Councilman Chappell, seconded -by Councilman Nichols, to accept and file. to of copy Mayor the of and RESOLUTION NO. 4142 The City Attorney presented: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF WEST COVINA ON THE 14TH DAY OF APRIL, 1970, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW". Mayor Gleckman: Hearing no -objections, waive further reading of the body of said. Resolution. Motion by Councilman Chappell, seconded by Councilman Gillum, adopting said Resolution. Motion carried on'roll call vote as follows: AYES: Councilmen Gillum, Nichols,, Chappell, Lloyd, Mayor Gleckman :NOES: None: ABSENT None PRESENTATION OF CERTIFICATES OF ELECTION AND ADMINISTRATION OF OATHS OF OFFICE AND SEATING OF NEW COUNCIL MEMBERS presented to them the Certificates of of Office. Mayor Gleckman: It has .been .customary after the Certificates of Election have been issued and the oaths administered to the newly elected Councilmen, for the Mayor to call for the seating of the councilmen, and the outgoing members of Council are then extended the privilege of the floor - Councilman Gillum. Councilman Gillum: I would like ,to say,I have enjoyed the past four years. I know that I have had a privilege that very few people have had an opportunity,to enjoy, in the community. I feel.this community is .one that we can all be proud of in the .past and I am sure in the future. We have had differences but we are still a community and will continue to be. Future Cbuncils will have the same problems faced by the past Council.' I would like to take this opportunity to thank Mr. Aiassa and the wonderful staff people connected with our community, the volunteer people that have served and given their. time ,on our Commissions and Boards; and I would also like to take this opportunity to thank the many people that have served on the Blue Ribbon.Committees. Without their help and support many of the projects which have been accomplished in the past four years would not have been. I would like to convey to the two newly elected Councilmen my best wishes; and also convey to the Council that anytime in the future that.I can be of service to the community, whether it be on a Commission or Study Group, or in any --way,, I would 'be willing and happy to give my time and energy for the goals of the community. • And finally, I would like to take this opportunity to thank my family, my wife and children, for their four years of hard work and effort, because it takes the support of your family in order to participate in this type of position. To my fellow Councilmen I want to convey to you my thanks for the support I received from all of you in.the past four years. Mayor Gleckman: Normally the Mayor has the last word and I guess this is no exception. What Council- man Gillum has expressed to you this evening I would only like to emphasise. The City is for the people and the people should be for the City., It is unfortunate that decisions that are usually'made do not satisfy everybody. But I think that the City of West Covina, geographically�as well as in this day and age, you might say/is situated and located in a position where it is going to grow and -the people who serve on this City Council are going to have to make the decisions that will make it grow properly and in the best manner for the people of the community. Nowdwhether you have a Tom Gillum or a Len Gleckman up here, or any of the other members you see here and the two new members coming on -the City Council, I am sure with the professional staff the City is fortunate to have and the people that are behind this City - they may have their differences but the people.are behind the .City.- and in that direction which will move the City forward. To Chester Shearer and Robert Young I can only say as far as I am concerned I have enjoyed my four years on the City Council, my three years on the Planning Commission; and I have tried in every manner, shape and form to make a decision at all times in the best interests of the community, as .I am sure you will do,too. I would like to say to both of -you gentlemen, as well.as the remaining members of the City Council, that if at anytime my service,or my help, or my advice,. or.in any way I can help to.move this -City forward, l am as close as the telephone. 