The meeting was called to order by Mayor Brown at 7:35 P. M. in the
West Covina City Hall. The Pledge of Allegiance was led by Councilman
Heath,,with the invocation given by Rev. John Gunn.

TRUCKS AND PICK-UP Mr. Aiassa stated that reports were
sent to the members of the- Council
concerning truck bids on 6 and 8 cylin-
der trucks. He also stated that Mr. Vaughn Walters made the following
recommendations:

Inasmuch as the departme}t head originally recommended six
cylinder.engines and in view of thefact that this would
give us the lowest possible cost for all four vehicles, the
recommendation of the -Director of Finance would be that we
accept the bids as itemized under Table #2"totaling
$8,231055.
If it is.desired, however, to purchase eight cylinder engines,
then the lowest combined total would be those represented in
Table #3 totaling Wi586.05. You will note it will not affect
the vendor regardless of whether six`or eight cylinder engines
are taken.
Councilman Barnes: There is a difference of $354.50.
Councilman Heath: I can't see a 6-cylinder truck per-
forming as well as an 8-cylinder truck.
Mr. Aiassa: Our use would be.for slow driving
mostly, and not carrying too heavy
loads.
Motion by Councilman Heath, seconded by Councilman Barnes that we
• accept the Finance Officer's recommendations and get 8-cylinder trucks
through -out as shown on Table #3 below:

requirement that sales be under roof and canopies and that the recently
amended zoning ordinance be applied to this plan.

Ned Gilbert Gentlemen, as you all know, this par-
714 N. Foxdale ticular matter was approved at the
West Covina last Planning Commission session. It
was approved unanimously. We have an
unusual plan of cooperative apartments
and the plan before you is probably one of the best that has been pre-
sented to the City of West Covina for land usage and maximum area of
apartments, considering if you check the data on there it will hold
well over 250 to 270 apartments if we were to use the maximum amount
of land for the usage of apartments, yet we have proposed 101'. At the
last Planning Commission hearing we had no disapproval either by the
Planning Commission or by any residents. In fact, we had one unsolici-
ted resident speaking on behalf of several property owners in the
area that were pleased with this plan, so we are at a loss to determ-
ine why the appeal. I am here to answer any particular question that
might be on the Council's mind.
Councilman Barnes: How long is this cul-de-sac street?
_Mr. Gilbert: I can't answer that question off hand.
Councilman Heath: Approximately 500 feet from the
center of Mobeck and 350 feet to end
of cul-de-sac - approximately 850
feet to scale.
• The north.side of this property has kind of a drop to it. Does Lark -
wood Street lay at a lower level or is that on fill? '
• Mr. Gilbert: The proposed plans call for about
30,000 yards of fill and that should
raise it to the level of the existing
lots.

Councilman Heath: If you could raise that property that
much, it would make it adaptable to
R-1, wouldn't it?
Mr. Gilbert: I will give you a report prepared -by
Harold Johnson showing the approximate
cost for R-1 subdivisions and then I
will try to answer your questions. (The reports were passed out to the
members of the Council). It shows very close to $85,000.00 and now I --
am talking about economics of land development. Here is a map in addi-
tion to this particular report and upon which this report'is based that
shows 25 R-1 lots. Now $85,000.00 is nearly $3,400.00 per lot.
Councilman Heath: What portion of this $85,000.00 would
be required any way whether you develop
R-1 or R-3?
Mr. Gilbert: About $50,000.00 because we have
30,000 yards of fill at $1.00 per
yard which would be $30,000.00. It
would cost $85,000.00 in any event. There might be a difference as
far as utilities are concerned. However, land value is economically
• impossible to take $85,000.00 and make 25 R-1 lots in exchange for the
return on the sale of 25 lots.
Councilman Heath: In other words, there is an $85,000
charge whether or not you develop this?
Mr. Gilbert: Yes.
Councilman Heath: There is no play area in this developmentt:.
for children in the apartments.
Mr. Gilbert: A small play area, no; however, the
spread is such that we have almost 50%
more land usage for each apartment as
opposed to what we could put on.
Councilman Heath: Are you withdrawing the area for the
street?
Mr. Gilbert: I am talking about actual lot usage.
The calculation is based upon the con-
formance to city ordinance where we
could put 8 on a lot we put 4. we have deliberately placed 101. This
will not be simply an apartment house, development. It is going to be
a cooperative housing unit and they.�3111 be sold like single family
homes.
Councilman Barnes: I0 this long cul-de-sac O.R. as far as
the Fire Department is concerned?
Mr. Gerschler: They made no specific comment on that
question.

