CITY OF WEST COVINA, CALIFORNIA April 6, 1959 The meeting was called to order by Mayor Mottinger at 7:05 P. M. in the 'hest Covina City Hallo The Pledge of Allegiance was led by Youth Official, Municipal Judge Weinreb. The invocation was given by the Rev. Konrad Koosman of Christ Lutheran Church. Youth Official Suzi Labadie was sworn in as Honorary City Clerk and then proceeded to swear in the duly elected honorary youth officers, who were then declared to be installed and took their proper places. ROLL CALL Present: Mayor Janis Brown, Councilwomen Shirley Dianetti, Barbara Kelley, Marilyn Ma.cQuarrie, Joan Gates • Others Present: City Manager, Caryl.Lokkon City Clerk, Suzi Labadie Planning Coordinator, Pat Walker Marily Clark, Assistant Public Services Director. Bill Hampton, Chief of Police Bill Byrtus, Fire Chief Carol Tucker, Building Inspector Gerald Foster, City Engineer Celeste Cooke, Sanitation Engineer Carol Offstein,, Street Division Supervisor Eloise'Lopez, Finance Officer Tim Dolan, Municipal Judge Bob Weinreb, Municipal Judge Absent: Fred Plumer, Recreation & Park Director City Manager Lokken presented and read the summary report on retirement and stated further that a meeting was to be held in Los Angeles in, the office of the City Attorney to discuss further details of this plan. A complete report would be;presented.to members of Council within a day or two. Mayor Brown: Wil.% Police Chief Hairapton please' give his report on the barking dog complaint. Police Chief Hampton: The owner -of the dog was advised of the complaint concerning; her barking dog and she agreed to cooper: at,� and zx y -tea keep the dog quiet. 0 • SPECIAL YOUTH C. C. 4-6-59 Page Two The Police Department again received a complaint about the barking dog and the owner was again contacted. At this time she stated she was unable to quiet the dog but had made arrangements to give the dog to her sister who lives out of the City. Contact with the owner of the dog will be made again very shortly and Council will be advised of the situation. Mayor Brown: Will Fire Chief Bill Byrtus please present the report on illegal use of barbecue, Fire Chief Byrtus: At Council°s request investigation was made and it was found the parties involved have been fueding for the past five years. The owner of the barbecue has agreed to move it to the opposite side of his patio, providing his neighbor keeps her dog away from him. No burn- ing regulations are being violated and no action was taken by the Fire Department at this time. Mayor Brown. Will the Building Inspector please give the report on building activities in the City. Building Inspector Tucker. This is a report for the month of, March, 1959. It includes the number of private dwellings, apartment buildings, commer- cial buildings, churches, garages, patios, swimming pools, Youth Center and other miscellaneous items requested, and gives the individual and total evaluation of these items.- The report further includes the building permits, electrical permits, and plumbing permits issued and the individual and total evaluation of these permits. The average square feet per dwelling was 1,361. Mayor Brown: Will the City Engineer give the report on the matter of the City employing a crossing guard on Orange Avenue at Yarnell Street for the Orangewood School. City Engineer Foster. As per Councils request, an investiga- tion was made, and a vehicular and pedes- trian traffic count was taken. The re- sults indicate that the volume of both types of traffic fklls below those minimums established by the Los Angeles County School Pedestrian Crossing Guard Advisory Committee in order to qualify for a crossing guard. It is recommended that the request for a ped.estrian crossing guard be denied, but it is further recommended additional, funds be budgeted in the 1959-60 budget for the possible installation of a crossing guard since, with the development and opening of the new Edge - wood High School, an increase in both types of traffic can be expected and n rrnzQi-n(r minnri nt +hiQ Inontinn mnv hrsnnmo nangmac:a-ru �il • • SPECIAL YOUTH C. C. 4-6-59 Page Three Mayor Brown: Are there any questions from Council on this matter? Councilwoman MacQuarrie: How many school crossing guards do we now employ? City Engineer Foster: Eleven. Mayor Brown: Does the Assistant Public Services Director have a report? Assistant Public Services Crossing guards are recommended by the Director Clark: Chief of Police and approved by the City Manager. In normal procedure it involves the Police Department conduct- ing a vehicular and pedestrian count at the location designated. Two conditions must be satisfied, one based on speedy width of street and traffic volume and the other upon the State code which includes restricted visibility, etc,, indicated under Traffic Safety, Section No. 770, State of California. We have eleven authorized crossing guards in the City with two relief guards available. An investiga- tion has been conducted by the Police Department as to the number of. crossing