The meeting was called to order by Mayor Ken Chappell at 7:33 P.M. in the West Covina Council Chambers. The Pledge of Allegiance was led by the Mayor. -0 ROLL CALL Present: Mayor Chappell; Councilmen Shearer Youn Councilman Nichols (Arrived at 8:0S P.M- 7 Absent: Councilman Lloyd (Mayor Chappell advised this was a joint meeting of City Council and Recreation & Parks Commission and asked the City Clerk to roll call the Commission members.) Tom Yamate, Recreation Superintendent Barry Konier, Park Superintendent Carl Anderson, Recreation Supervisor Chuck.Carr, Youth Center Director Kitty Strathern, Sr. Recreation Leader Lela Preston, City Clerk Judy Rochford, Sr. Recreation Leader JOINT MEETING WITH RECREATION & PARKS COMMISSION AUDIO-VISUAL ANNUAL REPORT OF RECREATION & PARK ACTIVITIES FOR THE YEAR 1970 Chairman Plesko: The Recreation & Parks -Commission and staff wish to thank you forthis opportunity to present to you an audio-visual report of the Department's programs, activities and projects. First of allf I would like to acknowledge the attendance tonight of my fellow Commissioners (introduced those present) and also the members of the Recreation and Parks Department (introduced members present). We hope that you will consider this an evening well spent as we can appreciate the number of extra meetings you have to attend every.month. This is the first time we have made such a presentation to the City Council. Staff has prepared a series of slides relative to the Department for the Council. This presentation does not encompass all of the activities which the Department conducts, slowly we are building a complete film library. Please feel free to stop me at any point if you have any questions. We are now ready to proceed with the showing of the slides. .(Slides shown and explained covering Special Events: Balloon to the Moon; Annual Children°s Parade held at the Plaza; Penny Carnival held at Cameron Park; Festival of Arts; Annual Spook House; Christmas Tree decorating by the staff of the Department of the City Hall Tree; City-wide Senior High Drill Team Competition and Slumber Party at the Youth Center; Bike Rodeo; Football; Arts & Crafts; Cheer Leaders of Football Teams; Flag Football; Girl's Basketball and Boy°s Basketball; Annual Track Meet; Tiny Tots; Girl's Gymnastics Program; Trampoline; Judo; Guitar Classes; Children°s Drama; Children°s Square Dance; Children°s Dance (Ballet Classes) also tap and acrobatics; Baton; Tennis; Adult Social Dance Lessons. March 29, 1971 Page Two Model Rocket Society; Youth Baseb%ll; and two adult programs - basketball and volleyball. Family Camping Club, now grown to the point of two groups. Slides of Cortez Park, Palm View Park Tot Lot, also the airplane utilized by children; Del Norte Tot Lot; Friendship Park; slides of the security lighting; slides of various pieces of Park equipment used to maintain the parks.) We do not have photos of many of our programs such as the Special Christmas program featuring Santa which for the past two years has been held at the Plaza in cooperation with the Plaza Merchants; West Covina Symphony Orchestra; Easter Egg Hunts in the parks; Youth Center junior high and senior high dances; Annual Talent show for amateurs; the successful volunteen program for high school students; Chess Club; Stamp Club and some of the activities that take place at Galster Park. As pointed out in the article in the Tribune yesterday, our citizenry is growing older, the average age now being 25 years instead of 18 as it was a few years back and as you probably noticed during the presentation, we offer very little for the 19-25 age group. We have no place to hold dances for them. We have received complaints from time to time from this age group. As our young people grow older, our adults do likewise which leads me to the area of Senior Citizen. There are many areas in which the Recreation Department could be of great benefit to these people but due to the lack of facilities, this is impossible.' It is the thinking of the Commission and Staff, that here are two areas of concern. We have the one Recreation Building which is being used constantly by both the Department and allied groups. We feel that to do the job right we should be serving the recreational need of all the citizens not primarily the lst thru 12th graders. Thank you, gentlemen - this has been a Bird's Eye View of "Where the Action is - Recreation & Parks Department, City of West Covina. We will have an updated and more complete report for you next year. Mayor Chappell:, That was outstanding. If you are going to have that script available I know a number of service `c?lubs would be interested in seeing it and you might get the'_idea-across for more Tot Lots, equipment, etc., in the various parks. Chairman Plesko: Yes, we will be happy to show this at any of the service clubs. Councilman Young: Mr. Mayor, I concur. Just one question. Has there been proper recognition of the Kiwanis Club gift .to. -the City? Chairman Plesko: Mr. Barry.Konier, Park Superintendent)is in the process now working with the President of the Kiwanis group to set up the dedication of that Tot Lot. Mayor Chappell: We could certainly give them one of our resolutions for their efforts. Let'splan it in advance ,so -it can be perms-plaqued and .be ready. Mr. Aiassa: We will plan to do so. .Mayor Chappell: One thing on trampolines, you might check with the School Districts - they may have some trampolines around that -they will let you have really cheap. I know Covina Valley has a couple and probably West Covina also. Their insurance carriers -won't -let -them use them anymore, so you might get them very cheaply. 