Councilman Heath: At the present time there is a 30-foot
wide street. This street will -remain
30-feet wide until this property is
developed. The same thing is true for Mobeck. Is the Fire -Department
aware of the fact that there is a.30-foot wide street ending up with an
850-foot cul-de-sac?
Mr. Gdrschler:
We told them that these streets would
be dedicated.
Mr. Gilbert:
I received a number of telephone calls
from residents in the area and one of
their chief concern was that they
wanted a cul-de-sac street.
It would really make no difference to us
as to whether this was
an open or closed street. Kids race through that
parking lot now and I
think you should be aware of this situation.
Councilman Mottinger:
The original plan as was submitted in-
cluded these R-1 properties at both
ends and they were quite concerned
with the street going
through and this removed their objections to it.
Councilman Barnes:
How long would this variance be in
effect?
Mr. Williams:
It would be in effect until they used
it or revoked it.
Councilman Heath:
What has been the policy before on
play areas in R-3?
Mr, Gerschler:
Generally, if they provide the space
for it, it has been satisfactory,
which as indicated here, they have
enough room.
Councilman Barnes: I think a play area should be shown
on here because I think being as close
to these two schools you definitely
need a play area because you know they are going to have children
living in these apartments.
Councilman Mottinger:
Mr. Gerschler:
Weren°t'these 2 R-1 properties to be
developed prior to the R-3 being
developed?
I could check that.

Lawrence E. Carson I hope my protest is in order. This
18400 E. Vine Avenue annexation I believe was originally
West Covina a request for the annexation which -
was started by Mr. Renne and Mr. -Zoelle-;-
with the ultimate objective of subdivid-
ing some of the property. It brought on a problem of drainage and at --
the last meeting this subject was brought up, the Council made arrange-
ments for a representative of the Engineering Department to look -over
the situation; however, there was no definite conclusion; arrived at
and I want to protest with that provision that the drainage -be examined
and a definite solution be worked out. I wrote a letter briefly out-
lining the problem and I believe the gentleman from the Engineering
Department has looked over the situation and kqay like to contribute his
thoughts, but briefly, the subdivision on Vine is about our property and
probably elevated above the property over five feet - maybe ten, and
they are going to develop a cul-de-sac into this subdivision and this
cul-de-sac will drain onto Vine.
There is some drainage down Vine and that drainage is an example.of
Mr. Renne's home. Any amount of water will drain across our -driveway.
All of the drainage from this new street will come down Vine and onto
our driveway. Possibly some provisions for drainage or a little deeper
ditch will solve the problem but I question it because we are already
at a pretty high elevation and any additional ditch will cause prob-
lems. It is at a maximum now to get in with a car. I.feel that pos-
sibly the only solution will be to go ahead and put in curbs and widen
Vine. i,.;de a suggestion,and discussing it with the group including
Mr. Renne;and Mr. Zoelle came to the conclusion that the permanent
way to correct this situation would be curbs. I felt that should be
considered now, maybb -the cost divided up,between the parties con-
cerned, the City of West Covina, Mr..Renne, Mr. Zoelle and myself.
What do you gentlemen think of it? Would that be an acceptable solu-
tion?
Mayor Brown: Are you -tpposed to the annexation?
Mr. Carson: Yes, I am unless that drainage is taken
care of.
,Councilman Heath: The additional water that will come
down Vine you feel is the water that
accumulates in that cul-de-sac street?
Mr. Carson: I might explain that drains across our
property and there is a regular wash
and we have a bridge across it. It is
not unusual for that wash to be filled up to the brim when a good
• heavy rain occurs. They are changing the dixection of drainage and
that will bei'.filled in to level -with Vine, and then it will drain into
Vine and into this cul-de-sac street and run into the center of the
property. Now when it rains right at that point Vine has curbs on the

It could probably be taken care d; in

manner provided our driveway was
raised somewhat. Now maybe Mayor Brown,
there is another method,
but any lowering of that gutter would further
complicate our problem.

Does your property come right up to
Vine now?
Mr. Carson: Yes.

Mr. Dosh recommends that the City
participate in this. I can``:t' see
annexing this property and having to spend money on.-1t immediately.
Councilman Heath: I would like to see this tabled until
we come up with a firm plan as to how
this drainage can be solved.

cul-de-sac street is going to drain
into Vine. I would like to see a map
on it.

