M. in the West Covina City Hall. Mr. -Merritt, Commander of the West Covina Post 8620 of the Veterans of Foreign Wars led the Pledge of Allegiance to the flag. Invocation was given by the Rev. Don Locher of the West Covina Methodist Church. ROLL CALL Present: Mayor Mottinger, Councilmen Heath, Brown, Pittenger, Barnes Others Present: City Manager, City Clerk, CityAttorney, Tom Dosh (in the absence of the City Engineer), Planning Commission Secretary Absent: City Engineer, City Treasurer. APPROVAL OF MINUTES May 26, 1958 Approved.as submitted. PUBLIC SERVICE DIVISION PRECISE PLAN NO. 65 - LOCATION: East side, of Glendora Avenue Accept Street Improve- North of Walnut Creek Wash ments (Kaiden & Harkiss) APPROVED Mr. Do-sh stated that the City Engineer's recommendation was for acceptance and re- lease of Bond. Upon the recommendation of the City Engineer, motion by Councilman Brown, seconded by Councilman Heath, and carried, that the street improvements in Precise Plan No. 65 be accepted and authorization be given for the release of Fidelity and Casualty Bond No. 5-1131249 in the amount of $3,500.00. PROJECT C-45 LOCATION: East side of Lark Ellen Avenue, Release Bond north of Cameron Avenue. F. A. Tetley & Sons Nurseries Relea Co.se of United States Fidelity and Guaran- DELETED FROM AGENDA AT tee Bond No. 14087 in the amount of THIS TIME $1,800.00 for moving palm trees. NO ACTION TAKEN Mr. Doshz This is regarding 18 palm trees planted at the location stated. I have a memorandum from the Parks Department which would negate this being placed on the Agenda at this time. The reason is that one • C. Although the Street Department bad repor'tedall these trees as all right, the Parks Department report indicated they were not, as one had expired. I would request this item be deleted at this time. It was consensus this be done. PRECISE PLAN NO. 87 LOCATION: Northwest corner of Glendora Accept Street Improvements Avenue and Christopher.,S,treet. Hatfield Construction APPROVED Upon the recommendation of the City Engineer, as indicated by Mr. Dosh, motion by Councilman Pittenger, seconded by Councilman Brown and carried, that street improvements in Precise Plan No. 87 be accepted and authorization given for the release of Hartford Accident and Indemnity Company Bond No. 3017751 in the amount of $6,142.00. STREET LIGHTING MAINTEN- ANCE PROPOSAL Laurence J. Thompson, Assessment Engineer HELD OVER UNTIL NEXT REGULAR MEETING OF COUNCIL Proposal for rendering special engineering services in connection with street light- ing maintenance in the City of West Covina for the lighting year 1958-1959. It was the consensus that this matter be held over,. as recommended by Mr. Dosh, pending review of this matter by the City Manager. BUILDING DEPARTMENT REPORT for May, 1958 COPIES OF REPORT TO MEMBERS OF COUNCIL It was indicated by Council, after discussion, that since the facts of these reports were published in the newspapers, including totals and running totals, and also are on file in the office of the City Clerk, it would not be necessary to present these reports to be read at meetings of Council but that copies of these reports should be given to members of the Council. ACCEPT SEWER FACILITIES Tract No. 23082 - Sanitary Sewer District HELD OVER UNTIL NEXT REGULAR MEETING LOCATION: Northwest corner of Merced Airenue'and California Avenue. Accept sewer facilities and authorize re— lease of Pacific Employers Insurance Com- pany.Bond Noe ll-B-60226 in the amount of $5,450.00. • C. C. 6 -9-58 Page Three • Mr. Dosh indicated that the amount of $200.00 for the resurfacing of 9 or 10 laterals would be withheld. The City Manager stated that in a, recent meeting with inspectors re- garding backfill that such matters as this had come up and it was his opinion that any more of these coming back in three or four months to repatch and refill is something that would have to stop. It was further indicated by the City Manager that in this particular case he did not know the full particulars and recommended that this matter be held over -until the next regular meeting for further recom- mendation. It was consensus this be done. ACCEPT SEWER FACILITIES LOCATION: Michelle Street, between Merced Michelle & Merced Avenue Avenue and Casa. Grande Avenue. Sanitary Sewer District APPROVED Motion by Councilman Pittenger, seconded by Councilman Heath and carried that the sewer facilities in the Michelle and Merced Avenue Sanitary Sewer District be accepted and authorization be given for the release of the cash deposit in the amount of $221.65. DISTRICT A'1.1-57-5 LOCATION: Between Barranca Street and • (Revised) Azusa. Avenue, South of Walnut Creek Wash, Sanitary Sewer District designated as the Va.nderhoof Drive and HELD OVER AND REFERRED Sunset Hill Drive Sewer District. Pre - TO THE CITY MANAGER FOR liminary Report.. RECOMMENDATIONS AS PER DISCUSSION Mr. Dosh indicated this matter had been under.submission to Council and accepted in relation to revision of District A111-57-5, Health Officers Report and Resolution No. 1273 at meetings of December 9, 