The meeting was called to order by Mayor Brown at 8.-05 P.M. in the West
Covina City Hall with the Reverend Witthoft of Our Saviours Lutheran Church
giving the Invocation,

City Engineer- We received four (4) bids on the Air Compressor and it is
our recommendation that the bid of Smith -Booth Usher
Company as the lowest responsible bidder., in the amount of
$3,638.96 be accepted., with delivery being able to be made on this item within
two days.
Motion by Councilman Kay., seconded by Councilman Mottinger that the recommenda-
tion of the City Engineer be accepted,, and the award of the bid on the Air

Compressor go to Smith -Booth Usher Company as the lowest responsible bidder in
the amount of $39638.96., tax included.

City Engineer: On the various trucks we received bids from five (5)
different companies which were the Economy Chevrolet;
Leo Hoffman Chevrolet; Cl.ippi.nger Chevrolet Company;
El Monte Motor Company; Jess Myers Dodge and Plymouth. It is our recommendation
that the bid of the El Monte Motor Company (Ford;), as the lowest responsible
bidder, in the amount of $1736.R0 which includes sales tax, be accepted for the
1/2 ton pick-up truck.
Motion by Councilman Crumley, seconded by Councilman Pittenger that the recom-
mendation of the City Engineer be accepted and the award of the bid on the 1/2
Ton Pickup Truck go to the lowest responsible bidder, a Monte Motor Company
(Ford), for the amount of 1.,736.80 which includes sales tax.

City Engineer: On these two items we took alternate bids on the 3/4 Ton

bid go to the El Monte Motor Company (Ford) for the 1 Ton
Cab and Chassis Truck on the 'basis -of their low bid of $1,?38,88, tax included,
and that all. bids submitted on the 3/4--ton Cab and" Cli ssis Truck be rejected.'
Motion by Councilman Pittenger, seconded by Councilman Kay that the recommenda-
tion of the Cityr:Engi.neer be accepted and, the.award of the hid go to the lowest
responsible bidder, El Monte Motor Company (Ford) for the 1 ton Cab and Chassis
Truck, in the amount of 81,738.8P. sales tax included, and that all bids on the

lowest responsible bidder, in the,amount of 2,169.44, sales tax included,
and that all bids submitted on the 1-1/2 ton Cab and Chassis Truck be rejected
and returned to the bidders.

City Engineer:, On these two items we took alternate lids on the 2 -ton
and 2-1/2 ton (CA 84") trucks. I would recommend award
of the bid to El Monte Motor Company (Ford), for the 2
ton Cab and Chassis Truck (CA 84„), as the lowest responsible bidder in the
amount of $2,478.32., sales tar, included, and that all bids submitted on the
27'1/? ton Cab and Chassis Truck be rejected and returned to the bidders.

East Walnut Creek Collector. Sanitary Sewers. Bids were received but not
opened as they were advertised to be at.10:00 A.M.,. January 14, 1957., in the
office of the City Clerk and referred to the Sanitation Engineer for the
f ol.lowing reason:
Sanitation Engineer: We accepted they bids received, unopened, and wish
to reject them, unopened, due to the fact that the
State Highway Department has not released conditions
of the Encroachment Permit, and we do not know what 'back fill, requirements
they will ask .for. Ve feel it would be fairer to the developer and the City if
the bidders were aware of the 'back f.illt requirements and we would like to
readvertise and call for the new bids to be opened on January 2.8, 1957, in the
• City Clerk's office.
Motion 'by Councilman Kay, seconded by Councilman Crumley and. c:r7-ied that all
bids .received on Reimbursement Agreement No. 17 'be rejected and.r:vl, rued, unopened
to the bidders and.this matter be readverti_sed .for bids to be opened on January

