Mr. S" Novarro ' (Stated the family has lived in this

'� for the proper development of this parcel
of land" Recounted the appearance of the area when he first moved
to West Covina and what transpired to the largo 5 and lO acre par-
cels of land. Referred to the Uhltebirch area and how it has
developed to the betterment of the area. Mentioned the many acres
of land that are not being maintained and are fire haza,rdq.and the
main reason -for -purchasing this property is to insure the boat
' possible development for this area since his home is adjacent to
the property and some of his children are contemplating living there.
Compared County.standards with the City requirements preferring a
development of 20,000 square foot lots with better police and fire
service and sewerage instead of cesspools.
S. NoVarro I am speaking in'support - I have lived
adjacent to the property for 35 years.
Zoning in the County area has been R-1
40,000 with few restrictions.- And there are many fine homes in
the Highland Area but tbera also has been many instances where
largo areas of land have been broken down without consideration
for the overall plan. (Explained)
_(Referred to a letter of support from
a Mr° Mek6ei ~ the largest land owner in the area. At the Planning
Commission meeting there was mention by a Mr. Watson that this land
was sold so I contacted Mr°'Mmke_eI�and requested a letter from him.
The land is in a 2 year 000rou and not stable - so he does have a
stake in this.-)

about 30 years and in Uont Covina we have
done some houses on -Mesa D�iue» Ho-lle,nbrabt Hom�_�a - a�o.io� Arcadia.In 1970ue received an Architectural Award for s project we did in
Covina and this proposed project would be of top quality.

to their fine ethical reputation in the
construction field.
And this is something to be considered with so
many transient and commercial developers that you see today.
I also want to mention one thing which was--.
not mentioned in your EIR - that this project would generate
revenue far in excess of the expense of city services expended.

an acre or better parcels. Everyone
that is -objecting to
the proposal is objecting to the density.
Their isn't anyone that
says not to develop the raw land and that
it isn't better for
the entire area — the strong objection is
density. If you were
actually physically beyond the location
you can see a geographical
difference between what West Covina
now supports as half
acre parcels and what the acre area is.
There are hills and
there are valleys — there are geographical
differences. We all
have acre lots now and we take care of it.
Some of us have horses
and some don't but we don't want to see
the area destroyed.
Three—quarters of all the property adjacent
is acres and we want
to keep it that way.
H. Weinberg - My property is adjacent to the property in
19601 E. Cameron Ave. question. The question to me seems to be
Covina. on the hillside overlay. If you walk the
property — and I think this is the problem with thePlanning
Commission meeting, that the people never had been up on the pro—
perty to see what it is. (Referred to the West Covina Tunic -in al
Code and the Hillside Overlay wherein it states "the term 'hillside
areal means those areas which have a medium slope before grading of
8%...." Cb,�llenged the EIR coming up with 17% grading. Discussed
Ibis aspect in detail.) I say let them come into West Covina, let
them go with the zoning but give them one acre zoning and not half
acre zoning.
• Mrs. Donna-Sjogren Our property is directly next door to
19431 E. Cameron Mr. Novarro. It is in,.an area that world
be backed by two homes, one directly;::
behind one of my boy's bedrooms and one
directly behind our backyard. We do not question fir. Novarro's
..a.b.ility, we live in a home built by him which is.a„beautiful home.

We do question that we have paid the premium.prices to live in a
rural area and we saved to do this and now that'we are here we
don't feel they should change the area to half acre hillsides
strictly for monetary reasons. When they bought this property
they -knew it was zoned for one acre parcels and I would assume
• they would know they were going to make a profit.going into the
purchase.
(Questioned the existing driveway which
is next to her house and not wide:%enough for street. The Mayor
explained the TT shows a street of 28' which would be the
entrance into all the proposed lots — pointed out on the map.)
Mrs. Sjogren_ We would like to see this area developed
in a beautiful way and are definitely
opposed to halfacre sites which are not
in keeping with the area at all.
Brenda Newbold In addition to the letter we wrote to
19446 East Cortez you April 25th I would like to elaborate
(County) a bit onthe concerns we have re the
sewerage pump and the drainage problems..
(Referred to the comment in the EIR, Page 25, end of paragraph 2,
read. Questioned if this meant they were going to run other future
developments through this pump? Discussed this aspect further and
suggested an -alternative of individual home pumps or a gravity flow
sewerage system: Felt it would be cheaper and better for the
City in the long run and that this is possible with the cooperation
that the city/county-has together.) I think the City Council is the
place to come so that a satisfactory plan could be worked out
through City/County cooperation which could answer the needs of
• mitigating more cheaply and more effectively.
Dean S';yogxebI live adjacent to Sam Novarro. I think
19431 E. Cameron what this Council has to look at is the
fact that high density areas are what some
people want and low density areas are what some people bought. We
bought.in thisarea for this particular reason. This Council
should take this into consideration and not take away what people
have invested in. I have seen particular areas in West Covina
become very congested. I don't think a community like this has
to.curtail its area by taking away the rights of the people that
are probably in the minority.
Ken Dalton I own slightly over an acre on the private
drive where the majority of this nuisance
drainage would be coming down. Actually
the additional traffic is probably not my prime consideration. We
have been in the area for 16 years and have 209' frontage on the
private road which has been improved and done so to a degree prior to
the Whitebirch Tract and has suffered quite a bit of drainage because
of the Whitebirch development. I think there are other more viable
methods other than pumping. (Discussed the possibility of planning
an underground storm drain with a natural fall down to the existing
storm drain facilities on Cortez. Referred to a slippage statement
on page 5 of the EIR and said going south on Grand Avenue towards
• MSAC there are evidences of land slippage; one area in particular
on the northside of Cameron shows slippage signs.) I don't think
there has been enough dedicated study into the area of slippage.
I can't find fault with the quality of the
proposed development but I can find fault with the development in
consideration of the existing property owners that have been there

