The meeting was called to order by Mayor Mottinger at 7.35 P. M. in
the West Covina City Hall. The Pledge of Allegiance was led by
Councilman Heath, with the invocation given by Mayor Mottinger.

ACCEPT SEWER FACILITIES LOCATION. May Company property.

APPROVED
Mr. Flotten presented pertinent information relative to this project
as to acceptance of bond in April, 1956; Deed of Easement in Septem-
ber, 1958 with the time lapse due.to the number of corrections made in
the sewer system of the May Company and acceptance by theCounty Divi-
sion of Sanitation after installation of sewer system for the Huddle
Restaurant.
It was stated that the Inspector9s Final Report had been made September
22, 1958, which reflects that all the necessary tests, and other pertin-
ent work in relation to the sewer line, had been performed and the
sewer line had been built in accordance with City Standards. Recommenda-
tion was for acceptance and release of Bond.
Motion by Councilman Heath, seconded by Councilman Barnes and carried
that sewer facilities in Precise Plan No. 67 be accepted and authoriza-
tion be given for the release of Traveler's Indemnity Company Bond No.
559182 in the amount of $6,550.00.

Mr. Flotten presented pertinent information relative to this project
as to acceptance of bond July, 1957, final map approval July, 1957,

Motion by Councilman Pittenger, seconded by Councilman Barnes and
carried that sewer facilities in Tract No.17637 be accepted and autbori-
zation be given for the release of Seaboard Surety Company Bond No.
521776 LA in the amount of $6,600.00, for sanitary sewers.

AMENDMENT NO. 24 Proposal: Amendment to Adopted Sign
City Initiated Ordinance No. 563.

Recommended for adoption of proposed
amendments to Sign Ordinance No. 563,
by Planning Commission Resolution No.644.
Since it was not the hour of 8:00 P. M., the Mayor questioned as to
whether the hearing could proceed. Mr. Williams indicated that the
motion holding the public hearings over to this date had not indicated
precise time,just that they were to be heard at this adjourned meeting,
and indicated it was correct to proceed with the hearings.
Mr. Flotten stated that the record should show that proper notices had
been published in the West Covina Tribune on September 11, 1958, and
then proceeded to read Planning Commission Resolution No. 644, recom-
mending this amendment.
Mayor Mottinger opened the public hearing and stated that all those
desiring to present testimony should rise and be sworn in by the City
Clerk.

There being no testimony presented, the hearing was declared closed.
Councilman Heath, in discussion, indicated that he was of the under-
standing the Sign Ordinance as a whole had not been adopted by Council.
He thought there were some objections from the oil company representa-
tive and service station operators and wondered if it would be correct
to adopt this amendment under those circumstances.
Mr. Gerschler stated that this Sign Ordinance had been adopted by
Council, on April 15th an,0 that meetings had been held with the oil
company representatives and service station operators. This amendment
was being made in accordande with the various suggestions they had
made in relation to'their particular field regarding the Ordinance.
Mr. Aiassa, indicated that this was to relieve the pressure in this
particular use since the Ordinance had been adopted.
Councilman Heath: Has this sign ordinance, with the excep-
tion of the gas station placements, been
effective in enforcement all along the
line?
Mayor Mottinger I wouldn't say it has entirely been
enforced but we are now attempting to
enforce the standards of it.
Mr. Aiassa: There are some non -conforming uses in the
City and they are being given time to
bring those up to conformity.
Councilman Barnes: At the meetings with the oil company rep-
resentatives and service station opera-
tors, were they happy with these proposals
of.change?
Mr. Gerschl.er: Yes, I believe so. We had meetings with
the local operators and oil company rep-
resentatives. We discussed the matter
and accepted their suggestions in which the major changes were in re-
lation to price and current advertising signs. What we have here met
with their approval. Those we did not contact at these meetings
Mr. Stanford has contacted in the field and they, also, have seemed
to be in agreement with these proposed changes.
Motion by Councilman Pittenger, seconded by Councilman Barnes and
carried that City Initiated Amendment No. 24, amendment to Adopted
Sign Ordinance No. 563, be approved and the City Attorney be instructed
to prepare the amendment to the Sign Ordinance in accordance with the
recommendations of the Planning Commission Resolution No. 644.

