ABSENTEE BALLOTS Ci.tY Clerk.. It is . the duty of the City Council. to compare -
the signatures of the votes appearing on the identification
envelope with the signati.-we on the application form.
The signatures have already been compared by the City Clerk with the original
registration on file in the Registrars office in Los Angeles. The identification
envelopes and the applications wdre presented to the City Council as the Official
Cairvass Body for comparison. The City Clerk then audibly- called off' the names '
appearing on each identification envelope -for the purpose of possible challenge,,
then opened each'ervelope removing the number of each ballot without unfolding
the 'ballot and dropped it in the ballot box until. all were counted. The Ballots
were then removed from the 1'allot boxg one at a time -arid the -vote called to the
• tally committee'appointed by the Mayor who marked the votes as they were called in
the tally books. There were 10 absentee voters ballots' counted. with the following
results -

They were added to the original ballots cast resulting in the following final

returns ELECTION RETURNS OF ELECTION HELD IN SAID CIT`�' ON FEBRUARY
15 , 1057.
The City Council of the City of West Covina, California, DOES HEREBY RESOLVE.,
DETERMINE AND ORDER as -follows:
SECTION 1. That a special 'bond election was duly called and regularly held
in said city on the day of February 15, 1.9579 at which election there was submitted
-to the qualified voters of said city the following proposition, to wit:
BOND PROPOSITION: Sha.11the City of West Covina incur a bonded
indebtedness in the principal. amount of $1,500.,000 for the
• purpose of the acquisition and construction by said city of a
certain municipal improvement., to'wit- park and recreation
facilities for said city, including the acquisiltion and improve
of land for park and recreation sites, the improvement
of existing park and recreation sites, the const�uction of
swimming pool facilities at Del Norte Park and in the vicinity
of West Covina High School., and the construction of all build-
ings, structures, vehidle parking facilities, and other irri . provements
necessary for park and recreation purposes, 'together with land-
scaping and the acquisition of apparatusq equipment and other
property necessary for any of the foregoing?

• SECTION 2. That, the returns of said election have 'been duly and regularly

received have been counted and canvassed as provided by law.
SECTION 3. That the votes cast in the precincts established for said election

SECTION 4. That the votes of less than two-thirds of all the voters voting -
at said election were cast in favor of the. adoption of said bond proposition,
and said bond proposition is hereby declared to have failed to carry at said elec-
tion.
• SECTION 5. That the City Clerk of this City is hereby directed to enter this
resolution in full in the minutes of this City Council.
ADOPTED, SIGNED AND APPROVED this 19th day of February, 1957.