• B. PUBLIC HEARINGS
?ONE CHANGE NO. 89 Location: Northwest corner of Azusa Avenue and
and Cameron Avenue.- Request:, C-1 uses. Existing Gone:
PRECISE PLAN N0. 99 R-A, Potential R-1. Denied by the Planning Commission
Al Handler October 17, 1956. Decision of the Planning Commission
DENIED appealed by Mr. Handler on.October 23, 1956. Hearing
closed at the adjourned meeti-n7, of the City Council
on December 26, 1956. Held over to January 14, 1957
for decision. -
Councilman Kay: At our last meeting it xas requested that the staff
furnish us with a report in regard to how many zone
change and/or variance applications had been asked
for and granted in this immediate area. There was a list of seven (7) items
that had been requested -,some granted and some turned down.
According to the records it is shown that with the exception of, school variances
and the one church in the immediate area, all other requests for zoning other
than R-1 were denied. This included a C=1 request on Azusa Avenue, north .of
Cameron Avenue; -`and. several R-3 requests --along with requests that came in with
our establishment of the Land. Use Map .some 15 to 18 months ago.
I believe the policy of previous Councils, with'the exception of the church and
school uses, was to have held any use for R-3 and IC' zoning. If we are consis-
tent with what has been done in the past we will probably use,these previous
actions as a guide in making a decision here thi.s.evening.
Councilman Pittenger: I do not think there is much question about both
sides having presented an excellent case. I i,ras-:
impressed by the proponents case, the remarks by
those in the area and the ptetitions and signatures of those in opposition.
I think that the people who opposed this matter are possibly closer to the actual
area than those signatures obtained by the proponents of the idea.
I was impressed by the remarks of the people in the school districts also..
but primarily it is whether or not we want to open another area to commercial
zoning.
We have an ample amount of commercial zoni.ng'at this time, much of which is
still undeveloped. So far as I am concerned, personnaly, I would rather wait,
and see what comes of the C-1 and the 0-2 zoning we now have before opening any
further areas to commercial use.
Councilman Mottinger: I also listened with interest to the arguments for
and against _this particular plan. However, .I must
say that the proposal, type of center, and the
architectural outlay seem. be be an excellent plan. However, three points stood
out in my thinking when this hearing was held.
• In the first place I can realize, very strongly, the problem created for the
two schools which would be adjacent to the shopping area, and the problem of the
control of the children, loitering and traffic is something we must recognize.

Councilman Motti_nger - Continued: With regard to the zoning itself, I think
that the property owners in the vicinity
deserve assurance that there will not,
changes in zoning after a master plan has been established. This plan has been
established for quite some period of time and the people 7 iv.i:ng in the area had.*.
every reason to believe it would continue residential. Unless it was something
that would affect the interests of the entire city -,benefit to the entire city —
I do not think we should sacrifice zoning and. property vplues of those surrounding
the area.
I share Councilman Pittenger's concern about the number of shopping areas in
the City. We discussed among ourselves and the Planning.Commiss,ion the develop-
ment of commercial areas and we feel that if there is a complete development
of all such areas now in existence they may not be able to exist at a profit.
Councilman Crumley: I too agree that the presentation of this'matter by''.
both sides was excellent. I have had the opportunity
during these past two weeks to give dire considerations
to the arguments presented by both sides in this matter,
I am extremely concerned about the school situation in this area. There is not
only one school but two schools here and what we would be'doir'ig in zoning this
• C-1 would be to set up an attractive nuisance and a certain likelihood of
truancy at the schools.
I do not believe the C-1 is the -proper land'use for this area. Between the
school and the C-1 there is not, in'my mind, sufficient buffering,to prevent
children from entering into the area. We know what happened in Covina in'r8gard
to schools and commercial not having the proper buffering in between, and the
relationship to the school children.
1 do not necessarily agree in regard to the amount of C-1 now in the City. 'Vie
do not know just how much we are going to need in that regard. I -think also--
that perhaps some C-1 development east of Glendora Avenue is a good possibility
and perhaps something is needed in the area but not on this particular property.
Motion by Councilman Crumley, seconded by Councilman Mottinger and carried that
Zone Change No. 89 and Precise Plan No. 99 be denied.
Mr. K.V.Saunders of 809 South Cajon Drive; West Covina presented and read a
communication commending the Council on their negative vote given this zone change
and precise plan; he assured the Council of the continuing and growing opposition
of any applications that might occur for such uses in the futiire; and congratu-
lated the Council on their constructive action in this matter.
LATEST COVINA T.7_9TERLY ANNEXATION Location: Between Oran;;e Avenue on. the
DISTRICT NO. 151 east, Elliott Avenue on the on the south,
DISAPPROVED Puente Avenue on the west'and Fairgrove
Avenue on the north. Hearing held and
protests received on December 10, 1956.
Hearing continued until December 26, 1956, and the City Clerk was directed to
evaluate the protests and report to the Council on that date. 'r'he City Clerk
requested time to investigate certain protests and report at, the next regular
meeting of January 14, 1957..

