The meeting was calle d,to order by Mayor Kay at 8.25 P.M. in the West Covina
City Hall.

INTRODUCTION Motion by Councilman Mottinger., seconded by
Councilman Barnes and carried that Ordinance
• No. 535 be introduced.
REQUEST FROM City Managers McDaniels Market is opening
MCDANIELS MARKET tomorrow and as an inducement to the public and
to interest young people they would like permis-
sion to.have a cattle pen, which will contain calves, on the lot.f or two days.
They state they would probably bring them in on Thursday and award the animals
Friday.
They asked me if they could do this and I told them that I believed it would
be permissible as there was nothing I could find in any ordinance -to prohibit
it, so long as it was -not adjecent to any residential development., and that it
• be adequately policed, maintained and kept in a clean condition.
However, I would like -to obtain Council°s desires on this.
Motion by Councilman Brown, seconded by Councilman Barnes and carried that the
request from'McDaniels .Market be granted under the conditions stated by the
City Manager.
REQUEST TO PLACE Mr. G. Berg of 216.So. Meadow, West Covina,
DIRECTIONAL SIGNS requested, on behalf of the Chamber of Commerce,
TO FIREWORKS DISPLAY that permission be granted by the Council to,
MT. SAN ANTONIO COLLEGE, put up a board on the service road at the Azusa
Chamber of Commerce Avenue turn-off to indicate directions to the
• APPROVED fireworks'display to be held at Mt. San Antonio
on July 39 1957.

Mr. Berg stated that Mr. Ray Anderson had given permission to put up this
sign on his property, which is at the southeast corner of Azus.a Avenue and
the service road and the sizeof the sign would be 8" x 121.
Mr. Berg said they would al -.so' place a very small directional sign at Cameron
and San Jose Road.
Motion by Councilman Mottinger, seconded by Councilman Brown and carried that
permission to place these directional signs as indicated.be granted, with the
sign at Azusa Avenue and the service road not to exceed 8 x 12, as indicated,,
subject to the approval of the Building Department, and that the building
permit fee be waived.
UNCLASSIFIED USE Mr. Gerschlerz At the adjourned meeting of the Planning
PERMIT NO. 20 Commission on June 15, 1957, they approved this permit
i°equested by theta Puente Co -Operative Water Company.
The water company has indicated these pumping units must be placed in service
this ,year and to meet their schedule must be installed and operating by the
first of August.
They have requested that hearings before the Council be expeditied as quickly
as is possible so they may be able to know at the earliest possible date if
they may go ahead with this project. The City Attorney has indicated that
• hearings could be held by July 1 or July 8, 1957.
It was consensus that this matter should be properly advertised for public
hearing on July 8, 1957.
CONSULTANT SERVICES Mr. Gerschlert At the adjourned meeting the Commission
discussed the matter of,consultant services -and asked me
to render a report on their deliberations on the proposed re-evaluation of
the. land use element of the Master Plan of the City of West Covina. From
the outline of the studies the Planning Commission found it would probably
be more direct and 'to the point to list the conclusions they wished to have
reached and allow -the consultant.1-n stipulate his outlines of the work they
want done. This outline was as follows-.
• "The accumulation of technical data, the interpretation of known factors and
the preparation of reports, maps', diagrams, etc., to produce the information
required to analyze, evaluate and interpret the land use.,element of the City
of West Covina and to more specifically review the following subject.
Adequacy and effectiveness of presently zoned areas for present and
future needs.
2) A generalized investigation of the major commercial areas to determine
their overall effect upon the economic growth of,the City.
• 3) Comparative investigation and analysis of commercial areas in neighboring
communities.
4) Recommendations for the expansion, amendment or modification of the Land
Use Element to meet. the anticipated needs of. the City.

This outline was adopted as indicative of the -work to be done, and they would
like to submit this to the consultant for his rendering of how, these conclusions
might be reached. The Planning Commission indicated that because the firms
of Eisner and Associates seem to have a general consensus of approval of the
Council and the Commission to do the job they would like to submit this outline
to the office of Eisner and Associates asking for an outline of the way he would
perform the work and cost estimates and then present it to the Council.
Mayor Kay: I do not think consensus was necessarily in favor of
Eisner. I believe we left this at the top 3, which were
• Eisner, Bennett and Whitnall. I would suggest that
it should be presented to the top three and not only to Eisner.
Mr. Gerschler. Would this matter meet with your approval if it were
submitted to the top three of the consultants?
City Manager: We will have copies of this drafted and presented to
the Council. I think it might ,be wise for 'them to
study this revision and to be sure it will accomplish the purpose.
It was consensus this be done, and Mayor Kay stated this matter would be
put on the Agenda for the regular meeting., of next week under City Manager
reports,
• Councilman Browns I think the Council should meet to discuss the appointing
of a new Planning Commissioner and to fill the Park
vacancies that will be up the end of this month.
Mayor Kay stated that a closed personnel session would be held Tuesday,
June 25, 1957 at 7 P.M. and requested the City Manager, if at all possible, to
have the first draft of the budget to present, and if that were done, the first
portion of the meeting could be open to discuss the first part of the budget.
There was no further business, the meeting,was adjourned at 8:55 P.M.