2 - ' ADJ. REG. C. C. ' 4-21-70 Item 3 - Cont°d. Page Three I do not intend to move out -of the community. I intend to remain active in this.communitye. As far as I am concerned, the community.is the thing that. -is important and only people make it move. It doesn't happen accidentally. I would like to thank the remaining three members of the Council for making my past two years probably the two most enjoyable years in the City, and I am sure we have a lot to be proud of and a lot more to look forward to, and I want to thank the people of the community and say that this is our community. Nobody owns it, no]Qody controls it and we should all enjoy it. God Bless you all. Thanks Mr. Aiassa, Mr. Wakefield, Nancy and Lela and the entire staff. They have all been like my family. I wish for them what I wish for myself. Thank you very much. I would at this time like to turn the chair over to the City Clerk who will preside for the selection of the new Mayor. ELECTION 'OF MAYOR AND MAYOR PRO TENT City Clerk: Members of the.City Council this is the time to elect a new Mayor. Nominations are now open. Councilman Nichols: I would like to place in nomination the name of Mr. Kenneth Chappell, currently Mayor Pro Tem, for the office of Mayor for the next year. • Seconded by Councilman Shearer. (City Clerk called for further nominations. There were none.) Councilman'Nichols: I would, therefore, move that the nomina- tions for Mayor be closed, and that Kenneth Chappell be elected unanimously as Mayor for the -year beginning now. Seconded by Councilman Lloyd. Motion carried on roll call vote as follows: AYES: Councilmen Shearer, Nichols, Young, Chappell, Lloyd NOES: None ABSENT: None Mayor Chappell: My pleasure.- the first order of business is the election of Mayor Pro Tem. May we have nominations? Councilman Lloyd: I will nominate Councilman Nichols as Mayor Pro Tem. Councilman Nichols: Mr. Lloyd, I thank you very much for the nomination and appreciate the gesture. I would decline the nomination, however. Councilman Shearer: I would like to submit the name of the man who in the past election received 'a record number of votes ever received by any candi- date in the City of West Covina, and I might add the only man that has received more votes than I did. NOES: None ABSENT: None -,,MAYOR'S REPORTS Mayor:'Chappell: At this time I have.no reports, so I would like to call on the Councilmen to see if they have any reports or comments. COUNCIL COMMITTEE REPORTS Councilman Nichols: I would like to say a few words as the Senior surviving member of the Council. Tonight for'some is the night of a sort of victory and others, a night of recession. I reflected on my way down here this evening whether I should say anything at all because I seemed to feel that no matter what I might say there would be those that would think I should shut up and say nothing. We have had a great battle over a great issue in this City of.ours, and I am sure it doesn't mean anything to the people in Pasadena, Los Angeles or Pomona, but it does mean a heck of a lot to the people in West Covina. People ,ch-ose- sides and fought it out tooth and nail and I think practically everybody ,d os,e, sides with sincerity and diligence. In the course of the decision of that battle two councilmen were defeated.. And it would be very easy for the victors at thispoint to say - well see the election indicated that the people weren't real happy with the Councilmen, but having served side by side with the Councilmen defeated, and for the past four years, I, more than most of you)are aware of the • thousands of votes taken in the service of this community by those Councilmen. I am aware that this Council did operate functionally • for the past two, four and six years, in an area of basic harmony: And I am aware more than most of you that the men that are leaving office tonight have made a strong contribution to the progress of our City. And finally, I am aware more than most of you that our new Councilmen have their work cut out for them because in many ways they have some big shoes to step into. I hope as we move on into our new Council year that we won't, any of us, think of the service of the four^ years that have passed, given by the two Councilmen that have gone now, as being exemplified by one big election issue. You know Lyndon Johnson lost over the issue'of Vietnam, but he served four years in a million different ways and I think in some ways what has happened -in our City, may be a smaller parallel to that. I only want to leave the thought with the people here and'the whole community, that we have lost two Councilmen that have contributed much to your community and we have gained two new ones and all of us hope they will contribute in equal measure. In that spirit I would like to move that the Council direct and authorize the staff to prepare Resolutions on behalf of the Council expressing appreciatr,on to outgoing Mayor.Gleckman and Councilman GillumD for their service to this City over these past four years. Such Resolutions being prepared, approved and signed by all City Councilmen. Seconded by Councilman Lloyd. Motion carried on roll call vote as follows: AYES: Councilmen Shearer, Nichols, Young, Lloyd, Mayor Chappell NOES: None ABSENT: None Councilman Lloyd: I wouldn't allow the opportunity to go.by without saying a few words. I am very indebted to the two outgoing Councilmen for - 4 - ADJ. REG. C.C. 4-21-70 Page Five Item VI - Cont°d. the wonderful help and support I received from both Len and Tom. I think they contributed a great deal.