Present: Mayor Hurst, Councilmen Kayp Van Horn, Sperline., Brown Absent: None Others: City Manager; City Clerk and Ass1t. Administrative Officer; City Attorney;. City Engineer; Mr. V. Walters, Chief Finance Officer; Mr. H. L. Johnson, Acting Director of Public Works. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS: SOUTHERN CALIFORNIA City Clerk presented and read communication announc- PLANNING CONGRESS MEETING ing the monthly meeting of the Southern California Planning Congress to.be held at the.Huntington Hotel in Pasadena on April 12, 1956 starting at 6:30 P.M. PETITION FOR WATER DRAINAGE. City Clerk presented and read a petition from seventy - IMPROVEMENT one (71) petitioners to have immediate measures taken to improve water drainage on Orange Avenue from Badillo Street south to Workman Avenue. Thispetitionwas signed by registered ed voters and property owners of West Covina in the area of Swanee Avenue to the north, Padre Avenue to the south, Orange Avenue to the east and Morris Avenue to the west.' Motion by Councilman Sperline, seconded by Councilman Brown and carried that this petition be accepted to be'filed for the record and instructions be given to the Engineering Staff to check into this matter and a report be givenp if possible, at the next regular meeting of the Council. EMPLOYING OF PLANNING CONSULTANT Mayor Hurst: We authorized the City Manager Mr. Bennett to help us out on our planning problems. Mr. Petrie brought out Mr. Bennett to discuss these problems with us and he is present here this evening. I believe Mr.."Bennett has looked over several of these problems and I would like to ask Mr. Petrie if he can add further information regarding arding this,ma I tter. City Manager: I have followed the instructions of the Council to advise you with respect to consultation of pending matters and have looked over the field of qualified consultants. I cannot recommend' anyone more highly than Mr. Bennett in the field of planning. Although we have no proposal from Mr. Bennett, perhaps an arrangement could be made to retain his services in regard to certain matters pending before this Council. Mayor Hurst: We have two or three problems in the next week whichshouldhave answers, Councilman Van Horn: We have two problems in particular on which I think we should have some kind of report by our next regular meeting.. If Mr. Bennett could work those out, other problems could ADJ. C.C. 4-2-56 -2- 0 perhaps carry over. Mr. Bennett: meeting of Council. I believe I could give you an answer on the specific problems mentioned in time for the'next regular Motion by Councilman Van Horn, seconded by Councilman Brown that Mr. Bennett, Planning Consultant, re employed for two specific problems at a fee of $100.00 a day, with his future time and employment to be done by a future Council. ADOPTED Ayes: Councilmen Kay, Noes: None Absent: None Motion by Councilman Brown, seconded by Councilman Sperline that Travelers Indemnity Company.Sewer Bond No. 559182 in the amount of $6550.00 be accepted. Absent: None DISCUSSION ON FLOOD REPORT Master Plan of Storm Drains Van Horn, Sperline, Brown, Hurst ,Mayor Hurst: I think this was a very fine report and.perhaps authorization to this body should be given to continue on with this master plan study. Acting Director of Public Works I would like to have authorization from this Mr. Johnson Council as we wish to study means to finance such a study and the proposed construction. All these things take time and study. Mayor Hurst; At the last East San Gabriel Valley Committee meeting it was consensus that all cities and county should have a coordinated master plan of storm drains so that each city will pick up designated storm drains locations. Has the County Engineers Office indicated their willingness to go along with this? Mr. Johnson: I think they will give 100% do -operation to entire valley out here if other cities and ourselves can co-ordinate our plans satisfactorily. They are experts in this field and have been gathering details for about a year now. ADJ. C.C. 4-2-56 -4 Storm Drain Discussion Contrd. Mayor Hurst: I feel it will be our only real answer if -we have another bond issue to get adequate money spent here for adequate drains. If we have ,just what we want on a master plan we can get something done, Motion by Councilman Brown, seconded by Councilman Sperline and carried, that the Acting,Director of Public Works, City Engineer r:nd City Manager be instructed to carry on with the Flood Control Master Plan of Storm Drains. PROPOSED SCHOOL SITE Maps were presented by City Engineer, who stated WEST COVINA SCHOOL DISTRICT as follows: 'tI would like to give Council a little Orange Avenue and Puente background as to the development of this proposed Avenue Extension school site and the improvements connected with it. On February 17, we received a letter from the West iCovina School District asking for an estimate of what was required in way of improvements around a proposed school site located on north Orange Avenue, south of proposed Puente Avenue Extension. They felt,that inasmuch as they would be responsible for all of the required street improvements on Orange Avenue and Eldred Avenue, and for the dedication of approximately half of the right-of-way for the extension of Puente Avenue, that their improvements of Puente Avenue should be limited to rough grading and concrete curbs and gutter work necessary for im- provements on that street. Inasmuch as we have operated along this line on Cameron Avenue Extension we felt it was a fair proposition. Then in order to get an economical alignment through this area we submitted a map to the County, who have proposed this extension on their master plan of streets also. They came up with a proposed alignment that would connect streets at points of interesection and which would take out quite an expensive house on the northeast corner of Orange and Puente. Our Engineering Department looked this over to see what could be done in the way of getting right-of-way and installing improvements along an alignment that would miss the house. We have worked out an alignment which will miss the house. We'have not submitted this back to the County as yet, but we feel they will approve our alignment. The area shown shaded in red is owned by Montebello Homes Company and they have a 26, strip of property on Orange Ave which gives them access to area on north side of Puente. We went to the owners, Montebello Homes, and asked if they �,,ould dedicate R.O.W. for such a proposed alignment and if they would do necessary grading work and install concrete curbs and gutters on their half. They indicated they would do that. The reason we have proposed that the City do pavement work in the street is that this is a proposed secondary highway and is on our major city street system. County aid funds could be used on it and •also State Gas Tax funds if needed. In order to get this R.O.W. through we felt some concession should be given to the owner and that this is a fair proposition. In order to proceed with this proposition, the school district wants to know our position in this matter so that they can out this property.in Escrow and go before the State School Board and state that they have purchased improved property. City Lngineer: We would like to have your assurance that we are proceeding with the correct measures and that we are not too far off in our thinking. Councilman Brown: I believe we can go along with this proposed align- ment but believe we should try for improvements in frontof this house to go with the whole street. ADJ. C.C. 4-2-56 -5- Proposed school site Cont'd. City Engineer: I will contact the school.district and see if this particular matter can be worked out. Motion by Councilman Brown, seconded by Councilman Sperline and carried that City Engineer and School District proceed along the lines indicated and that an attempt be made to have the Edward Ruelle property come in at the same time in order to complete improvement of the whole street. REPORT OF CITY MANAGER City Manager presented to the Council copies of current financial statement prepared by the Chief Finance Officer as of .February 299 1956.
