The meeting was,ca.11ed to order by Mayor Kay at 8:10 P.M. in the West
Covina. City Hall. The invocation was given by Father Colberg of
St. Christopher's Catholic Church.

Mayor Kay questioned as to whether there were any people present in

Recommended for approval by the Planning Commission at' their regular
meeting of October 16, 1957. Resolution No. 545. Notice of public
hearing published in the West Covina. Tribune October 31, 1957.
The maps were presented by the City Engineer a.nd.the Planning Com-
mission Secretary read Resolution No. 545 of the Planning Commission
recommending approval of Zone Change No. 109.
Mayor Kay opened the public hearing and stated that all those desiring
to testify.either in favor ox, in opposition should stand and be sworn
in by the City Clerk.
Mr. Maurice Ka.ndel, applicant, spoke in favor.
• Although I have little to add to what has already been i�ta.ted by the
Planning Commission Secretary in regard to this matter, I would like
to say that the plans are ready a.nd,,'we are ready to get started with
the R-1 and R-3 if the zoniik is permitted to go through. We can
build the type of building we propose to build and give all the
improvements on the street. We will also comply with all the neces-
sary city requirements.
Mayor Kay:,'
If you obtain the zoning you desire on this
you will be ready to start immediately?
Mr. Ka.ndel: That is correct. We are ready to go ahead
immediately.
Mr. Robert K. Jansen of 1310 Rosewa.y, West Covina. spoke in opposition,
and presented to the City Clerk, for the record, a. petition of those
in opposition.
On behalf of the residents to the south of this land in question we
have presented a. petition with the signatures of some 70 property
owners who protest this zone change because they feel the R-3 will
not conform to.the surrounding residences on three sides of it. We
also feel it'w;ill not conform with what we were led to believe we
would get south of the wash in West Covina..

Mr. Robert E. Anderson of 1308 Marianna, West -Covina spoke in
opposition.
I repiesent the many property owners on the north side of the property.
We ha.d a meeting last night and decided not to 'storm' this hearing
here as m(A did some months a -go when a, proposed commercial center was
turned down.
We feel that our opinions were adequately expressed at tha.t time. We
did not see where we would benefit in -any way from this proposal, and
we deserve some consideration since we are located immediately on
the north side. We have no objection to any residences but do not
• think that an. apartment house would be desirable.
I would refer to the apartment house area north of Garvey. They have
a swimming pbol amd it is supposed to be a. first class project, but
when you go over there I am sure you would find, as I have, that the
ga.te is some 25 inches off the ground which would allow children to
find their way into the area. The gate in the rear of the property
does not even work at all so anyone -could get in from that point.
We will grant that you have a. freeway on one side of.the development
• I am speaking of, so that it does not make the situation too bad there,
but this particular property up before you is completely surrounded
by private residences.
Across the street, on Sunset, is the City Yard, a. school and one or
two homes so it would seem that if we are confronted with this use
our property valuation could only go in one direction --down.
To our understanding the property "in question is quite poor for resi-
dentia.l uses, hence the application for apartment houses. Although
we sympathize with the people involved we do not feel that we should
have to bear the brunt of their loss, or even a portion of it, by
devaluation of our homes.
It is our opinion that we should have some consideration because it
is an area completely surrounded by residences. An apartment house
would not only make it unsightly, but we feel we would lose, considerf
ably, from the devaluation of our property.
Mr. Ka.ndel spoke in rebuttal:
The. lots here are a bunch of odd shaped lots a.nd the type of home that
could go on, the lots would be far less desirable than the type of
apartment dwellings that I plan.
• This is not ,a. building to go up just for the purpose of sale. I am
proposing to keep the building and it will be of excellent construction.