- as Councilman Nichols has already pointed out.. I think the thing that is most important for, us at the present moment in the spirit, of._unaft`'ty and future dynamic action, we must recognize that we as a City cannot remain stagnant. We face the pressure•s of urbanization, we, face the pressure of social change, economic change and we will see a great deal of changes in regard to ecology. We are already facing the changes in our educational system by the traumatic experiences of our city schools in Los Angeles being closed and I think it is well for each of us here tonight to dedicate ourselves to the fact that we must go forward and work together and achieve a strong goal for West Covina so the City can thrive in an era that is really.unprecedented. I certainly am looking forward to serving with the two new Councilmen and I would like to take this opportunity to publicly wish them well. Councilman Young: I have deep mixed feelings this evening after a hard campaign of six.weeks or so. I think what we saw here earlier was perhaps the deepest and finest expression of the spirit of the community. when Councilman Gillum and Mayor Gleckman s,at here•before•you and expressed their heartfelt feelings for this City. I have said throughout my campaign and I say again, that these men have contributed much to our City and yet the feeling was expressed by the voters that perhaps a change was in order, and so.Mr. Shearer and I, sit before you as your new Councilmen. I am sure I sit here humbly and I am sure that Chet Shearer sits here humbly too. There is.much we have to learn and I hope much that we have to contribute to the continuing growth of this City. I for one accept the offer that has been made of the Coun(s:el zot! the two men .that have served this City. • And to justify the largest number of votes ever received - - I can't possibly do it, but I can try and I will. I love this City, I love everything that it has contributed to me and my family. My two daughters are sitting back there, one is grinning like a Cheshire Cat;. and the other is sitting there looking as serious as I have ever seen her and my wife is here, and a number of my friends. We are all working for a better West Covina and this I pledge myself to. I join in the*congratulations.and heartily congratulate the outgoing Councilmen - it is hard to say really - I don't think these people have been rejected, the people of the City of West Covina have said we want a change - new leadership. We will try and give it to you. I think we will all work together for a growing West Covina. Thank you all, very much. Mayor Chappell: I would at this time like to say a few words. I definitely would like to thank Tom Gillum and Len Gleckman for their four years of service to the City. They spent untold numbers of hours for the City, making it progress as it has in the past four years. The planning, the Blue Ribbon Committees, the Swimming Pool, the Civic Center, etc.,. all of these things have been achieved under their regime. I also want to thank the members of Council for extending me the privilege of serving as Mayor for the City of West Covina for the following year. There are five Councilmen on the Council which I will now chair and hope through leadership and the efforts of all five of use we can make this.an important year for the City. I want to officially welcome Chet Shearer and our now Mayor Pro Tem - Robert!Young,. to the family of the City of West Covina.' I want to thank all of .the people in the audience for their -interest in coming out this evening. You all have friends up here and have shown an interest in working for the community and I will ask you to continue to work for the City and make it grow in the positive manner we want it to grow and develop. So with the 5 - ADJ. REG. C.C. 4-21-70 Page Six Item VI-.Cont°d. -4,- Z Councilmen's help and your help, I hope next year will be the year for the City of West Covina. I have a Resolution that has to be enacted on, I believe., this evening, appointing a member of our Council to.. the City Selective Committee for the Southern California Rapid T.r6nsit. Mayor Gleckman has resigned from this Commission due to the fact he was not re-elected. So at this time it is necessary for us to appoint a member to this Committee.* Councilman Nichols: Mr. Mayor - I don't believe there is any great urgency in this appointment and I think it might be appropriate,if the chair would concur, to delay the selection to our next regular meeting, to enable the two new Councilmen to be briefed by the staff on this position so they may participate in the selection. (Mayor Chappell inquired of the City Attorney if this matter could. be held over and he stated it could. Council determined to hold over to the next regular meeting of the Council.)
