TO CANVASS BALLOTS OF THE GENERAL MUNICIPAL. ELECTION IN THE
CITY OF WEST COVINA HELD ON APRIL 10, 1956, TO COUNT ABSENTEE
BALLOTS RECEIVED AND TO INSTALL NEWLY ELECTED MEMBERS TO THE
CITY COUNCIL.
April 17, 1956
The meeting was called to order by Mayor Hurst in the West Covina City
Hall at 7:25 P.M.
Present:: Councilmen Kay, Brown, Sperline, Hurst
Absent: . Councilman Van Horn
Others: City Treasurer, City Manager, City Clerk and Ass't. Administrator,
City Engineer, City Attorney, Mr. Gerschler of Planning Dept.
BALLOT Mayor Hurst stated that the fifst item of business to be
CANVASS done would be to •da:nvass ballots. Mayor Hurst requested
that Councilmen Kay and Sperline act as Tellers to check
with the reading to be done by the City Clerk in this canvass.
The City Clerk read total of votes cast for _Councilman, City Treasurer, City
Clerk and Proposition as contained in the report from each precinct. This
reading included all precincts, numbers 1 through 22.
The City Clerk stated that there were seven (7) Absentee Ballots to be presented
and these were presented to the Tellers, Councilmen Kay and Sperline to check
and compare the signatures on the applications for Absentee Ballots against
the signature appearing on the Identification Envelope containing the Absentee
Ballot. The City Clerk stated that signatures appearing on the formal. applica-
tion for Absentee Ballots have been compared with the signature appearing on
the original registration in the office of the Registrar of Voters in Los Angeles
and have been found to -be in order. Identification envelopes were then opened,
ballot number removed and ballot placed in ballot box after the name of the
voter was announced as having voted. . There were no challenges. Ballots were
• then removed, one at a time, and the vote called to the Tellers and the results
announced so that Absentee Ballots could be added to regular vote count.

City Attorney stated that this action now completes the duties of the retiring
Councilmen Sperline, Hurst and Van Horn.

Councilmen Sperline and Hurst extended their congratulations to the, incoming
Councilmen.
The City Attorney stated that the next order of business should be the swearing
in of the new Councilmen.
Messrs. Pittenger, Mottinger and Crumley were duly sworn in as new members
of the City Council by the City Clerk.
Mrs.. Fern Merry was duly sworn in as City Treasurer by the City Clerk.
• Mr.. Robert. Flotten was duly sworn in as City Clerk by Councilman Kay.
The City Attorney stated that the next order of business should be the selection
by the City Council of one of its members to serve as Mayor.
NOMINATION Councilman Kay stated that he would like to nominate
OF MAYOR Councilman Jay Brown for Mayor of the City Council
and that in his opinion, Councilman Brown would do an
excellent and forceful job of leadership, would help the Council to work together
and put forth good city government. . Motion by Councilman Crumley, seconded
by Councilman Mottinger that the nominations be closed.
APPOINTMENT OF Mayor Brown stated that he wished to appoint the follow -

Councilman James Kay: Fire Commissioner and Vice -Mayor
Councilman Mottinger: Parks & Recreation Commissioner
Councilman Pittenger: Department of Public Works Commissioner
Councilman Crumley: Police Commissioner
APPOINTMENT TO Mayor Brown stated that before Council holds its
. PLANNING COMMISSION next regular meeting on April 23 he would request
that all the Council members consider who might
capably fill the vacancy, which has been open for quite some time, in the Planning
Commission.

APPOINTMENT OF Mayor Brown requested that Councilmen Crumley

REPRESENTATIVE TO Mayor Brown stated that there would be a rotation
PLANNING DEPARTMENT plan in regard to representation to Planning. Depart-
ment with .no one Councilman serving mote than two
(21 months and this plan would affect all five members of Council.
City Clerk presented and read a communication of congratulations from 'Adolph
W. Eberle.
There was no further business and meeting was adjourned at 8:15 P: M.
