The adjourned meeting of the City Council was called to order
at 5s05 P.M. by Mayor Nevin Browne in the West Covina City
Council Chambers.

Mr. Miller reported that all City standards
had been met; Staff recommended approval.
Motion made by Councilman Tice, seconded by

PALMVIEW COMMUNITY
CENTER -
PRELIMINARY PLANS
Mr. Salazar: Tonight we have the preliminary drawings of
• the Palmview Community Center, one of the
projects funded by the Housing and Community
Development Act. The work of the architect has been coordinated
with Staff, so that what you see is reflective of the thinking of
the various departments.
Mr. Horie, We had a preliminary review of these
Cashion-Horie drawings with the community on March 19;
Architects, Inc. we felt they were accepted quite well.
On March 23, preliminary approval was
obtained through the Recreation and Park
Commission. As our schedule states, we are up before you tonight,
March 29, to seek preliminary approval of the City Council.
Let me start by showing you the Site Plan.
(Mr. Horie pointed out Puente Avenue, Lark Ellen Avenue, the
existing parking lot nearest the site and the parking area on the
opposite side of the park, the existing children's play area, and
the existing restroom facility.) We are suggesting that the
building be located on the corner of Puente and Lark Ellen Avenues.
The reason for this orientation resulted from several existing
elements. There are a number of trees on the site (all of the
trees indicated on'the site in the drawing are existing trees).
It was our idea to try to nestle the building amongst these trees
• because one of the design elements was to try to make the building
as residential -looking as possible. The residential -type roof and

nestling amongst the trees would have this effect; the building
would not be standing right out in the open. The parking and
accesses also worked out well in this location.
(Floor Plan) The building primarily
consists of a large multipurpose room approximately 3,000 square
feet in area. The office is located on the east side (Lark
Ellen Avenue) of the building with a small storage space adjacent
to it. Directly across from the office are the restrooms, a couple
of drinking fountains and a telephone. The office will have three
windows; the window overlooking the patio will be a pass -through
type so that play equipment can be passed through from the office.
This location of the office will provide good supervision to those
areas directly across from it, as well as the entire park.
On the opposite side of the multipurpose
room, the west side of the building (Puente Avenue) is the kitchen
and a storage room. The kitchen will be a residential -type with
a pass -through counter that can be opened to service buffets, etc.
or cut-off, as the need dictates. The storage area is primarily
for janitorial purposes and will contain the mechanical room.
Since we are limited in the amount of square
footage, we felt a permanent stage would be detrimental to the
purpose of the large space. Therefore, the thought is that a
portable stage could be set up almost within any location in the
multipurpose room.
It is planned that the majority of the
flooring will be of vinyl asbestos or something of that nature,
• but that the area to the north in the multipurpose room will
introduce a certain amount of carpeting. Trusses in the roof
will be set up in such a way so that we can bring in portable
partitions and set them up in the areas along the carpeting to
provide four separate meeting room areas, two large meeting areas,
or any other combination of configurations.desired.
Councilman Tices How many square feet are in the center
portion?
Mr. Hories The multipurpose room is 3,000 square feet,
and has the capability of seating 400 for
assembly and 200 for dining.
(Exterior Elevations) There will be glass
on the two long areas on the north and south of the building.
This will be pleasant, and, environmentally speaking, with sliding
windows)on the majority of days, the windows can be opened so that
the breezes will blow through and the use of air conditioning will
be minimum in the facility. For the protection of the windows, we
are proposing the use of a roll up door on the exterior of each of
those windows so .that in the evenings, when it is closed up, the
doors will come down and protect the .building from vandelism.
• The roof will be of tide - again, to bring
in the residential character.