1957 and January 28, 1958, with instructions to proceed, Councilman Brown: We have three engineering firms doing work in the City on these Sanitation Districts and so far as spreading the load equally is concerned it is my opinion that when one is so much lower than the other two, I think it (the work) should go to the one who give's us the lowest estimate. Mayor Mottinger: We have set that up as a policy in the past, regarding distribution of this work, but I think that Councilman Brown has a point, There .is a, considerable amount of difference in cost. Mr. Dosh: With the number of .Acts going, there is enough for everybody. Councilman Brown: Regardless of that, if one person can handle these things for a lower cost they should be given the work. . C. C. 6-9-58 Page Four Mayor Mottinger: I believe that is something to consider when, recommendation is. made. Councilman Brown: We are not here to support one individual person and -as a Council.we should give it to the one who can give.us the best for the least. Mayor-Mottinger: Perhaps the City Manager should consider this discussion when recommendations come up. Mr. Dosh: If a person prepares the preliminary work to -be done it has-been assumed he would get all of the work. We have let Te,d Walsh do the preliminary work for the sums described in the report, Mayor Mottinger: We feel that it is the -duty -of Council to get these jobs done as cheaply as possible. We need to analyze.tha.t idea, -although it may be cheaper to spread this work in. the manner we have started. However, at the time you have recommendations to make I think these items (of cost) should be considered at the same time, Mr. Dosh: This report is just for the preliminary • work which can be done by Walsh but the object has. been to give the person the rest- of .the job if he has done the preliminary work. Mayor Mottinger: I feel this matter should be held until our next regular meeting, and I am referring to the recommendation on A'11-57-5, pending review by the City Manager and getting his recommendations on the matter. It was consensus this be done. DISTRICT A'11-56-5 Pima Avenue and Vine Avenue Sewer District Sanitary Sewer District Mayor Mottinger: We have a memorandum from our Sanitation Engineer that a protest hearing for this Sewer District was set for this date under a. Resolution of the City Council No. 1359. However, due to a defect in the proceedings another Resolution of Intention is necessary. I would announce the following: "Hearing of Protests of Sanitary Sewer District A'11-56-5, which had been set for this hour and this date by Resolution No, 1359, will not be held at this time due to a defect in the proceedings. A new Reso- lution of Intention will be adopted this evening setting a new date of hearing protests on July 14, 1958 at 8:00 P. M. in the Council ,Chambers. All those parties interested in this matter will be properly notified of this hearing." C.. C. 6-9-58 SCHEDULED MATTERS BIDS PROJECT C-71, AWARD OF CONTRACT FOR TRAFFIC SIGNALS, PENDING RECEIVING 88OPORTTONATE SHARE OF COST FROM COUNTY AND COVINA (Westates Elec.Constr.Co.) Page Six For purpose of installing Traffic Signals at the intersection of Barranca Street and Workman Avenue. The bids were opened as advertised at 10:00 A. M., June 9, 1958, in the office of.the City Clerk and referred to the City Engineer for recommendation to the City Council at this meeting. The report of the result of the bids were as follows: WESTATES ELECTRICAL CONSTRUCTION CO. FISCHBACH AND MOORE, INC. ELECTRIC & MACHINERY SERVICE, INC. STEINY AND MITCHEL, INC. 10% Bid Bond $6,627.00 10% Bid Bond 6,770.00 10% Bid Bond 6,857.00 10% Bid Bond 6,953.00 It was recommended that the contract be awarded to Westates Electrical Construction Company, as the lowest responsible bidder, in the amount of $6,627.00. It was indicated by Mr. Dosh that the lowest bid exceeds the budgeted amount that has been set up by $627.00. The estimate made for this cost, two or three years ago, was in the amount of $6,000.00. The 25% of the new cost of $6,627.00 to be assumed by the City of West Covina. would be $1,656.75, making the amount of $156.75 over the estimated budgeted sumo It was the recommendation that this additional sum of money be expended from the Traffic and Safety Fund. Council was in agreement on the necessary extra expenditure recommended. Motion by Councilman -Brown, seconded by Councilman Pittenger that the award of the bid for the installation of Traffic Signals at the inter- section of Barranca. Street and Workman Avenue go to Westates Electrical Construction Company, as the lowest responsible bidder in the amount of $6,627.00, subject to receiving proportionate shares (of the cost) from the City of Covina and the County of Los Angeles, and that all other bid bonds be returned to the unsuccessful bidders. Recommended for Adoption under Planning Commission Resolution No. 588 Petition with 158 names in opposition to two-story buildings. HEARING CLOSED Held for result of joint meetings with the Planning Commission Mayor Mottinger: This