MINUTES OF A SPECIAL MEETING'OF THE CITY COUNCIL
CITY OF WEST COVINA, CALIFORNIA
March 30, 1959
The meeting was called to order by Mayor Mottinger at 7:00 P. M. in
the West Covina City Hall.

Present: Mayor Mottinger, Councilmen Heath, Brown,
Pittenger, Barnes
Others Present: Mr. George Aiassa, City Manager
Mr. Robert Flotten, City Clerk
Mayor Mottinger: This Special Meeting called for the
consideration of one item only, - the
matter of Proposed Amendment No. 29
to the Zoning Ordinance No. 325, to allow Automobile Sales Agencies
in Zone C-2.
The City Clerk read a list of remarks and recommendations by the
Planning Department and Planning Commiss�on Resolution.No. 713.
Mrs. S. Samuels wished to give testimony and was sworn.in by the
City Clerk.
Mrs. Samuels: We ask Council to give serious consid-
eration to the requirement of Planning
Commission Resolution No. 713 that
"Automobile Sales uses in C-2 Zone be allowed only within buildings or
under canopies". We have encountered vigorous reaction from our client
in this respect in that this requirement is contrary to the general
uses now in effect in other areas.- Storage and display in modern
pattern auto sales organizations are usually done outside, with the
exception of a few floor models displayed inside the building.
An Oldsmobile Agency is interested. 60 day option to develop Precise
Plan application, terms of lease, etc. Possible location has been
narrowed down to this and one or two others. If this one passes there
is a likelihood that a second dealer will locate in the City.
Also under discussion at the Planning Commission hearing was the uses
associated with an Automobile Agency; ie, Services and Repairs, etc.
I do think the proposed amendment is badly needed and if possible
include the uses and needs of an Automobile Sales Agency.

Mr. William Lynch was sworn in by the City Clerk.

Mr. Lynch: I reiterate the statements made. by
Mrs. Samuels and wish to add that
under the recommendation of the
Planning Commission Resolution, it is necessary for the applicant" to
obtain approval of a Precise Plan in each case which affords the
opportunity to regulate sales areas, building, etc.
There being no further testimony, the hearing was declared closed.
Councilman Pittenger: 'We are all agreed this is a very
restrictive thing as Mrs. Samuels
stated. We can use a Precise.Plan to
control it.
Councilman Brown: The added uses are not mentioned in
the Planning Commission re,solut.ions.
Can we amend without going back to
the Planning Commission?
Mayor Mottinger: The City Attorney can advise us on
that. We are considering a permissible
use in Zone C-2. The principal factor
is a change of uses.
Councilman Brown: We should also consider Body Shop,
repairs and services, only as they
are associated with an Automobile Sales
Agency. The third item in the Planning Department remarks needs
clarification.
Motion by Councilman Brown to adopt Amendment No. 29 subjec.t,to
Planning Commission recommendations, leaving out the following
sentence of Section 3 of remarks: "It is suggested that automobile
sales uses in Zone C-2 be allowed only within building or canopies
and that lighting be strictly controlled"; and add "Repairs and
Services pertinent to Automobile Sales Agency", subjectto approval
of City Attorney.
Mayor Mottinger asked the City Manager what his comments were on
this matter and Mr. Aiassa suggested that the motion be approved sub-
ject to the City Attorney's approval especially on item 3 when the
Planning Commission made this a recommendation.
This was an ordinance amendment and the City Council could introduce
it for its first reading if they cared to do so and have the City
Attorney prepare the necessary ordinance. We had not had a precise
plan submitted but are informed that this will come later,
