® The regular meeting of the City Council. called to order at 7:30 P.M.,
by'Mayor Shearer. The Pledge of Allegiance was led by Mayor Pro Tem
Tice; and the invocation was given by the Reverend Donald Helsel of
the Shepherd of the Valley Lutheran Church.

PRESENTATIONS
Mr. Gordon Grein Mayor Shearer: Traditionally
Dr..Gloria Prado recognition is given
to people at the
completion of their particular service; however, this evening we
are departing from that and recognizing two people in our community
during their term of service. The first is a gentleman who the
® Council appointed -to the County Library Board.sometime ago and prior
to that the City's representation on that Board has been rather hit
and miss. However, with the appointment of Mr. Grein this took a
considerable turn for the better. He has participated very actively;
he has written a number of very factual and helpful reports and done
a job that needed to be done but prior to his appointment it was not
being done in the manner it deserves.
The other presentation is to Dr. Gloria
Prado, who is on the staff of Sunset School and in this capacity has
served not only West Covina but the surrounding communities,in an
outstanding manner. The item we are specifically recognizing
Dr. Prado for is her suggestion and her perserverance to bring to
the City Council a program whereby young people Who are students at
Sunset School, who do have the capability of.pro.ducing productive
work but because of their problems have di.fficulty,in.,finding
gainful employment. It was through her.efforts than the City has
a very active Orange Shirt.Program — we have several young men
working in our parks doing a very fine Job.
In recognition of the efforts of both
Dr. Prado and Mr. Grein we are happy to present these commendations.

PARADE COMMITTEE and that the City pay the $446: ..
incurred in the 1977 parade which is
still, outstanding to the Pepsi Cola Company. Stated Council has
helped many of the community organizations but only for a year or
• two until they were self —subsidizing and he recommended that this
City.Council take a stand as. we have in the past in being supportive
of parades, symphonies, etc., but he was not in favor of the
.expenditure of monies for subsidization after a year or two pointing
out the many..other needs the City has. Asked that Council not honor
this request.

Tice stated he.shared;some of Browne's
views, however he felt they incurred this debt in good faith
and if Council turnsthe request down he would offer his personal
check. Miller noted they are not asking for the parade permit
• for 1978 due to the construction work on Cameron -Avenue but will
be in 1979 and will.probably be requesting funds from Council at
that time. He concurred the $446, should be made up by the .
organization but in the future as far -as Council;subsidizing the
parade he was still open to that. Shearer said it was .his feel-
ing due to the manner in which this debt was incurred its non-
payment will reflect disfavorably.an.the City even though the
parade was the idea and brainchild and implementation of a
citizens group, it is very closely tied with the. City of West
Covina and.,he felt the lack of payment of their bill will reflect
adversely on the City and.not the Committee. He would like to see
the City pay this bill and then take a very hard look at any future
request for future funding.. Council could perhaps consider this
$446. in lieu of a much larger subsidy request.had there been a
parade in 1978; he would be in favor of paying the $446 with the
understanding that future requests be scrutinized carefully.
Chappell pointed out the organization -that puts on this parade has
been working very hard to give the City some recognition on a
holiday that we all respect; and he knows they have been attempting
to make up this deficit without coming to. Council; he felt Council
should support their request, but before going Zany further on any
requests in future years he felt the Committee should come before
Council and make a presentation showing Council what they are doing
in attempting to raise their funds.
The Mayor asked: the City Manager what his
• recommendation would be if:the.Council is desirous of helping in
this situation? City Manager stated_ there is an allocation in
Account 139.11 that would cover the amount requested if Council so
desires. Additionally from reading their letter it appears there
is nothing else this Committee is requesting in 1978 - they are
intending to hold some sort of"ceremony in the park and further
other.entertainment" — so at_this point we do not know if their
activities would in fact require money, permits, waivers of fees
.and bonds - we could consult with them .and determine if they have
to make an additional 'request of Council. 'At'this time he felt
Council should not grant approval for.any function because if in
fact they desire to have a function that requires insurance this
then becomes a problem.
Motion by Browne that*.'the request by the
Parade Committee be referred back to staff for.. a',repdrt back to
Council requesting a meeting with -the members of the Parade Committee
to explicitly draw out what their requirements will"be this year
and possibly next year, and afford Council a rundown on the alloca-
tion of monies that may be needed; seconded by.Tice and carried.