Freeway that the (Eastland)sign remain

When that discussion took place I believe
Councilman Brown made the motion that
the (Eastland) sign remain until a de -

I am wondering if some action should be
taken to rescind the motion of Council-
man Brown?
I think perhaps we should direct the City
Clerk to find the motion in the Minutes
and see if it requires any action.
It was indicated that this matter took place about April.
AMENDMENT NO. 25 Proposal: To amend Zoning Ordinance No. 325,
City Initiated deleting Section 1000, "Funeral Parlors"
APPROVED from Zone C-3 and adding, "Funeral
Parlors and Mortuaries" to Section 1200.
Recommended for adoption of proposed amendment to Ordinance No. 325 by
Planning Commission Resolution No. 645.
Mr. Flotten stated that the record should show that proper notices of
this hearing had been published in the West Covina Tribune on September
11, 1958, and then proceeded to read Planning Commission Resolution
No. 645, recommending this amendment.
Mayor Mottinger opened the public hearing and stated that all those

Councilman Barnes: I would like to know if this permits,
and it looks like it does, taking it out
of C-3 and putting such use any place
in the City whether residential or C-1.

AMENDMENT NO. 25 - continued
Mr. Gerschler. An Unclassified Use Permit can apply to
any zoned property. However, Section
1200-G specifically excludes this use in
R-1 or R-2, but it could be considered to go in R-3 or R-A, which is a
transitional zone. However, Council and Commission could allow or
disallow any such application.
Councilman Barnes-. They have to have a Use Permit no matter
where it is?
Mr. Gerschler:
That is correct.
Motion by Councilman Barnes, seconded by Councilman Heath and carried
that City Initiated Amendment No. 25, to amend Zoning Ordinance No. 325,
be approved and that the City Attorney be instructed to prepare the
amendment to the Zoning Ordinance -in accordance with the recommendations
of the Planning Commission Resolution No. 645.
RECREATION AND PARK
Councilman Heath: I attended the Recreation and Park Commis-
sion meeting last week and at that time
they discussed the letter sent to them
concerning the availability of property to the east of Del Norte Park.
The owner stated that this property is available for purchase by the
City. The members of the Commission felt they would like to see that
piece of property purchased. They are putting in a formal recommenda-
tion to that effect through the City Manager.
Also discussed was the Teen -Kan -Teen. It seems this project has sort
of slowed down a bit in its campaign for more money, but it is now
being taken over by new leadership and they expect to advance somewhat
faster than they have to date.
It was indicated that at present they have about $900.00 and are going
to put on a "drive". This will not be for donations as such, but more
to give value for money received. When they get to the amount of
$1,600.00 they would like to present to the Council a plan toward the
development of their building.
It seems there are quite a few people that are doubtful as to whether
this Teen -Kan -Teen is going to get off the ground and to show good
faith and to get the building started they would like to present to
the Council a plan whereby as soon as $1,600.00 is obtained Council
would Permit them to put in a concrete slab for this building, with
radiant heat pipes and plumbing fixtures, which would be stubbed off
below the surface of the slab so that connections would be available
later on, in order that this slab could be used for roller skating
and other such type uses. This, they felt, would show good faith
that they want this project to advance. When they get the rest of the
money the structure will be put on the foundation. They desire to
know what Council's feelings might be along this line. They state they
need about $700.00 more.