Mr, Kano! ,,.continued On the north side will be a. secondary highway
which would have back-up lots to Cameron if
it was residential, and fronting multiple units would look nicer than
any residential units backing up to it.
Mr, T. Walsh Engineer, of 127 No Lang Avenue, West. Covina was sworn
in'°_by the City Clerk and spoke in rebuttal
I would say to the objectors of this proposal that the proponent of
this R-3 development has worked with the Planning'Commission and
Planning Department and has tried in every way possible to protect
the adjacent property owners
• In the first place there has been set aside, on the south, R-1 with
a. wall behind the houses to protect them from R-3o The lotion the
east side would be one-story and also the last lot facing Sunset.
This is about as much protection as they can give the surrounding
territory a.s a. buffering against R-3.
I think the owner has gone along with the recommendations of the
Planning group and that the R-3, in a. very strict sense, is isolated
in that the proposed Cameron Avenue is planned as a. secondary street
• and that Sunset faces the City Yard.
There being no furthbr testimony, the hearing was declared closed.
Councilman Pittenger requested the Planning Commission Secretary to
state what the owner's participation was in the Cameron Avenue
Extension ,a:nd it was stated that it would involve all the necessary
• concrete work and rough grading of Cameron Avenue, with the City .to
be responsible for asphaltic pavement on aggregate base on Cameron.
Avenue.
Councilman Pittenger: Did the Planning Commission discuss at all
the amount of R-3 zoning already in this
community?
Planning Comm. Seely: Yes, they discussed it at one of their
study sessions.
Councilman Pittenger: How may units are proposed here?
Planning Comm. Seely: I could not answer that off -hand.
Councilman Pittenger: All of the 225 foot lots are proposed R-3?
• Planning Comm, Seely: With the exception of Lot No. 23 being
single story, The Planning Commission
recommends that the Zone Change not become effective until the
presentation of a. Precise Plan later. This was not submitted as a.
formal Precise Plan, although the Planning Commission felt the map
as such, wa.s'a.dequa.teo It was the layout of the lots within the
map they were concerned with regarding the Precise Plan,

Councilman Mottinger: I am concerned with the fact that we have
been more or less holding the line on these
ma.tters as they exist on the Master Plan. We have turned down several
people in that an area. had a, certain zoning and for the protbction of
those people in that area, we decided not to change the zoning.
This map certainly has. some a.dva.nta.ges in that the lots fa.ce.Cameron
and that is better than having a, back-up residential area. which ha.d
been considered several times before.
However, I wish something could have been worked out so tha.t it would
only be single -story and if tha.t had been done I feel.there would
have been no objections at all. I can see the residents.objections
• to two-story and the two story structures from across the street
look rather large.
Councilman Pittenger: I do not see where this is absolutely
necessary. We ha.ve plenty of R-3 in the
City. I am not convinced this is an ideal location or that there is
a. need.
• So far as Cameron da.rrying a. lot of traffic, that is true, but we
have a. great deal of R-1 along Camerosr and on other such typical
streets, now, that carry a, lot of traffic. I do not see that the
traffic picture is any particular argument.
I would make a, motion that this be referred back to the Pla.nning
Commission with' the recommendations that, R-1 on that portion be
restudied, and if it does come back, that it does come back as one-
story R-3, and with ihe.recommenda.tion this be denied as presented
a:t this time.
Councilman Mottinger: I like the idea. ofone-story R-3 and I will
second the motion
Councilman Brown: Before any question of vote is taken on this
matter I would like to state that we ha.d a.
problem -piece of property in front of us a.bout.two weeks ago and.that
the Council went -overboard to.give every consideration to it and I
can see no difference in this property. The properties across Cameron
a.re.ba.ck yards, the property to the east is back. -up and the property.
to the south backs up. To require strictly R-1 development on this
property is asking too much when other improvements have to go in.
The subdivider to the north developed his property and gave nothing
to developing Cameron Avenue which makes necessary to have it all
• come off this one piece of property. I think it is our job to equalize
the 1pa.d in -regard to this piece of property.
The prior Council also recognized this and the need for some favorable
considera.tion a:t a. later date.

Councilman Pittenger: I do not think we would want to compromise
for a, few thousa.nd..dollars and devaluate
other property.
Councilman Barnes: I think it is a. matter that should be re-
studied on some of these lots, maybe making
single -story so you do not have this height to contend.with.
I think `there should be some consideration of giving the R-3 to
these people, however, because it is a problem.
Councilman Mottinger: Mr. Gerschler, was there any discussion
relative to a. suggestion similar to what we
• have made --one-story multiple residences?
Planning Comm. Sec°y: There was a discussion but nothing Cbnclusive