I would like to address Council on a
matter that is becoming of grave
importance to a number of people in West
Covina and throughout the State — the
growing cost of buying homes thus forcing
many people on fixed incomes to rent and
have been going up with rapid rises. Our
the last 2 years.
I would like to have your idea of what
you might consider some -type of moratorium on rents and some type
of a rent control board. Many cities are thinking about this at
the present time and studies are being made. Most of the studies
come to the conclusion that a very moderate rent oontrol policy
setting up an arbitration board would be a good thing for a city.
It wouldn't stop people -from building or investing in apartments
yet it.would stop the rent gouging done by some people.
The Mayor responded saying he was not in
a very good position to give an intelligent answer because he has
not had any input but off the cuff his reaction is somewhat negative
from the standpoint of picking out one area of the economy and
• controlling it. Tice said he was hoping after the June election
if Proposition 13 passed that this might help the situation.
After further discussion Council said
they would be willing to review this matter and have Mr. Maher
present to them some of the reports he referred to on the subject.
Miller said he is a renter and sympathizes with this gentleman but
at .this point thought it would be more advantageous to wait and see

what happens in Juneand if something passes that does not alleviate
the renters he would be open to rese'arch-on rent, stabilization for
this City.
Maher offer.ed.to get some information and
• send it to the City Manager; Mr. Fast was asked to prepare a report
back to City Council in regard to what is available within'the
prerogative of the Council to do.
Frank — — Inquired of Council'kf`they had any

West Covina Homeowners ask'ed,at the Special Meeting
(Hearthstone Tract) last Monday concerning the rain"damage,
mud, water, etc.
Mayor.Shearer: It was my understanding, a meeting was
scheduled for tonight with the developer
and the homeowners from that area.
Frank — — Advised most of the homeowners are there
but he was asked.to attend the Council
meeting and inquire regarding some of
the questions asked such as was the Council reviewing their
relation with the W & A Builders as far as the codes go?
Mayor Shearer: Yes, that is in the process of being done.
However, this evening specifically regard—
ing leaking fireplaces, wiring, etc.,
Council is not in a position to talk on that. Our main concern
is the repair of the storm damage and we are hopeful as a result
of this meeting this evening that some major progress will be
• made and that we will be advised of that at our adjourned meeting
tomorrow evening.
Frank — — Has the City Council through the City
Manager's office started a review of
W & A Builders compliance with city codes?
(The Mayor answered: Yes) Has anything
further been done with the City Attorney re a moratorium?
Mayor -Shearer: There is an item on our agenda later
this evening that indicates as far as a
moratorium on continuing to build under
the present permits there is no basis in law for a moratorium.
Mr. Wakefield, will you elaborate?
Mr. Wakefield: That is correct, Mr. Mayor. The problem
with the moratorium arises from the fact
that under the Uniform Building Code that
the City is required to adopt and has adopted, the responsibility
for the -issuance of .building permits and the inspection of building
structures in the course ofconstruction rests with a.Building
official of the City. Insofar as grading is concerned the issuance
of grading permits is the responsibility of the City Engineer and
he is obligated to seek compliance with the approved.' grading
plans as far:as the.execution of the grading is concerned. We -
have no authority under either the building code or,our City
grading ordinance to stop -a -single builder or d'eve.loper who is
in the course of building either pursuant to the building permits
that have been issued or the grading plans which have been
approved. All we can do in that respect is to insure that the
builder or the developer is complying with the approved grading
plans and the permits that have been issued.

Process of reviewing those matters that were brought up at the
last meeting of Council and that report.will be available hopefully.