Annexation No. 151 - Continued
City Clerk: After complete investigation I find that the final protest
entered has now been certified and in checking the .complete
records I find th,:t the protests are now in excess of 50%
to this annexation.
Motion by Councilman Kay, seconded by Councilman Mottinger and carried that in
view of the fact that there is protest in excess of 50% to this annexation that
the proceedings of West Covina Westerly Annexation District No. 151 be disapproved.
ZONE CHANCE NO. 91 Mayor Brown stated that this is the time and -place for
City Initiated public hearing on Zone Change No. 91. Location: Within
APPROVED the area bounded by Sunset Avenue, the proposed extension
of Cameron Avenue, Orange Avenue and the proposed extension
of Service Avenue. Proposal: To reclassify from Zone R-A,
potential C-2, to Zone R-A, Potential C=R. Recommended for'approz.-al by the
Planning Commission on December 5, 1956, Resolution No. 444. Set for hea-ri.ng.
on this date by the City Council at their regular meeting of December 10, l956.
Resolution No: 444 of the Planning Commission, recommending approval of Zone
Change No. 91, was presented and read by Mr. Gerschler.
All those wishing to present testimony on this matter were sT,aorp in by the City
• Clerk.
Mr. A. Jett of 11�32 Danes Drive, West Covina stated that, he wantgd the record
to show that he is absolutely opposed to this C-R Zoning being forced upon the
owners and. -property involved in this zone change.
Mr. A. Hathcock of 2612 Larkwood, Z^Test Covina stated as follows:
I.am opposed to the application of C-R Zoning because there are several restric-
tion I personally do not care for and I think that it imposes a hardship on the
property owners for several reasons.
One of the reasons is where we are compelled to have 501% of floor area for office
space and I do not believe that within the next 5, 10 or 15 years it could be
• developed with 50% office space, or that under these conditions could we obtain
any financing on it. It seems to me that this requirement is unfair to the
property owners because it tells us what we have to put into our buildings.
I think that we have all shown we would be willing to go along with the architec-
tural overlay in relation to the Civic Center but I think that some of the restric-
tions as to the uses in the buildings are too prohibitive as far as sound
development and the obtaining of the necessary financing.are concerhed. I. would
like to go on record.as being opposed to C-R zoning being placed on my property.
Mr. D. Shaw of 19018 Bonita Avenue, Covina stated as follows:
. Not long ago I heard a list read at one of the meetings of the uses that could
be placed on the property now and I would like to request that this list be
reread- and perhaps these other people may then feel different-i_y about this
matter, although this does not necessarily mean I am in comple-Lle accord with it.

Mr. Gerschler read the list of uses now permitted on the property in question
under this zoning, as per the request of, Mr. Shaw.
Mr. Shaw Continued: After hearing, this list read it has led me to believe
that if there were some specific business th,�-t was
not on the list that we might be able to bring in
a Precise Plan on a non -specified business and possibly put it on the proper'by
in question if the uses would not conflict too much t-,ith overall Precise Plan
No. 100.
Mayor Brown:, Normally that would be correct.
Mr, Shaw:Thank you, that is what I wished to know and to be stated.
There being no further testimony, the hearing was declared closed.
Councilman Mottinger: In reviewing the testimony this evening; and from.
meetings prior to this, it seems to me that we have
ta.kpn care of all the objections as carefully as
it could possibly be dome and thus it would seem to create a good restrictive
zone where we are trying to protect the Civic Center. I wish,to underline.ag"in.
Section 900.2, Paragraph 1, the last sentence regarding the 500. .floor space.
Councilman Mottinger restated this sentence referred to.
It seems to me we have, as far as possible, tried. t.o help both the property,
owners and the City. We have to be fair to ',oth sides in any case.
Councilman Crumley: I think we have -been exceedingly fair to owners
of the property. I feel we have a duty to be fair
to the owners and to the City also, and that this
is an excellent ordinance.
Councilman Pittenger: I do not feel this was an excellent ordinance. It
seems to me that in Section 901 we give it,to them.
in Section 902 we take it away and in another section
we grant a variance sul,ject to certain conditions, I do not think that if ,you
have to.go around so many time you have a good ordinance.
I thought that 50%) office space was more than we could possibly ask. Maybe
it is right but I believe that we should have more facts than we have now.
Perhaps someone will build all office space and somebody else might then be
entitled to all regular commercial. I think the way it is set up now these men
are going to develop all the commercial area first and that perhpas the office
space will lag, which is not going to look good across the street from the
Civic Center either.
Councilman Kaye I do not think that Councilman Pittenger's statement
• is entirely correct as the property of Mr. Jett's
already has the possibility of a gosh Office going iri .
on it. 'Perhaps'the 50� is not entirely satisfactory but if we do not shoot high in
beginning we might end up with a small row of shops that are not good in that area.