City Attorney: Appa.rohtly this map shows height and Heights,
are nof:amaterial factor in the Tentative
Map. However you could request one-story by requiring a. Precise Plan
• before building permits are permitted.
My point is this,"that you would not have to go back to the commission
in order to retain one-story level.
.Councilman Pittenger: If we cannot develop this as R-1 and the
Planning Commission is so convinced and the
Planning Department is so convinced then come back with one-story R-3.
City Attorney: If the only purpose was to restrict height
limit you could do that without sending it
bask to the.Commission.
Councilman Pittenger: That is not the only purpose. I do not feel
that R-3 is necessary in that zone.
Mayor Kay: There was some discussion in regard to con-
sidering a, church and apartments different.
That may or may not be true, but in our zoning ordinance we place
church zoning in multiple dwelling.(zoning) and I feel that it is
rather difficult to separate these uses unless we want to break down.

be considered any worse.' Perhaps we should''cha.nge the ca.tagory.
Councilman Pittenger: Change the cata.gory. You have people at
• church only on a Sunday but in multiple units
you have a. great deal of people there all the time.

Maurice Kandel Cameron Avenue.
HELD OVER
7.8 Acres - 24 Lots - Area District 11.
Recommended for approval by the Planning Commission at their meeting
of October 16, 1957. Held over by the City Council at their meeting
of October 28, 1957.
The recommendations were read as follows.
1) That all lots conform to Area. Distract 11 requirements.
2➢ That all street improvements out.1ined in Section 49':of Ordinance
• No. 225, including utilities, be installed accordingly and meet
the approval of the City Engineer, to include concrete work and
rough.grading of Cameron Avenue. The City of West Covina. to be
responsible for asphaltic pavement on aggregate base on Camerron
Avenue.
3) Provide storm drains and easements where required, satisfactory
to the City Engineer.
4) Dedicate vehicular access rights to all lots along Sunset and
Cameron Avenues.
5) That the map conform to the proposed R.O.W. for the extension of
Cameron Avenue.
6) That the subdivider request the opening of one foot lot No. 33
• in Tract No. 21908 and Lot No. 120 in Tract No. 19394, for street
and highway pttposes.
7) Tha.t a. six-foot high masonry wall be provided along the northerly
and westerly sides of -.the proposed R-1 lots.
The motion a.t the time of the approval by the Commission of Zone
Change No. 109 and Tentative Tract Map No. 24225 was as follows:
A recommenda.tion for approval, subject to the R-1 being developed
prior to, or"simulta.neously with, a.ny R-3 multiple family dwelling
develapment; that the Zone Change not become effective until the
approval of a. Precise Plan; and subject to the recommendations of
the Planning Commission.
Motion by Councilman Brown, seconded by.'.Councilman Mottinger and
carried tha.t...Tentative Ma.p of Tract -No. 24225 be held over until the
• report of the;.Pla.nhing Commission is given to the Council on Zone
Change No. 1.09.

Maps were presented by the City Engineer, the Resolution No. 546.of
the Planning Commission recommending approval, wa.s read.
Planning Comm> Sec'y: The (revised) Precise Plan has been approved
and submitted by the Planning Commission
• and has been forwarded to the City Clerk who, I believe, will set
a. date for public hearing.
The alignment plan has been discussed by the State, County and our-
selves and a.s there are considerable points regarding the Precise
Plan we would suggest that the matter of the zoning case be.continued
until the Council ha.s had the opportunity to see the revised Precise
Plan,
Mayor Kay opened the public hearing and stated that all those desiring
to testify in favor or in oppositionshould stand and be sworn in by
the City Clerk.
Mr. Richard Hart of 17639 Van Owen Street, Van Nuys spoke in favor.;
I am the proposed builder of this development and I would state that
this piece of land is uniquely situated for R-3: It has the freeway
• on one side, and east is Grand Avenue. It has a. 50-foot b4#k along
the subdivision, protecting the R-1, and then #.here is the Wash and
the May Company bordering it. From every point of view it is a. piece
of land that could only be R-3.
The three acres.indica.ted was formerly in County territory and we
asked for annexation of it intoiWest'Covinawhichwa.s done in order
to have R-3 ga.rden-type apartment dwellings. We have foursquare
feet of uncovered space to every--one-.squa.re foot that is covered
and thus we have -a true garden type of, apartment area,.
The City'Clerk stated that the public hearing.on the Precise Plan
referred to was set for the meeting date of November 25,'19 57.
Mayor Kay:, There being no further testimony with the consent of the
Council the hearing will be continued until the next
regular meeting of the Council when the Precise*.Pla.n of
• Development will be considered.