What does the Commission think of it?
Mr. Gingrich spoke up and stated he was
responsive to it because he would like
such a slab at any time in any park be -

They requested that I bring this matter
before Council but if Council would
rather have a formal recommendation
they would do that.
I think we might give an informal opinion
on it but perhaps should have a, formal
recommendation from them.
Councilman Pittenger: I haven't made up my mind but I would
like to say a little about the reorgani-
zation of the Teen -Kan -Teen. I received
a letter telling how much they had collected, which was around $1,400.00.
They spent some $700.00 on promotional campaign and if they spent that
I do not think much of their way of raising money and the amount of
expenditure for its promotion. Maybe the organization has been reorgan-
ized so they are contacting groups that will work and contribute, but
before, it was the JuniQrChamber of Commerce or nothing and that was
the way it was put up to me.
Councilman Heath: I believe this reorganization will be led
by Mr. L. Maddott and it seems they have
faith in what he can do.
Councilman Barnes: I believe Mr. Maddott agreed to accept
but he doesn't take office until the
first of the month and from there I
know nothing.
Mayor Mottinger: So far as the slab, my first reaction
was that I would hate to see somthing
like that done prior to something firm
toward completing it. However, the remarks by Mr. Gingrich would tend
to change my original thought. If he feels that he could make good
use of the slab, and that it won't be an eyesore in the park, I would
have no particular objection. However, I would like to see this whole
thing go ahead.

You would have to be careful of all the

old plan for this park, and in this
particular area.
I think that anything like this would
have to be with the approval of the
Recreation and Park Commission and the
it should be sure that it can be properly uti-

The feeling then would be that at this
point Council feels that if this slab
could be put in correctly, not be an
eyesore and can be used now, and also if the building is never com-
pleted, and is agreeable to the Recreation and Park Commission, it
would be satisfactory to proceed.
It was consensus this was the general idea of Council thinking.
MEETING OF LEAGUE OF Councilman Heath: I attended the recent
CALIFORNIA CITIES meeting held at Lakewood at which
Senator Richards spoke. He indicated
that he hoped that neighboring cities would work with one another be-
cause he feels that quite a bit can be achieved that way.
One comment throughout his talk was the fact that he had just been in
a two day session on this Feather River Project and after the session
representatives went back to their local baliwicks and it was thought
they had a plan that everybody would agree ononly to find that almost
immediately upon the return of the representatives to their various
locales everybody started to say, "no, we can't live with it, throw it
out". He indicated that he thought that it should be kept in the back
of everyone's mind, the idea of turning this to a commission, such as
in the matter of the Highway Commission which had done such a good
job in its field, and perhaps something satisfactory all around could
be achieved through such a.commission.

WORKMAN AVENUE PARTICI- This communication from Mr. Zug indicated

lowering of Workman Avenue to Fleetwell
Street, as has been done on the east
side of Azusa Avenue, on Workman Avenue, recently.
Mr. Flotten indicated this matter has been referred to the City
Engineering Department, and Mr. Aiassa stated that a report would be
presented to Council at their meeting of October 14th.

LA PUENTE ANNEXATION Mr. Williams read LaPuente's Resolution
No. 335 which, he stated, he believed
was indicative of what the Council had
requested in the discussion regarding proper buffering of homes in the
area of this annexation and if this was satisfactory it would, in
essence, be instructing the attorneys involved in this matter to drop
(further) litigation and the outcome of the original matter be made
firm. Mr. Williams further indicated that this did not call for any
plans, and that was a matter that could be gone into further with
those directly interested in that particular phase.
Council indicated that this seemed to be what had been requested but
the Mayor stated that he thought it would be well to send Mr. Oxley
copies of this and to get these people together to be sure they under-
stand completely what is involved here.
Mr. Aiassa indicated that he felt the people involved were entitled
to clarification on this and it was the understanding that he was to
work with them.

