RTD".UPDATE REPORT Councilman Storing of La Puente, representative
• to the RTD Board briefly explained the need of
curtailing services because of a deficit of
twenty million dollars in 1976. This will result in longer waits
between bus stops and complete elimination of night services.

would like to clarify -"private sector". I don't necessarily mean
just big business but even small business. So we here in West
Covina have seen a tremendous growth in our commercial and I ;
believe statistics will prove that we have employed more people in
the last 2 or 3 years than what people we will vbe--lo-s-fn•g- in -t-h!e-

have addressed my comments only as a clarification.and hopefully
positive as the way I saw this particular situation. Otherwise
I appreciate staffs report back to::me and their comments."..
Councilman Miller: Item number 2 - I addressed this person-
ally and got a response -back from our
City Attorney. The. U_..S. Night, -Circuit
Court of Appeal took action in the case of,.the..Ci_ty_of Concord -
that the City could not constitutionally require the posting of
a $100 bond by a candidate to guarantee the removal of --political
signs. Currently our West Covina Sign Ordinance does require the
candidate to past -a- $100-band-but in essence what our City Attorney
advised is that this requirement -is unenforceable and so: it should
probably be removed from our code. I would like to address this
to staff for any further changes that may be necessary.
Shearer replied it may be unconstitu-
tional but until it is challenged in West Covina he would like to
see it remain because it may help to get the signs down,— would
prefer to wait until challenged before making a change. Council
members agreed.
Chappell 'reported to Council that•the
recent election for the LAFCO delegate - Mayor Finkbiner,won
an overwhelming re-election and still remains its chairman.
Shearer spoke of the recent.action of
the Police Department complimenting the Department on its out-
standing performance both at the scene and in the constraint -
they showed in not returning the fire and in the follow-up
.investigation conducted.

REORGANIZATION OF CITY COUNCIL
Mayor Browne thanked his colleagues for
their backing and consideration while he was Mayor, pointing out
it takes a cooperative effort of Councilmen, City Staff and the
people in the community to make this a successful job. Related
some of the problems encountered in the past year, one of which
was.the resignation of the City Manager.and the appointing of.an
Acting City Manager - Leonard Eliot - and that during this transi-
tion period business was carried on as usual. Mentioned some of
the major events and programs carried on during__the year - expan-
sion of the home improvements project, elimination of many.barriers
for the handicapped, the new Palm View Park Community Building and
other park improvements; the updating of the city general plan,
acquiring the East Cameron Park site, recreational improvements,
"Restaurant Row", completion of the Country Mart Shopping Center.

AUDIT: COMMITT'E'E' The Mayor requested Mayor Pro Tem Tice
and Councilman Browne to continue as
representatives. on the"Audit Committee.
Both agreed.
• FREEWAY LANDSCAPING
NEGOTIATIONS The Mayor pointed out that due.to his
employment.with Cal Trans he -would be
unable to participate in any negotiations
with Cal Trans re the freeway landscaping. After discu.ssi.ng with
Tice they were in agreement and would like to have Councilman Browne
continue as the Council's designated liaison in any._negoti.ations
that might be conducted between the City and Cal Trans re the.
free -way landscaping project.
So moved by Miller, seconded..by Chappell
and carried.