GENERAL MATTERS.
ORAL COMMUNICATIONS
MATTER OF TAXATIONS Mr. Virgil Farnsworth of 2104 E. Cameron
Avenue sta.tdd as follows:
We feel as though our p9pkets were picked two weeks ago and we are
looking for the guy that 'did it. I have with me my last yea.r;'stax
bill which was in the amount of $427.70 and this yea.r-'s tax bill
which is in the amount of $667.60. My house value is at $22,000.00.
Most of my neighbors are in the same situation and many of us are
either losing our veterans exemption or have a.lrea.dy lost it.
We are not -blaming the City, we know it has a. low rate, but we believe
the prime fault is evaluation.
We are here in the dark, we do not know who-to:.blame, but would look
to .the Council for leadership and feel you can perhaps do what may
be necessary a.s regards these mattgrs:
Mayor Kay: The Council is in complete agreement with you.
ate feel this very strongly and that our whale
area. of the East San Gabriel Valley has been unfairly treated this
year in. particular.
It happened last year also but not so large a. jolt and Iifeel that the
assis-ta.nce of the Council can be pledged,.a.s a whole, to attempt to
make taxes more fair in this area, and we would suggest immediate
action on such a. program. For such action it would be well to get
together with Mr.. Pin4 and his group who will meet tomorrow evening.
I think that as a:'result of the efforts of all the people, in co-
operation with the City for help and information, that by the time
appraisals are made next year we are going to make the County realize
we are alive out here.
Mayor Kay called a recess. Council reconvened .at 9 : 20 P.M.
PETITION kEQUESTING City Clerk: We have a, memorandum to the City
CROSSWALK ON SUNSET Council from the Chief of Police regarding
AVE..& REDUCTION OF their investigation of this matter with
SPEED LIMIT Mr. Haglund, Traffic Engineer, and it has
been.,recommended that the speed limit be
reduced on Sunset Avenue from 55 MPH to 35 MPH from Merced Avenue to
the south City Limits, and that after the speed limit ordinance is
enacted a. crosswalk will be painted at the location mentioned.
Motion by Councilman Mottinger, seconded by Councilman Ba.rnes,a.nd
carried that the City Attorney be instructed to draw up an Ordinance
to reduce the Speed Limit on South Sunset Avenue from 55 MPH to 35 MPH.

A member of the audience stated that in regard to this petition that
it was' now the feeling of this ,group that these ehould also be
a. crosswalk at the Dead-end of Del Vale or at one of the two driveway's

The City Clerk stated that those people who sold Christmes Trees within
the corporate City Limits la.st year had been .notified and that the
following applications had been received.
1➢. St. Christopher's Catholic Church Men's Group
LOCATION: Church site on Glendora. Avenue.
2) Church of Jesus Christ of Latter Day Saints
LOCATION: 525 S. Glendora.Avenue
• 3➢ Garden Lore Nursery
LOCATION: 1024 E. Garvey Avenue
The City Clerk stated .that the Nursery had sold trees last year, but
ha.s a. business license that would permit them to do so without neces-
sarily submitting this request.
. Motion by Councilman Brown, seconded by Councilman Pittenger'a.nd
carried that the Men's Group of St. Christopher's Catholic Church
and the Church of Jesus Christ of Latter Day Saints be given permis-
sion to sell Christmas Trees:a.t the locations designated, waiving
the necessary license fee, and subject to the inspection of the
Fire Department
Motion by Councilman Brown, seconded by Councilman Mottinger and
c:airried that the Garden Lore Nursery be given permission to sell
Christmas Trees at the location designated, under present active
business license, and subject to the inspection of the.Fire-Department.
PROPOSED SOUTHERLY Mayor Kay: I believe Mr. Gerschl�r was
ANNEXATION -NO, 158 going to make a report to the'Council on
the matter of this Annexation.

We would be pleased to prepare such a. report,
.but we were not instructed to.do so.

