CITY OF WEST COVINA, CALIFORNIA
OCTOBER 20, 1977
The Adjourned Regular Meeting of the City Council was called to order at 7:30 p.m. by Mayor
Chester Shearer in the City Manager's Conference Room, West Covina City Hall.

CHAMBER OF COMMERCE - ANNUAL FINANCIAL STATEMENT AND PROGRAM OF
WORK/ANNUAL ACTIVITIES REPORT
Forest Tennant presented the Program of Work/Annual Activities Report giving particular attention
to the Fourth of July Program, the County Fair exhibit, the promotion programs, the Membership Drive,
and the very successful Women's Division Convention. Bernie Bregman presented the Financial Report
• comparing Fiscal Year 1976-77 with Fiscal Year 1975-76. George Strachan briefly discussed the
Economic Development Program of the Chamber and indicated that the Chamber was working with
City staff on several new prospects.
The Council indicated its pleasure with the continued performance of the Chamber and particularly
noted that the majority of the work was done by volunteers.
PRESENTATION ON MID -VALLEY COMMUNITY HEALTH PROGRAM
Dr. Saif Ullah, together with Gary Smith, Jack Leland, and Karen Bifierno, presented a brief
report on the Mid -Valley Community Health programs. Particular emphasis was given on the pro-
grams that provide counseling to delinquent youths and their families. Dr. Ul.lah indicated that
AB 965 was recently signed by the Governor and thanked the Council for its support.
Council noted that Mid -Valley has a total concept relating to schools, ,family life, police and
probation departments, churches, youth organizations, and other programs. Council also in-
dicated that first offenders are being counseled and are not repeating their offenses.
ECONOMIC ANALYSIS REPORT - LEVANDER, PATRIDGE AND ANDERSON, INC.
Mr. Fast presented a brief review of the Economic Analysis Report and introduced Dale Levander
• who presented the summary and findings of the report.
Council indicated that it wanted more information on the proposed bond refinancing; on the
Orange/Merced Program; and on the cost estimates on the. Old Center.
Motion by Tice to authorize staff to explore the priorities; seconded by Browne and carried 5-0.

REPORT ON SAN GABRIEL VALLEY ASSOCIATION OF CITIES
Councilman Storing from La Puente and Councilman Yeager from 'Covina presented a report
on the San Gabriel Valley Association of Cities: They indicated that the Association com-
plements the League of California Cities and has been inappropriately labeled as a succes-
sion group during the past year. They briefly described some of the activities including the
insurance seminar and a program on gangs and graffiti.
Council indicated that it was originally concerned with the successionist movement and
requested Mr. Fast to present copies of the. bylaws and newsletters at the next Council Meeting.
THE PARK AND PUBLIC FACILITY NAMING COMMITTEE
Shearer suggested that Susie Pacifico, Olivia Kinzler, Jim Gonzalves, George Ott, and Louis
Reynolds be named to the Park and Public Facility Naming Committee.
Motion by Chappell to name the aforementioned individuals to the Park and Public Facility
Naming Committee; seconded by Miller and carried 5-0.
RECREATION AND PARK COMMISSIONER
Tice indicated that he had reviewed the applicants for the vacancy on the Recreation and Park
Commission and suggested that Gregory C. O'Brien be appointed to the Commission for the term
ending June 30, 1979.
• Motion by Tice; seconded by Browne to direct staff to prepare a resolution appointing-Gregory.C.
O'Brien to the Recreation and Park Commission and to be placed on the agenda for the next City
Council Meeting. Carried 5-0.
TEMPORARY NO PARKING ON FERNWOOD
Mr. Fast indicated that West Covina High School had requested temporary "No Parking" signs
on the west side of Fernwood for October 22 to accommodate the West Covina Band Tournament
Program.
Council indicated its approval and requested Mr. Fast to contact the local residents.
