial or more intensive
multiple residential is a better usage adjacent to the freeway
and we should completely ignore the impacts of such an extensive
use on the existing residential areas.
Mr. Mahan questioned the significant
adverse affects of run—off stating it was not analyzed in the EIR.
An EIR on a specific plan would not actually analyze the run—off
situation since the plan in of its self does not worsen or improve
the situation. At the time such developments would take place those
• EIR's would address the issue of run—off." However, as far as public
improvements are concerned which can impact run—off, within the plan
itself it does indicate the only public improvement that should be
modified or waived are sidewalks so that curbs and gutters which
would assist the carrying of run—off water and would_.protect the
streets would be required of all future developments.

Re the comments of Mary Johnson with
reference to the EIR as far as the street plan is concerned. It
is consistent with the circulation element and the adopted
General Plan of the city. There does not exist any inconsistency.
• This also relates back to the comments by Mrs. Wittenberg that
the plan should balance the needs of the community. The plan
does balance the needs of the community by the fact that it is
consistent with the already adopted General Plan of the city.
With regard to the comments of
Mr. Wilinczik, in addition to those concerning the ones I have
already answered,,as far as the EIR understating the facts of the
San 'Bernardino Freeway impacts, we believe it does adequately
address -this and it does not necessarily mean that a more inten—
sive use is necessary,
That would conclude my comments regard—
ing the EIR, Mr. Mayor.
PUBLIC HEARING CLOSED.
COUNCIL DISCUSSION.
Councilman Shearer: Mr. Mayor — one of the people who testi—
fied indicated that perhaps there were
some items in the plan before us that
taken separately they would change but on the overall they were
supportive of the plan. I think that is the position I find
myself in. There is no question that — yes — there is noise,
which seems to be one of the prime concerns of certain people,
granted who have a particular interest involved, but if we took
• one of the maps in the report and went through all of the noise
areas that exceeded 65 (the critical point) and rezoned all of
that commercial, we would have strip commercial throughout our
city, which I am sure is unacceptable to the citizens and un—
acceptable economically. Eventually there is a limit as to how
much commercial development can take place and to say that every
place where there is a high noise level we should automatically re—
zone as commercial, is unfeasible politically and economically.
I will support the adoption of the recommendation made to us this
evening.
Councilman Chappell: The overall plan goes along with the
thinking that we have had here. I have
one question and that is the deletion
of MF-15 and the redesignation of two units to the acre. We have
never done this in our City — as I recall — how do we do about
doing this?
Mr. Diaz: Mr. Mayor and Council, the way we do it
is to initiate a zone change to rezone
from MF-15 to the appropriate area dis—
trict and then delete it from the Hillside Overlay, because
currently the Hillside Overlay density would control. The City
would initiate the zone change — the legal issues would be con—
sidered at that time. At this time I. would be prepared to
recommend it at the appropriate time.
Councilman Shearer: Mr. Mayor, one further comment. And if
I misunderstood the statement of the
witness then I apologize in advance, but
it perturbs me when I hear allegations made that certain actions
of this Council'in the past were motivated by some pressure being
brought to bear implying that certain private interest groups,

specifically making reference to comments with regard to the
regional park and BKK. I think this question has been addressed
and answered over and over again and quite frankly I am a little
tired of having people throw that in and say that is the proof
• that the city is not concerned with open space, not concerned with
recreational activities, not concerned with park development.. I
think everyone is well aware, who is particularly interested, in
the fact that the City Council not under pressure from any private
interest group, made a decision a few years ago that it was in the
best interests of the City of West Covina to collect a rather sub-
stantial amount of money from the owners of the landfill operation
to be used for further development and implementation of parks
within our City in lieu of waiting somewhere down the road - 25/30
years - with no money to develop - and imply that in someway we
did that for the benefit of private parties.
Councilman Browne: Mr. Mayor, a further comment re
the landfill. This is private
property and if the people wished
to dedicate this land it was their prerogative. By their choice
they have decided to retain ownership of that area. The City cannot
go in and force them to create a park area. This area was shown
on the previous General Plan as a proposal and not as a definite.
A General Plan can be changed upon the request of the City Council
or persons in the community. The East Hills Specific Plan that we
are considering tonight is not the final chapter of development.
Specific Plans. are constantly reviewed and can be changed for
development reasons.
I think the people that worked on
• this plan did a good job.. There are certain areas that I probably
don't agree with but I think it is the option of any Councilman to
go alone with the vote of the people, especially after a public
hearing -has been held for the approval of this plan. We can at
anytime call up any segment of it, review it and change it. I
will endorse the plan.
Councilman Miller: Keeping in mind - as has been
alluded to - this is a plan to get
us going in a direction that will
be compatible in a general sense to meeting the needs of the
people in that particular area. Again, this plan can't be set
aside and be isolated fromthe General Plan of the City, so we
must keep that'in mind - which this Committee has. That is what
is important. When we look at the overall City General Plan -
this is a specific to the General Plan, which is really just a
beginning and then you get into the specific projects which
require more hearings and more input. As for what we have before
us tonight I feel it is a very worthwhile plan for this particu-
lar area and again we all have our different opinions but it is a
good.springboard for going forth in that type of future develop-
ment. I will be supportive of it.
Councilman Chappell: Mr. Mayor, I think it should be
pointed out that for the 10 years
• I have been on Council, we have
reviewed many areas in the City and have updated many of them
and will continue to do so. We are now getting ready to go into
another area in a similar manner as to what we are doing here.
So this isn't something that is new to this area - this is an
ongoing process of city government and we will continue to do
these things as time goes by.