for a long time. I think the whole report is probably biased towards
the develper with not enough consideration to the -existing home that
will take the load of the drainage.
Lillian Watson We have only been here 4 years but we

acre sites and being able to raise livestock. We thought this would.
.be a wonderful way to raise children. 'This area is surrounded by.
one acre or better sites and to build one-half acre sites around it
would be taking away from the rural atmosphere.
There is one thing I would like to
contradict - 'the wildlife study showed only mice and gophers and
since we have lived here we have viewed so much more wildlife - fox,,
raccoon, coyotes, owl, hawk, etc. When you live here you appre-
ciate viewing these wildlife. Maybe with one acre sites a bit of
this could be saved,'I don't think with half acre sites it would be.
The developermentioned building on
acre sites is not feasible anymore - but there is a development on
Grand Avenue where they are building one acre sites and I spoke to
the realtor and they are selling 'as fast as they are building them..
They are approximately the same price range and same value of home.
I feel there is still a demand for one acre sites and people would
want to buy into them.
With the widening of Cameron
Avenue�I,felt this was a little hasty. There were some cuts
in the hillsides there where the planning wasn't done too well
and the hillside was falling down.and retaining' -:walls had to be
built. There is slippage in this area of the proposed development.

West Covina or on 2/3 acre sites very well landscaped.)

In reference to Mr. We.inbergl. staff had
walked the property and hetalked with Ken Hunter anti others that
had been'out there. He had made mention of a 3000 square foot pad
and -the smallest pad for the area would be 7500 square feet with
the majority being in the 10,000' area. Also as Mr. Diaz stated,
(We-iinberg. made reference to the slopes, etc.) the overall slope
from top to bottom is 7%. The drainage swells are the cause for
the high number which gives it a 15 to-29% average.

The Planning Director commented re statements made regarding the
EIR; Mr. Maddalena: indicated there would be a definite adverse
impact on the environment because the existing rural atmosphere
would now be destroyed. The one acre zoning that is in the county
area would continue to be -maintained east of the site; the parti—.
cular site in question is adjacent to this so it would be a
natural transition. There might indeed be some legitimacy in
terms of the environment on the rural atmosphere if this density.
were to take place at Grand and Cameron thus having one acre
developments. between two half acre developments.
In reference to the EIR comment indicating that the cut of 12'
was excessive. This is really not that excessive When we compared
i'tito.:tk'e 60 and 70' cuts that have taken place in'other places.
12' is minimal in terms of this area and would not have any signi—
ficant adverse impact.
With regard.,to the issue of the tax benefits brought to the city,
and that money should not be the prime factor. The EIR would not
indicate that money should be a prime factor in terms of approval
or.accepting development into the city. It is merely pointinq
out as a statement of fact and an item that is required under CEQA,
Referring to the sewerage and drainage issues presented by
Mrs. Newbold and the gentleman that followed her, the gravity flow
system which was suggested. First of all a gravity flow system
to Cortez could not be implemented and some pumping would have to
take place if we. were to go north to Cortez, and to go south to
Cameron would be futile because there are no sewerage systems in
Cameron and would have to be brought in and the cost of this would
be totally unrealistic for 13 homes to carry the cost. In regard
to the ability to pump, it is within the current state of the ark
the pumping of sewerage at that particular level and if it cannot
be accommodated then this particular density cannot be approved.
With regard to the issue of land slippage — again, as indicated
in the EIR and the Staff Report, the existing uniform building
code requirements would have to be met and geographical data
would have to be submitted before any grading could take place.
With regard to the wildlife situation, the EIR just indicated the
wildlife that had.been seen on that 7.7 parcel. Not in the area.
In the area indeed there are deer and many other specimens of
wildlife and birds.
That would conclude the comments on the .questions rising on the
EIR.
COUNCIL DISCUSSION FOLLOWED.
Council questioned the sewerage situation and fir. Diaz said if
we had to o to septic tanks the project would not.be approved.
.(Explained? The Mayor asked if one acre lots would eliminate the
need for sewerage pumping and Mr. Diaz said "no, there is no way
you can connect gravity flow, and the pumping of sewerage has nothing
to do with density." The Mayor p-oint,ed out that the, EIR does not
have to prove that the.project has noadverse effect, the purpose of
the EIR is to merely state the facts to be used by the decision
makers and an EIR can point out adverse facts.