Councilman Pittenger: I believe that we should have some restriction. but
I do not think this ordinance is right.because
we give it to them, take it away andthen , give

Councilman Kay: It is as basic as our regular zoning ordinance which,
provides for any Possible chanc,,-e and hearing on the
matter.
Councilman Pittenger: That is true
Councilman Crumley: This -can be extended., revised' or altered. We are
not taking away from them we are., in my opinion',
giving 50.,,o to them. This is based on what we could
see as being best.fDr the property owners but also fair to the community as a
whole.
Councilman Kay: I feel that the liberal interpretations 'Df 50%
is what is going to make -this successful., VIQ have
got to develop this so we know which goes for office
space and which for commercial and make adjustments as they come out, but we have
been practical and held for 50% of certain uses. If .that is not developed.,
there can be some adjustments made.
Mayor Brown: I Would SDme,.,That a ' -ree that this is not an entirely
excellent ordinance but if someone wishes to develop
his property in a certain way, and would not conflict
with surroundings, we perhaps would not necessarily turn it down. However, we
do not want small shops out here and I 'Lirmlr believe -that would happen if we
do not put something of this nature of restriction on this property.
Councilman Pittenger: No one has ever fully explained to me why this 50%.
I have not been told why it cannot be 25% or 30'.."4,
-or even 100�. I do not believe a meat market belongs
in here anywhere.
Mayor Brown: That is where a Precise Plan and 7ariances. come in --
to control where certain things can go in., which
might be possible in certain sections.
Councilman Motting.er: Some of the amb1gU*ity is Possibly due to the _fact-`
that, the ordinance is built up by a' case of, evolu-
tion.in attemptingto adjust for requests made by
individual property *owners,and. to overcome objections at the outset. At that
time we had only a few restrictions and no direct statements as to what was
permitted. I believe we have kept, in a ;good 'safety valve! as I qu I oted in
regard. to Section 900 2. and think it is good because any area is -subject
to�D change and having this 'safety valve' there will not hurt anyone.

that Zone Change No. 91 be appro-red.

Robert Broad -well & W.G.Hunter place for public hearing on Precise Plan No. 13
APPROVED (Revised). Location: 957 So. Glendora Avenue;

Maps were presented by the City Engineer and Resolution No.,449 of the Planning
Commission, recommendi.nF; approval of this revised Precise Plan, was read by
Mr. Gerschler.

The recommendations were read as follows:
1) That all street improvements outlined in Section 49, Ordinance No. 225,
including utilities'.. be installed accordingly an4' meet the approval of
the City Engineer. This to include street lights, sidewalks and sanitary
sewers.
2) .That all necessary street widening of Glendora Avenue and Robinson Avenue
shall be deeded t'o the City of West Covtina,
3) That all buildings and signs not exceed one story in height.,
4) That all exterior lighting be installed and maintained in a manner elimina-
.
ting any nuisance to adjacent residential property.
5) That adequate water supply and fire protection be provided as required by
Ordinance No. 237 and Ordinance No. 451.
6) That all excavating and grading work conform to provisions of Ordinance
No. 384.
7) That all bonds, fees and deposits for improvements be posted before building
permits are issued,
B) That a 6-foot masonry gall be constructed along the northerly property
line and along; the southeast line of the R-3 property provided, however,
• that access openings may be allowed to the alle;;r for said property.
9) That the site be_graded to drain to public streets or that suitable storm
drain facilities be .provided, satisfactory to the City Engineer,
10) That all existing buildings be removed or demolished,

All those wishing to present testimony on this matter were sworn in by the
City Clerk.
Mr. Robert Broad -well, applicant., of 25 Carripana Flores Drive, West Covina, stated
that the reasons for this request had been adequately covered in the application.
He did not wish to -submit any further testimony, but would answer any questions
that might be forthcoming on.this matter.
There being no further testimony, the hearing was declared closed.

