The meeting was called to order by Mayor Kay at 8:10 P,M..in the
West Cbvina City Hall. The Reverend Henry Kent of the Community
Presbyterian. Church gave the invocation.

City Engineer: We have checked all the items, extended them
and .found them to be correct. They are before
the Council and we would recommend that the award by made to W. E.
McKnight Construction Company on the.basis of their being the lowest
responsible bidder, in the amount of $7,464.21,
Upon the recommendation of the City Engineer, motion by Councilman
Brown, seconded by Councilman Pittenger that the award of the bid on
Project C-62, Street Improvements (Gas Tax Project No. C-26) on a
section of Merced Avenue between Azusa Avenue and Butterfield Road
to to W. E. McKnight Construction Company as the lowest responsible
bidder in the amount of $7,404.21 (with all other bid bonds returned
to the unsuccessful bidders). Motion passed on roll call as follows:

PUBLIC• HEARINGS
ANNEXATION NO. 157 LOCATION: North of Franciqquito Avenue, both
Protest Hearing east and west of Glendora Avenue. Resolution
No,.1224 giving notice of this hearing was
published in the San Gabriel Valley Daily Tribune on November l,and 4,
1957. Hearing.continued until December 9th from regular meeting of
the City Council of November 25th.

Mayor Kay: We have continued this hearing for the purpose
of hearing any additional protests that may
have been submitted during the period iequired by.law< Does the City
Clerk have any additional written protests?
City Clerk: No, we do not have any further written protests
that have been submitted.
Mayor Kay: What is the total evaluation of the land values
only and the total of protesting properties?
City Clerk: The total land value for the area is $79,310.00.
In order to protest this out, 5076 of this amount
or $39,655.00 would be needed in protests. There has been $37,600.00
.of the land value protested which is $2055.00 short of having enough in
protests to terminatd the proceedings on Annexation No. 157.

Zone Change No. 110 - Continued
Maps were presented by the City Engineer and Resolution No. 551 of the
Planning Commission, recommending approval of this zone change, was
read;
Mayor Kay stated that this was the time and place for public hearing on
Zone Change No. 110 and Precise Plan No. 118 and that all those desiring
to present testimony would please rise and be sworn in by the City Clerk.
Mr. W. K. Glickhardt of 465 Homeward Road, Taos Angeles stated as follows:
I am speaking in favor of this zoning and Precise Plan. As the Council
well knows this -area has had a tremendous growth in a very short period
of time and that there has been no major addition to this area of this
type of use as proposed here. We are planning to produce a type of use
. similar to the "Holiday Inn" near San Bernardino.
We have gone over the conditions that have been imposed and are in
thorough accord with them. We have made a thorough survey of the area
and we believe the area is ideal for this use proposed and that it
will not interfere in any way *ith the community.
There beirf no further testimony, the hearing was declared closed.
Motion by Councilman Mottinger, seconded by,Councilman Brown and
carried that Zone Change' -No. 110 be approved subject to the recommenda-
tions of the Planning Commission.

Recommended for approval by the Planning Commission at their meeting of
November 20, 1957. Resolution No. 552. Notice of this public hearing
was published in the West Covina Tribune November 28, 1957.
Resolution No. 552 of the Planning Commission recommending approval
was read, and the recommendations were stated as follows:
1) That all street improvements outlined in Section 49, Ordinance
No. 225, including utilities, be installed accordingly and meet
the approval of the City Engineer. This to include street lights,
sidewalks and sanitary sewers.
2) That all exterior lighting be installed and maintained in a
manner eliminating any nuisance to adjacent residential property.
3) That adequate water supply and fire protection be provided as
required by Ordinance -No. 237 and Ordinance No. 451.

Ordinance No. 384.

7).. That the site be graded to drain to public streets and that suitable
storm drain facilities be provided to accomodate storm drain water
drainage from open area north of this site, all to the satisfication
of the City Engineer.
• Motion by.Councilman Mottinger, seconded by Councilman Brown and
carried that -Precise Plan No. 118 be approved, subject to the recommen-
dations of the Planning Commission and City Engineer.