In reply to the matter of the dumpsite
the Mayor advised that is also being done - that was started
before the meeting on Monday.
Clyde Swensrud Apologized to Mayor Shearer and Council-
2914 Jacqueline man Browne for.not being able to reach
West Covina them to advise that the Homeowners meeting
scheduled did not materialize. Asked
if Council had arrived at any conclusion
re additional'.patrolling of their area.
Mayor Shearer said if Council gave the
impression that they would consider putting an extra patrol car
in a specific area that was either a mistake on Council's part or
a misunderstanding because that is.not.within the budget which
means putting on about 5 extra police officers plus a patrol car;
that would have to come at the next budget session to see if funds
were available. Advised further that Council was holding an
adjourned meeting tomorrow night and expected to have a report
from W-& A Builders, but this meeting would not cover the
question of additional police patrol.
Guillermo. Rios. In. a written invitation handed to Council

West Covina Master Choral.Group sponsored by the
Rowland Unified School District for use
• at special events, particularly the
dedication of the community center at Woodside Village.
Mayor Shearer.. Thanked.Mr. Rios, stating he was happy
to know the group was available and
thought it would be appropriate to have
the group help.'us'dedicate.the community center, probably the
first part of September. Letter was referred to the Recreation
Department. Mr. Freemon, Staff Reporter for the S.G.V.D.T. was
asked if he might publicize this group, and he agreed to do so.

RESOLUTION NO. 5446 RELATING TO THE COM—
PENSATION PAYABLE TO THE RISK MANAGEMENT COORDINATOR IN THE FINANCE
DEPARTMENT.

AMENDMENT NO. 1 TO (City Attorney explained the proposed
AGREEMENT BETWEEN amendment -is to an agreement previously
ROWLAND UNIFIED SCHOOL entered into with reference to a school
DISTRICT and CITY OF site in the Woodside Village area. This
WEST COVINA and UMARK, amendment authorizes the payment for the
INC. (Staff Report) site on an amount agreed upon between the
School District and Umark. Concurrence of
the City is required inasmuch as the..City
was a part of'the original agreement;)

MATERNITY LEAVE OF The City Manager advised there was a
ABSENCE REQUEST slight revision in the recommendation;
KATHY GREFFLY the Leave of Absence was to be from
March 16, 1978 to and including May 16,
1978 (60 day period) and if employee has
not sufficiently recuperated to her physician's satisfaction the
City Manager is authorized by the City's rules and regulations to
grant an additional 30 day leave of absence.
So .approved by Tice; seconded by Browne.

LEGISLATION Re Statement of Economic Impact.
AB 2227 (Staff Report)
Miller asked that this item be over,
stating he would like to see the bill before making any comments.
He felt the information in the staff report was vague and general.
Shearer stated he felt the bill is vague and that is a reason for
opposing it.
Motion by Tice to approve staff recommenda—
tion opposing Assembly Bill 2227; seconded by Browne and carried on

MAYOR'S REPORTS
PROCLAMATION Hearing no objections the -Mayor proclaimed
"Knights of Columbus Day" Marth.29, 1978;
City Councilmen acknowledged the presence
of Mr. Bertinni, representative from Knights of Columbus and
commended the organization on its fine work in -the City.. .
COUNCILMEN'S REPORTS/COMMENTS
Tice congratulated Mayor Shearer and
Councilman Browne on their reelection; commented it is a pretty sad
commentary when people do not get out and -vote to elect their
representatives — we had 4900 people vote out of 35,000 — about 15%.
The City had 309000 ballots printed at a cost of $11,000 coming out
to about $2.25 per vote.

The City Manager reported due to the
uncertainty relative to Proposition 13 and the fact the City's
hiring must take into account the insurance aspects that went
into effect January 1 that effective immediately the City Manager
will be reviewing all vacancies relative to the filling of those
vacancies until such time as a budgetary policy directive is
received from City Council, which we anticipate establishing on
April 17, occurs. At which time a further decision can be made
pending the outcome of the election on June 6, 1978. Additionally
there is an action required of the City Attorney relative to some
legal action.
Mr. Wakefield advised Council it is the
recommendation of the City Attorney that the City Attorney and
Burke, Williams and Sorenson be prepared and authorized to
represent the City of West Covina in two actions. One entitled
Stewart Campbell versus the City of West Covina in the U. S.
District Court; the other is Terry Washington versus the City of
West Covina in the Superior Court.
Motion by Chappell to approve and
authorize the recommendation; seconded by Miller. Motion carried
on roll.call vote:'