2 CITY COUNCIL (JOINT MEETING WITH REC. & PK. COMMISSION) Page Three March 29, 1971. Chairman Plesko: We have very qualified instructors at the Youth Center and the children are not allowed to use unless they are properly supervised. Mayor Chappell: That was the problem at the schools; they were not being properly supervised. Councilman Shearer: I also compliment Chairman Plesko on the presentation; and I have a further comment. Being the youngest member on -Council and having the youngest children',they are actively involved in many of the programs. All three of my children are enjoying activities and I only had one complaint and that was Saturday and Mr. Yamate took care of that. At the finish line of future track meets I hope the boys let loose of the finish tape. My boy has a rather severe neck burn because the boy failed to let go of the tape. Even in face of that the 'Track:.: Meet was a success. I stood for almost four and a half hours Saturday afternoon watching the events and it went off very well. I have been involved with Flag Football® I saw Mr. Yamate officiate the Championship game in the rain; unfortunately Merced lost. So overall I am very happy with the programs. My children give me very good reports in that particular aspect. Mayor Chappell: You all received a copy of the baseball opening date schedules and we certainly encourage as many of you to be out as possible because it lets the citizenry and the recreation people know that Council is behind them. FINANCING FOR THE RECREATION & PARKS NEEDS STATUS OF PRESENT 10(', Chairman Plesko: Mr. Mayor, PARK TAX we have submitted as of our last Commission meeting, a recommendation to the City Council regarding this item and with your permission we would like to defer this item to a later date and when you see fit to discuss the item with us. Mayor Chappell: Are you going to have some plans at that time as to how the money will be spent? Chairman Plesko: Yes we will. Councilman Young: When -will this come before the Council? Chairman Plesko: A week from tonight. Mr. Aiassa: Normally the Council takes this under advisement at the time of the budget sessions. At that time you will establish the tax rate. Mayor Chappell: Fine. We are looking forward to seeing how 0 you come up with spending the funds. ( COUNCIL,. ;RECONVIENED "AT 8;': 3 5....P .,M . ...... ... - 3 - CITY COUNCIL 3/29/71 +; Page Four RESOLUTION NO. 4331 The City Clerk presented: ADOPTED "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ACKNOWLEDGING RECEIPT OF NOTICE OF INTENTION TO CIRCULATE PETITION FOR THE ANNEXATION OF TERRITORY DESIGNATED AS WEST COVINA SOUTHERLY ANNEXATION NO. 213 AND APPROVING THE CIRCULATION OF THE . PETITION." Mayor Chappell: Hearing no objections waive further reading of the body of said Resolution. Motion by Councilman Shearer, seconded'by Councilman Young, to adopt said Resolution. Councilman Shearer: Is this the Villas - Montezuma Way? And informational; what is necessary to force an election? Mr. Aiassa: I believe it is the number of eligible voters. If it is over 11 inhabitants you have to go to an election. An uninhabited area does not have to have an election. And if you get 100% then no election is necessary>,but if you have one refusal you have to go to vote. Councilman Shearer: Is it based on the registered voters? Mr. Aiassa: There are two procedures. One you vote as a property owner on the assessed valuation. The other is only the eligible voters can vote if it goes to an election. Mayor Chappell: This petition can only be signed by registered voters or by the property owners? Mr. Nammar: There are two procedures. One, Administrative Assistant if we get 100% ownership this will waive the vote. Or 100% of the voters registered within the precinct will waive the election. The group could not get 100% property owners due to 5 absentee owners out df State. They got 98% of the registered voters and therefore we have to go to election. The election is based on a simple majority of voters. Councilman Nichols: How many voters did you get on the petition? Mr. Nammar: Roughly close to 80 or 85%. Mr. Aiassa: Let me also point out to Council since the second run ,they have established the Homeowners' Group and have gone out and done a first class job in promoting the election. Councilman Nichols: Where does this tie in? I haven't seen the graphics on it. Mr. Aiassa: There are two parts. This is the big part. We have taken in the golf club. (Mr. Nammar explained the location of Area No. 3 and 4.) Mr. Aiassa: There will be two portions left out, - 1 and 2, and they will be brought up at a later date singly. I think we can get c 1 - in without too much problem, but 2 will be the problem. Councilman Nichols: One can come in by itself? - 4 - • �J CITY COUNCIL 3/29/71 Page Five Mr. Aiassa: Yes. It was the suggestion of LAFCO that we cut it up and take them in one by one. Also the feeling of the Council was that we have to have a strong majority of proponents before we would advance the annexation. Councilman Nichols: It wouldn't appear that at any point you.will run into any real opposition on this - that is # 3 and 4 ? Mr. Nammar: We have no objections whatsoever. Had there been a protest it would have been brought up when the matter was heard by LAFCO. Councilman Shearer; Wheft this,went.to LAFCO were the property owners notified? Mr. Nammar: Yes sir. LAFCO has to legally notify all property owners involved. Motion carried on roll call vote as follows: AYES: Councilmen Shearer, Nichols, Young, :Chappell NOES: None ABSENT: Councilman Lloyd CALIFORNIA OFF -RAMP PROPERTY Maycr Chappell: Mr. Aiassado ACQUISITION you want action on this item? Mr. Aiassa: I would like a motion to hold over to the 12th of April and I will continue to negotiate with Guarantee Savings & Loan. So moved by Councilman Young, seconded by Councilman Shearer, and carried. ADJOURNMENT Motion by Councilman Shearer, seconded by Councilman Nichols and carried, to, adjourn meeting at 8:45 P.M.