City Attorney: I think you would be on better grounds,
unless you have determined not to proceed,
to introduce the Ordinance because you are supposed to proceed,
partly in connection with this matter for which it was held over.
I have this thought, which you might consider, and that is the
financial effect would depend very largely on the zoning placed on
this property. Thh zoning ordinance provides the property annexa-
tion come in as R-1, Area District III. I do not know just from
looking at this property, but it seems it would be an entirely im-
practical thing to do, perhaps an injustice without determining any
contest that might arise from not preserving any rights of the owners
• to contest. I think it would be desirable to discuss with the owners
their desires as to zoning. I presume their desire would be to keep
it as open, or agricultural ranch type of zoning, unless or until
they see fit to do:somethitig to it.
I have not stated anything regarding zoning as it comes in under the
Ordinance. If you should arrive at such am understanding you could
accomplish this zoning by an interim urgencey zoning ordinance
and proceed to validate it by following the regular proceedings and
• later you a.dopt the same zone used by the Interim Ordinance so that
it never would become R-1 and would preserve its County zoning or
whatever you see fit to put on it.
Mayor Kayo. The Ordinance you have drawn this ev(4ning
does not make reference to the zoning?
There would be an interim..urgency ordinance it would come in under?
Can they be left separate?
City Attorney: It can ,be lefti-sepa.ra.te. I suspect you
might desire to create a, new type of zone
and put this in.
Planning Comma Sec'y: Having discussed this with the City Attorney
I brought ittothe attention of the
Planning Commission and they fully concur and would desire to proceed
to establish a. new zone within the Ordinance to fit this situation
and other such situations.
Mr. Ca.ldecotto I have not had the opportunity to discuss.
this with Mr. Winnett, as to zoning, and
how it would 'affect his feelings on the matter, or if he desires to
stay out.
There is one thing to state to the Council before you hear the ordi-
• nance which is in respect to the hearing two weeks ago. I was asked
by Mr. Williams whether Mr. Winnett's position was in a. sense of
being a, voter in West Covina. and I wish to state that he (Mr. Winnett)
is. I was also asked where hfis home was, and I wish to state that the
Ranch is his home, although he has an apartment in Los Angeles.
However, since he sold his Santa. Monica. home he has always considered
this (Ranch) as home.

Proposed Southerly Annexation No. 158 - Continued
Mr, Caadecott - Cgntinueda The other..a.spect came.up su.bsequent,to

posa.l„last Wednesday for Annexation No. 160. I recall at the preceed-
ing hearing in my statement that it ha.d become evident from an over
all study plan that you were in effect transcending the law by taking
in one parcels and separating it. I do not know if this was inten-.
tiona:l on your part but two days later up you came.with another annexa-
tion to. P-ome down the other side and cut off the property so that he
(Mr. Winnett) cannot successfully develop his property other than
to be forced into West Covina by uninhabited proceedings bar separating
it into separate parcels, while if you had taken it all you would have
had to' deal with the entire assessed valuation. We feel it was to ,,
try to get Wheeler's. property, bring in other areas, take 8C%® of the
property owners (Mr. Winnett) a.rea. to a.ccompl,ish this and then come
along and take it all.
That is the position of the Council, whether intentipnal or uni.nten"
tional and if unintentional you should deny this annexation as
'piece meal' and let the people who hold all the property make up
their minds rather than.you separate it and make up their minds for
them.
• Mayor Kayo Along the lines the City Attorney brought
up, if Annexation No..158 goes on through
it will .be filed in a, period of six weeks. If you a.re interested in
a. discussion regarding agricultural zones, ,so that the present zone
set up will not be applied you can perhaps speak to the City Attorney.
Mr, Caldecotto I will see Mr. Winnett tomorrow. If the
Ordinance is read tonight will you adjourn
until next week or take it up.a.t the .next.regul'ar'meeting?
Mayor Kay, I believe it would fall on the . next
regular meeting night,
Mr. Caldecott: The -reason I asked was to know just how
much time we do have to get together on
this zoning matter.
Mayor Kayo It will be two Meeks until our next
regular meeting.

governmental agencies attending the conference on this matter and
excerpts were read from the replies of the State Division of. Highways,
County Road Department,; U1>'S. Army Engineers, Los Angeles County Flood
Control District by Colonel Hedger, regarding this ma.tter.