Avenue Council as to what has been done -and
what is intended to be done on the
extension of Vincent Avenue, arid -more
particularly the monies appropriated -
the Vincent Avenue project shown on the 1958-59 ttudget
this coming June 30th.
Mayor Brown: Vincent Avenue,is being held up.due
to one property owner. The money is
still.in the budget. We feel confi-
dent that it will be carried over to the 1st of July and carried over
to that next budget. We have all the rights-of=way`souih'from the
Freeway to the WalAut Creek Wash. We do have two pieces on the other
side of the Wash where there is a problem but we feel confident that
they will be ironed out in the near future.
Mr. Frost: What assurance.do we have that'the
$100,000.00 appropriated by the,
County will be carried over?
Mayor Brown: Only $50,000.00..was appropriated by
the County. $50,000.00 by the County
and $50,000.06 by the City.
Mr; Frost; You mean $100,000.00 by the County

copy of the budget with me.
Mr. Aiassa: The City is supporting a 50% cost.
The plans and specifications have been
prepared and now to make up the

Somehow or another that statement that was placed in the -paper -that we
were under investigation is erroneous. In the first place, I called
Mr. Nollac and requested a meeting with him and the City Attorney for -
last Tuesday at 2:0.0 P. M. That was agreed on. Then later Mr. Nollac
called me saying that the City Attorney could hot -be there; only on -
Thursday. I checked with my attorney but he was going to be in Court

_t Mr. Aiassa stated that he received a letter from thee�Olsons requesting
a driveway opening on Garvey.
Mr. Aiassa: The Council.had an opportunity to look
this over and I think you have -granted
similar permission to two others and
the only case that makes this more complicated is the possibility -of
an eight lane expansion of the Freeway so there will be an encroachment
on that frontage road.
Mrs. Van Dame: Mr. Aiassa, you are talking about our
driveway. We were the only ones in
this whole subdivision that had a
driveway through to Garvey, and when Mr. Burroughs of the State was
here he always said that as long as that was our only driveway, we were
the only ones to have access to Garvey until you gave permission to the
people east of us. They thought they were going to be able to build a
garage but they don't have the room.
Mr. Aiassa: I think the only question is on the
basis that if the Freeway expansion to
eight lanes would encroach on the
present frontage road, some complications may arise.
Councilman Pittenger: That service road is a pretty fast
road right now and if you open that
road it would be a mistake.
Councilman Heath: If this is permitted, there will be
others asking us. It would be creating
a problem.
Councilman Mottinger: I don't have any different opinion on
the matter. I recommend that we do
not approve another ingreps to a service
road just because we have one or two cases permitted. It'doesn't mean
that we should continue'creating hazards.
Mayor Brown: I think we should do everything to
expedite getting the 8 lanes of Freeway.

action. If we want to take action, then I will have to say "No" be-
cause it is a feeling of sentiment here and,I feel that the property
owner should be advised.
Mayor Brown: As far as the $275.00 is concerned, I
will have to go along with the City
Manager. I think if the tree lasts
3 to 5 years it is well worth $300.00
to $350.00.

Councilman Barnes: Are some of the -palm trees on North
.Orange in the County?
Mr, Aiassa: These palm trees we are considering
are only in the City.
Councilman Heath: The silver maples ought to be trimmed.
Councilman Barnes: Do you think these are good bids in view
of the fact that we got our palm trees
skinned for $9.00 each last year?
Mr. Aiassa: Yes, since the fellow lost money and he -
only skinned the trees. This bid quota-
tion covers all the work - skinning and
removal of trimming and clean up.
Councilman Barnes: Did this other fellow get a chance to
bid on this?
Mr, Aiassa: Yes,
Motion by Councilman Pittenger, seconded by Councilman Heath and carried
that the City Manager be authorized to transfer the funds as outlined
in the report and'to contract disbursements as per report, and that the
contract to be awarded to LaFon Tree Service for the palm trees and
silver maple trees, as recommended by the Recreation.and Park Depart-
ment report.
FURNACE Mr. Aiassa read a report prepared by the
Fire Chief that the furnace we tried to
salvage -from --the Q1.d Police Department
building needed major repairs, estimated cost to be $87.11 and new
unit $120.32.
Motion by Councilman Pittenger, seconded by Councilman Heath that a
new furnace be purchasedfor the Fire Department up to an amount of
$125.00 to substit-qte the city owned equipment for new equipment.

It was noted that under Ordinance No. 309 there is the following pro-
vision under Section 5e "It shall be unlawful for any person, firm or
corporation to sell or cause or permit to be sold fireworks of any kind
within said City of West.Covina, except that the City Council may
permit such foreworks to be sold by any organization whose membership is
composed of soldiers and/or sailors or of ex -soldiers and/or ex -sailors
or its auxiliary or auxiliaries, which said organization or auxiliary
maintains a meeting place in the City of West Covina.
It was the consensus that this application be held over until it is
determined whether or not this association complied with the above
requirement.
APPLICATION FOR PERMIT There will be pony rides, cafetorium
FOR CARNIVAL will be used, white elephants, movies,
CORON#'ADO SCHOOL PTA cake walk and storage of prizes, etc.,
APPROVED on May 23, 1959.

carried that permission be granted to the Coronado School PTA for
their school carnival subject to the approval of the City Department.

