APPROVE -EXPENDITURE OF FUNDS . -Shea.rer reported that he had attended a meeting with Suburban Water Company representatives and outlined some of the measures that they are taking to advise people of the pending water shortage., encourage judicial use of water, and discourage wasteful use of water. Council instructed Staff to look into the feasibility of some of these programs for imple- mentation into the City Water Company. Motion made by Chappell, seconded by Miller to authorize the expenditure of approximately $4,500.00 from the Water Fund to purchase water conservation items. Metzler Explained that he had returned to the 2552 Temple Avenue City{:Council because of the number of West Covina., Ca. traffic tickets he has received for parking his commercial vehicle in the Woodside Village parking area. Asked those City Councilmen who were opposed to the parking of commercial vehicles in residential areas and the Unclassified Use Permit to permit same to plea.se explain their reasoning. Shearer invited Metzler to personally call the three Councilmen who were opposed.. Mr. J. Connelly Thanked the Staff and Council for their Member, Assemblyman cooperation in obtaining approval for Bill La.nca.ster's Office landscaping along the Interstate 10 Freeway. Mr. L. Ja.cque Questioned the assessment engineering • 2412 a.nd administrative costs levied on West Covina, Ca. Maintenance District No. 4. Felt they were excessive, and that the residents in tha.t District should be reimbursed the full fee of $180.00 rather than $9.0.00 as proposed by Sta.ff since the developer ha.d not yet turned over the District. Explained that the developer.from whom he had purcha-sed his home ha.d told him CITY COUNCIL ORAL COMMUNICATIONS Page Nine April 25, 1977 and others that the homeowners would not be charged a maintenance fee until one year after occupancy. • Recalled a. meeting with homeowners from the K & B development, Fast and Browne wherein the residents reported various problems; i.e. slime on the sidewalks, broken sprinklers. To this date, those problems had not been corrected. 0 Staff reviewed the costs incurred by Maintenance District No. 4. Staff reported that K & B had been informed of the problems and the complaints and instructed to correct them. Unless some of the problems are„corrected, it might be possible to issue citations where the City right-of-ways are concerned. K & B are scheduled to turn over the slopes to Maintenance District No 4 in'July:. Staff will enforce concurrence to the letter of the spe"'ification.s prior to acceptance, and bonds will be reviewed carefully prior,to release. In answer to question by Shearer, Staff explained that it would'not really be possible to project what fees will be levied on the resident*,s"`fin- Maintenance District No..4 for maintenance of same because the District is still growing, and the fees will be divided between all of the residents. Shearer reinforced hs'prior statements by reiterating that it is his belief that all maintenance districts in the City should be self -supporting -and that no funds from the City's funds shall be transferred for same. Upon question, Browne was advised by Staff that it did not appear that K & B would be building again in the City. Reviewed the requests and reasoning for same with the Council, answering questions upon request. Particularly noted that the rates for all times would be posted on the meters. Motion made by Tice, seconded by Miller is to approve the proposed increase in Yellow Cab Company rates subject to the approval of other cities served by the Yellow Cab Company of the San Gabriel Valley. Motion carried. 13 CITY COUNCIL CITY MANAGER REQUEST FOR REPEAL OF FOUR YEAR OLD VEHICLES FOR TAXIS AND OWNER DRIVERS LEASE ARRANGEMENTS TOWARDS A HUMAN RESOURCES COMMISSION Page Fourteen April 25, 1977 Staff presented the Report. Motion made by Chappell, seconded by Miller to approve the request and direct the Staff and City Attorney to prepare an appropriate ordinance. Motion carried. ,Staff presented the.Report. Miller suggested that within the Commission Composition it be designated that one seat shall be filled by a personLunder the age of 23. The Council discussed this possibility, feeling that the youth should be represented on the Commission; however, it was the general feeling that no one age group should be designated over and above another. Appointments to the Commission would be made keeping the balance of the Commission in mind. Shearer did not feel that a City Council member should be an Ex-Officio Member of the Commission and so designa.ted.in the ordinance for same. Felt that the liaison appointment should be made by the Council just as it is with other City Commissions and Boards. Shearer also felt that the ordinance • covering the proposed Commission should only state that the Commission should meet at least once a month at a time and place to be designated by the Commission. In response to question by Shearer, Wakefield explained that the City currently has no ordinance prohibiting a citizen from serving on more than one Commission. Shearer stated that he would like to see such an ordinance. The Council appointed Tice and Shearer to meet and to report back to the Council with recommendations to the make up of the Commission subsequent to the adoption of the ordinance. Motion made by Browne, seconded by Tice to authorize Staff to.prepare an ordinance incorporating the suggestions (as amended) contained in this Report for introduction. Motion carried.