This communication requested the Council to consider the purchase of
the eighty foot strip of land (approximately 927 feet long) for the
extension of Cameron Avenue. Mr. Kandel offered this land to the
City at a price of $10,000 per acre. It was stated in the communica-
tion that because of the denial, by Council, of the Tentative Tract
Map and the Zone Change a hardship had been created and the project
would be abandoned at this time. Since it would bnly be considered
R-1, this request was being made.
Motion by Councilman Brown, seconded by Councilman Barnes and carried
that this matter be referred to the City Engineer and the Cil:y Attorney
for advice (report).

• CITY OF BALDWIN PARK The Public Works Director presented and
Storm Water Drainage read a communication from Warren J. Ferguson
from City of West Covina. of Ferguson & Judge, Attorneys -at Law,
REFERRED TO DIR, OF regarding a detailed study of storm water
PUBLIC WORKS &_CITY ATT, damage problems in Baldwin Park., 'They
alledge that damage was caused by lack of
adequate improvements within West Covina.
It was further stated that the City of West Covina is liable for damage
within Baldwin Park caused by storm waters originating within the City
and from the North upon three different legal grounds, namely, diversion
of the natural flow, dangerous or defective condition of public property
and the legal principle of inverse condemnation.
The communication suggested that to correct matters it would bo.
necessary to:
• 1) Install an underground structure from the northeasterly corner of
Pacific Avenue and Willow Avenue, Southwesterly across Pacific
Avenue, to handle the water originating at Root Street and Orange
Avenue. This structure will also protect property damage which is
caused by water continuing Northwesterly on Pacific Avenue.
2) Modify the grades of proposed Tract No. 22741, where the proposed
• Ardillo Avenue intersects Channing Street, so that any accumulation
of water in the area between Channing, Willow, Pacific and Ardillo
would then flow Southeasterly to Willow, thence under the freeway
where the State Highway Department constructed a Flood Control
Channel for that purpose... -
It was requested that West Covina City officials take steps to immediaely
correct the deficiencies in the storm drain system as set forth in the
letter and that the City Council of the City of Baldwin Park has directed
its administrative officials to confer with the City Council of West
Covina regarding this matter.
Councilman Pittenger: What is meant by inverse condemnation?
City Attorney: The taking of private property for public use
without going through the proper procedures
to obtain it.
Councilman Brown: I think that we have had reports on the situation
in the past and for several months.
Motion by Councilman Brown, seconded by Councilman Pittenger and
carried that this matter be referred back to the Public Works Director
and to the City Attorney to spell out our position with the City of
Baldwin Park in this matter and to answer the letter.

• REQUEST TO SOLICIT The City Manager presented and read a communi-
Los Angeles County cation from the Chairman of the Board of the
Heart Association Los Angeles County Heart Association, W. Thomas
APPROVED Craig, which was in reply to the reque§t of Mr.
E. Spear, Heart Fund Chairman for permission
to solicit for the Heart Fund during the month of February, 1958.
It was indicated in the communication that they had been referred to
the local United Fund but that since the United Fund is not a duly
constituted branch of the City Government and solicitation in most
communities being based on the local Business license law, they asked
the Council, as duly elected authorities, for permission again to
solicit funds within their jurisdiction based on local municipal
regulation and that as a charitable organization asked that any license
fees we waived.
• Mayor Kay questioned the City Attorney as to where the City stands in
so far as this solicitation goes and it was stated by .the City Attorney
that he did not belive that there would be any legal right to deny this
request.

carried that the request to solicit during the month of February,1958
in the City of West Covina by the Los Angeles County Heart Association
be approved.
CITATION AWARD TO The City Manager stated that a citation award
WEST COVINA POLICE had been given to the West Covina Police
DEPARTMENT Department by the National Automobile Group.
It is an award -for safety as a result of the
California Inter -city contest held from Memorial Day to Labor Day.
The City Manager stated this award brings merit to the City Police
Department and requested that it be accepted on behalf of the City and
• Police Department.
Motion by Councilman Pittenger, seconded by Councilman Brown and
carried that the award made to the West Covina Police Department by
the National Automobile Group be accepted on behalf of the City of
West Covina and the West Covina Police Department.

DIRECTOR"E' REPORT
BI-MONTHLY REPORTS The Public Work's Director presented to the
Council the bi-monthly report on the status
of street improvements and sewers, principally assessment districts.
It was stated that in addition to this work there are three or four
people working on the Storm Drain Deficiencies in Los Angeles County
• Report which was not included in these reports, but is a matter now
being worked on.