WEST COVINA CENTER Mr. Aiassa: There has been some dis-

Councilman Pittenger: . Black top is only for drives?
Mr. Aia.ssa: That is correct. The cost would be less
than the $1,200.00 anticipated, probably
about half that amount. If the -State
wants 8 lanes we can have the State redevelop those black top improve-
ments for concrete driveways.
Councilman Heath: Have you checked with the merchants first
in relation to the spending of money for
opening up of driveways? Their approval
was for beautification more than opening up of driveways,
Mr. DeMuth We are not going to spend any money for
President of West Covina that. If the City wants to improve the
Merchants Association traffic problem here that is fine with
us, and they should also get the traffic
light standard out every day.
Councilman Pittenger: I believe the original agreement was the

(City) would pay for the labor'and I believe that is how the thing stood.

on an 8 lane Freeway in the near future.
Mr. DeMuth-. We would go for the general improvement
on Glendora Avenue and raise money for
that. We can go for that, but if the
State makes up its mind as to Garvey and the Freeway that is another
case. We are interested in landscaping - very much so.
Councilman Barnes: Was there to be money spent on Glendora
.at this particular spot. I do not think
there was.
Mr. Aiassa: This was all on Garvey.

Garvey until there is some kind of time-

COMMUNITY SURVEY Mr. Aiassa indicated that the questionnaire
QUESTIONNAIRE had been completed and that the question -
Authorization to proceed naire of Mr. McCann,had been put all in
one sheet rather than in multiple booklet
form.
Mr. Gerschler presented this questionnaire sheet to members of Council
for their perusal.
Mayor Mottinger: I believe you presented some figures as
to what this was going to cost?
Mr. Aiassa:: That is correct. Mr. McCann will do most
of the analysis and most of the work�and

STREET IMPROVEMENT LOCATION: Irwindale Avenue, between the
Authorization to proceed northerly City limits and Puente Avenue
in the City of West Covina.
Mr. Aiassa; There has been a request in relation to
improving a portion of Irwindale Avenue.
I believe Council reviewed,this on their
recent field trip. This is to be done on a joint participation basis.
"Posthe plan indicates, the request for HTC County Aid and the cost
estimate would include curb and gutter on the east side of the street
and the full width of pavement from curb to curb.
The estimate for improvements are as follows:

The City of West Covina will be responsible for obtaining the
necessary street right of way'and constructing the curb and
gutter on the west side of the street in the dvent that this
project becomes a reality."
We have a committment between the property owners to participate in
this project for curb and gutters.
Mr. Dosh,� The proposed participation.would be the
total cost of the excavating and moving
of existing materials to be assumed by
theCity and the construction of curb and gutters on the east side of
the street. The home owners on the west would dedicate the necessary
right of way to put in curb and gutters.
We would request * special aid from the County as a special aid to
cities project. On the basis of the estimate we could come up with
$4,000.00 or $5,000.00 of our own money from County Aid or Traffic
Fund. I think that we can obtain these funds based on the fact that
the recent court house development will leave us with an extra $4,000.00
or $5,000.00.

Mr. Aiassa: I believe the County has special allo-
cations of funds for such things as this,
which we have never applied for. This
would be $4,000.00 or $5,000.00 out of a.$20,000.00 project.
Mayor Mottinger: What would be the recommendation for
action?
Mr. Aiassa: I believe the County has already made a
move in this direction to do a portion
north of this and south of the Wash. We
could go in with them now and thus get the opportunity to complete
that one portion we looked at on the field trip.
Mayor Mottinger: I believe.this fitted into existing
projects without cutting something out.
I believe at the time we looked at the
area it was consensus this is in proper balance with other projects in
the City.

City Manager be authorized to proceed in the development of street
improvements on Irwindale Avenue, south of the northern City boundary,
with City participation.of funds not to exceed a maximum of $5,000.00.

We now have a communication confirming
approval from Mr. Gish and Mr. Pepper in
relation to postponement of this case
from the meeting of September 22nd to
the meeting of October 14th.
Mr. E. H. Lewis I.had the occasion to speak to Councilman
423 E. Florence Ave. Brown earlier this week with regard to
West Covina a proposed ordinance covering external
development of homes through this area.
In our particular section of West Covina, generally considered, homes
are in the $20,000.00 bracket and we do have several people in the
area, because of maliciousness, who have put up fences and decorations
that are eyesores to the neighborhood. We have other individuals who
have neglected completely, external portions of their property.