partitions, would they be
the ceiling?
Councilman. Shearer: Are the partitions equipped with a door
so that you can completely close off the
area and still get access into and out of it?
Mr. Horie: The partitions come in a number of ways,
depending on the function of the space. You
can buy a standard panel, or one with a door
or window. Of course, the less expensive
would be the solid panel, the doors and windows are more expensive.
We have not really gotten into what would function best.
Mayor Borowne: Would the panels be stored in the storage
area?
Mr. Hories Yes. The panels, tables and chairs would be
stored in the storage area. In terms of
storage of tables, we are thinking of tables
that are quite flat, that sit in a space of about three inches in a
storage system. The chairs could be stored, but we feel that the
majority of the chairs will be out in the area most of the time.
There will be alcove spaces around the multipurpose room where the
chairs could -be left if you wanted to clear the entire space. The
panels will take up very little space., We have not decided on the
number or type of panels to date.
Mayor Browne: How many comfort facilities are in each
restroom?
Mr. Horie: There are three water closets in the
women's restroom, and two urinals and one
water closet in the men's restroom. One
water closet in each is designed for the handicapped. There are
two washbowls in the men's restroom and three in the women's.
Councilman Shearer: In the Report submitted to the Council,
the -second paragraph refers to certain things
incorporated into the plans as a result of
the input from the community meeting. What specifically is now
proposed as a result of that meeting?
Mr. Hories There were several items mentioned. One of
the items was a request for a first aid
area where a cot could be stored. The ideal
location for that would be in the storage room adjacent to the office.
There was also 'a request for designated storage space in the kitchen.
We are proposing a certain number of lockable cabinets to be assigned
to certain groups.
Councilman Shearer: What about a deep sink?::
Mr. Hories There will be two sinks in the kitchen -
one will be deep and one shallow.

Mayor Browne: Has a design for a public address system
been considered?
Mr. Horie: I think that a public address system will
• be installed; we have not decided where or
what type.
Councilman Tice: We have to consider the costs; we have to
keep the costs down or we will get out of
wack with the money available. If the
construction includes installation of the conduit and outlets, we
can implement the system when we get the money.
Councilman Shearer: Will the wiring for illumination be such
that someone can work in the office without
having any other lights on?
Mr. Horie: Yes, there will be a number of switches so
that it can be controlled.
Councilman Shearer: What about the heating and air conditioning
from that aspect?
Mr. Horie: There are two proposals. One is to utilize
two units - one to service each half of the
total space. The other is to utilize three
units - one unit to `service' the- kitchen area and one-half of the
multipurpose room, one unit to service the other half of the multi-
purpose room, and one unit to service the office area. A great
deal of the time a small unit could be run to simply air condition
the office space, and the service would not be needed for the multi-
purpose room due to the windows. And, of course, kitchen use will
be much more sporatic than the rest.
I think it is pretty obvious that the
three units will be more expensive initially, but there will be
some benefits in operation costs.
Mayor Browne: Does the plan you are drawing up include
fixtures, or is it a bare -bone structure?
Mr. Horie: The fixtures are included in the costs;
not included would be the furnishings.
We are doing the cabinet work, partition
work, and all of the other incidentals outlined; i.e. the kitchen
range and refrigerator. There will not be a dishwasher.
Councilman Tice: How many people can we house sitting down
at Cortez Park?
Mr. Stevens: About 100 people, and it is very tight.
Councilman Shearer: The outside patio area as it relates to the
inside room, is there the capability in
your design for direct access through a
• sliding door, or are you proposing to build up from the bottom a
certain distance?

