The meeting was called to order by Mayor Hurst at 8:00.P.M. in the West Covina
City Hall.

PLANNING CONSULTANT The City Manager.stated, "In line with instruc-
ARRANGEMENTS tions at the Council's last regular meeting I
have contacted Planning Consultant Mr. Charles
Bennett. He was Director of Planning in the City of Los Angeles for many years
and now has his private consulting business. He has agreed to consult with us,
although at the present time he is out of town. He will return this Thursday
and will contact us upon his return. I will proceed on basis as instructed if
agreeable to Council."
Councilman Kay: Could we have this information by our next reg-
ular meeting night?
City Manager: I uo uld not like to say this definitely, but it
would depend on what Mr. Bennett would find nee-
essary to do in this matter. I have indLicated,
however, that certain matters are to be done as quickly as possible.
MODIFICATION OF OPEN City Manager stated, "In respect to a discussion
BURNING RULE NO. 57 to be held before the Board of Supervisors con-
cerning modification of Rule 5? which is the Air
Pollution Board's open burning rule. The cities of the East San Gabriel Valley
are concerned with the burning and disposal of trees from land development. The
group concerned with this feel they have adequate information to lay before the
Board which will determine if a public hearing will be held. The Mayor's of the
various cities will attend this discussion, including Mayor Hurst. It is to de-
termine if public hearings will be held in this matter."

man Sperline and carried, that sewer facilities in Tract No, 21159 be accepted and
authorization be given for the release of Founders Insurance Company Bond No. 13660
in the amount of $3,500.00 and any other encumbrances held by the city on said con-
struction,
Mr. Nollac: I would like to ask the City Attorney that if
the South Hills Country Club feels the bid is
too high on the sewer trunk extensions, may
they refuse the bid and readvertise again?
City Attorney: Yes, they may. If they refuse to go ahead with
the bid recommendation they should inform the
City Council of the decision and the Council
can withdraw approval of the bid. If any new bids are taken, they should be opened
in City Hail,
WATER SHUT-OFF It was consensus of the Council that the City
Suburban Water Company Manager check into the matter regarding the
water shutoff reported by Councilman Sperline,
Councilman Sperline stated that the SE portion of the city has been having a great
deal of water shutoff without proper notification by the water company. Many homes
were without water last Saturday from 11 A.M. to about 10 P.M. with no knowledge given
• before hand. Councilman Sperline stated that he had contacted the water company and
they stated they had pumped one reservoir dry, switched to another one and pumped that
one dry. Potential danger in case of fire, plus the inconvenience,

WEST COVINA aFTIPLOYEES° ASSOCIATION City Clerk presented and read a communication
CREDIT UNION dated February 21, 1956 to the affect that the
West Covina City Employees adopted, on February
8, 1956, a City Credit Union to provide members with a source of credit at a reasonable
and honest rate of interest. Communication listed members elected to serve on the
various committees of the Credit Union.

Floyd H. Gelvin George H. Cobbe, Jr, and Floyd H. Gelvin from
ACCEPTED the Parks and Recreation Commission, dated Feb-
ruary 26, 1956 and March 14, 1956, be accepted.
City Attorney was instructed to draw up a resolution extending the thanks and
gratitude of the City Council to Messrs Cobbe and Gelvin for their fine work
done on the Commission*
