APPROPRIATION FOR DUPLICATION OF THE' Motion made by Chappell, seconded by GENERAL PLAN Tice that the City Council approve the requested special appropriation for the duplication of the General Plan and .General. Plan,Map, and that'Action Printers of Pomona be authorized to print the General Plan Map. Motion carried. Motion made by Browne, seconded by Miller that the City Council authorize a charge of $1.00 for the General Plan Map and $3.00 for the General Plan (including Map, if desired) for other than the normal distribution. Motion carried. MAYOR'S REPORTS RESOLUTION OF COMMENDATION Upon recommendation by Browne, Shearer proposed a Resolution of Commendation to Nino Castaneda. Motion made by Tice, seconded by Chappell that the City Council instruct Staff to prepare a Resolution of Commendation for Nino Castaneda to be presented to him at his retirement party. Motion carried. • ORAL COMMUNICATIONS - cont'd (7:58 P.M.) Mr. Wm. Harper Reported a large number of burglaries 2910 Jacqueline Drive in.the Woodside area, each averaging West Covina, Ca. a loss 'of approximately $1500. He, and other citizens in the area, do;`. not feel there is adequate Police patrol to curb the situation. According to reports he had received, only one black and white patrol car is assigned to the area. Wondered if maybe one car had been what was allocated to the area prior to the massive development. Requested that the area be considered for extra or increased patrol. Shearer noted -that he was sure that patrol of the area had increased with development. Requested Staff report to the Council the beat system, etc. for, the area. Tice questioned if the East San Gabriel Valley Burglary Team is aware of the situation. Staff did not have knowledge of the Team's involvement; indicated that would be furnished the Council with the Report requested by Shearer. • Staff stated Harper would be contacted for explanation of the CEASE Program, which could also help curb the problem. 8 - CITY COUNCIL Oral Communications - cont'd February 27, 1978 Page Nine Tice indicated that he did not believe the burglary rate was only increased in the Woodside area, but in many other areas of the City as well; i.e. the area where he lives. Mr. C. Swensrud Reiterated the burglary problem in the 2914 Jacqueline Drive area. Reported that one contributing West .Covina, Ca. factor would be.the incompleted paseo Systems throughout the Tamara develop- ment. The open,, unlighted paseo areas allow burglars easy access and escape. The completion of the paseo system is approximately one year behind schedule. Explained that the Policeman on duty at the time he telephoned the situation into,the Station had informed him that one patrol car is assigned to the area. In order to receive more coverage, he was advised that the`neighbors..should address the City Council.with the problem. Browne reported that approximately two weeks prior he had been made cognizant of the burglary problem in the area. He had discussed the problem with members.of the Police Depart- ment and had been advised that a requesu,'for a. run -out on the beat system for the area had been made (a request normally generated to study an area of increased criminal -activity). • Browne noted that while a specific number of black and white patrol cars may be assigned to an area, unmarked Police cars are also dispatched for surveillance of given areas. Browne had also been advised that a contributing factor to the problem is that there are a number of homes in Woodside still under development or with incomplete land- scaping., Therefore, there is a lot of movement in the area by service trucks and service persons. It is difficult to determine who is and who is not authorized to be in the area. The Police Department had informed Browne that as many as five or six patrol cars had been dispatched to .the area at given high incidence times. Certain suspects are currently under surveillance. Tice suggested that the neighbors work together, too, in watching each.others5' homes, etc. Swensrud reported that the neighbors had met to discuss the situation, and that this type of working together was underway. • Swensrud reported that while he could understand the problems in new construction areas, this would not be the case in his immediate area where construction has been completed. The burglaries in the Tamara development seem to conscentrate on the perimeter of the development along the incompleted paseo system. CITY COUNCIL Oral Communications - con t'd February 27, 1978 Page Ten Swensrud suggested that additional use of black and white patrol cars in the area, rather than unmarked patrol cars, would make the burglar(s) more aware. • Browne reviewed the CEASE Program. Swensrud stated that representatives of the Program had been to the area; residents had incorporated some of the measures; but, it did not seem to help the situation. Shearer requested Staff to look into t he matter of incompleted paseo systems, and to take any measures open to the City to encourage completion of the developer's obligations. COUNCILMEN'S REPORTS/COMMENTS Councilman Tice: ."Last Thursday and Friday, Mr. Fast and I attended a conference on Tax -Reform and Local Government in Sacramento. We did miss the morning. session (due to. fog). I have mixed emotions as to the result of the conference. I do believe that at the State level of legislature there seems to be dedication and some cooperation to come up with a viable means for a property tax bill that will address part of the cause and not the effect like some of the bills have in the past. When I was in Sacramento about six months ago, the State Assembly and Senate did not seem to be getting their act together and doing much from.the standpoint of property tax relief. As of Saturday, I think-SB-1, Senator Peter Behr's Bill, seems to be the most viable