SEWER ASSESSMENT DISTRICT Vanderhoof Drive and Sunset Hill
A111-57-5 (Revised) Drive Sewer District.
APPROVED
The City Clerk presented and read a report from W. M. Nollac,
Sanitation Engineer. The communication stated that a signed
petition had been transmitted for the subject district and all
signatures were validated against the last tax roll representing
607o of the property owners in the district.
It was further stated that upon further study of the combined
districts, as originally presented, decision had been made that
inequities in the cost made it necessary to handle the Vanderhoof
Drive area as a separate district, and that the original report
• had included property in the Vanderwell Avenue area which had
now been combined with other more compatible districts price wise.
The preliminary estimate cost for the project is $63,000.00 and
includes construction costs, engineering and incidental expenses.
It was recommended that this report be accepted and filed with the
City Clerk, that the City Engineer be instructed to request the
health officer to investigate the sanitary conditions of the dis-
trict and that the City Engineer be instructed to proceed with the
preparation of final plans and specifications for the project.
The City Engineer recommended that the sewer district be revised
as stated in the report of the Sanitation Engineer.
Motion by Councilman Brown, seconded by Councilman Barnes and
carried that the report on Sewer Assessment.District A-11-57-5
(Revised) be accepted and filed with the City Clerk and that the
City Engineer be instructed to request the health officer to in-
vestigate the sanitary conditions of the district and to proceed
with the preparation of the final plans and specifications for
the project.

Resolution No. 553 of the Planning Com-

is meant it is not to include fabrication, construction or altera-

. carried that the recommendations of the Planning Commission as
stated in their Resolution No. 553 be approved.
REQUEST FOR TEMPORARY BUILDING For Office space in relation to
1007 State Street the opening of a used car lot.

Guy B. Baldwin Planning Department and the Direc-
Conditional'Approval for of Public Works by the .City
Council at their meeting of
November 25, 1957.
Director of Public Works: The Chief Building Inspector, the
City Attorney and myself consulted
on this matter and the Planning Department knows of this letter from
The Chief Building Inspector in regard to this particular proposal.
The communication indicated that a building permit would be refused
is for the type of building proposed unless Council action removes this
particular piece of property from Fire Zone I, which it is now in,
as Fire Zone I does not permit Type V'construction (wood frame)
except as a -temporary building for construction purposes.
It is further indicated, however, that it would be possible for
these people to use a metal trailer which could be classified as
a Type IV building with no fire protection, provided it was located
20 feet or more from the property lines. Also that with C-3 classi-
fication it would be possible to use it as a yard without a
building.
"However, the City Attorney feels it is not advisable to remove
this property from Fire Zone I as it would not be in keeping with
the requirements made in the past."
"I see no objection to a metal trailer for this type of use since
it is an open sales use, such as used cars or outdoor activities
of that type. However, we would not like this type of thing in
regular retain business."

Mr. Gerschler We would concur with the findings as
Planning Department stated by the Public Works Director and
state again that if this were a case of
using such a type building for a regular
retail sales establishment we would be very much against it.
I would recommend approval of this, subject to the following:
1) That the temporary trailer is to be used only as offices.
2) That the use be limited only to those businesses ordinarily
conducted in the open.
3). That a building permit would be required for the moving of
• these vehicles on the porperty for this use.
One of the applicant's, Mr. Guy B. Baldwin of 17 North Granada,
Alhambra stated as follows:
We hope that in less than three months to have a building on
there that will meet all the requirements of the City. We are
• ready to build it now but did not know just what size or type of
building we would want at the present time. The only thing we
are asking for is a little time until we know just exactly what we
want.
Councilman Pittenger: Would you be willing to go along with a
six months stipulation of construction
of it? I feel that if we grant this one
indefinitely we would have to grant any others for an indefinte
period also.
Mr. Baldwin: We would be willing to go along on a time
stipulation.
Motion by Councilman Pittenger, seconded by Councilman Brown and
carried that the recommendations of the Planning Department be
accepted, with the inclusion of the stipulation that the use of
the metal trailer is to remain for a period of six (6) months
only.
Mr. Harry 0. Brown, the other applicant involved in this request,
stated as follows:
"As you people know there are such things as labor and material
problems that could _become involved. We can start construction
• but could hardly guarantee a completion of the construction in
any definite period."

