CITY OF WEST COVINA, CALIFORNIA
JANUARY 24, 1917
• The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Nevin Browne. The Pledge of Allegiance was
led by Councilman Ken Chappell; the invocation was given by the
Reverend Larry Cole, Community Presbyterian Church.

PRESENTATIONS Mayor Browne made the following presentations:
A City Tile to Eagle Scout Brian Keller;
Five Certificates to the Sunset School Committee; and, Sixteen
Certificates to the Task Force on Disruptive Youth Practices,. noting
that the Task Force would be an on -going group to meet as necessary
• to implement the program, and requested that representatives of the
Force conduct a Study Session with the.Council for delineation of
their Report.

Upon request from Chappell and Tice, Staff
explained the rationale employed in the determination to remove the
stop sign and stop ahead sign for northbound Citrus Street and Lark
Hill Drive. Chappell and Tice requested that the management of
South Hills Country Club be advised of the removal so as to warn
golfers of the change.

the amount of $25,948.80, including tax.

CHURCH SITE SIZE Staff reviewed the Report. Staff
REQUIREMENTS recommended reduction of thefr►inimum
site size requirement to one and one-
half acres.
Shearer stated that he felt any minimum
lot size for churches is arbitrary and that he could not find any
rationale for it because there are as many different types and
varieties of churches as there are people.
Motion,made.by Chappell, seconded by Tice
that the City Council approve reduction of the church site minimum
size requirement to one and one-half acres. Motion carried, 4 in
favor, 1 opposed (Shearer).
Motion made by Chappell, seconded by Miller
to instruct Staff to prepare the necessary ordinance amendment for
the reduction of church site size requirements. Motion carried.
PRE -APPLICATION FOR Staff presented the Report.
701 PLANNING GRANT
Motion made by Chappell, seconded by
Miller that the City Council authorize
Staff to file a'701 Grant pre -application for the proposed study.
Motion carried, 4 in favor., 1 opposed (Tice).
To clarify his "no" vote, Tice stated
that the City has a number of five year programs in various areas
that have been pretty well ear -marked as far as priorities are
concerned and he could not see the need to have a. special grant
to have a consultant come into the City to put priorities in order.
PROSPECTIVE HOMEBUYERS' Staff presented the Report.
AWARENESS PACKAGE
Council requested that the package be
drafted :-so' as to also include any one
individual in the process of selling a home (to be required to
provide same).and to list the availability of and development of
parks and other applicable public facilities.
Motion made by Shearer, seconded by
Chappell that the City Council instruct Staff to prepare an Urgency
Ordinance relating to the Prospective Homebuyers' Awareness
Package to be presented to the Council for action on February 14,
1977. Motion carried.
PUBLIC WORKS PROGRAM Staff presented an informational Report.

that the City Council approve the 1977-78 Budget Process and
• Calendar as presented this date. Motion carried.
.SPRING MEETING OF LEAGUE Staff reported that the current fiscal
OF CALIFORNIA CITIES budget does not include an allocation for
the City Manager to attend the Spring
Meeting of the League of California Cities.
Motion made.by Tice, seconded by Shearer
to approve the necessary funds for the City Manager to attend the
Spring Meeting of the League of California Cities. Motion carried.
THIRD ANNUAL SEMINAR FOR Staff reported that the City received
GOVERNMENT OFFICIALS invitation to the Third Annual Seminar
for Government Officials conducted by
the Emergency Preparedness Commission,
February 9, 1977. Council will advise Staff of attendance.
.MAYOR'S REPORTS Mayor Browne presented letters of
resignation from Katherine Heinz from
the Human Relations Commission and
Richard Alexander from the Community Development Citizens' Advisory
Committee.
• Motion made by Tice, seconded by Shearer
to accept and file the letters of resignation from Katherine Heinz. -
and Richard Alexander. Motion carried.
Motion made by Shearer, seconded by Tice
to authorize the Personnel Board to select a, representative to the
Community Development Citizens'tAdvisory Committee to fill the
vacancy left by the resignation of Richard Alexander. Motion carried.
Mayor Browne reported two vacancies existing
for alternate member's to the Youth Advisory Commission.
Motion made by Tice, seconded by Chappell
to appoint Zari Weiss and Brad Heinz as alternate members to the
Youth Advisory Commission. Motion carried.
RESOLUTION NO. 5395 The City Attorney presented:
ADOPTED A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA APPOINTING
ZARI WEISS AND BRAD HEINZ AS ALTERNATE
MEMBERS TO THE YOUTH ADVISORY COMMISSION.

ADJOURNED MEETING OF Council agreed to.conduct an adjourned
THE CITY COUNCIL meeting of the City Council on February
7, 1977 for the purpose of receiving an
in-depth report on the findings of the
Task Force on Disruptive Youth Practices.
LIAISON TO WEST COVINA Staff reported that the School Board
UNIFIED SCHOOL DISTRICT discussed.the formation of a liaison
SCHOOL BOARD committee to the Board, but determined
that at this time, they would continue
to rely.on input from the City Staff
and Mayor. -
COUNCILMEN'S REPORTS
REPORTS
AND COMMENTS Chappell reported that'the League of
California Cities is preparing a new
Handbook which will be available soon.
He invited his colleagues to attend
his installation as First Vice -President and to become involved
in some of the League activities.
Tice stated that he felt it was a
travesty of the beliefs of the country for President Carter
to grant amnesty to draft evaders of the Viet Nam War. In
general, the Council concurred with Tice.

Motion made by Shearer, seconded by Tice
to approve Demands totalling $510,777.76
as listed on Demand Register U.C.B.
