The meeting was called to order by Mayor Brown at 8:05 F.M.. in the West Covina
City Hall. Councilman Mottinger gave the invocation.

APPROVAL OF MINUTES
Motion by Councilman Kay, seconded by Councilman Pittenger and carried that the
Minutes of March 119 1�,57 be'approved as amended to include the approval of the
Minutes of February 25, 1957.
Sanitation Engineer: At the Council meeting of January 28, 1957, three
resolutions were passed for (Sewer) Assessment Districts
No's 1, 2 and 3, which have now been made into one
district. These .resolutions were adopted after the reading of the letters from
. the Los Angeles County Health Officer. The law states that these letters shall
be spread upon the Minutes i.e; the letters actually be typed into the minutes.
I wou.l.d recommend. that authorization be given to have this done.
Motion 'by Councilman Kay, seconded by Councilman Pittenger and carried that the
Minutes of January 28, 1957 'be corrected to have the letters of the Los !Angeles
County Health Officer typed into these Minutes, preceeding the resolutions that
accepted the reports.

Council: at this meeting.
The Sanitation Engineer stated that several corrections had been made in regard
'to the bids' received due to mathematical errors in extensions and additions
although these corrections did not affect the low bid.

• Sanitation Engineer-. It is my recommendation to the Council that the subdivider,
the Horny Construction Company be instructed to award
the contract for the construction of Sanitary Sewers
in Tract No. 22831 under the terms of R. A. #199 to the T. Ho Construction
Company in the amount of 14,997.81 as the lowest responsible bidder, and that
all bids and bid bonds be returned to the unsuccessful )idders.

The maps were presented by the City Engineer and the recommendations and
Resolution of the Planning Commission were read.
1) That the Use Permit be subject to annual renewal commencing on the date of
approval, on the basis of continued need, desirability, and demonstrated
ability to regulate those problems which might be subject to Police
Department jurisdiction.

2) That the daily use be limited to the hours of 9200 A.M. to 12a00 Midnight
during public school vacation periods, evenings preceeding a holiday and
on Friday and Saturday evenings at all times of the year.

public schools are in session.
4) No juke box, public address system or noise meking devices be permitted.
• 5) That the entire area be enclosed with a minimum 5"011 high chain link fence
and that said area be maintained in a clean; dustfree condition at all times.
6) That food preparation on the.premises shall not be permitted.
7) That the Plot Plan for the development of the miniature golf area be subject
to the approval of the Chief Building Inspector and the Chief of Police,,
prior to the issuance of a building permit.
8) Failure to conform to each of these'conditions or any otl-Br applicable
ordinances or regulations of the City of West Covina shall be cause for
immediate revocation of this permit.
• 9) That competent attendants shall be placed in charge of this operation ch)ring
allhours of use.
a) That all street improvements outlined in Section 49, of Ordinance No. 2259
including utilities not installed by the State Division of Highways, be
installed accordingly and meet the approval of the City Engineer.
b) That the Precise Plan conform to the proposed R.O.W. of.the State Division
of Highways.
• c) That all exterior lighting be installed and maintained in a manner elimina-
ting any nuisance to adjacent residential property.
d) That adequate water supply and fire protection be provided as required by -
Ordinance No. 237 and Ordinance No. 451.
e) That all excavating and grading work conform to the provisions of Ordinance
No. 384.
f) That all bonds. fees and deposits for improvements be posted before building
permits are issued.
• g) That the site be.graded to drain to public streets or that suitable storm
drain facilities 'be provided, satisfactory to.the City Engineer.
h) That all existing buildings be removed or demolished.

All those wishing to present testimony in this matter._were sworn in by the
City Clerk.
• Mr. Frank Smith, owner of the property, introduced Mr. Russell Uhl who is to
construct and operate this use and stated that he would answer any questions
that the Council may desire to ask in regard to this matter;
Mr. Russell Uhl of 1936 San Pasquale Street, Pasadena, stated as follows:
For the past five or six years I have operated a Golf Driving Range in conjunction
with Miniature Golf Courses. At the present time, and for a little over a ,year,
I have been operating such a Miniature Course in the City of Arcadia. on the
corner of. Baldwin and Las Tunas. The operation has been very successful and
I have had hundreds of compliments primarily from mothers who have held birthday
parties there for their children and from various other organizations such as
the Boy Scouts,, Girl Scouts, etc. who have used the .facilities for special.

lrte have had absolutely no trouble from the standpoint. of rowdiness as we do
not stand for it and have not done so from the start. Asa result it is really
the kind of a place to take your family -for an hour or so.
I have talked with the Chief of Police of Arcadia and he has stated that he
wished there were more such well operated places like it, in that during; the
year it has been in operation no occasion has arisen to call for the services
of his department.
I do not know just how far you would like me to go into this matter but if you
• have any questions I would be glad to answer them.
Mr. Uhl presented a picture of this installation and also letters from those
people located in the neighborhood, which is primarily residential, stating this
has been an excellent operation and they havehad no objections to it whatsoever.
There 'being no further testimony presented, the hearing was declared closed.
It was consensus that there seemed to be no need for the alley at the northerly
property line since it serves no purpose and would cost the City to maintain
it at the present time. It was further.stated that this plan seemed a good one,,
acts as a buffer and that a point in favor was that no objection had been
registered by the school district involved near here.