Planning Comm. Sec'y.: At the time of the Planning Commissions
consideration of this tract the sub-
dividers engineer asked for permission to delete installation of
curb and gutters on the north side of this 30-foot wide easement.
The Commission approved the tract with the condition that the
deletion of this would be approved by the City Engineer.
City Engineer: I discussed this matter with the Planning
.Department after we found out the result
of the Planning Commission's decision and it would be my recommen-
dation that the original requirements stand. The reason is that
there will be considerable drainage flowover to the (existing)
pavement on Sunset Hill Drive, it is a relatively flat area and

the water could stand for some time. Any pavement that would be
put in without curb and.gutier would be subject to a rigorous
maintenance.
Mayor Kay: Does the subdivider own that 30 foot strip
that is being dedicated?
Planning Comm. Sec'y. No, they do not,
Mr. Pond The applicant's do not own the 30-foot
Applicant's Eng. street to the west although they have an
agreement with the owners of the 30-foot
strip by which that owner will deed the
the 30-foot strip to the City of West Covina providing this ap-
plicant puts in certain improvements. The owners will pay the
cost of that strip but he is not prepared to subdivide his proper-
ty at .this time and feels it will be an undue burden to pay the
cost of curb and gutters where it is not developed.
Mayor Kay: Certainly it would be more difficult to
put in a section of street without curb
and gutters than with curb and gutters.
Mr. Pond: That is true, but it is a question of cost
and a question of where the cost should
be borne. We feel the property owners should not be saddled with
that cost and the other owner desires to do it (the curbs and
gutters) as he develops his property.
Mayor Kay: Why -couldn't you put in the curbs and
gutters and be repaid at the time the
other party files his map, or something of that nature?
Mr. Pond: It is a possibility, but sometimes it
is difficult to.get such an agreement.
Mayor Kay: If we permit you to go ahead with paving
only and the other property stands for
several years we could have a problem
on streets that could be accepted by that time and also a prob-
lem for the City to maintain this by that time.
Mr. Pond: We felt we could have an inverted paved
section two -feet wide that would be less
costly.than the concrete curb and gutters
and that could be removed at the time of development by the other
property owner.
City Engineer: I would like to see the concrete curb and
gutters go in there as they would be put
in to a certain grade.

Councilman Pittenger: I feel that City Engineer's request should be
satisfied and it may be that this other piece
would not be subdivided for quite awhile. If we accept part of the
street and must maintain it with no-curbs.and gutters'it could mean a
great maintenance cost. I think the cost should not be too much to
invest in this particular section and perhaps there could be some kind
of a reimbursement agreement with the other owner.

that Tentative Map of Tract No. 24331 be approved, subject to the
recommendations of the Planning Commission and City Engineer.

AGREEMENT FOR SALE City Attorney: I have a redraft of an

The agreements with Mr. Neely and Mr. Bodger are in the nature of an

City Attorney - Continued
The agreements were similar in that they involved three year leases
with option to purchase within the three years. However, one thing
I found different with the Neeley agreement was in that it states the
City has an option to purchase that can be exercised any time before
a given date in 1959 but that payments for the property shall be in
three equal installments commencing December 1, 1957. Since you would
be obligated to purchase if you started to pay the purchase price, this
agreement -has been drafted into justan agreement to purchase. It is
an agreement to purchase in two equal payments, one half this year and
one half next year. In order to do that with Mr. Neely's agreement
I have made an arrangement with Mr. Bodger that as to his property, we
will postpone the option to the third year and pay only rent for the
first two years. This will allow the capital payments to Mr. Neely
the first year the the payment to 8odger the third year.
Motion by Councilman Mottinger seconded by Councilman Brown and carried
that the Mayor and City Clerk be authorized to sign the contracts
on the Neely agreement regarding park site.
City Attorney: I have sent Mr. Bodger's agreement to his Attorney
and I would hold that matter over until the next
regular meeting of the Councib
COMMUNICATIONS TO City Attorney: I wrote to Mr. Chapman who
MR. CHAPMAN AND represents the Sentous Holding Company
MR. CALDEGOTT interests and to Mr. Caldecott who represents
Mr; Winnett's interests. I have received a
verbal reply from Mr. Caldecott indicating willingness to meet with
the Council and I have received a communication from Mr. Chapman
• stating willingness to meet with the Council.
The City Attorney indicated to the Council that he will determine the
time and place for such a meeting and advise the Council accordingly.