Dir..of Public Works: It has been indicated that Los Angeles
County Flood Control will maintain that
portion of Badillo Street above Orange Avenue which they are maintain-
ing now until improvements are done and that then it islap to us and
the various surrounding cities to wer.03r about it.
I would suggest the Council.mgve to bring this to the attention of
those people who can vote funds for such a. use as I do not think that
we can stand this for many more _years and that the Council should carry
this to a higher level as soon a.s possible.
Councilman Brown: What about trying,to have a meeting with
• Supervisor Legg and the Board of Super-
visors in regard to the interim relief problem here.
Councilman Pittenger: I think if that meeting can be set up it
would be the best ,thing.
Councilman Brown stated that with the consent of the Council he would
like to see if his suggestion could be carried out and it was con-
sensus that this be done.

As to the procedure of Vincent Avenue, there is no written report at

Mayor Kay: When this was before the City Council at
another time I believe it was under the name
of Mr. Ryde.r and it wa.s,denied by 'the Council,. Now it is under his
wife's name and under variance action, and granted, and that is it.
I was hoping to see this come before the Council to give us an oppqr-
tunity to possibly change our decision, although I did not realize
that it was 'under a Variance.
Planning Comm. Sec.1y: The first case was under Variance and appealed
to the Council. This case was not appealed,
Councilman Brown: Some 9 months ago it was the expression of
this Council that all variances passed by the
Commission be brought before the Council at their very next meeting
and that was not done in this Oase.
.Mayor Kay: If R-3 zoning was granted we wanted the
privilege of reviewing it and we were negligent
in noting t4io would not.come t9 us. Is there any way to reopen this
• now?
City Attorney: The variance has been granted but not been
put into use?
Mayor Kay: There .is a 10 day appeal period which htLs
expired. It is not being put into effect
because we haven't approved the Tentative Map on the property.
Councilman Brown: I would ask how a. variance was used in this
particular case? A variance is only"'psed to
bring up property to equal surr6unding property use'.
City Attorney: I think that it is possible to revoke a, variance
before it is put into use, even though it is
final, but there is nothing in the ordinance that gives any procedure
for revoking. I do not know whether tho Council can revoke the decision
of :the. Commission where it was not appealed, although the Planning
Commission could possibly revoke their own decision, if you can get the
Commission to revoke their decision.
Mayor Kay: Can we at Council leVel initiate proceedings
to rezone property or remove a.variance?
City Attorney: You could refer it to the Planning Commission
with the request they review their own action..
I do not know what would happen if you adopt a, resolution that revokes.

Mayor Kay: I would like to know what is to be speci-
fically done when.the Commission knows that
the Council ha.s turned down an areaso that they should give us a.
crack at it.
City Attorney: It isn't exactly the same thing to allow
multiple family dwellings as it is. -to allow
the area R-3.
Planning Comm. Sec'y: The variance is conditional upon conformance
to the tract map. If it was not approved the
. variance could not become effective.
Mayor Kay: It would be rather difficult'to deny a. tract
map that would fit into the zoning just on
the idea'you did not like the variance given.
Planning Comm. Sec'y: It is not in effect until the tract map is
accepted.. There is a very different considera-.
• tion on the tract map in regard to the cul-de-sac street.
City Attorney: The .condition seems to be a tentative tract
map, not' a particular one.
Councilman Mottinger: The important thing is to set up a procedure,
by Ordinance if necessary, that matters of
this kind are referred back. It is not.as important on this particular
one as itmight be on others as I recall that there was not too much
opposition to the development as it stands, as I was seated in the
Planning Commission meeting at the time this matter was discussed.
However, there should be a means of locking the barn doors before the
horse is stolen.
Councilman Pittenger: The best possibility seems that they have not
started to act on their variance so we can
revoke the variance. Can we do it on this level as a body originat-
ing the Planning Commission, superseding some of their actions?
City Attorney: As a. practical matter you probably can. How-
ever, where does jurisdiction repose? It
rests with the Planning Commission and if there are any changes or
repeal it would be before the Planning Commission.
You could probably kill it but if you.,are acting rightfully or not in
doing so that is a question.
• Mayor Kay: I would like to review the variance in
relation to this matter. Is there any require-
ment on holding over a. tentative map that is presented to us?