• City Engineer: Under Item 5-A a=resolution has been presented to the City
Attorney for opening 11 Lots for access to Tract No. 20199.
The Final Map of Tract No. 20199 is on the Agenda.

City Manager: Mr. Johnson, our Director of Pulbi.c Works, has prepared
a proq-ress report and summary to give the Council an
idea of the. status of the sanitary sewer projects. The
report has been filed with you in written form but I believe that Mr. Johnson
would like to make some oral statements regarding this and with your permission
would like to place this on the Agenda at this time.
It was consensus that Mr. Johnson could present this at this time.

Mr. Johnson: Pursuant to ,your instructions we have been gathering an.
Inventory of the needs in all districts and trying to
analyze how and where some of the income may come from to
build the needs of the City. This progress report represents the first step
in the Sanitation Departme_t, of summarizing those needs. We will follow at
your next regular meeting with a monthly report showing the progress of all the
projects .under design so you will have a record to keep of and what is being done
and in what way in. the City.
• There are 23.36 miles of sanitary sewers in West Covina, not including 11-1/2
miles installed by the Los Angeles Sanitation District. I mention the latter
because we have participated in some small way in those (sewer) lines.
This represents in frontage charges collected along existing lines in this last
two years a little of $33,000.00 which will be used in this department for
other projects.
In an over all report some two ,years ago of where to place a ,Storm Drain,
Section Department it was decided to place it in the Sanitation Division., so
we have added in those drains that are now in excess of 18,000 feet of conduit
and storm drains.
• The total -value of sewers constructed under reimbursement agreements is $128,1 55.
These are lines that are installed outside of subdivisions and lines installed
larger than would normally be required in the subdivision itself and represent
about seven extra miles of mainline sewers.
Under the assessment act type of sewer installation we expect to see more and
more of that and we now have 16 districts in process. We are working on engineer-
ing design and have one in excess of 50% complete and the balance less than
50% complete.
As a step to crystalize future thinking we are undertaking a master plan, laying
out ill main line sewers for the City. 'Jde expect to complete this in the next
• couple of weeks and will have an outline for the petition areas under 1911 Act
or future cash improvement acts. If we then receive a request for installation
we have the area of the district involved and know the approximate cost and can
present petition forms to those. interested parties with the request they obtain
the necessary signatures. Primarily the engineering is basically complete.

STUDY
The City Engineer presented and read report and recom-
mended, in conjunction with the Finance Department
and the City Manager, participation in this project to the extent of $'1995So40
with the amount available in the County Aid to City Fund and which can be used
for this work.
Mayor Brown- I think the owner should improve.this and include that, improve-
ment in the sales price instead of our taking from a fund, money
that could be put to so much better use in the City. We.have
other developers that would have put in complete street improvements and I do
not see why we should not get it in here rather than use Gas Tax funds to put
• these improvements in.

Mayor Brown; It is ,lust that I firmly 'belie-�re we can use this money
from County Aid for a more vital and better use in
the City.

PROJECT C-54 City Engineer presented and read a report on cost of
Merced Avenue improvements requested by petitioners on the south
STREET IMPROVMENIENTS side of Merced Avenue between Lark Ellen Avenue and
• CONDITIONAL APPROVAL Primeaux Avenue.
City Engineer: In line with our presentpolicy., the owners would
deposit their share of cost of improvements with the
City at the rate of �r2.00 per lineal foot, totalling
$2,o66.00. The City's participation cost to complete the pavement on this
secondary or extra width street would be %.600.0o. -A project for City 's share
;,Tould be obtained from County Aid Funds and incorporated in the 1957-1958 fiscal
year budget.
Since there is a pending sanitary sewer assessment district involving this
section of street, it'is our recommendation that the project be approved on the
above mentioned basis., to 'be constructed after sanitary sewers have been
• installed. It is estimated that it will require from 9 to 12 months to complete
the sanitary sewer project.
The Sanitation Engineer stated'that his department was now preparing a preliminary
report for the Council on this area and the matter was in its 'infant' stages

near heavy trafficked roads or the freeway and evidently the desire to use this
property, with its near freeway location, indicates a change. There is another
piece ofpropertyfor a school location, w1lich might also 'be less expensive
property, at Workman and Puente.