hearing has been held before the Council and the hearing closed. However, up to the present time it has been impractical to arrange the joint meeting with the Planning Commis- sion but we expect to have this meeting in the very near future and this matter will be put on our.Agenda for the next regular meeting. PARKS & RECREATION WEST COVINA JUNIOR Mr. Dosh: On May 28th a, meeting was held FOOTBALL CONFERENCE and of the items taken under consideration APPROVED there was a request to have Council act on the matter of the West Covina Junior Foot- ball Conference. The Commission approved and recommends granting permission for this Conference to be conducted at Cameron Park with the same stipulations as required previously. They are as follows: Type of Football - 6 man tackle. Equipment - Full equipment --equipment including helmet, nose and chin guards, shoulder pads, padded pants, rubber -soled shoes (tennis sneakers). Insurance - Public Liability $100,000.00 and $200,000.00. Property Damage - $5,000.00. Medical - $50.00 each boy (M. D. either in attendance or on call for all games). Organization - Two Sections (a) 10-12 Weight 80 - 115# (b) 11-13 Weight 115 - 130# Four Teams Per Section Twelve Boys Per Team Dates - Practice starts 15th August; last. game to be played 30th November. Coaching and Officiating All coaches and game officials will be adults. • C. C. 6-9-58 Page Eight aMotion by Councilman Heath, seconded by Councilman Brown and carried that the recommendations and stipulations of the park and Recreation Commission regarding,the West Covina; Junior Football Conference to be played at Cameron Park be approved, for the time of one year. GENERAL MATTERS RECREATION AND PARK MONTH Motion by Councilman Brown, seconded by July, 1958 Councilman Barnes and carried that the SO.PROCLAIMEb Mayor be authorized to sign a proclamation designating the month of,July, 1958 as "Recreation and Park Month". REQUEST TO ERECT Letters from Veterans of Foreign Wars, STANDS FOR SALE OF American Legion, Jewish War Veterans. FIREWORKS APPROVED Period from June 30, through July 4, 1958. (Referred to the City Manager to confer with Police and Fire Chiefs for June 9th meeting). City Clerk: On ;June 4th Council conferred on this matter and the following stipulations were made in regard to this matter: O1) .A deposit of $25.00 on each stand to insure proper removal and clean-up of the stands and area, with fund to be returned when this stipulation is complfed'.*ith. 2) There is not to be more than. three stands for each organization. 3) The stands are not to be up more than 17 days altogether from the time of their erection until the day after the sale. "The Veterans of Foreign Wars has requested five locations which does not comply with the policy established by the Council. All three organizations making this request ask for the Eastland Parking Lot. Although I believe some attempt has been -made to get together on the Eastland a.reait has met with very little success, although the Veterans of Foreigh Wars did give some indica.tion,they may forego the Eastland location since they had asked for five locations and the other organi- zations ha.d requested less." Mr. Merritt: Our organization (V. F,_W.) has always operated at least three stands previously, and last year we had four. However, we now feel we have greater man power and that this is a larger City with the locations scattered. We feel we can nowoperate these safely and adequately and are justified in requesting five stands, at least until. some other such organizations as ours come into the City. C. Co 6-9-58 Page Nine Mayor Mottinger: This matter was discussed ;by Council be- cause of the many requests and the opinion rendered at that time was that we would limit each of the organizations to three stands. However, perhaps members of Council would like to elaborate on this. Councilman Brown.* Four years. ago the selling of fireworks was open to anybody and everybody and be- cause of this fact an Ordinance was passed which limited the selling of fireworks to veterans organizations with the stipulation of not over three stands per group be allowed. Some- where down the line that ordinance has been passed by, but with so many stands requested for this year I think we should go back and stick with the three stands as originally stipulated in the ordinance. Councilman Pittenger: I'm even wondering about the locations. All three want the Eastland Parking Lot. Mr, Nisson of 1636 Stuart Avenue, West Covina, stated as follows: I do not recall the Ordinance referred to by Councilman Brown, and he may be correct in his statement. However, we have a population in this and surrounding communities that is probably double that of four years ago. We have never operated, speaking for the Veterans of For- O eign Wars, less than three stands. Some of the other organizations have had one and two stands so we feel the stipulations set forth are a penalty only to the V. F.W. and no other such organizations. Councilman Brown: I think that perhaps Mr; Nisson might be insinuating that I