CITY OF INDUSTRY The City Clerk stated that notices had been

Street, about a quarter of a mile beyond Puente Avenue, on Vineland

Barbara Avenue Sewer District had been received for sanitary sewers
REFERRED TO CITY ENGINEER in the Barbara Avenue Sewer District.

COUNCIL COMMITTEE, ' REPORTS
REPORT ON COUNCIL MEETING Councilman Mottinger; Councilmen
WITH THE WEST COVINA Pittenger, Barnes and I had a
MINISTERIAL ASSOCIATION meeting with the Ministerial Associ-
ation to discuss problems surrounding
the location of churches in West Covina. It seems that the churches
in Southern California have recommended that there be certain regu-
lations with regard to locating churches in new territory and that
an effort be made to have them well split up for better coverage.
This was the principle concern at the meeting. It was somewhat
brought about by the recent permission granted by the Council to
the location of a church on South Lark Ellen Avenue.

Councilman Mottinger - Continued: Realizing the problem of advanced
planning with regard to churches
concerning property owners, etc., we felt it might be a reasonable
consideration that when a new church is going to locate, or is inter-
ested in locating in West Covina, that they not only come to the
Planning Department for their recommendations but that a committee
of the Ministerial Association be contacted and arrangements be made
to discuss the church location with them. This would help them to
locate in an area not properly churched or not developed,
The Association is going to obtain from our Planning Department,
various statistical data regarding our community and will probably
send us a letter presenting certain recommendations.and notifying us
of the committee that would be available to us on these matters.
Councilman Brown: At the Supervisors meeting last Tuesday I
was approached by Hugh Dynes who had heard
some comments I made on the radio on Sunday night before in regards
to changing of the Flood Control System. He wanted to know if he
could send out a representative to talk to me and I said no, but he
could send Col. Hedger and Legg to discuss this matter with Council
• and the City Engineer. That is where it stands at this time.
There have been changes made and the claim is they cannot be made.
In checking back on available records we were not notified of
changes, but -there were two changes that, indirectly at least,
affected the City. They were in an area that would serve this
area and made one developer go to quite extensive construction on
these Washes.
• They changed upper end without public hearing and there is no such
record in City Hall. I talked with 'Joe Hurst and Mr. Mossber g.
Neither of these men remembered any public hearings and the changes
were made after the maps of 1952.
VINCENT AVENUE Councilman Brown: At Vincent and California
TRAFFIC CONGESTION Avenues we are having a pile-up of traffic
from shoppers and.from return traffic from
Los Angeles. It is stopping our centers from doing business and if
that is so we are taking money away from ourselves.
I would instruct the City Manager to have two police officers avail-
able when needed at peak hours to direct traffic. I do not care
how much traffic is backed up on the off -ramp from the Freeway but
I want it kept running smoothly under the freeway.

Vincent Avenue on through?

Vincent Avenue Traffic'Congestion - Continued
City Manager: I believe that the Council has a copy of a
report on this matter from the Director of
Public Works. It is stated in the report that in order to accom-
plish the solution to this congestion the following information must
be obtained:
1) City Traffic Volume map brought up to date showing the traffic
counts from Orange Avenue to Azusa Avenue,
2) Reduced scale City map which can be printed, showing the actual
counts and dates on all the streets i.n and around the Center,
including all highways, off and on ramps from Orange Avenue
to Azusa Avenue. Especially show the Counts on the Frontage
Roads.
3) Photographs of the traffic congestion with dates and times taken
especially on Vincent Avenue.
4) Map showing proposed revision to the Vincent Avenue and Sunset
Intersection. See previous proposals but I want this on a
strip map which shows both Sunset and Vincent intersection on
one map.• See me (Harold L. Johnson) regarding my ideas.
5) Maintain traffic supervision on south Vincent intersection
during Christmas season.
6) Finish deed preparation on south.Vincent Avenue.
The report further states this material is needed for conferences
with various County and State Divisions, Senators, Assemblymen and
for a possible hearing before the State Highway Commission.
Motion by Councilman Brown, seconded by Councilman Barnes and
carried that the above report be adopted and instructions are to
proceed as outlined.
Councilman.Brown: It was called to my attention that at 2:30PM
on Saturday, traffic was backed up on the
Service Road to the old entrance to the shopping center, by Kruels
Pharmacy, and the merchants were informed when a request was made
for police traffic direction that there were not enough policemen
to direct this traffic and it would require overtime to keep them
operating. I do not think that a situation such as this has to
be called to someone's attention and that as soon as a policeman
sees such a situation something should be done about it.
REPORTING OF MINUTES Councilman Brown: I think the Minutes, as
reported, of Council meetings should not be
cut down but they should be reported as they are, verbatim.
Mayor Kay: I think there is a reasonable compromise on
them. I do not think every word that is
said needs to be mentioned in the Minutes. I can't see developing
a 30 page set of Minutes.