The denial was on the Precise Plan and on some of the
uses.
Mr. Morgan: I believe there was objection to the two-story plan in

Mayor Brown- The complete layout of the plan was poor and also the

Councilman Kay: You should 'get proper traffic flow in here and other uses
than the C-1 uses indicated.. You can reapply with a better
layout of R-3 and R-P.
Mayor Brown The zoning and the Precise Plan run together and I would
think the whole thing would need to be re -vamped.
Councilman Kay: Are you asking if we are grilling to consider R-P and
R-3 on the property?
Mr. Morgan: That is corrects
Councilman Crumley: Perhaps that would be in order but rased on a correct
Precise Plan beinn submitted.
Councilman Pittenger- I do not think we should leave a wrong impression as
regards the school. The school. district does not waif,
any particular time to purchase property. It is purchased
as needed and as the money exists. They cannot get funds until the need does
exist. The school board knows they should have purchased land way ahead',
perhaps 10 years ago, but they did not have money to purchase sites then.
Councilman Kayo Mr. Gerschler stated in a report on this school matter
the shifting of the children out of the County into
city school and the shifting of the balance which may
create a future problem.
Councilman Pittenger: I am not arguing on location but that money was not
available in the past to purchase land that could have
been available then,
Mayor Brown: I think it might be the general feeling of the Council
that the Covina '"school District has waited until prices
have gone up and land becomes valuable to the City.

• Councilman Pittenger: We are starting action on Civic Improvement Committees
and quite a bit of work will be required by various
City departments to get the basic information for

in getting their opinion of permitting some overtime of various people in some
of the City departments in order to get this plan on its way.
It wa.s consensus this matter should be left up .to the City Manager and the
Director of Public Works. The City Manager concurred in this opinion so long
as an understanding could be reached and there could be a working,relationship,

Councilman Kay: Several zoning matters were discussed at the last
• meeting with the Commission and a tentative date for

It was consensus that the matters of Personnel and interviewing of Planning
Consultant should take precedence over this and that the joint meeting arrange-
ment on March 30th be cancelled until another arrangement can be made for such

I have looked over this matter with the Acting
Director of Public Works and.drainage problems do
exist here but they are purely local in character

bond program or some other special
means in the drainage district.
I discussed this with Mr..Gates who has seeemd to take the initiative in this
matter as the petiti�q^ r and told him of the plans in connection with civic
improvement program and that it would.include storm drains. There would be
• a master plan of storm drains in the area and'it would include minor drains,
but what the program would be it is hard to say.
It might be ,your desire to refer this particular group to the civic improvement
committee and find ways and means to accomplish this but it won't give the relief
that these people have in mind. 'In order to find another way I would suggest
this matter be referred back to me to discuss this further with these people as
to what their desires and ideas might be.

MAINTENANCE SERVICE We attempted ,to arrange this with the State Highway
• ON FREEWAY UNDERPASSES, Department but found that much of this work is farmed
PUMPING PLANTS AND out to maintenance contractora, this would be in
ELECTRICAL INSTALLATIONS connection with electrical equipment. In working
with the Highway Department we have an offer that
in brief would contract with the Reion Company
(Frank R. Thorp) who are general electrical maintenance contractor at the price
of maintenance of $8.33 a pumping station per month. I am sure that some of
this can be paid back out -of gas tax money- and at best would be only $33.00
per month on the underpasses as there would only be four we would have to take
care of as Azusa Avenue underpass would not be included. If this meets with
your approval and I have the recommendation of the Public 'Korks Department,
we will prepare the necessary papers.
• It was consensus that the City Manager proceed with the necessary work on this
matter.
STREET LIGHTING DISTRICT The City Manager stated the contracts with
ASSESSMENTS PREPARATION Mr. Thompson for the prepararion of street iighting

that the same agreement as wa.s made last year be
approved provided the form is approved by the
City Attorney-.

• TRAFFIC SIGNALS We have tried to eliminate the use of additional
standards for traffic signals and would recommend
they be hung on street lighting poles. We have a
special agreement that will save us considerable money for purchase of standards
and eliminate additional poles from intersection area:5. An agreement, must be
signed 'between the Edison Company and the City to make these additional
installation facilities available.

authorization be given for the Mayor and City Clerk to execute the necessary
agreements to.make poles available for installation of traffic signals, with

Court House and the probability of it being under construction by September
of this year.