guards required during 1959 through 1960. A map is attached indicating the location of the existing crossing guards. Mayor Brown: Do any members of Council have any questions? Council'W,oman Gates: Why can't some kind of crossing guard be employed just before and after school? This Orangewood School is an elementary school, isn't it? From the -Audience Mr. Pat Murphy of 3654 Yarnell Avenue asked why there couldn't be proper crossing guards placed for the school. He indicated that he felt it was needed as he had already seen two police officers asleep down there, Mayor Brown: From the audience Mr. Murphy: Mayor Brown: Assistant Public Services Director Clark: Any other questions? Mayor Brown: Any other questions? From audience How come you didn't ask that other lady Mr. Murphy: for her name and address? I had to give my name and you didn't ask hers. Mayor Brown: You are out of order, Mr.urpy. Mr. Murphy: If you are gding to do this at all you should do it in the democratic way. From the audience: My name is Mary A. Van Dame. Mr. Murphy: What's your street address? Mrs. Van Dame: I.live here at the City Hall. Councilwoman Kelley: May I see the map that has been referred to as areas for grade crossings. Mayor Brown requested the map of Assistant Public. Services Director Clark. Councilwoman Kelley: What are the blue circles for? Assistant Public Services Those are existing crossings. Director Clark: Mayor Brown: May we have our report on zoning activity. Planning Coordinator Walker: We have a report on zoning matters from 1923 to date. This report includes the number of Precise Plans which were 155, Zone Changes numbering 134, Zone Variances numbering 265 and Unclassi- fied Use Permits numbering 24. The total number of zoning cases is. 578. Mayor Brown: Any questions? None were forthcoming from members of Council. • • s SPECIAL YOUTH C. Co 4-6-59 Page Five Mayor Brown: 'What about our report on Corporation Yard Sewer construction? Sanitation Engineer Cooke: All preparations for construction have been completed. Vitreous clay pipe will be used in the project. Construction will be completed and the line ready by April 10, 1959. I would also point out the contractor has agreed to use wedge -Lock joint pipe which is used in place of cement and he will restore normal traffic flow to Sunset Avenue as quickly as possible. From audience Mr. Murphy: All we need is another sewer. That is a good idea, another sewer for the Sanitation Department - they really need it, City Engineer Foster: What kind of pipe is to be used on the project? Sanitation Engineer Cooke: Vitreous clay pipe. Councilwoman MacQuarrie: Will this work be done by City forces? Sanitation Engineer Cooke: No, by a contractor, Councilwoman Dianetti: 'ghat is the cost?of installation? Sanitation Engineer Cooke: $1,389.32. Councilwoman Gates: How long will this take, approximately? Sanitation Engineer Cooke: It will be completed by April 10tho Councilwoman Gates: How long has the street been cut up? From audience Mr, Murphy: That's a very good question. Mayor Brown: Mr, Murphy, will you please be seated, you are entirely out of order. Sanitation Engineer Cooke: We cut it up at 4:00 o'clock this afternoon, Mayor Brown: Do we have a report from the Recreation and Park Department? Due to the absence of the Recreation and Park Director, City Manager Lokken presented and read the Recreation and Park Depar'tiiien-L report, relative to the installation of the play equipment in Palm View Park, • SPECIAL YOUTH C. C. 4-6-59 Page Sic From audience Mr: Murphy: Mayor Brown: Mr. Murphy: Mayor Brown: Mr. Murphy: Mayor Browne How come we've jumped the matter'of the dirty street at 432 Florence. Please sit down Mr. Murphy, we are going to take that matter up now: If you cannot be quiet you will have to be thrown out. I don't care anything about that, I've been thrown out of better places than this. Why aren't you sticking to the Agenda? Will the two police officers please throw Mr. Murphy out. They picked out two of the smallest police officers on the force to do it, didn't they? Look at the size of them. We'd like to have the report from the Street Division Supervisor regarding the complaint of the dirty street in front of 432 Florence Avenue. Street Division This isn't a new subdivision. All Supervisor Offstein: improvements have been installed but have not yet been accepted by the City. The Street Inspector's final report has been submitted that the work is acceptable although the developer of the tract near 432 Florence has not yet submitted a certificate of comple- tion form. However, after all detail matters are completed relative to release of bonds for improvement, labor, etc., and acceptance is completed, I believe City forces will be able to maintain the area within a very short time. Mayor Brown: Are there any questions? Councilwoman Gates: How many street sweepers do we have? Street Division Supervisor Offstein: Two. Councilman Gates: How often do they cover the City streets? City Engineer Foster: They cover the City every