This has become an eyesore in our section and it has tended to deter-
iorate the homes bordering on these places and has the further possi-
bility of attracting a less desirable element to that neighborhood
should other people decide to sell these houses. .
When I moved out here to West Covina I, personally, was happy to know
I was moving into a community of all residences and no industrial and
I felt we would have protection by ordinance from situations of the
type I,mention. I do find,.however, that such an ordinance does not
exist and we came here to ask Council if perhaps something could be
done about it and to possibly have the City Attorney take it under
advisement and if so we should be very happy to work with him. We have
several other civic organizations here who would be happy to cooperate
in this matter.
Mayor Mottingerz Mr. Williams, could you shed any light
on a situation such as this? Is such an
.ordinance practical?
Mr. Williams: It is a difficult field. Not impossible,
but difficult. Certainly I think that
something can be done about the required
up -keep of property. That is to say requirement to keep it in a
reasonable state of repair and free of delapidation. Something can be
done to provent weeds, waste and the like to accumulate and I believe
that can be done under the existing ordinance.
I doubt if something can be done in relation to the color of a fence,
or a house, or architecture, unless by tract restrictions. I do not
think the City can do that. You can't force your taste on the owner of
a house. On a purely esthetic basis I think that nothing can be done,
but on the basis of reasonable maintenance I believe something can be
done.
It may be possible to obtain ordinances in relation to such a matter
from San Marino or Beverly Hills and inquire what they do.

Mr. D. Gavin This has been going on for two years now.
423 Lucille Ave. We have been to the Police Department,
West Covina the Board of Health -- everybody that is
somebody we have been to -- now including
you present here tonight as Council.
Actually, when you drive down the Freeway a sign says "City of Beauti-
ful Homes", but if you were to look at this you would wonder where
the name comes from.
There might be a problem regarding what type of fence or something of
that sort, but it isn't a problem to define what is a back yard and
then it is also easy to say a fence should be of a decorative nature
we do not care what type -- if it doesn't deteriorate, and further
that clothes line goes in back yard.
If a proper controlling ordinance were put through there would be no
such problem in our neighborhood and it also might cut down on other
such problems that might arise elsewhere in the City in the future.
We have gotten to the point where most of us are ready to sell at a
loss just to overcome the barrier or possibly many will end up selling
to an undesirable element which will deteriorate value still more.
Mr. Gerschler: The Planning Commission is now working
on an Urban Conservation Program and are
now studying the phase of possible legis-
lative action. The Commission, I am sure, would be pleased to hear
from this group and I am sure it would give impetus and help to the
planning of legislative action.
Mayor Mottinger indicated that this group should refer to Mr. Gerschler
and that perhaps the Commission could hear this,group and work on
this in relation to the proper legislative action on it.

BUSINESS LICENSE ORDINANCE Mr. Williams stated that he had read
through this Ordinance and it met with
his approval with one exception regard-
ing Section 1, which he felt should be changed, and indicated as
follows:
SECTION 1. Subsection (d) of Section 7 of Ordinance No. 142,
passed and approved the 25th day of June, 1947, is
hereby amended to read as follows:
(d) Where a yearly license is provided for herein, the same shall
apply to the calendar year of January lst to the following
December 31st.11
then simply add as a separate paragraph in the same Section I
"Subsection (c) and (e) of Section 7 of said Ordinance No. 142
are hereby repealed."
Mr. Williams stated that with this change the Ordinance could be given
its first reading and introduction.
INTRODUCTION AS AMENDED The City Attorney presented:

