The adjourned regular meeting of the City Council was called to
order at 4:32 p.m. by Mayor Chappell in the Council Chambers of
the City Hall. The Pledge of Allegiance was led by Mayor Chappell.

DISTRICT -NO. 10035'-OF CERTAIN TERRITORY IN
THAT DISTRICT WHICH HAS BEEN ANNEXED TO THE
CITY OF WEST COVINA.
RESOLUTION NO. 4486
ADOPTED
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA REQUESTING THE
EXCLUSION FROM THE COUNTY UNIFIED SEWER
MAINTENANCE DISTRICT OF CERTAIN TERRITORY
ANNEXED TO THE CITY OF WEST COVINA.
Motion by Councilman Shearer; seconded by Councilman Nichols, and
carried, to waive further reading of the body of said Resolutions.

Motion by Councilman Nichols; seconded by Councilman Shearer
and carried, to receive and file Affidavits of Publication and
Posting.
Motion by Councilman Nichols; seconded by Councilman Shearer
and carried, to accept and file Engineer's report.
Mayor Chappel inquired of the City Clerk'if any written
protests or objections against the proposed improvements
to be constructed or the proceedings.
There being no oral or written protests, Mayor Chappell declared
the PUBLIC PORTION OF THE HEARING CLOSED AT 4:40 p.m.

ANNEXATION OF CERTAIN TERRITORY TO THE
WEST COVINA SEWER MAINTENANCE DISTRICT
IN ACCORDANCE WITH RESOLUTION OF
INTENTION NO. 4472.

carried, to waive further reading of the body of said Resolution.

or report from property owners liable to be assessed for construction
improvements, or from any other interested persons, Mayor Chappell

ADOPTED REPORT OF THE STREET SUPERINTENDENT FOR
CONSTRUCTION DONE PURSUANT TO RESOLUTION
NO. 4346 ON LARK ELLEN AVENUE FROM AMAR
ROAD TO A POINT APPROXIMATELY 774 FEET
NORTHERLY.
Motion by Councilman Shearer; seconded by Councilman Nichols and
carried, to waive further reading of the body of said Resolution.

CODE RELATING TO EMERGENCY ORGANIZATIONS
AND REPEALING THE EXISTING CHAPTER 4 OF
ARTICLE III OF THE WEST COVINA MUNICIPAL

carried, that a letter be prepared by the City Manager's Staff for
• the Mayor's signature, commending Miss Peggy Golden on her fine
showing in this recreational activity.

CITY ATTORNEY - NEW MATTER
LETTER FROM THE WEST COVINA UNIFIED SCHOOL DISTRICT
The West Covina Unified School District is concerned that the
proposed redevelopment of the Central Business District might cut
Superintendent
into its income. In a letter to Mayor Kenneth Chappell, the _:r.:_ :. of
Schools_:_ asked to be given the opportunity to study the ramifications
of the project on the school district's financial future. In
addition, the letter requests that the City not close the door on
incorporating protection of the school district within the legal
structure of the Redevelopment Agency.
Motion by Councilman Nichols; seconded by Councilman Young and carried,
requesting the Staff and Counsel, Eugene Jacobs, to meet with school
representatives to discuss the program.
ORDINANCE NO. 1180 AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA APPROVING AND ADOPTING
ADOPTED THE REDEVELOPMENT PLAN FOR THE WEST COVINA
CENTRAL BUSINESS DISTRICT REDEVELOPMENT

JOINT MEETING WITH COVINA CITY COUNCIL
Mayor Chappell indicated he had received a letter from J. Frank
Haven, Mayor, City of Covina, proposing a joint meeting with the
West Covina City Council on Monday, January 31, 1972, 7:30 P.M.,
at the North Woods Inn. Council agreed to accept the proposal.

Mayor Chappell noted that Edgewood High School and West Covina High
School were co -champions of the Sierra League in 1971, and both
were in the CIF play-offs.