WATER COMMITTEE Mr. Barnes, representing us on the
East San Gabriel Valley dater Associa-
tion, will remain on the water committee.
WALNUT AREA They would like some representation from
the City and this is concerning assess-
ments. It is not the tax rate but the
- equalizing of assessments. Would one of the Council members be able to
attend the meeting? If not, I thought that I might call them that I
am very interested but it is West Covina night at the Coliseum and we
won't have a representative there.

Councilman Barnes: There will be a meeting of the Upper
San Gabriel Valley Municipal Water Asso-
ciation on May 13th and I asked at the
last meeting who could attend and I think Mr. Heath and Mr. Brown
offered to go with me, but I am sure that we could get Mr. Pittenger
and Mr. Mottinger in also.
CIVIL.DEFENSE Councilman Heath: On Saturday morning
I attended a meeting at the Lutheran
Church. It was very enlightening. It
was concerning the second phase of this alert that they had and assign-
ments were given out to each department to work out. I think that we
should in some way acknowledge Cleo Boschoff for the service that she
is doing. She is recognized throughout the Valley equal to anyone
else in Civil Defense.
Mr. Aiassa: I will concur with you Mr. Heath.
Councilman Heath: I would also like to comment about
Rev. Koosman - he is really working with
Civil Defense: - in mind, practically all
the time. He is very much interested,.very cooperative and certainly
• is getting quite a bit of help. There was part of a report that he was
. concerned with - what to do. in the event of an attack. It states the
policy that the high schools are using in case of an attack or an alert.

One point in here says the West Covina Elementary School have cooperated
and Covina. Elementary School cooperated, but.the Covina Union -High
School District, according to our Civil Defense, refuses advice and
information and will not cooperate with the poliEy of the City of West
Covina which is to hold the students. We might want to study this and
see if we coulddrop a letter to the.school district to see if they
would be agreeable the same as these other school districts have been.
Mr, Aiassa: We are trying to arrange a meeting.
Councilman Heath: I would like to see him investigate and
analyze the problem they have in -Area D,
where these Assistant Directors and Direc-
tors who are doing all the work, yet when it comes to making decisions
the -Mayors of these cities who are far removed from the actual problems
make decisions at the Area D level. I feel that the Directors them-
selves should be setting the policies and following them through.
Mayor Brown: It was- ma-inly founded to raise money, and
the. Directors --could not handle -this phase,
conse..,quen-_tl_y the Mayors- were,-., brought., in
• on the; problem,
Mr. Heath_'.stated that.he.went down to the fire house on Fire House Day
and noticed another resuscitator in Cortez Station in addition to the
one that is. on the .truck,.
Mr', Aiassa stated that -that -was an old one that is being kept as a
standby.
Mr. Heath stated that although Mrs. Helfrick's request for annexation
was sent in some time in November, it is now the middle of May andshe
hasn't received an answer yet. He suggested that the Council look into
the matter. At the Planning Commission meeting it was stated by
Mrs. Helfrick that:he had sent in a petition by several people wanting
to be annexed to the City, but this petition could not be found.
Mr. Heath proposed to the. Council that since they would be going into
Budget Study Session very soon that he would like to suggest that
they have department heads sit in on these sessions when discussing
• their particular department. This matter was delayed and would be dis-
cussed at a Personnel session,

Mrs..Van Dame stated that it is almost time for Mr -Green's chairman-
ship to be up on the Planning Commission and that she hoped that the
Council would carefully consider retaining him by all means. She con-
siders him very valuable.
Mrs. Van Dame: When you give permission for large
apartments, don't you make specifications
that they should have parking space
for all?
Mayor Brown: They are supplying 38 spaces more than
the ordinance requires.
Mrs. Van Dame stated that on the Cirpriani deal she didn't know
whether or not parking space was specified or not, but that cars.are
lined up in front day and night, and should there be a hydrant there
the Fire Department couldn't reach it for the number of cars parked on
the street.
Mrs.. Van Dame suggested that a sign be erected at the old Police Station
showing where the new Police Station is located. The Mayor agreed to
this.
DEMANDS APPROVED' Motion by Councilman Heath, seconded by
Councilman Mottinger that Demands in
the amount of $159,469.10 as shown on
Demand Sheets C-140 and C-141 be approved. This to include fund trans-
fers in the amount of $42,987.23 and time deposit in the amount of
