AND JOINT MEETING WITH CHAMBER OF COMMERCE
FEBRUARY 6, 1978
The adjourned regular meeting of the City Council of the City of West Covina and joint meeting
•with the Chamber of Commerce was called to order at 5:30 p.m. by Mayor Shearer. The Pledge
of Allegiance was led by Councilman Miller.

1. JOINT MEETING WITH CHAMBER OF COMMERCE ADVISORY BOARD
Forest Tennant, President of the Chamber of Commerce, expressed appreciation for
the City Council's support of the business and professional community, and presented
the semiannual activities report. He briefly reviewed the highlights of the report
and particularly noted that a majority of shoppers live outside of West Covina. West
Covina is beginning to attract small conferences, conventions, and seminars, and a
new Conference/Convention Committee has been established by the Chamber. The
• Chamber has been very active in new business development and is working closely with
City staff. The Chamber of Commerce membership has increased during the past year
and membership dues have been increased. Tennant indicated that the Chamber has been
very active in legislative affairs, particularly in reference to mandatory overtime pro-
visions and the reform of the National Labor Relations Act. The new City map and
City brochure will be completed within 30 days, and the Anti -Graffiti Program is an
example of the successful cooperation between the Chamber of Commerce and the City.
Mr. Bregman indicated that the Small Business Services Program has not been as
successful as hoped since people do not seem to be particularly interested. He indicated
that the program would continue and hopes that more small businesses take advantage of
the program.
Tice indicated that the Fireworks Show was excellent this year. He noted that the
Chamber is working with the staff on traffic circulation problems, and that the Chamber
has taken a position_ in opposition to freeway ramp metering. Shearer agreed with Tice's
comments and complimented them on their successful programs.
II. PRESENTATION REGARDING CITY YARD
Wolff made a presentation on the Maintenance Department and the City Yard. He dis-
cussed the Yard and shop facilities and briefly discussed the free Removal Program, the
concrete and asphalt crews, the Sewer Cleaning Program, and the Sign and Paint Programs.
In response to questions, Fast indicated that the new organization of the Maintenance
Department was working out well and that it has provided the Department with standardized
policies, rules, and regulations; more flexibility; and more effective service levels. He
indicated that the department is constantly looking for new programs to provide more
efficient services and better ways to complete the required jobs.