COUNCIL COMMITTEE REPORTS
Visiting Nurses Association

Councilman Barnes: Mr. Flotten and I got together with the
Visiting Nurses Association and copi . es
of the report in relation to this meeting
have been presented to Council.
The Recommendation states:
"A plan in which this Visiting Nurses Service takes an active
part in our health program, to be reimbursed for services rendered
City employees who are absent due to illness. This plan would not
entail the expense of the full $500.00 requested this year which
is not on our budget. However, this would acquaint us with the
services to be considered on next year's budget.",
Mrs. Kirkley, who represented this association, stated that if we did
adopt such a plan for City employees that they did not want to become
the part of a truant officer for the City. Cost would be $3.50 for
each call for any employee in the City or "shots" would cost $2.00 and
to anyone who could afford to pay for them it would be at no cost to
the City.
In other words, it would not necessarily be paid for by the City unless
some of the City employees were in bad circumstances.
I do not think it would be very costly to the City if we went int6'such
a program for the remaining part of this year and paid on a quarterly
basis.
Councilman Pittenger: One of our neighboring cities is supposedly
doing this. I.do not see where we can
supply nursing services to City employees
without putting it in the budget and making it a fringe benefit.
It may be worthwhile but I understood this was for people who can't
afford it:and not necessarily City employees but for everyone in the
City.

Councilman Barnes: I think we could try it out with the City
employees on a health program but the
City would not stand the cost of $3.50
per call. If someone is in the hospital and in getting out needed
nurses care at home or to teach a family how to take care of the patient
I think this is good and I think that anyone should be willing to pay
$3.50 for that sort of thing and it wouldn't cost the City. However,
I might like to see this in the budget for 1959-1960.
Councilman Pittenger: I understand they get funds from the
United Fund. Why should any organization
that goes to the United Fund then come
to the City and ask for help too? If we are going to supply this
nursing service to City employees as a fringe benefit then let us say it.

who are ill. That means everybody in the

where does the $500.00 come in?

Mayor Mottinger-, What is the firm recommendation so far
as dollars are concerned? We would be
approving their operation as a group but
not otherwise inihe direction of any money toward their operation.
Councilman Barnes: Yes, but if someone couldn't pay when the
City would pay. I think that is the way
Covina is doing it because I do not be-
lieve it was within their budget this year either.
Councilman Heath: Does this mean then we underwrite for
$500.00 less any collection that the
nurse makes to the extent of $3.50 per
-call for the rest of the year?
Councilman Barnes- That is unless the patient couldn't

Mayor Mottinger: I think we have got to have something more
firm.
Councilman Barnes: I do not think we can act on this so far
as this year's budget is concerned.
Mayor Mottinger. Then we can't act to back up care of cost.
I am at loss to know what to do on the
matter, if anything.
Mr.Aiassa. You might have this matter turned over to
the employees association and perhaps a
recommendation can be made through them
for underwriting this.
It was consensus that the City Manager turn this over to the president
of the City employees association and to see what might be worked out.
It was indicated that Councilman Barnes would be willing to talk with
the employees group in relation to this matter.
Councilman Barnes stated that he wished the record to show that this
amount (of.$500.00) should be considered in next year's budget for
such services.
CITY CLEAN UP WEEK Councilman Pittenger stated that he would
October 18, 1958 like to have the Mayor proclaim the week
of October 18, 1958 as "City Clean Up Week".
Mayor Mottinger so proclaimed the week of October 18, 1958 as "City
Clean Up Week" and instructed the City Clerk to prepare the proper
proclamation.
LEAGUE OF CALIFORNIA It was indicated by Council that the
CITIES CONFERENCE regular Council meeting date of October
October 27th to 29th 27th would not be changed to enable
attendance at this three day.Conference.
There was the possibility of attendance on Tuesda. . y aAd Wednesday,
however, and the City Manager was asked to see if he could obtain head-
quarters some place near the Conference headquarters in the same build-
ing it*is being held, if at all possible.
At 9:35 P..M. motion by Councilman Pittenger, seconded by Councilman
Barnes and carried that the meeting be adjourned.