Councilman Brown: Maybe the cutting should be left up to one
person but they are circulating throughout
the various departments.
Mayor Kay: I believe that circulating throughout various
departments is only done for the sake of any
necessary clarification.
Councilman.Mottinger: I think the Minutes should only include the'
proper action taken and a certain amount of
pertinent discussion.
City Manager: I believe that it is of importance, in order
that we do not have any question regarding
• Council action or motion, that it should be recommended tha}) any
motion or action be restated through the Chair and the Minute Clerk
then has the proper action taken by the Council.
Councilman Brown: What brought this to my attention in regard
to the Minutes was the discussion of Vincent
and California Avenue congestion. It was not in the Minutes and so
therefore suggestions were not carried out so who could you get onto
• for that not being in the Minutes?
Councilman Brown made a motion, which failed for a second, that the
Police Department be instructed to keep the traffic flowing at
California Avenue, Vincent Avenue and the off -ramp of the San
Bernardino Freeway.
Councilman Pittenger stated that he felt this was a matter that should
be automatically recognized by the Police Department and certainly
. would not take a motion to have it done.
The City.Mana.ger stated that he,would see such matters were taken
care of.
REMUNERATION FOR Councilman Brown, as a committee of one,
MEMBERS OF P & R COMM. stated that there was no allottment in
DISAPPROVED AT THIS TIME the budget for such a remuneration and
it was his opinion that it should not be
done at this time.
Councilman Mottinger stated that the point made by Councilman Brown
was correct, it is not budgeted, but that it was his thought that
consideration should be given to the Commissions time and effort and
that possibly in the planning of a new budget such remuneration
should be taken into consideration for payment for the amount of time
they are going to put in.

Motion by Councilman Brown, seconded by Councilman Pittenger, and
carried that there be no remuneration to the Park and Recreation
Commission members at this time but that it be given consideration
at the time of drawing up the next years budget,
RESOLUTION OF POLICE & Councilman Barnes stated that he believed
FIRE SUB -COMMITTEE that the .City Manager had a copy of a
resolution from the Sub -committee,
At the request of the Council the City Manager presented and read the
resolution from the sub -committee which indicated that the Police
and Fire Facilities sub -committee had not received the surveys, cost
estimates and recommendations as to maximum needs for police and
fire proteEtion as requested from County Department and also our
• own City Department and that the committee felt there should be
closer coordination between the city administration and this committee
on the exchange of factual and statistical information and any
releases pertaining thereto.
Mayor Kay: We haven't received the report back from
the County on this matter?
. City Manager: That is correct, although indications are
such a report should be out somewhere
within the next week or ten days.
It was consensus that any forthcoming report be submitted to this
Police and Fire Facilities Sub -Committee, with copies to the
Council, if it comes in prior to the next regular meeting of Council
SPEED LIMIT SI.DNS Councilman Barnes questioned as to
ON VINE AND AZUSA whether -the City Manager had checked into
this matter and the City Manager stated
that a survey is now being made.
Councilman Mottinger questioned as to the recommendation of speed
limit signs north of Garvey, on Vincent and Irwindale in particular,
and the City Manager stated that it would be presumed that, this
matter had gone to the proper departments for survey and report.
REPLACEMENT FOR It was consensus, in regard to this matter
JAMES WELCH ON as brought up by'Coundilman Barnes, that
POLICE ANp FIRE since these sub -committees would be terminated
SUB -COMMITTEE' within a matter of a few weeks, with the
exception of the Ways and Means Committee
which would be in operation for perhaps another two or three months
that no replacements be made at this time to any of the sub-cpmmittees.

