The Mayor called the joint public hearing meeting to order at
9:40 P.M.

RECITATION OF
• DOCUMENTS The Mayor stated the record contains the
following items: 1) Proposed amendments
to the redevelopment plan; 2) Central
Business District Redevelopment Project; 3) Redevelopment Agency
report to City Council on the proposed amendment to the redevelop—
ment plan for the Central Business'District Project; 4) Environ—
mental Impact Report on the proposed amendment; 5) City Planning
Commission report to the City Council finding that the proposed
amendment for the Central Business District project to be con—
sistent with the city's adopted General Plan.
JOINT PUBLIC HEARING OF THE CITY COUNCIL AND
REDEVELOPMENT AGENCY ON THE PROPOSED AMENDMENTS
FOR THE CENTRAL BUSINESS DISTRICT REDEVELOPMENT
PROJECT AND ON THE DRAFT ENVIRONMENTAL IMPACT
REPORT THEREON
Staff presented the report dated May 6,
1977-recommending approval. At the request of Council staff
defined "Neighborhood Commercial" in detail; explained what uses
N—C allowed and what uses might be expected on a 5.2 acre parcel.
Mayor Shearer: Mrs. Preston, have we received any
written communications in favor or
opposed to any of the items before us
this evening?
Mrs. Preston: One from Walsh &I Associates and one from
Paul and V. Schrey. Walsh & Associates
questioned why their property included
within Area "A" and Schrey opposed the proposed amendments. Both
letters were.included in the Consent Calendar items agenda of,the
City Council:

RESOLUTION NO. 147 The General Counsel presented:
ADOPTED A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF...WEST COVINA,CERTIFYING TO
THE.PREPARATION AND COMPLETION,OF THE ,
FINAL ENVIRONMENTAL IMPACT.REPORT ON THE
PROPOSED AMENDMENTS TO THE REDEVELOPMENT
PLAN FOR THE CENTRAL.BUSINESS.DISTRICT
REDEVELOPMENT PROJECT.
Motion by Chappell to waive full reading
of said resolution and adopt same; seconded by Miller and carried