am leaning over to the other side because. of another organization of veterans of which I am a member. Mr; Nisson: No, I do not desire to give any such im- pression of such an insinuation. Councilman Brown: This Ordinance I have mentioned was dis- cussed.by Council four years ago when fireworks sale was open to all, We got together and drafted the Ordinance which limited it to veterans organizations and.to three stands., Mr. Nisson: We have committed ourselves to at least four stands this year. Councilman Brown: Perhaps you could have the four stands this year but in the future the Ordinance should be spelled out instead of just making pre- sentations for agreement by Council. Councilman Heath: In relation to the 17 days mentioned, I be- lieve it was our thinking along the line that the stands could be erected one week before the beginning of the sale, the three days of the sale and re- main up for only one week after the sale. ` C. C. 6-9-58 4 Councilman Brown: Mr. Nisson: Councilman.Brown: Page Ten That is correct. I believe it was 7 days prior to opening of sale and 7 days after sale. We have never had a stand up for 17 days at any time in this City. Perhaps you did not but we did have one up last year for four weeks. Mayor Mottinger: I understand that perhaps you people (V.F.W.) might give up the Eastland site and be satisfied with the four other sites re- quested? Mr. Merritt: Mr. Nisson made the arrangements through real estate people regarding Eastland. Mr. Nisson: I do not desire to give up the Eastland site because I had a committment six months prior to any other organizations. Mr. G. Wilson of 10021 Vine Street, West Covina, questioned as to what may be important reasons why five stands should be not permitted this year, OIt was indicated to Mr. Wilson that one reason was in regard to the Ordinance the City had and the other was to protect the City's fire insurance rate, which had been lowered but was difficult to hold when you permit too much fireworks sale in the City. Motion by Councilman Brown, seconded by Councilman Heath and carried that the Veterans of Foreign Wars, American Legion and Jewish War Veterans organizations be granted the number of stands and locations, as requested, subject to the inspection and approval of the Fire and Police Chief, and for this year (only) . It was consensus that the City Clerk have copies sent to members of Council of the Ordinance relating to this firework selling activity with the matter to be discussed at a, study meeting. PETITION OF PROTEST Referred to City Manager for study and Midget Car Nuisance report. The report was read which in essence suggested eliminating the use or permitting the use, but if permitted to limit noise and reduce traffic ha.zard. Suggestion was made to construct a temporary screen- ing along the Freeway fence when this group wa.s in operation to mini- mize the traffic hazard and reduce the noise. • C. C. 6-9-58 Page Eleven Midget Car Nuisance continued The City Manager stated that this.was a, matter dealing with private property and it was a, question as to whether recommendations on this could be made binding. Mr. Dosh spent considerable time with the representatives of this group in an attempt to work out the problem so they could continue the activity and yet the City does not want constant complaint about this use. - Mr. D. Bobrich of 128 S. Broadmoor, West Covina, speaking for the group, stated as follows: We attempted -to make some compromise with those people who are com- plaining but have had no reply. We felt the major problem that had been indicated was the noise and we contacted the people on the hill in an attempt to offer some compromise but apparently they are not willing to do so. I believe I am correct when I state that Mr. Dosh and Mr. Gingrich went up on the hill to check and indicated that the noise from this use was negligable. Mr. Dosh: It was,- so far as I was concerned, but I do not live there. OMr. Bobrich: In relation to the screen, along the lines indicated in the report. Although I have some misgivings about this, and question whether we are actually creating a traffic hazard, we would be willing to do anything that we can whether there is the actuality of your hav- ing jurisdiction or not to alleviate the problems. I do not know the price of a screen, it would possibly be one of canvass, but I do feel that we would not certainly be willing to invest money in such a screen if we eould not stay there. If somebody feels they could give us the assurance and authority that we could stay there then we would invest in the cost of a screen. However, I would indicate that we have been running there for six months without any traffic problem whatsoever. It is possible we could have deputies of our own men to control any traffic problem. I think it -is somewhat established that neither noise nor traffic is a real problem but we will go along with whatever is felt to be necessary if we can afford it and can stay there. Councilman Brown: The May Company, or Eastland, is C-2 zone, and Council has no.t authority to make or request certain things. In such a use on. C-2 zoning, using cars for entertainment would come under an Unclassi- fied Use Permit and doing so violates our Ordinance. 