The Pledge of Allegiance was led by Councilman Chappell; the invocation was given by the Reverend Charles R. Simmons, United Methodist Church. DEMONSTRATION EMPLOYMENT PROGRAM Motion made by Browne, seconded by Tice to (1) approve the implementation of the West Covina -Sunset School Demonstration Employment Program; and, (2) to authorize $3,000 from the unallocated General Funds to cover the cost of the Program. LEGISLATION Staff presented the Report. • Motion made by Chappell, seconded by Miller that the City Council oppose AB-402 (Transportation); oppose AB-495 (Police Chief); support AB-1533 (Municipal Organization Act); oppose AB-1455 (Councilmanic Elections); and support AB-1265 (Executive Sessions). Motion carried. COUNCIL BUDGET The Council received and concurred with HEARING SCHEDULE the Council Budget Hearing Schedule. INDEPENDENT CITIES OF The Council received an invitation to LOS ANGELES COUNTY The Independent Cities of Los Angeles County General Meeting to be hosted by Covina. Will advise Staff of attendance. JOINT MEETING WITH THE Staff reported that a joint meeting WEST COVINA SCHOOL BOARD with the Council and the -West Covina School Board re Sunset School had been set for June 6, 1977, 7:30 P.M. The Council indicated preference for said meeting to be held on June 1, .2 or 3. Staff instructed to negotiate a. change of da.te with the Board. Committee to review applicants for the Planning Commission and the Recreation and Parks Commission and to make recommendations for same to the Council. Motion carried. The Council determined that in light of formation of the Human Resources Commission, the two terminating appointments on the Human Relations Commission would not be re- appointed -at this time. PERFORMANCE EVALUATION Shearer reported that the Council had ROBERT FAST unanimously approved an outstanding Performance Evaluation for Robert Fast. COUNCILMEN'S REPORTS- Tice presented a report to the Council COMMENTS on his trip to Sacramento for the Mayors of City Councils Legislative Conference. APPROVAL OF DEMANDS Motion made by Tice, seconded by Browne to approve Demands totalling $1,257,194.13 as listed on UCB sheet numbers 61228 through 61439.