Motion by Councilman Mottinger, seconded by Councilman Brown and
darried that the Ordinance fixing the time and place of the regular
meetings of the City Council be introduced.
Mayor Kay called a recess. Council reconvened at 11:20 P.M.
CITY TREASURER No Report
COUNCIL COMMITTEE, REPORTS
Councilman Pittenger: At the League of California Cities meeting
there was a report on the contractural services
granted by the County. Several recommendations.were made and U.C.L.A.
is going to be.,asked to make a survey of cost. An audit will be made
• outside the Board of Supervisors on contractural cost and there will
also be a request for.contracting agencies within the County to give
a report to this committee in regard to costs.

Councilman Pittenger - Continued:
We were trying to get a preliminary report to all cities to discuss
the matter before it went back to the Board of .Dire�,,tors meeting.
It will probably be aimonth to six weeks before we have a report.
They are taking action to proceed with the report and make recommenda-
tions, submit it and it will come back for discussion and action, so
it will not be a. 'cut and dried' thing.
Councilman Brown: Cameron Avenue from the high school east to
Azusa Avenue is macadam pavement and the
shoulders are breaking off. It will cost to keep this open this -
winter. We have money in the gas tax fund to improve the street and
I would like to see plans drawn for it and also to put some kind of
temporary sidewalks, if possible, on the Handler property.
Mayor Kay: Are:there any plans or projects proposed for
that section of the street?
dity Engineer: We have funds in the gas tax agreement to
take care of that Project, but we do not want
to get into the same condition that we were in last January and
February at the lower end of the street which was impaAsible for weeks {
during construction.
Mayor Kay: Do you think we might get some cooperation
from Handler on permanent improvements,
Mr. Johnson?
Mr. Johnson: I wil try. If you couldn't work something
like that out, at least there could be aTgravel
walk along there.
Councilman Pittenger: I think the walk is very important.
Motion by Councilman Brown, secopded by Councilman Mottinger and
>cq.xried that the Engineering Department proceed with the plans so
that they will be ready to go ahead at the earliest opportunity.
Councilman Brown: In a short time there will be examinations
for Fire Chief. Attached to the requirements
to take the examinations it'is stated that engineers with two years
experience are eligible to take the examination. I have checked on
this matter and it is indicated that this is unusual in that an engineer
can be advanced so rapidly to a Fire Chief.

City Manager: This was a. promotional examination in the
Department, not anyone from outside. It was
suggested this matter be thrown open to our own Fire Department.
It was felt that some of our people had the experience and ability
if it would be thrown open in the Department and it was consensus in
discussion with the Council that this would be thrown open inside the
Department on these requirements but not outside it.
I agree it seems to be going down the line pretty far, but it was the
opinion that there were a. couple of men that were possibly qualified.
Mayor Kay: I do not.think that if this is done only within
our Fire Department we shouldcbe open to much
criticism.
City Clerk: I would like to comment on the fact that in
relation "to the.United Fund Campaign in the
City, the City employee's contributions have averaged just a. little
bit under $11.00 per person.
LEASE OF PARK SITE. LOCATION: Citrus at Walnut Creek Wash.
Valencia Water Company
It was consensus that the proposed lease be
under the terms as outlined by the City Manager, provided by the
Valencia. Heights Water Company and subject to the zoning by the City.
It was consensus that since this would require an Unclassified Use
Permit that the owners should initiate the proceedings.
To Councilma.n.Brown's recommendation of waiving the fee, the City -
Attorney stated that it was his opinion the fee could not be waived
but you could add it to the rent.

COMMITTEE November 16, 1957.
The City Manager stated that the notices were out, although the Fire
and Police Committee felt it did not have enough datato report at
that time. However, I think the Chairman or the delegate should attend
Sregardless of whether they feel there will be enough to report or not.
The Council was in agreement that the Chairman or delegate from the
Police and Fire Committee should attend this meeting.

.of Lot Lines on this Metes & Bounds. 'It was
subdivided into.lots of.74 feet,'74 feet, 74 feet and 78 feet.
However, through error, and no .ones deliberate error, the first two
parcels were sold as 75 foot lots while shown as 74 feet. The
Building Department declined the request for permit on Lot No. 2 in
that it did not conform. The Planning Commission approved a. resub-
division to conform to 75 feet, 75 feet, 74 feet and 76 feet which
met the area. district requirements, but subject to the filing of
revised final Metes & Bounds Ma.p.