0 0 C. C. 6-9-58, MidgetCar. Nuisance - continued Page Twelve City Attorney: That is correct. This would require a, Permit to continue and if that was granted the Council could then attach any reason- able conditions. Councilman Brown: When we, as a City, have to get such per- mits to conduct any such uses for ourselves I do not think we can even discuss this without asking that an Unclassified Use Permit be requested for this use. This is not the proper zoning for such use. Councilman Heath: Putting up a canvass. 1i is a day's work alone. Perhaps we could achieve just as much along the lines we want by installing no parking signs and following them up with a deputy outside of the fence to see those signs are enforced, I think that might be more satisfactory to everybody rather than 600 feet of canvass. Councilman Pittenger: I think that perhaps we are assuming there is no real bother of noise on the hill. However, I live pretty close to the hill area 4rkd there is noise on the hill and if I lived any closer I would feel as those people do, that it was a nuisance.. I have seen traffic slow down to see these 'Go -Karts' and I think the screening would only aggravate the situation because people would be even more curious to see what was behindthescreening. I also wonder how safe these things really are. With adults they may be 0. K., but with children it is another thing. How well supervised are they in actuality? Mr. Bobrich: We have eight officials out there and it is an extremely well supervised use. Mr. Dosh: In relation to the 'No Parking' signs I would mention that they would be on the, Freeway and theState would have to approve that. Secondly it.might prevent people from stopping there who would be permitted to do so if they had car trouble. Councilman Barnes I stopped over there the other day to see how much noise they made and they do make quite a. lot. However, 1 am wondering if they couldn't be muffled to a greater degree. I know the organiza- tion seems to think that it would hamper these 'Go -Karts' if they tried to muffle them any further but to be able to have their activity perhaps they would be willing to do so. ' It would make the activity much quieter and also be less noticeable to moving traffic. However, I doubt if we could put'no parking signs on the State highway. I would like to see this over there if the May Company wishes to get a Permit for this sort of thing. . C. C. 6-9-58 Page Thirteen Midget Car Nuisance - .continued Mayor Mottinger: Those 'Go -Karts' go pretty fast and with their dodging in and out around posts with conor6te columns at the bottom could possibly lead to a catastrophe. That may be the organization's responsibility, granted, but we have to look at that portion of it also. I think the noise problem was much less last Sunday, or*so it seemed. Councilman Heath: In the light of that I would make a motion that we permit thisorganization to con- tinue finder the coil: �itions of using mufflers similar to those used a �eek ag6 Sunday for a three months period and perhaps at the end of that time we could have another look at this. Councilman Brown: Before proceeding on the Councilman's motion there is a legal question as to whether they can operate this use without an Unclassified Use Permit. If this is permitted under the present zoning and I was a party living up on the hill I would be down here with an injuncion against the City pretty quickly. . City Attorney: I think it is improper for Council'to reach any conclusion now because this is a matter that should be set for hearing. This should not be discussed or cannot be given any decision until they can bring the matter before you in the form of a proper applica- tion and if, in the meantime, they continue and if anyone desires to bring litigation they (organization) would be liable on the grounds of a violation of the City's zoning ordinance. Mayor Mottinger: Evidently we are out of order to grant permission in this zoning and also in relation to that I believe.the private property owners would have to request such a permit. Mr. Bobrich: These activities, since they involve use of automobiles, are violating the use of the parking lot? City Attorney: I am thoroughly convinced it is unlawful. Mayor Mottinger: I do not believe there is any further dis- cussion necessary. This matter will stand as discussed and it is for the parties con- cerned to proceed, if it is so desired, to take the proper steps indi- cated. It would be well to delete this matter so far as the action of the Council and inform the proponents of this matter they must go through the proper channels to obtain an Unclassified Use permit, which would probably have to be through the property owners. Motion by Councilman Barnes, seconded by Councilman Pittenger and carried that the Ordinance be introduced and given its first reading. Councilman Heath: I live.off Vine Av