means to meaningful property tax relief.. It is a broad bill; it is very encompassing. It would set certain limits on what the cities, the counties and the State can spend in the way of new programs. This morning it.looked as though the bill would go through both the Assembly and the Senate. The one objection- able point to this bill was a 5% tax on the sale of homes, and that. was removed. The thing that I like about the bill at this time (it can change again tomorrow), is that it addresses.certa.iri things that have to be addressed; i.e. taking some items out of property tax which are non -property related - welfare, health costs, court systems, and State elections. It also has a low-income, senior citizen and renters relief, which is pretty good; it is practical. It would limit the sources of revenue which the cities, the counties and the State can use to make up a loss of revenue. The Jarvis initiative is rather limited • and rather open for interpretation by the State Assembly and Senate. As of today, the Behr Bill would give about a 30% reduction across the board in property tax, plus the $1750 exemption currently in force, which would mean a total of about - 10 - CITY COUNCIL Councilmen's Reports/Comments- cont'd February 27, 1978 Page Eleven of approximately 32% or 33%. And, if this goes right, there would be further reductions. I think that I could support the bill as it now stands. It is a broad bill that tackles some of the problems, and it gets into the large surplus that has been sitting in Sacramento for a few years. There were some interesting statistics given at the conference. 82% of the costs of running local govern- ment (counties and cities) are mandated costs by the federal and state government. I wonder, if the Jarvis initiative passes, what would happen if the local governments refused to do the mandated things; I wonder how many of us would end up in jail. There was quite a bit of talk that people would not just go ahead and do the mandated things. Under the Jarvis initiative, the State would stand to gain some $800 million in additional income tax and the federal government would stand to gain some $2 billion because of the lower property tax that could be claimed. Those are hidden factors that.would benefit the government agencies; no matter what we do, there will be some benefit to them on this. One thing about the Jarvis initiative, though, it sure did get the legislature's attention. I think they • have got the message that they have to do something. Supervisor Hayes has an initiative out that is on property tax relief, and it takes in some of the items which I just mentioned -.removal of non -property related items. The Jarvis initiative would favor the business community in the short -run. Two.representatives of the business community - one from the California Builders Council, and the other from the California Manufacturers' Association, stated that in the long -run the effect on business in the State of California could be very dire and far-reaching from the standpoint of not being able to provide services for the business community, the issuance of bonds, etc. They went on record in non-support of the initiative. Another interesting point was that in Los Angeles County it is estimated that some $5Gmillion a year is spent in health services to support illegal aliens. A good portion of that is coming out of the property tax dollar. It was reported that a survey was taken where the people -were asked if they would accept less services. Only • 8% of the people polled indicated they would accept lessservices. I �-' don't know if they were talking about Police, Fire, Welfare, or what, it was not explained. But, that would indicate that 92% of the people are satisfied with the present services, or would want more. CITY COUNCIL February 27, 1978 Councilmen's Reports/Comments - cont'd Page Twelve It was interesting to note that Los Angeles County has the second highest property tax rate in the State; San Francisco County is first.! • As a whole, looking at the bills coming to the Legislature now, if the Behr Bill remains in its present form, I could support that because I believe it addresses the areas that we are concerned about -, spending, doing something with the surplus, and taking non -property related items out of property tax. I thought it was a worthwhile conference. The mood of the people present -was not one of gaity. Most of them were very angry and want something done as much as every irate citizen. They are hoping for the best." Fast indicated that his report on the conference would be forthcoming to the Council in written form. Councilman Tice: "The second point that I would like to make, in this recent election, it has come to my attention that one of the candidates has been making some unkindly remarks towards this Council; some of which are not true. On the Council's behalf, I thought I would mention this. The -decisions the Council makes are always out in the open. We are not doing anything behind closed doors. I think that every one of us can say that when we come in here to make a • decision, we don't know how any of the other Councilmen are going to vote. I think it was mentioned that the Council makes its decisions at cocktail parties. Three of the members of the Council do not.even drink —, This is a completely open Council; nothing is done behind closed -doors." Councilman Browne:- ''.Due to the numerous complaints on odors from B.K.K., I would like to see a meeting set up with B.K.K. (management and opera- tors), Staff and two Councilmen to discuss the complaints registered within the last six months. I would like to see the addresses of .the complainees pinpointed on a map,of the area. I would like to see the U.U.P. brought up once more to see if B.K.K. is totally complying with all of the conditions setforth."
