I am not adverse to holding it over. As I see it the salaries are adequate and I see no justification for.the raise that has been 'requested. If. it is a matter, as it has been presented to us in -this report, of distinguishing by.'` -the titles of responsibility between secretaries it would seem .to me to be more economical and feasible to just elevate the requirements of secretary II and solve the problem that way. I would like to see Secretary II made a little tougher position to obtain. PUBLIC HEARING OPENED IN FAVOR Virgil Butler Stated he had nothing to add to the staff report; and that he had filed a written letter of acceptance of the conditions, with the Planning Commission. Ed Miller, Vice-Pres., Stated they had agreed before the Datsun Planning Commission to do everything 1840 E. Garvey that was proposed to meet all the ordinances of,the City and further, • that Mrs. Block, President, had signed the letter and returned it to the City. IN OPPOSITION _ Mr. C. B. Yuhas Objected to the possible use of a 1839 Norma loud speaker system stating the system being used in the existing facility was extremely annoying to the neighbors; requested assistance from the City to eliminate this noise. (Mr. Diaz stated the loud speaker situation is not a matter that would be under study this evening; however, under the Zoning Ordinances and other portions of the Municipal Code relating to Nuisances, if this is a problem it can be remedied. In this particular matter there would be no loudspeakers outside of the building) (The City Attorney, in answer to a question by the Mayor advised there is an ambient noise level that can be determined for the area and an appropriate condition would be to simply limit the decibel rating of any speaker system used on parcels A & B not to exceed the ambient noise level in the immediate vicinity.) (The Mayor -advised Mr. Yuhas that on the existing building this matter would have to be pursued under a separate action because it is not part of the Public Hearing tonight.') Elmer Zickefoose Objected to the loudspeaker'sys-tem. 1825 E. Norma Janet McDonald Objected to the possibility of cars 1828 E. Norma being tested using Norma due to the fact there area lot_ of children on this street and it is a short street. CITY COUNCIL Page Nine; HEARINGS 2/14/77 REBUTTAL Dr. Diller, and Both stated they wished to be good Mr. Butler neighbors and would work to that end. Mr. Butler said there was to be no • loud speaker system outside of the building in the new facility. The testing of cars would be done on Garvey Avenue and Hollenbeck. HEARING CLOSED. COUNCIL DISCUSSION. Motion by Shearer to approve Precise Plan No. 690 and Zone Change No. 510 with the added stipulation that no exterior voice amplification system will be installed, and that a sign in the Repair Shop area be posted indicating to the mechanics that road testing would not be done on residential streets but rather on such streets as Garvey, Hollenbeck and Azusa, etc.; seconded by Tice and carried. Councilman Shearer: Mr. Mayor, while on this subject I would like to request a Traffic . Committee study along the lines brought out by Mrs. McDonald. This may be a problem that may not be associated with.' Just this facility. I would like the Traffic Committee to look at this and see if perha s an Ordinance can be drawn up to control this. COUNCIL RE- CONVENED_AT 9:04 P.M. _ CITY COUNCIL page T+1�n;::; (RAL COMMUNICATIONS 2/14/77 Gloria Hall I want to let the City Council know 2142 Evangelina when they have ,done a good job - I West Covina would like to thank them for their speedy action in passing the Ordinance for the Homeowners' Awareness Package. Unfortunately we did not • have this package when we bought our house but we do feel it will help future home buyers. I would like to bring up a matter that has come to our attention and that is at the corner of Amar and Nogales there is not a street light. I understand there is one probably going to be put in in the future but the problem is that the people who drive on Amar do not have to stop for a stop sign, people driving north on Nogales do. It creates a problem not only at dark but also in the daytime because people driving on Amar, although the sign says 40 MPH, drive 60 or faster. We would like to see as a temporary stop gap before the streetlights are put in, a 4-way stop sign. This would help people also in trying to make a lefthand turn onto Amar from Nogales. Council referred the matter to the Traffic Committee for a study on-the'::conditions that prevail. Tice recalled about a year ago he was advised that street lights were forthcoming and that this was to be looked into with a report back to Council; Fast stated staff can look into the general street lights conditions and report -back to Council on both matters. I would like to see us consider to only hire in criticalsituationsin the future under this program and secondly, I would like to see us start phasing this program downward in the number ofpersonnel and hire only in critical areas when the General Budget allows. As Z said this is e matter of philosophy - I have always preferred that the welfare programs be a.oted and controlled on the State level. My comments are not directed at no federal ' assistance but I don't support the federal government being the main controller of the programIf they want to be of secondary ' assistance to the program - fine» but not the main. No. 3— It was a privilege to attend the West Covina Police Department Lau Enforcement Explorer Post #499 Parent Night. Many times we read about young people in trouble but these young people are the ones that have taken and utilized their time and energies and have contributed greatly to our society and our city' for which I commend them. Councilman Tice also was able to make the meeting which we both enjoyed. Mayor Finkbinder of Glendora has served on that -seat and is asking to be re—elected. I would at this time like to recommend that we cast our -vote for Mayor Finkbinder who has ;done 'an adequate job and I would like to see him continue in this position. Mayor Browne: I would concur with your comments and ask you to attend that meeting and cast our vote. Motion by Shearer that Council give their support to Mayor Finkbinder; seconded by Tice and carried. Councilman Tice: I have received several phone calls during the last week regarding the Council's stand on the amnesty policy by President Carter. They were very complimentary that we took a stand on that issue contrary to what the Administration did. Mayor Browner I haveor�, further item. On Monday, February 21 our Bicentennial Committee is going to donate and dedicate on that day at 10:30 A.M. on the grounds of the City Hall a sun dial and benches to complement the atmosphere of our garden here and I would. urge that all Council members be present along with whatever city staff can attend.