enue on Fircroft. The West Covina Disposal Company went through there when the tract was developed and made it clear -there would be one collection per week, on Thursday morning. Everyone I have talked to up thereareunder the impression there is only one collection. I think the people there have been misled and I think the Disposal Company should be advised they should let these people know there are two collections in that area (on garbage). Mayor Mottinger: Perhaps such information can be obtained for us and then it.could be given out to the public. .1 City Attorney. Perhaps it might be well to review the rubbish collection prices in the contract. There is a minimum but no maximum quantity indicated in the present Ordinance. City.Attorney: I also have.an amendment of the business License Ordinance prepared. It has been left at the City Hall and copies will be mailed to each Councilman for their review, CITY MANAGER REPORTS INSPECTION FEE FOR CESS- There could be less charged for such in - 'POOL BACKFILL spection fees so long as there are no re- turns to reinspect. That is where your cost mounts up. Perhaps a reasonable fee for initial inspection would be in the amount of $4.50,'but any reinspection should be charged with a fee of $3...50 for each call back. In discussion of Council it was proposed that perhaps the amount of $15.00 be obtained from the permitee with amount, less initial fee, to be refunded unless there are callbacks for reinspection. However, it was indicated by the City Manager that this would take a great C. WEST COVINA CENTER Plans were presented in relation to the BEAUTIFICATION PROGRAM various stages of improvements for the TO BE STUDIED BY Center, with the report of possible cost. COUNCIL In discussion by Council it was indicated there was a problem of spending City funds on one particular area and this matter must be ..given consideration and indications were this possibly could be studied at the same time the budget study is scheduled by Council. Indications were also made by Council that the people involved in this matter must be 100% behind the City although Council realized it must -make some sort of committment before obtaining one regarding such full cooperation. DISCUSSION OF RECENT The City. Manager referred to the recent TRIP BY THE CITY MANAGER three million dollar interchange that the TO SACRAMENTO AND City of San Bernardino is receiving in BERKELEY comparison to the Vincent Avenue problem. It was indicated a report had been obtained from the Division of Highways, copies of which had been presented to members of Council. There had been some possibility -of 8 lanes being put through, on the Freeway in'this area, and if that developed all the off -ramps would be 'dead' and the service roads as well. Also, it was indicated that the State just doesn't have the responsibility of Freeways but also thought of feeder streets going to Freeway, and they should not be off the hook just because they built the Freeways. They should con- sider not only Freeway control but also interchanges and ramps which cause a great amount of trouble if -.given no thought. Councilman Brown: We could use boulevard * stops at the off - ramps without owning the road but then you assume responsibility of the service road, but if you had those stops you'd find theJoca.1 streets were not creating the bottleneck. % C, C. 6-9-58 CITY MANAGER REPORTS - continued Page Nineteen City Attorney: If you have access jurisdiction you will have accepted the frontage road, which the State.want us to do. I don't -know whether it is better to wait any longer before accepting them or not. How- ever, I am wondering if you..couldn.'t accept certain sections that are acceptable and reject those that the`City has a legitimate grievance about. Mr. Dosh. I know there is some work'they are going to do with the frontage roads. Perhaps it might be better to wait. City Manager: That is a good suggestion. Perhaps we should still do a little more talking and less acceptance but now might be a good time to move on the Vincent Avenue Extension. I think that we have in the budget the amount of $25,000.00 for Cameron extension but I thinly that Vincent will give us more r�t�urn as a, major gas tax project. I believe there is $50,000.00 in the P budget for a. bridge on this extension of Vincent Avenue. If we can give a 'green light' on making this street (Vincent Avenue) a. reality it might be a good possibility that the $50,000.00 for the bridge will stay in the budget. Councilman Brown. Before we can do that there is a. lot of work to be done with the City Council and property owners. There is one particular .land owner who will have buildings to be movedand I believe there will be difficult problems there. City Manager: If we get this Vincent Avenue deal going we could give some indications to the State that at least we have done everything we can to alleviate our own local condition. Mayor Mottinger: What you would ;like to do is have our con- sent to reallocate the gas tax funds re- served for Cameron Avenue to put Vincent