Councilman Browne: Mr. Mayor, one more comment. I
would like to impress on some of
the people attending this meeting
tonight there was the impression that we were holding a hearing
• on the development plans that are scheduled to come in before the
Planning Commission on May.17. Our passing judgment on this
Specific Plan does not mean that we are approving the individual
development plans. -I am sure that I will have plenty of remarks
when those plans come forth. So don't be concerned that the
Specific Plan really tells you that we are for the development
plan that is coming in.
Mayor Tice: I would echo a few of the comments
made by my fellow Councilmen. I
think the BKK issue has been
addressed by Councilmen Shearer and Browne. The only thing I
would add is that particular area could become a liability to the
City if it were taken over by the City — there are hazards in the
future that could cause problems.
I feel this is a good plan — when
you can get seventeen people to come up with some type of a
consensus I think that is a good start in the right direction.
I know there are a few.factions that came out tonight that have
different feelings regarding this plan but this plan can be changed
in the future if it is necessary. This is a guideline. As far as
the noise element — no matter where you live in the City you will
get noise. I will support this plan because I think it is a step
in the right direction.

incorporated into the record so we need a motion to that effect.

• a) San Jose Little League The City Manager stated the City
Request for Sponsor Signs does have a requirement prohibit —
(Staff Report) ing signs for Little Leagues,
however the San Jose Little League
did proceed in that direction without knowledge and has in effect
a sponsored sign for advertising at their field. The Council has
once before granted approval under similar circumstances and the
Recreation and Park Commission has therefore recommended to the
City Council approval for San Jose Little League to post nine
4—foot sponsor signs on the outfield fence at Galster Park on
Saturdays only, during the 1978 baseball season.

b) Park Athletic Use The City Manager presented the Staff
Agreement Report stating this is a long over
(Staff Report) due document that puts together in
one document the operation and
regulations relative to the use of

Council discussed the need for
changing Item 11 of the document stating "No advertising signs
shall be installed" to read "No permanent advertising signs shall
be installed. Shearer then brought up the question of signs
• on the snack stands advertising upcoming rummage sales, dances,
etc. The City Attorney said if the sign was put up by the League
this world cover it, but if that is not the intent then it.should
say "No advertising'sponsored signs.....". Council agreed it was
not then intent to prohibit putting signs on the snack stands
that said "Come to the Dance" and things of that sort. Miller
asked about the 7—UP Signs on Scoreboards— would that be
prohibited. The Recreation Director said "Yes" but suggested
if listed as a "No advertising. sponsored. sign-' shall- be* ,7instolled... rr
would handle that; further explained that arty of the signs appear—
ing on bleachers, etc., are not sponsors but just indicate that
the items were donated by whomever.
Shearer said he was concerned with
#2 and.insurance coverage and asked the City Attorney if in the
actualoperation of the Leagues.they.have practice at other than
Walmerado Park'is there a.problem? The City Attorney,stated
it doesnrt specify the exact park and they would be covered on
any property within.the City. Browne asked what about school
property, would -there -then be a problem. The City Attorney said
no, not in terms of this agreement — the insurance indemnification
would be covered only on city property and any claims.or liability
on school property would be up to the school coverage. Chappell
said when an inaurance policy.i's issued it is issued to the
Edgewood Baseball League or the Little League or whomever, it is
a blanket coverage to the League per se.'

Chappell stated the League of California
Cities worked very hard to pick up the third supervisor to get
this on the ballot, it was a struggle — we certainly should
support it. It has been proven that''this particular charter
amendment causes us to spend more money than the'job really calls
for if we weren't competing with the County.

My impressions that what happens in
this study and if any consolidations or reorganization of the
government of the County of L.A. is effected it would signi—
fi,cantly impact cities. The League of California Cities .
L.A. Division has seen this and lobbied fora position on this
Committee, they had been excluded at first. I have been asked
to serve the L.A. Division on that.Committed.a.nd I. -request
Council permission to serve.
Browne asked Fast if he had any idea
of. the time involved that he would be away from the office and
Fast stated they are anticipating monthly meetings for a year,
the third Thursday of the month at 9:30 A.M. Chappell as
President of the League L.A. Division stated in his opinion it
is important to have someone like Mr. Fast serving in this
capacity.