Mr. Hories We are proposing to build up the exterior
to a height of approximately two and one-
half feet under thelong windows. The
• concern is for children, if we did not have a bulkhead, children
could run into it, bump into it, and get hurt. There will be no
direct access from the interior to the exterior on the patio side
of the.multipurpose room. The sliding doors on either end of the
multipurpose room will service the patio.
Councilman Shearers I wonder if some consideration should be
given to at least one set of sliding doors
to allow the unit to function completely.
Say for a sit-down dinner or a buffet dinner during the warmer
months.when you would want to utilize the outside as well as the
inside for full capacity. Under this proposal, you would have to
utilize one of the doors at either end of the multipurpose room.
Mr. Hories The feeling was that a pair of six foot
sliding doors on either end would be ade-
quate. We thought about additional doors,
but we are trying to minimize the exterior doors to the building
due to vandalism. We are down to the pair of doors exposed to
the exterior - the doors on either extremity of the multipurpose
room. They will provide a good pattern flow, and with the windows,
you will get the feeling of one space.
Councilman Shearers I was thinking of a concept we have known
for a long time, particularly pertaining
to crossing guards - if someone wants to
walk, they will walk. Someone wanting to go directly onto the
patio would walk, just step over, and possibly fall the two and
• one-half feet.
Mr. Hories The windows would be screened. The doors
could be screened also.
Councilman Shearers I had the wrong concept; we are talking
about screens.
Mr. Horie s Yes. You are going to have to screen the
windows. Food will be served in the building.
Councilman Shearers With the screens, my concerns would have no
value.
Motion made by Councilman Tice, seconded
by Councilman Shearer that the City Council approve the.preliminary
drawings for the Palmview Community Center as'presented this date,
and authorize=the architect to proceed with the drawings and
specifications. Motion carried on unanimous vote.

CORTEZ.RECREATION
CENTER IMPROVEMENTS
• Mr..Salazars Cortez Recreation Center improvements is
also one of -the projects proposed under the
Housing and Community Development Act. The
funds for.same come from the first year grant.
We are proposing the installation of a metal
roof on the existing recreation center, the construction of an
activity slab adjacent to the center with'a sunshade or canopy
shading it from.the sun,.and a shuffle board court to increase the
scope of activities presently provided at the center.
What you have before you are the plans and
specifications for these improvements. We are also asking that
the contract include paneling of one of the walls, and painting
of the remainder of the walls. This will upgrade the appearance
of the center and increase the number of activities that can be
conducted there.
It is proposed that with funds from the
second year grant, the restrooms, will be modified to provide
facilities for the handicapped.
We have' allocated approximately $24,000
for this.�contract; we realized some savings from the parking
lot improvements at Cortez Park and allocated same to this project.
Councilman Tice: Why was a metal.roof chosen?
• Mr. Salazar: Originally, we decided on a shake roof.
Then, we looked at the existing truss work
which is.spaced some 30 inches apart.
Although the center is well-built, we.would have to beef up the
trusses to accommodate the shake roof. We would not have to do
that with a metal roof.
Councilman Tice: What about longevity?
Mr. Salazar: The existing metal roof dates back to the
40's. It is starting to come up. The
proposed metal is of a shake-typedesigna.
I think it will last as long as you -do not get up And _ump up
and down on it. The existing roof does not have any sheathing
on which it rests. We will sheath the entire structure which
will add some weight, but not enough to require extra truss work.
Also, extra truss work could mean an extra load on the walls and
they might not be able to hold it..
The length of the contract will be 30 days.
The job will be completed 30 days from the time the contract is
awarded.
You will notice a lot of affirmative action
• clauses and statements; they are as required by HUD. They will be
presented to the contractor to make sure he is aware of certain
HUD reporting requirements.

specifications for, Cortez Recreation Center improvements as
presented this date, and authorize Staff .to go out for bid.

WEST COVINA COUNCIL ':.Motion made'by Councilman Shearer, seconded
OF PARENT TEACHER by Councilman Tice to receive and file an
ASSOCIATIONS invitation from the West' Covina Council of
Parent Teacher Associations to attend the
'Twentieth Annual Luncheon and Meeting on
Thursday, April 8, 1976. Motion carried..
OUTSTANDING OLDER Mayor Browne introduced a request for
AMERICAN recommendation of a senior citizen for the
Outstanding Older American Award. The
Councilmen will furnish names for the
recommendation.
PROPOSITION NO. 15 Councilman Shearer distributed material
pertaining to one of the propositions on
the up -coming ballot. He was requested by
a citizen to bring the matter to the Council's attention. He
indicated that at some .time in the future, he will bring the
matter up to the City'Council and ask for an endorsement one way
or the other.
ADJOURNMENT Motion made by Councilman Shearer, seconded
by Councilman Tice to adjourn the meeting at
5a45 P.M. until the next regular meeting,
Monday, April 12, 1976, 7:3o P.M. Motion
carried.