Avenue together. City Manager: If this matter is to be considered during 1958-59 I would like to get started on it and also on Plans and Specifications. Councilman Brown. You could check with Harold. He has some of these agreements ready for execution at this time. Consensus was perhaps this was a matter to go ahead on. C. I IN WEST COVINA believe there was talk of community parking areas on this land, Perhaps we could pick out desirable islands and develop cost figures and possiblyI could represent City on possibility of lease basis® It was consensus to do everything possible -to promote this project. CITY CLERK NATIONAL INSTITUTE The City Clerk gave a report on this matter OF MUNICIPAL CLERKS' and commented on the excellent program and CONFERENCE active participation regarding West Covina. COUNCIL COMMITTEE REPORTS RENAMING OF COMIDA PARK Councilman Pittenger: I was appointed as a committee of one to meet with West Covina Beautiful to discuss the possibility of renaming Comida. Park, They have not had a meeting with their Board of Directors as yet but they felt that rather than.their taking on the responsibility of naming a, park that perhaps there could be a contest having five judges, one from West Covina Beautiful, Chamber of Commerce, etc., to name this park.. to be held from August 15th to September 15tho The prize .to be furnished by West Covina Beautiful would be a. $25.00 merchandise order on nursery stock such as ferti- lizers, seed, etc. Councilman Pittenger: I believe it was indicated that anyone in the City could enter the contest except the immediate families of the judges that were picked. It was consensus that Council would go along with the proposed program if west Covina. Beautiful desired to do this. Councilman Pittenger gave a..report on a recent conference, attended by members of Council, in San Diego. Councilman Brown gave a report on the meeting held May 28th, Sanita- tion District 15 and 22,a.nd mentioned the tax rate reduction on both these districts that had been made. Question was asked by Councilman Brown in reference to the status of the 0, D. Hakba;rt park site property, and it was indicated that the contrast had been signed and money received by Mr, Hakbarte C. C. 6-9-58 Page Twenty -One SCouncilman Brown indicated that there is a, great deal of sub -contract work being done in the.,City on which the City is losing business license fees and that'perhaps by ordinance any builder before securing building permits should list all of his sub -contracts. It was indicated that the City Attorney should prepare an ordinance in relation to this matter. An Ordinance on Peddlers was discussed as to their being finger- printed and cleared with the Police Department. It was indicated that Chamber of Commerce had some written information in relation to other cities having such an ordinance in existence, The City Attorney indicated that the amendment to business license ordinance has that provision. Council suggested that the letter or written information be obtained from the Secretary of the Chamber of Commerce, in relation to just, what other cities have done, by the City Manager. AREA 'D° MEETING Mayor Mottinger stated that he could not • attend this meeting to be held on Friday, in Monrovia, at 2.00 P. M., and requested that Councilman Heath do so. However, Councilman Heath stated he would not be able to comply with the request. B Councilman Brown volunteered to a.ttendp Mrs, M. Van Dame stated that it was her opinion that the Council meet- ing time should be 8:00 o"clock rather than 7.30 o'clock as many people find it difficult to attend so early. Mrs. Van Dame remarked that the weeds had been cut down on the service road but were just left there and that the job had not been neatly done. Mrs. Van Dame stated that there did not seem to be anybody in author- ity to accept any money in relation to helping the West Covina Teen -Kan -Teen. Councilman Barnes stated that Mr. King of the Bank of America had been so designated to handle all money coming in, The Councilman indicated many questions had been asked him in relation to this matter and that he had contacted Mr. Hall with.the suggestion that perhaps certain matters should be clarified. n ?� l C. It was the suggestion of Mr. Johnson that Councilman Pittenger would be good in that spot. ROTARY CLUB Mention was made that on June llth the INVITATION Rotary Club would have Mr.-V. Pinkley, a former publisher of the Mirror -News, as its guest speaker. An invitation was extended to city of.fididis-to attend, with luncheon at the Dinnerhorn at 12:00 noon and to be adjourned promptly at 1:30 P. M. ITEMIZED EXPENSE ACCOUNTS Motion by Councilman Heath, seconded by San Diego Conference Councilman Pittenger and carried that itemized expense accounts be turned in. The City Clerk reported that the Congressional Record of June 2, 1958 • had contained the information that petitions signed by citizens of the City of West Covina, California, and vicinity, relating to the Presidential veto of Rivers and Harbors Bill, has been referred to committee.