eight days. Councilwoman Gates: Do we have anything to pick up the mud as well as the dust? M SPECIAL YOUTH C. C. 4-6-59 Page Seven Street Division Supervisor Offstein: Do you mean the mud from a storm? Councilwoman Gates: I mean the mud that just stays. Is there anyone employed to do that? Street Division Supervisor Offstein: We pick it up with a truck. Councilwoman Dianetti: I think we should have someone from the City to contact the owner of this property to clean up the street at 432 Florence. City Manager Lokken: We can give the Street Superintendent a written order and the work will be done in the morning. How many hours do the sweepers sweep? Street Division Supervisor Offstein: Eight hours a day: Mayor Brown: We should have our Finance Department report at this time. Finance Officer Lopez: We have $398,500.00 invested in interest bearing accounts at the present time. These accounts are divided between the California Bank, Bank of America and Security First National Bank, all of West Covina. Mayor Brown: Does the City Clerk have any progress report on the Census? City Clerk Labadie: Federal Census Supervisor, Mr. L. Miller, will arrive in West Covina on April 27th to start the Census. The old Police Station Building ryill be used as the office for the Census takers and telephones will be installed for direct contact with that office. Any- one desiring to assist in taking the Census count should contact the City Hall as soon as possible by phoning Edgewood 8-1191. Mayor Brown: Councilwoman MacQuarrie: City Clerk Labadie: Councilwoman MacQuarrie: Any questions? How much will the whole thing cost? Sixty-five Thousand Dollars. How many people woul a-�F-a to gain to obtain benefit? SPECIAL YOUTH C. C. 4-6-59 Page Eight City Clerk Labadie: There should be an -estimated -increase of 3,000 people into the City and the net to the City is $9.00 $ per person. Councilman Gates: Is the cost of $65,000.00 really true? City Clerk Labadie: No, that amount was in error, it is $6,500.00. Councilwoman Gates: How often do they do this? City Clerk Labadie: Every year. Councilwoman Gates: Why is it every year? Couldn't they check into the schools since the majority age group in the City is 15 years of age. City Clerk Labadie: Not everybody goes to school. Motion by Councilwoman Kelley, seconded by Councilman Dianetti and • carried that the reports of the various departments be accepted. Mrs. Van Dame: What will a person taking the Census count be paid for each name? City Clerk Labadie: That will be six cents a person. City Manager Lokken: The expenditure of money for the taking of the City Census needs City Council approval. Motion by Councilwoman Gates, seconded by Councilwoman Dianetti that the expenditure of $6,500.00 as the cost for the taking of a Census in the City of West Covina be approved. Motion passed on roll call as follows: Ayes: Councilwomen Dianetti, Kelley, MacQuarrie, Gates, Mayor Brown Noes: None Absent: None City Clerk Labadie presented and read a Resolution from the West Covina Chamber of Commerce endorsing West Covina Yough Officials' Day and signed by Howard C. Erickson, President and Ernest W. LaBelle, Manager. SPECIAL YOUTH C. Ca 4-6-59 Page Nine Sergeant Odle of the West Covina Police Department introduced' "Mr. Murphy" as being, in actuality, Mr; Hennes, Bailiff of the Citrus Municipal Court. Mr. Nichols, Court Clerk,.stated that he was sorry that neither Judge Miller nor Judge Martin were able to appear at this Youth Council ' meeting this evening but that they were looking forward to their par- ticipation in the Youth Day Program, Mr. Nicholas stated that the Youth Day Program°was a very worthwhile endeavor and a very successful one and something that should be participated in from year to year. Mayor Brown: Councilmen and Ladies and Gentlemen, we would like to depart from the Agenda at this time, and I would like to ask that we all stand for a monent of silent prayer in the memory of our former City Planning Commissioner_, Mr, George Getches, who passed away yester- day.- He is -the Father of our elected Honorary Councilman, D6vid !etches, whowa,s to have been with us this evening. Mr.Getches° passing will . be a great loss to our community. Mayor Brown.- Does the former Mayor Mottinger have a few words to say? Mayor Mottinger.- I would like to commend our new City officials on_.t-he" fine dispatch with which they have run our City this evening. It is ten,minutes to eight and the Agenda is completed. We.'are usually just getting warmed up at ten minutes to eleven. We feel this has been a wonderful occasion for the young people in our community.and we hope that they have enjoyed it as much as we, as Councilmen, have enjoyed it. Tomorrow will be quite a` day for all of you. .You will see the inner workings of the City and learn a -bit more about how .those things are donee I do not know how many members of'Council will be able to spend their time with you tomorrow but I am sure that we will all try to be with you at'luncheon and then speed you on your way.
