ORAL COMMUNICATIONS SITEM NOT ON THE AGENDA None Mr. G. Coons of 617 Almirante Drive stated, "'I would like to call your official attention to the serious situation produced by the - -construction of the Freeway through town. Last Monday the contractor blocked Citrus Avenue, and have blocked Barranca Street cnd Hollen- beck Street leaving no through street except Azusa Avenue. Traffic has been backed up to the middle of Covina by trying to cross at Citrus Avenue. Yesterday Citrus was one lane each way and traffic backed up to the Alpha Beta Market, and beyond. On Kellogg Hill traffic was backed up -almost into Pomona. To getPoliceand Fire Department facilities and doctors to the south end of town. would have bee I n almost an impossibility. There is traffic inconvenience also, but I do not think that is the mott important thing and it is a serious situation. What,) if anything, has the City done.to alleviate the situation?" Councilman Sperline­ The State has control of the Freeway through town " and there is not a great deal we can do or say. We 3ari appeal, to them to attempt to keep access open, but what can be done as regards the immediate situation we will have to look into it and will have the City Manager do so 'to attempt to alleviate the situation. City Manager.- Mr. Coons called me when this .,­juble started. I checked into the matter and do agree he has an important point uz :.sue with respect to public safety and the welfare of the community. While we are going through these 'growing pains° and major proje,34,s we will have some inconven- ience.. However, in the mat -ter of clearimz police and fi.7-,, faci.1J,ties and the proper handling of traffic, I contacted the Poli3e and Fire Chlef4 _j z-, � It' such matters were properly covered. The Fire Depart ' ment is covered and traffic rerouting was covered at the north side of the Boulevard. The Police Chief is 9;.ifag additional assistance at these various points. I asked the Police and Fire Chiefs to meet with the officials in charge of this freeway, and I will sit at this meeting also, to see 'if there is anything which can be done to relieve this congestion. I checked at Citrus.and the Freeway and found they were paving the west -bound portion of the new -Freeway and there is nothing more we can do unless there is another structure to go across. For the safety and wel- .,fare o * f the community we might ask a temporary detour be placed around these areas if it could.be.done. Wehave gone into the matter and are trying to obtain some reasonable conclusion. mm Mrs, M, Van Dame of 1532 So Garvey stated, "Every few minutes the radio station announcer has been stating that the Police Chief of West Covina asks that people using automobiles go around on Valley Blvd, or San Bernardino Road because roads are blocked on Garveyo This is announced on the radio every morning," Councilman Sperlineo This is a serious problem and the City will do everything they can to relieve the situation* Mr, Coons* I believe that the City is the only one that can do anything about it and believe they can bring enough pressure to bear to alleviate the situationo WRITTEN The City Clerk presented and read a communication dated Feb - COMMUNICATIONS ruary 20, 1956 from Lawrence Moser, MoDo requesting review of Zone Change application No..59 and Precise Plan No. 640 •City Clerk* This does not aeem in proper form as to a future rehearing or not, but I will.contact Dr. Moser to see what he had in mind. ` Councilman gay* Is this appeal within the 20 day period of the Planning Commission decision. City Clerk; We told Dr. Moser that we would take this up whenever he wished to have it reviewedo -City Attorney* If you have an additional hearing, or subsequent hearing, there should be a published notice of it for the benefit of those who will be interested. Councilman Sperlineo I believe we can reopen this hearingo We agreed that this matter would be held in abeyance until he asked to bring it back in. It -was consensus that March 12, 1956 be the date for public hearing on this matter. 0 1 Adj. C.C. 2-20-56 The.City Clerk presented and read a communication dated February 16, 1956 from William C. Hart, Jr. requesting an appeal on the denial decision of the Planning Commission covering Precise Plan No. 72 and Unclassified i'se Permit No 1.2. It was consensus that public hearing be set for March 12, 1.956 on this matter. The City Clerk presented and read a communication- dated February 20, 1956 from R.E. Thorpe of 800 E. Alosta, Glendora, California regarding Tract No, 22444. The communication read, in part, as follows- "As set forth in motion of your Honorable body on December 27, 1955, I requested the extension of "Future -Street" in Tract No 13892, Citrus Street, from its present end to a point where ingress to above numbered Tract could be established. In response to this request I am informed it will. be my responsibility to provide thin extension to Citrus Avenue, even though it is completely outside the boundaries of my Tract No. 22444. I trust your honorable body will give due consideration to the fact that Citrus Avenue and its extension further into the canyon is a matter of much more than, local or ordinary interest, destined to serve, as it obviously will, many other larger developments both public and private. Citrus Street extended is a part of a major street plan, mapped in very definite form after exhaustive studies by both the City of West Covina and the County. of Los Angeles. The War Department of the United States Government, I am informed, has indicated its tentative ap- proval of this street layout as a matter of civil defense.. In the light of the larger overall need for an extended Citrus Avenue I wish to respectfully request that your Honorable Body undertake this small extension as a City project, as its construction by -the developer of a dozen hillside lots im- poses a burden that is out of all proportion to the benefit to be derived there- from."