Council felt the project before them met
the code requirements and the concerns re sewerage and drainage
are automatically covered in the code to be adequately met. The
general feeling was -that this type of a project would not destroy
the area at all and that the half acre lots a -re i:n keeping with
the'times and are easier to maintain in a proper manner and that
the quality of the homes that will be built are in keeping with the
homes existing in Area District IV.

Jim Davis (Explained he had been before Council last
616 No. Vincent October 28 and November 23 trying to get a
West Covina driveway permit because his house has no
driveway and at that time a traffic report
was made saying the original owner had relinquished the rights for
a driveway, which he didn't know about. And the other reason for
denying the request was because there was no apparent hardship.
Stated there now is'a hardship because he received a ticket last
Friday night and one on Saturday and one on Sunday. The Police
Department advised him it was an old law that is now being
enforced.)
The Mayor explained at- one-t:t-ime- there
was a formal procedure for granting a variance but subsequently
that ordinance has been changed and''Council no longer has that
prerogative for allowing the parking of comg,P,rcial vehicles on
the street or in private driveways`.' Mr. `:Davis explained he
talked to the Motor Vehicle Department in an attempt to get his
vehicle classified as recreational. After further discussion
the Mayor pointed out there is an alley there that was provided
for the parking of residential vehicles and Cougars-to-ted he
could not park his cars in the alley. The Public Service
Director stated if a petition is passed through the Traffic
Committee and City Council the alley can be used for parking
vehicles, not commercial vehicles. The Mayor asked that the
Traffic Committee inspect this location for the parking of
legal vehicles in the alley and report back to Council and
Mr Davis.

relatively few exceptions the Mayor brings
routinely to the Council proclamations
as proposed and I am wondering if we want to continue that. It
does result in work for city staff. (Gave instances of proclamations
that might be disregarded as one type and the other type would be
proclamations of direct interest to the community and where the
proclamation is given directly to a recipient that is present.)

SUNSET SCHOOL Mayor.Shearer.o I have two items to
EMPLOYMENT PROGRAM bring to your attention.
The first isthe possible
demonstration of.an Employment Program in conjunction with Sunset
School. Mayor'Browne turned the job over to me, he made contacts
when Mayor and toured the school as I did several weeks ago. As an
outcome of that I was requested by,one of the dedicated staff members
• there to investigate -the possibility of the city providing some
sort of meaningful.employment to a graduate of,Sunset School. I
would'suggest if you have not already done so that you take a tour
of that facility and see how some of the more unfortunate people in
our society live, the idea being that these people need something
beyond what this school itself can provide. There are many of them

that can offer something productive. Staff has made a preliminary
study and come up with some areas where we could possibly
utilize them at nominal cost such as clean up work in and around
park areas being paid $2.00 per hour for two hours a day. I think
it is something our City might provide leadership to encourage
other employers in the area to do something similar recognizing
that $4.00 per day is not going to support these people but at
least it would give them something meaningful to do with their
life.
If there is concurrence I would refer
this back to Staff for further detailed follow up.report with a
more precise cost figure.

ORDINANCE RE M-dy,or Shearer stated the County_B.oard
SEXUALLY EXPLICIT of"Supery sors recently passed an

(Explained further) Supervisor Hahn, who sponsored the ordinance,
is urging cities to consider adopting such an ordinance. Chappell
stated he was under the impression the City hads uch an ordinance
adopted several years ago. The Mayor asked the City Attorney to
look into this matter and see if the City is covered and if it is
possible to have the ordinance extended to cover areas that are
generally considereda public area and Council agreed.
COUNCILMEN'S REPORTS/COMMENTS
Councilmen Miller:. I want to comment on an article in our
local newspaper dealing with th-e•"Nation's
Highways to go Metric". I am ad-dre-ssin g-
myself in a general way to the whole concept. I am in opposition
to the nation's roads "changing to the metric system. In -a
critical, time of high inflation, tight budget and unemployme-nt;-
it is very important that our resources be used wisely. Giv-e,rr--• -
the fact that our present system is adequate I ask that the --
Federal Highway Division in their consideration not implement
this particular program at a cost of one hundred million dollars.
This article does say that the Federal govern-m,ent• will bear the
change over cost but that doesn't mean they will share the total
burden. We are also looking at the changing of ordinances, e_tc.,
which will run into millions of dollars before completed.
I feel this law passed by Congress in
1975 was not a wise decision and the only reason that I can find
that they did it was because it would uniform us with other
countries of the world and that I take opposition to because what
made our country so great was we didn't conform to the world.
People left other countries to come here because -of our non-
conforming so I disagree with the legislators which now put the
burden on the local cities to have to pay for this in the fu.t.u.r_e.
I would like to'encourage people to write before January llth to
• the Highway Division expressing their comments.
