Dave Mesle.r." I reside in Woodside Village and after a
2555 Temple Avenue year and a few months I'started to receive
West Covina parking tickets for parking my overweight
vehicle. I have letters of permission
from the apt:-: Manager but I have gotten 10 'tickets and paid for one.
(Explained further (Stated he has no other place to park the
truck, prefers not to park it on Azusa Avenue because of possible
theft of valuable equipment. Asked for permit to park.)
(Councilman Shearer explained the present
situation re parking of commercial vehicles in residential areas.
Council members agreed there was nothing further they could do;
suggested Mr. Mes1",er� find some other place to park the vehicle.)

City Manager asked to check -to see if there were anyproblemsin
storing a nd to contact the President. City Attorney advised
there were no legal problems.
COUNCILMEN'S REPORTS/COMMENTS
Miller stated he requested a report from
the City Manager's office re water conservation here in West
Covina and staff came back to him with 7 points that the City is
in the process of doing. (Mentioned a few of the points)
Thanked staff for moving ahead in this matter of water conservation.
Browne advised on March'29 on invitation
of the President of the East San Gabriel Valley Chapter of the
California Association for the Physically Handicapped he had the
pleasure of sitting in a forum conducted by this chapter in relation
to what the cities in the San 'Gabriel Valley have been doing in the
-past and intend to do in the future.uith regard to removing
barriers and other items that present problems to the physically
handicapped. Some of the things brought out at this meeting this
City Council has taken a very strong stand on and taken efforts to
eliminate. Sometime in the latter part of last year we did have a
discussion amongst ourselves at a Council meeting regarding the
blue curb law which we were all in support of. One of the problems
at that time was a matter of an ordinance; however this has been
rectified by AB4140 which allows local communities to enact
ordinances which will enforce parking in the handicapped stalls.
The State Division.of Motor Vehicles is now issuing identification
-licenses for all handicapped vehicles.
Motion by Browne proposing that Council
continue with their efforts in enacting an ordinance which would
give the Police.Department the teeth necessary to enforce parking
• violations in the City of West Covina both on public and private
property; seconded by Tice and carried.
Mr. Schoonovert President of the ESGCPH
stated there are actually..two,,items; one is a regular license_.plate
issued at no expense to the owner of the vehicle which identifies
a handicapped driver and the other is a placard for $4.00 which can

be put in the front windshield of a oar and removed when necessary

attending the forum and for bringing this up to Council tonight.
Tice pointed outthera has been several
�- articles in the S°G°V°D°T° re hot meals for senior citizens
at noontime at $1°80 which is being sponsored by the Uoot Covina
Unified School District and the Senior Citizone Association and that
it is not government funded.