• MEETING REGARDING Mayor Kay stated that there would be a meeting
BADILLO STORM DRAIN this coming Thursday morning at 11 A.M. with
Mr. Salisbury, in Los Angeles, regarding the
Badillo Storm Drain. Councilman Brown and Councilman Pittenger
stated they would definitely be in attendance at this meeting.
AMERICAN MUNICIPAL Mayor Kay stated that there would be a
ASSOCIATION CONFERENCE report to the Council on what transpired at
this meeting.
There were several discussions, panel discussions and talks. The
Vice -President of General Electric Corporation spoke in regard to
what a community might do to attract business to their community,
and a reprint of this talk will be coming .to the City.
There were also matters applicable to us in relation to annexations
• such as are going on here.
There were discussions on youth programming, programming for the
aged and one good and one fair presentation on metropolitan govern-
ment.
City Manager: I would add to Mayor Kay's report that this
was a good conference and the one.thing
touched on was the aged group. This is getting to be a problem
• that too many communities haven't done anything about. The number
of aged and the attendant increasing problems are growing very
rapidly.
I think it was an excellent conference with much to be gained on
annexa.tion problems, and problems of attracting business.
REPORTS',' C'ITY' MANAGER
EMPLOYEE'S We have discussed the State Employee's
RETIREMENT PLAN Retirement Plan and the'Council has a
Resolution of Intention in their hands to
adopt. As soon as you see fit and it is in line with your wishes
I will have all the information at a study session.
CAR LEASE AGREEMENT I am recommending the proposed agreement
FOR POLICE DEPARTMENT for car leasing for the•Police Department.
Our lease with Vehicle Leasing Company on use of our present Dodges
will expire on December 31, 1957.
Through Chief Stanford we have been able to effect an arrangement
which is now before you for the use of Oldsmobiles at the -cost of
$125.00 per month and there is no guarantee of mileage arrangement
on this.
• I would recommend proceeding on this immediately so that the cars
can be delivered before the end of the month and can thus have all
equipment ready to go when the former agreement terminates.

Mayor and City Clerk be authorized to sign the contract agreement
regarding car lease for the Police Department, with recommendations
of the City Attorney. Motion passed on roll call as follows:

ARRANGEMENT WITH LOCATION: Strip of property between the
SUBURBAN WATER SYSTEM boundary line of Cortez Park and the Wash
FOR LEASa OF PROPERTY on the West side of Citrus Avenue.
Motion by Councilman Pittenger, seconded by Councilman Mottinger
and carried that the City Manager be instructed to proceed in
negotiations with Suburban Water Systems and to present a final
• draft before City Council for approval, with additional amendments
to be included as indicated.
VALENCIA HEIGHTS The City Manager stated the draft submitted
-WATER COMPANY LEASE was not entirely satisfactory in that it
did not contain protection on amortization
of investments. They would not approve on a basis of five years
and reduced it to two years and the 12 months notice of sale on
their part was reduced to six months.
It was consensus of the Council that the final draft of the lease
with Valencia Heights Water Company be resubmitted.
ADDITION TO The City Manager stated that copies of
COMIDA PARK basic information would be given to the
Council for review in that the report is
lengthy with respect to adjoining properties.
COUNTY OF LOS°t,•ANGELES It was stated that nothing had been
LIBRARY AND CIVIC CENTER received formally on this matter but
that arrangements have been for the
employment of an architect for preliminary plans at a cost in the
neighborhood of $300,000.00.
RECREATION PROGRAM It was our intention to terminate the
Recreation District December 31, 1957.
The forms submitted by the County were approved by the Covina
Elementary School District and the West Covina Elementary School
District and are now before us to terminate. The City Attorney
finds them in good order. These should be properly executed and
then passed on to the City of Covina and then to the high school
.district.
In the meantime the contract with the school districts are being
• prepared for you-.

budget statement report for November, 1957
DEMANDS APPROVED Motion by Councilman Barnes,.seconded by
Councilman Brown that Demands be approved
in the amount of $75,632.55 as shown on Demand Sheets B-33, C-62
and C 63. This to include funds transfer in the amount of
$42,464.12 and bank transfer in the amount of $5,000.00.