JOINT MEETING WITH Mr. Fast: Mr. Mayor and Councilmen,
PLANNING COMMISSION the very significant
ON MAY 15, 1978 deliberation City Council
took this evening relative
to the East Hills Plan and the pending improvements of the hill—
sides indicates it might be important for *he Planning Commission
in joint session with the City Council to once more here the
principles and concepts behind the Hillside OverlayOrdinance that
. the Council were concerned about that were put into that
ordinance. As a significant development comes before them and
ultimately could.come before Council, that these concerns are
once more fresh in the minds of the Commissioners. Staff has
mentioned this to the Planning Commission and with that in mind
they have adjourned to May 15.
This Work Study Session is not to dis—
cuss the details of the -Specific Plan that will be before the
Planning Commission but rather to once more go over the principles
of the Hillside Overlay Ordinance and the frame.of reference
behind the various points adopted.
Chappell -stated his only concern is the
location, there may be a number of citizens wishing to sit in even
though they cannot testify at this Work Study Session, and -the
City Manager's Conference Room doesn't lend itself well to that
type of situation. Mr. Fast suggested'if a goodly number of
people show up Council can reconvene'to the Council Chambers.
Council agreed to the May 15th Study Session.

MAYOR AND MAYOR PRO TEM Mayor Tice: Councilman Chappell
MEETING WITH BKK COMPANY and I met, along with
(Report) staff, with the manage—
ment of BKK. I hope.it was productive..
About 9/10 months ago Mayor Shearer and
I met with them and we did make some;,progress, some of the items
we requested at that time have been ',comp]_e't.ed.' What will h'appen in
the next 60 to 190 days is they will be monitoring that operation
very closely. We realize the fact that we can't ammpletely
eliminate all the odors but we hope we can go along ways toward
bringing the complaints down. It was.o'ur,.understandiri'g that the
things that hadn't been done because of the weather conditions
asked for previously will be completed withina 90 day period.
TV TALK SHOW The Mayor advised he had the
CHANNEL 13 privilege of participating in a TV
talk ,show.. The: subJec;t Was to
enlighten the public a little more with the problems we are facing
on the freeways and trying to get more people interesting in
using the bus system or car pooling. There will bean Exhibition
Fair on the 25th to the 28th of May at the Fashion -Plaza on this
subject. There will be games to play, etc. T-he intent is to
have some more community meetingsto help solve the problems of
public transportation. It was stated by 1990 t'he're will be
another 600,000 people on the roads and there will be no additional
freeways. The TV show will be shown on May 12 at 10 in the morning.
COUNCILMEN'S REPORTS/COMMENTS
Councilman Shearer: I would like to ask Council to
approve a Resolution of Commendation
to be perma plagued, I don'tknow
the exact date,'but there will bean opportune time for its pre—
sentation. We have a lot of sport activities in West Covina that
attract attention baseball, football, etc., but there is another
sport at West.Covina High and that is track. They have a record
of approximately 60 consecutive dual meefs'victories and I think
the effort.by the coach.in producing these wins should be
recognized. The League Championship was Friday -and West Covina
High won and the future looks very bright to continue this.
There will be a banquet coming up in the next few weeks and I
would move that a Resolution of Commendation be prepared and
perma plaqued recognizing the efforts of Coach Brad'sbaw in the
track efforts at' West Covina High School.

Councilman Chappell We -have heard a lot about Proposition
13. I think it is time we either take
a stand in opposition to it or
however we want to vote on it and then perhaps support Proposition
1 and 8 if we oppose Proposition 13. 1 think the citizens of our
community deserve the information of how this Council stands on
this important Proposition. We received the information from our
City Manager regarding Proposition 13; the League had Alan_ Post
as an analyst of the bill and it has been printed up now and I
hope Council..has received copies. There: is some information in
there also on 'Proposition 8.. I feel we should let, -our -citizens
know whether we are for or against. -Proposition 1„3 and t_he only
way we can do that is to take a vote on it.

Proposition 13; seconded by Tice.
Councilman Shearer: Mr. Mayor, on April 17.when we had
our special meeting, in response
to a request to oppose Proposition
13, in my comments I indicated I didn't feel.--itiwas necessary.
However, the next day,my Number 1 supporter and sometimes major
critic who lives with me, said why don't you let your feelings
be known because people are asking. I think perhaps it would be
appropriate for Council members to.speak out'and take a position.
Unfortunately.there is no one here to report it this evening.
I will vote in favor of the motion to publicly oppose the
enactment of Proposition 13.

• Councilman Chappell: One other item. In roll calling they
call out Mayor and then Mayor Pro Tem,
I suggest in order to speed up things
we eliminate calling Mayor Pro Tem and include it with the
Councilmen — just call out the names. (Council agreed)
Councilman Tice: We have two gentlemen resigning from
the Personnel Board. Mr. Alexander
who is resigning at the end of June
(although we have not yet received his official resignation)
and Mr. Emerson, both'are moving out of town. We will have two
replacements to make on the Personnel Board. During July and
August, Dorothy Tucker who is Chairman will be away on vacation
so unless the appointments are made they will not have a
quorum.
Council discussed and decided at this
time to move on the Resolution of Commendation for Mr. Emerson.
The City Manager advised the closing for the acceptance of
applications for the Personnel Board is June 6th.
Motion by Shearer that a Resolution of
Commendation for Mr. Emerson be prepared and perma plaqued;
seconded by Miller and carried.