PRECISE PLAN AND Mayor Brown stated that this.wasthe time..and

C.C.Toland & Artie R. Jett Reclassification No. 10% Location: South
HEARING CONTINUED of proposed extension of SerVice.AvehuQ, west
of Sunset Avepue. Decision of the Planning
Commission appealed. Hearing set for this
date by the City Council at their regular meeting of December 10, 1956. ,
Maps were presented by the City Engineer, and Mr. Gerschler presented and read
the Resolution of the Planning Commission denying this application.
All those wishing to present testimony on this matter were sworn in by the
City Clerk.
Mr. A. Jett, applicant, of 1432 Danes Drive-, West Covina, stated as follows:
A few minutes ago you present made the statement that if we came before this
body with a Precise Plan it would be given every consideration. That is some-
thing that was not given to our precise blan in- the past' by the,. Planning'Commission
they have not even studied the plan.
I believe this plan comforms to everything asked for in this area with the
exception of proposed Precise Plan No. 100 that is being considered for this
area. However, we have Met all the parking requirements and I believe that
parking is the most serious thing confronting us'today instead of planting
are ' as.. The. City of M Monte, Azusa and Covina are spending money for spaces
for adequate parking. This 15 foot set back area ,extends ,500Q feet, and thus
would eliminate from this area some 400 parking spaces. You present say you
want to do something for the City. If you are going to do something you are
going to have to build buildinc,9 and provide parking areas. Trees are,good in
parks but not good in a business area..
Our Precise Plan conforms in this area with the Block Study and everything else
and I would redDmmend you approve this plan as it stands.

Mr. A. Hathcock of 2612 Larkwaod, West Covina stated that he wished to' go on
record as being in favor of the Precise Plan 9q submitted by Mr. Jett,
Councilman Mottinger: What is the present status on Precise Plan No. 100
and how it might possibly delTelop in the final
analysis from this Precise Plan?
Mr. Gerschler: Precise Plan No, 100 is pending before the Planning
Commission following a joint meeting of the
Commission and the C,-)uncil and.we prepared some

certainly looks good and seems to meet requirements.

this matter -as regards a final decision prior to a
decision on Precise Plan No. 100? This seems to fit
very close to what is going on and to what the Commission and Council would like,
• but we would also like to make the Whole thing fit together at one time and
that is why I think we might be reluctant to make a final decision on this at'
this,time.
Mr. Hathcock- I have tried to ' �,o alonF with the requirements on the
Precise Plan in'order that I might meet certain
requests I have. The reason I have asked for action
tonight is that it is quite important in that it might be quite- I expensive to
me if I do not know what zoning I can get on it. I have tried to meet the
requirements of the new Precise Plan 100 even in setbacks.
Councilman Mottinger: It looks very close to what the Precise Plan 100
requirements might be.
• Mr. Hathcock: That is the -reason I drew this -up and I do have a dead-
line to meet. It has been 1-1/2 years that this has
'been now going on,*and it could be very expensive if
there is no decision on it Soon.
Councilman Kay:. Since the Planning Commission has already rendered
2 decision of denial on this, even if we reversed the
decision of the Planning Commission and acted favor-
ably on it, it Would still,have-to be referred back to then-undey.1 our present
Ordinance. It would be physically impossible to grant a firm decision this
evening on the matter.
Mr. Hatchock.- With all courtesy to everybody concerned,, this matter
has been brought to the Council and committee meetings
for 1-1/2 years and every propert,- o-,V-,aner has lost income
on this property by the delay. Ithink I have done everything according
to the ordinance and have tried to do everything to meet the Otty's, thinking,

Councilman Kay:.- T think that the best way to handle Mr. Hathcock°s case
in the fastest manner would be to have this referred
back to the Planning Commission with the recommendation
that if it reasonably -complies to Precise Plan No. 100 the Council would consider

Mr. Nollac,stated that he had prepared a
report on this matter, for the Council's consideration, due to.the fact that
City participation in this particular project.,Iinvolved more money than is
usual in these co-operative measures.-,It:.was his feeling that'a report should
be given in this matter so that there might be some indication from the Council.
. This would be better than having these`people go ahead with all the cost of
preparations only to find the City would not or could not participate in this
request.
Mr. Nollac further stated that here again it should be determined whether money
is available and will it be in the best interest.of the City to encourage these
people to build these sewers. The Building Department had indicated that the
biggest trouble in this area was more from ground water conditions.: The water
flows ' from. the outside of the cesspool into it rather than from the inside., of
the cesspool out into the ground.
It was consensus that more specific information would be needed'in this matter
and a full report, with definite recommendations should come through` the ----
office of the City Manager.

