June 18, 1956 The meeting was called to order by Mayor Brown at R:08 P.M. in the West Covina City Hall. Present: Councilmen Mol-,tinger, Cumley, Pittenger., Brown A', -,sent: Councilman Kay Others: City Manager; CityClerk and Asstt. Administrative Officer., City Treasurer; City Attorney; City Engineer; Mr. M. Gerschler, Planning Planning Department. Mayor Brown announced June 19th as Student Officials" Day during which students would serve in all governing body positions. City Clerk was directed to proceed with ceremonies. STUDENT Mr. R. Flotten, City Clerk, swore in Miss Sally Kaenel., OFFICIALS' DAY Student Official, as City Clerk. Jenner., Department Secretary., to Mr. M.C. Gerschler, acknowledging receipt of resolution adopted by the City Council and Parks and Recreation Commission in reference to Puddingstone Dam Recreation Area. PACIFIC GR]`i,1HOUND LINES City Clerk presented and read application #38019 FARE INCREASE for an order to authorize increasing passenger fares REFERRED TO CITY ATTORNEY in the State of California by Pacific Greyhound Lines Application was filed with the Public Utilities Commission, State of California on May 11, 1956. It was consensus that this matter be referred to the City Attorney for review and recommendation, Adj. Meeting C.C. 6-18-56 TIME EXTENSION Upon recommendation of the City Engineer motion FINAL MAP by Councilman Mottinger, seconded by Councilman Tract Nos. 20977 and 21043 Crumley and carried that a time extension of one (1-1-0-57) year to January 10, 1957 be permitted for the filing L. Frederick Pack of final map on Tract Nos. 20977 and 21043. APPROVED Location: Southwest corner of Hollenbeck and Vine Avenues. ACCEPT STREET IMPROVEMENTS Location: East side of Hollenbeck Street, North TRACT NO. 19105 of Cortez Street. Olin Homes, Inc. APPROVED Upon recommendation of the City Engineer, Motion by 40 Councilman Crumley, seconded by Councilman Mottinger and carried that street improvements in Tract No. 19105 be accepted and authori- zation be given for the release of United Pacific Insurance Company Bond No. 215166 in the amount of $13,500-00 subject to receipt of deposit in the amount of $170-00 for trees not installed to date. ACCEPT STREET IMPROVEMENTS Upon recommendation of the City Engineer, motion by TRACT NO. 19167 Councilman Pittenger, seconded by Councilman Cruml-ey- Gladstone Homes and carried that street i.mprovements in Tract No. 19167 APPROVED be accepted and authorization be given for the release of Peerless Casualty Company Bond No. 200579 in the amount of $12,500.00. Location: North side of Service Avenue, East of Valinda Avenue. City Engineer stated that deposits had been retained for street trees and street sighs. ACCEPT SIDEWALKS AND Upon recommendation of the City Engineer, DRIVEWAY APRONS FOR AMINTENANCE motion by Councilman Pittenger, seconded by PRECISE PLAN NO. 52 Councilman Mottinger and carried tb;;t side- C.J. Hurst, Jr. walks and drivewey aprons for maintenance APPROVED be accepted on Precise Plan No. 52. Location: N.E. Corner of Sunset and Merced • Avenues. ACCEPT ShMfR FACILITIES Location: NE corner of Lark Ellen Avenue TRACT NO. 20536 and Rowland Avenue. APPROVED City Engineer, speaking in the absence of the Sanitation Engineer, stated acceptance off -these sewers withheld subject to repair of city streets. It was further stated that at the last meeting of Council street improvements were accepted and now sanitary sewers are in order to be accepted. Motion by Councilman Mottinger, seconded by -Councilman Crumley and carried that sewer fecilities in Tract No. 20,536 be accepted and authorization be given for the release of the remaining portion of cash deposit in the amount of $1,,415-00. -2- Adj. Motion by Councilman Mottinger, seconded by Councilman Crumley that Resolution No.' 972 be -adopted. Motion by Councilman Mottinger, seconded by Councilman Crumley that Resolution No. 977 be adopted. Bassett) PLAN FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY, PURS U1.NT TO THE PROVISIONS OF ORDINANCE NO. 147 OF THE CITY OF WEST COVINA, AND AMENDING SAID ORDINANCE NO. 147 (Bassett)." Location: West side of Glendora Avenue, between Walnut Creek Wash and Service Avenue. Motion by Councilman Pittenger, seconded by Councilman Mottinger and carried . that Ordinance No. 477 be given its first reading. REPORTS OF CITY MANAGER None REPORTS OF CITY CLERK None REPORTS OF COMMITTEES None REPORTS OF COMMISSIONERS Councilman Mottinger, speaking as representative of Parks & Recreation Commission, stated that a workshop meeting of the Parks and Recreation Commission had been held on June 13 and work done on Master Plan of Parks and Recreation Sites, swimming pool project, park site acquisitions etc., and that recommendation will be probably made to Council early in July. -4- Adj. Meeting C.C. 6-18-56 PUDDINGSTONE DAM Councilman Mottinger presented and read a communication RECREATION AREA from Thomas M. Irwin5 addressed to Mr. Gerschler, regarding co-operation in this matter when he, Mr. Irwin, goes to Sacramento. Motion by Councilman Pittenger, seconded by Councilman Crumley and carried City Attorney be instructed to bring in a Resolution authorizing signatures of Jay D. Brown,, Mayor; Fern Sayers Merry, Treasurer;,and either Vaughn D. Walters, Finance Officer or Robert Flotten, City Clerk be accepted at California Band and Bank of America on all checks issued - against both General and Trust Accounts of the City of West Covina on and after July 1, 1956. • There was no further business, the meeting was adjourned at 8:45 P.M.
