04-15-1958 - Regular Meeting - Minutes• ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF WEST COVINA TO CANVASS BALLOTS OF THE GENERAL MUNICIPAL ELECTION IN THE CITY OF WEST COVINA HELD ON APRIL 8,.1958, TO COUNT ABSENTEE BALLOTS RECEIVED AND TO INSTALL NEWLY ELECTED MEMBERS TO THE CITY COUNCIL, [in • April 15, 1958 The meeting was called to order by Mayor Kay at 7:40 P.M. in the West Covina City Hall. The invocation was given by the Reverend Konrad Koosman of Christ Lutheran Church. ROLL CALL Present: Mayor Kay, Councilmen Barnes, Brown, Pittenger Others Present: City Clerk, City Attorney Absent: Councilman Mottinger LETTER FROM H.L. JOHNSON ACTING CITY MANAGER Mayor Kay read the communication expressing Mr. Johnson's regret at being unable to attend this meeting. It was further stated in the communication his apprec- iation for the cooperation received from ,the City staff; the confidence placed in him by his appointment as Acting City Manager and extend- ing congratulatiors to the City Council for the great deal of work and long hours they have put in to make.West Covina. a, better City. 40 CANVASS OF BALLOTS CAST City Clerk: Members of Council IN THE GENERAL MUNICIPAL have been presented with copies ELECTION HELD ON APRIL 8, of the returns as brought in on 1958 election night. These were taken from the original results of the votes cast as brought in by each Inspector of each precinct. .In the sealed envelopes here in the Council Chamber are copies of the returns from each precinct. If Council does not desire to check all 49 precincts they may make a test canvass of as many of the precincts they might desire. It was consensus that Precincts No. 10, 20, 30, 40 and 49 would be selected for a test check. City Clerk: The Mayor should now appoint members of the.Council as Judge, Inspector and Clerk. Mayor Kay selected Councilman Brown as Inspector, Councilman r s • C.C. 4-1.5--58 0 • Barnes as Judge and Councilman Pittenger as Clerk, Page two Councilman Pittenger stated he believed there should be four members of Council working on this matter and there should be two Clerks rather tha.n one, Mayor Kay accepted the position of Clerk. The inspector Councilman Brown, opened each envelope individually of the precincts selected read the number of people voting, the number of votes for each name on the ballot and the total number of votes, This information was checked by the Clerks and the Judge against the copies of the returns which had been presented and after com- pleting the test check of all the precincts it was stated that all the figures read and shown on the copy sheets were in accord. CANVASS OF ABSENTEE City Clerk; Let the records show that VOTERS BALLOTS one hundred (100) blank Absentee Ballots were presented to us, of which there were eleven (11) used, one of which was destroyed. There were eighty-nine unused Absentee Ballots, which are accounted for and which I will present to the Council, together with the Tally Books. We have eleven (11) Absentee Ballots and we have applications for same. The City Clerk presented the eleven (11) Absentee Ballots to Council and stated that it was the duty of Council to check and compare the signatures on the applications for Absentee Ballots against the signature appearing on the Identification Envelope con- taining the Absentee Ballot. This was done and it was indicated all were in order. The City Clerk stated that the signatures appearing on the Identi- fication Envelopes had been checked and compared with the signatures appearing on the original registration in the office of the Regis- trar of Voters in Los Angeles and have been found to be in order, The City Clerk stated that the records should show that the Absentee Ballots are subject to challenge just as if the voter was voting at a voting booth. The Identification Envelopes containing the Absentee Ballots were returned to the City Clerk who opened them, removed the ballot number, and the ballot was -placed in the ballot box after the name of the voter was announced as having voted. There were no challenges. Motion by Councilman Brown, seconded by Councilman Pittenger that Resolution No. 1331 be adopted. ADMINISTER OATH OF. OFFICE TO SUCCESSFUL CANDIDATES ELECTION OF THE NEW MAYOR AND MAYOR PRO TEMPORE BY COUNCIL Messrs. Brown and Heath were duly sworn in.as new members of the City Council by the City Clerk and Certificates of Election were then presented to theme City Clerk: For the purpose of this election all members of Council are on an equal basis to nominate or elect by roll call or secret ballot a mayor and mayor pro tempore. The nominations need not be seconded. Nominations are now open for the position of Mayor of the City of West Covina.: . • Councilman Heath: I would like to nominate for the office of Mayor of the City of West Covina, a man who has been acting as Mayor Pro Tempore for the past year and would extend the courtesy to him of moving him to the Mayor's chair. I nominate Vernon R. Mottinger for Mayor. City Clerk: Are there any more nominations? . Councilman Brown: I.would like to nominate for Mayor a. man who I think is one of the hardest working men on the Council, Dale Pittenger. Councilman Pittenger: I appreciate the nomination on the part of Councilman Brown but I think the nomination of Vernon R. Mottinger for Mayor i.s for the better man and one who can do a better job of handling the business of the City at this time.. I would like to have my nomination withdrawn. Motion by Councilman Barnes, seconded by Councilman Brown and carried that the nominations for Mayor of the City of West Covina be closed. City Clerk: Let the records show that Vernon R. I would nominate Dale Pittenger as Mayor Pro Tempore. Motion by Councilman Brown, seconded by Councilman Barnes and carried that nominations for Mayor Pro Tempore of the City of West Covina, be closed. City Clerk: Let the records show that Dale Pittenger shall be the new Mayor Pro Tempore of West Covina for the next year. MAYOR ASSUMES CHAIR In the absence of Mayor Mottinger, Mayor Pro-Tempore Pittenger took over the.Chair. RESOLUTION NO. 1332 The City Attorney presented and read Commending James W. Kay "A RESOLUTION OF THE CITY COUNCIL OF for his past services THE CITY OF WEST COVINA COMMENDING ADOPTED JAMES W. KAY FOR HIS SERVICES TO THE CITY. Motion by Councilman Barnes, seconded by Councilman Brown that Resolution No. 1332 be adopted. Motion passed on roll call as follows: Ayes: Councilmen Barnes, Brown, Heath, Mayor Pro Tem. Pittenger Noes: None Absent: Mottinger APPOINTING ALTERNATE The Mayor is automatically Director. DIRECTOR TO SANITATION DISTRICTS NO. 15 AND 22 Mayor Pro Tempore Pittenger requested that Councilman Brown continue as al- ternate on this pending the return of Mayor Mottinger to Council. RESOLUTION NO, 1333 Naming Alternate member to County Sanitation District (Jay D. Brown) ADOPTED Mayor Pro Tem Pittenger: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA NAMING AN. ALTERNATE MEMBER.TO THE -COUNTY SANI- TATION DISTRICT." Hearing no objections, we will waive further reading of the body of the Resolution.. PROCLAIMING OF MAY 17, Motion by Councilman Brown, seconded b 1958 AS 'ARMED FORCES Councilman Barnes and carried that DAY' Mayor Pro Tempore Pittenger be authorized APPROVED to declare the date of May 17, 1958 as 'ARMED FORCES DAY'. Mayor Pro Tem Pittenger stated, as a, reminder, the study session of Council to be held Monday, April 21, 1958 at 7:30 P.M.