Mr. Gerschler: This was specifically designed to do a certain job.
Not many years.ago most dry-cleaning was done in a
central plant and were very extensive projects. Since
the war there has been new dry-cleaning machinery and chemicals developed that
make it economically feasible to have small dry-cleaning plants within a shopping
area. Those very same differences, such as smaller machinery and new chemicals,
give it a,local aspect which make it different than what we were familiar .with '
years ago, that is, large dry-cleaning establishments which should be located
in a large manufacturing zone.
• There is absolutely no justification for large dry-cleaning units in a neigh-
borhood shopping center nor should there be.any possibility of their becoming
a big central plant and bringing in clothing from other agencies. This
(resolution) would enable these smaller plants to handle their own trade or
any walk-in trade. So on dry-cleaning specifications there has been a set-up
to allow small use and restrict any change of obnoxious use of a large dry-
cleaning establishment in a shopping center.
These restrictions are for within the framework of neighborhood commercial.
City Managerr The operation of this type.of thing, without sewers,
can also become very serious and I think something should
• be done.. in regard to having some such provisions to have
adequate waste disposal.
Motion by Councilman Kay, seconded by Councilman Mottinger and carried that the
interpretation of Resolution No. 456 of the Planning Commission, as presented
by the Planning Commission, be approved and that the City Engineer must approve
the industrial waste disposal facilities at each installation.
PROBLEM OF FLOODING Councilman Kay brought up the problem of flooding in the
IN NORTHWEST SECTION northwest section of the City.
OF THE CITY
The City Engineer stated that he and Mr. Johnson,
Director of Public Works, had met with representatives
from Baldwin Park, Azusa, Covina and the Flood Control District and discussed
alignment of the proposed storm drain and design for the outlet of the Bedillo
Storm Drain, which would 'be the answer to this problem at Orange Avenue and
the southwestern area of the City., However, all indications were, this completed
project was some years away since the Army Engineer will have to lower the
Big Dalton Wash before the drain could be.installed and made to function.
Councilman Kay questioned, as to whether any temporary process could be worked
out.
The City Engineer stated that there is a proposed street improvement program on
Orange Avenue that is being worked. out but has been held up by recent mozres of
the school district mrho are just getting their plans into shape. It is desired
• to get these%two projects working together to enable a.possible cut in cost.
However, it was possible this street construction could'be started in early
spring, after this years rains.

MAYOR'S REPORT Mayor Brown* This was passed last Wednesday by
Willow Sanitary directors of Sanitation District No. 22. It amounts to
Sewer Trunk $109000.00 for capacity rights which is to he paid by
West Covina over a two year period This covers approxi-
mately $359000 worth of sanitary facilities which will
serve the southwesterly section of the City, The first payment is due two
years from now.

evening. On Glendora and Mine there is a Real Estate
office within a house that required curb', gutters and
street improvements when it was passed and I wonder why these improvements are
not in.
City Manager: I had.asked about that and referred it to the Building
Department and City Engineer but at that time no request
or permit had come in for a business license.' However,
if they are operating it must be seen to that the conditions are met.
• Mayor Brown: It was a Zone Change to R-P'.
Mr. Gerschler: I would like to have a chance to look into it and whether
there was an application for a business license.
Mayor Brown: I do not believe it was supposed to be occupied until
improvements were in.

Spring - 1957 Kay and*carried that the City Manager take the necessary
steps to set up the p1rellminary work toward a special
census to be made in the spring of 1957.
SUGGESTED FREEWAY The Council has been presented with preliminary hinders
IMPROVEMENTS of the different corrections needed on the freeway construc-
tion. I do not ask authorization to proceed with all it
contains but only those things that the contractor could
correct before he pulls off the job and which the State might consider. There
are other major design differences which will require a detailed report to the
State Division of Highways. I would request authorization that the Engineering
Department Consulting Engineers and myself proceed with those corrections that
could be made.

which I think the City can be proud.
