03-17-1977 - Regular Meeting - MinutesMINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA MARCH 17, 1977 • The adjourned regular meeting of the City Council was called to order at 5:00 p.m. by Mayor Chester Shearer. The Pledge of Allegiance was led by Councilman Gary Miller. ROLL CALL Present: Mayor Shearer; Councilmen: Miller., Chappell, Tice, Browne Others Present: M.R„ _Fasf,'. G.'Wakefield, L. Preston,; M. AWARD OF BID WOODSIDE VILLAGE RESERVOIR Fast presented reports from the City Engineer and NO. 2 - CITY PROJECT 77101 from the City Attorney regarding the receipt of bids, and indicated that all elements of the bid documents for the low bidder were appropriate. Motion made by Browne, seconded by Miller to accept the low bid and award the contract to Utility Construction, Inc. of Barstow in the amount of $1,236,817.. Motion carried on roll call vote: • AYES: Miller, Chappell, Tice, Browne, Shearer NOES: None AGREEMENT WITH COUNTY OF Fast recommended that Los Angeles County provide LOS ANGELES FOR INSPECTION building inspection services during the construction SERVICES - WOODSIDE VILLAGE of the reservoir at a rate of $25.67/hour, not to RESERVOIR NO. 2 exceed 400 hours in total. RESOLUTION NO. 5418 Fast presented Resolution No. 5418: ADOPTED A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA REQUESTING THE COUNTY OF LOS ANGELES TO PROVIDE INSPECTION SERVICES DURING THE CONSTRUCTION OF A STEEL WATER TANK Motion made by Chappell, seconded by Browne to waive further reading of the body of the resolution and to adopt Resolution No. 5418. Motion carried on roll call vote: • AYES: Miller, Chappell, Tice, Browne, Shearer NOES: None PAY DISPARITY - FIRE Fast indicated that a promotional pay disparity DEPARTMENT EMPLOYEES occurred in the Fire Department because of circum- stances not foreseen in the meet and confer process. According to the City Attorney, there is no legal obligation to compensate the affected employees. n LJ CITY COUNCIL General Agenda PAY DISPARITY - FIRE DEPARTMENT EMPLOYEES (Cont.) March 17, 1977 Page 2 Fast recommended that the City Council adjust the inequitable situation, although the City has no legal obligation to settle the disparity. Motion made by Chappell, seconded by Browne to authorize payment of $1,577 to each of three Fire Captains to correct an inequity in their salaries, although the City has no legal requirement to make the adjustment. Motion carried on roll call vote: AYES: Miller, Chappell, Tice, Browne, Shearer NOES: None CITY INSURANCE POLICY Fast indicated that a binder has been received from the City's insurance agent to provide coverage following the cancellation of a portion of the City's liability insurance policy, and indicated that a report wi I I be provided to the Counci I at its next meeting. Chappell indicated that the City's insurance agent was doing a good job and said it is difficult for cities to obtain insurance. COMMISSION APPOINTMENTS Shearer presented the Commission appointments for April 1 through June 30, and indicated that • the annual appointments would be made in April. The City Council concurred in the Commission appointments. • LITTLE LEAGUE OPENINGS The City Council discussed attendance at Little League openings. Shearer, Tice, and Miller will attend the Galaxie opening on April 2. Chappell will attend the Orangewood opening and Browne will attend the South Hills opening on the same date. Chappell will attend the West Covina American opening on March 28. ADJOURNMENT Motion made by Browne, seconded by Chappell to adjourn the meeting at 5:15 p.m. until the next regular meeting.
