MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
AND JOINT MEETINGS WITH
CHAMBER OF COMMERCE AND HUMAN RELATIONS COMMISSION
CITY OF WEST COVINA, CALIFORNIA
MARCH 7, 1977
The adjourned regular meeting of the City Council and joint meeting with the Chamber
of Commerce and Human Relations Commission was called to order at 7:00 p.m. by
Mayor Nevin Browne.

Stan Smith, President of the Chamber of Commerce, presented the Chamber's semi-annual
activities report. Responding to questions, Smith indicated that plans for the Women's
Division state-wide conference were proceeding very well and that the Legislative Affairs
Committee was very active, particularly in the areas of property tax reform and OSHA
requirements. Smith and George Strachan, responding to councilmatic concerns, indicated
• that the entire fireworks show would be coordinated by the Chamber this year and the
program would be greatly improved. A Christmas program is also being planned, although
there will not be a Christmas tree this year.
Joe Riordan commented on the new business development program and explained the
business analysis data that the Chamber is currently receiving and analyzing.
Members of the Chamber expressed their appreciation to the Counci I and staff for their
hard work in business development and on the Economic Analysis Report. Council thanked
Claire Decker and the Bi-Centennial Committee for their efforts.
Bernard Bregman presented the financial report for the period from July I, 1976 to
December 31, 1976.
Bernie Lake discussed the Nassau promotion and other future programs planned. The
Miss West Covina Pageant will be held on May 4, and the Long :Range Planning Seminar
wi I I be held at Lake. San Marcos on April 30 and May 1, 1977.
Council commented that legislative affairs and the youth and business programs were very
important functions of the Chamber.
The Board of Directors adjourned at 7:48 p.m.
Police Chief Sill presented a film on youth alcoholism that was made under the supervision
of the West Covina Police Department and distributed nationally.

The Human Relations Commission was called to order by Chairman Lacey at 8:00 p.m.

Browne presented a brief history of the Human Relations Commission and indicated that the
purpose of the meeting was to discuss the recommendations of the Task Force on Disruptive
Youth Practices and also the role of the Human Relations Commission.
Cano expressed a desire for more of a goal orientation with measurable results rather than
a general approach. He suggested greater involvement of the Commission with the city
administration, schools, and youth.
Hahn expressed a desire to work on affirmative action programs and to become more
involved in youth activities.
Teal expressed a desire for the Commission to become more goal oriented and indicated
that the Task Force was a key document.
Lacey expressed the , possibility of the Commission receiving complaints from residents.
• Stewart said that she needed more background having just been appointed.
Katherine Heinz indicated that the Task Force report addressed some ideas that could be
referred to the Commission. She suggested greater interface between the Commission
and the West Covina School Board.
Browne requested Fast to make recommendations on the implementation of the Task Force
and to present it to the Council as soon as possible. He indicated that the interest of
the Commission seems to be in the human resources area rather than on a crisis orienta-
tion basis and suggested that the report discuss the possible ways that the Commission can
assist in implementing;, -the report.
Council discussed the possible re-evaluation of the purposes, goals, and orientation of
the Commission and a possibility of reorganizing the Commission and its functions.
The Human Relations Commission adjourned at 8:58 p.m.
The City Council adjourned to the next regular meeting at 8:56 p.m.
