The meeting was called to order by Vice -Mayor Sperline at 8:25 P.M. at
the West Covina City Hall.
Present: Vice -May -or Sperline, Councilmen Van Horn, Kay
Absent: Mayor Hurst, Councilman Brown

WRITTEN COMMUNICATIONS City Clerk presented and read a communication
from Richard Richards, Chairman, regarding
public hearings to be held by the Senate Interim Committee on Parking.
Hearings are to take place in the Assembly Room at the State Building in Los
Angeles on February 8 and 9 from 10 a. m. to 5 P.M. ..
City Clerk presented and read request for appeal from applicants Van Horn
and Darby on Zone Change No. 65 and Precise Plan No. 69, denied by the Plan-
ning Commission at meeting of February 1, 1956.
Motion by Councilman Kay, seconded by Councilman Sperline that date of
hearing be set for February 27, 1956. . Councilman Van Horn "Not Voting. "
City Clerk presented and read communication regarding meeting of the Southern
California Planning Congress to be held February 9, 1956 at the Santa Anita
• Turf Club.

GRANT OF EASEMENT City Attorney stated that he had been instructed
INGRESS AND EGRESS to prepare the necessary papers for Grant of.
(Easterly end of Del Norte Easement from the City of West Covina to St:el.la.
Park - Stella Simmons) Simmons permitting ingress and egress over
APPROVED portion of Del. Norte Park.. City. Engineer .
stated, "The rear portion of Mrs. Simmon's
property had been blocked off because of the location of Del. Norte Park when
the park property was purchased and=the "City had agreed informally to give
access to this property. "
Motion by Councilman. Kay, seconded by Councilman. Van Horn and carried,
that authorization be given to the'Mayor and the City Clerlr. to execute Grant: of
Easement to provide ingress and egress to Mrs. Simmon's property at the
easterly end of. Del. Norte Park.
RESOLUTION NO. 888 City Attorney presented and read Resolution

AMERICA HISTORY MONTH City Clerk stated that proclamation sets aside
Februar , 1956 the,full month of February, 1956 as American
PROCL IMED History Month in the City, and urging schools,
patriotic societies and civic organizations to
undertake ppropriate programs to increase public knowledge and understanding
of our hist ric heritage as a nation. Vice -May -or Sperline so proclaimed that
the month f February, 1956 be officially designated as Amnerican History: Month
in the City of. West Covina..
Vice -Mayo Sperline .stated that Mr. H. L. Johnson who is working on the flood
control pr blem in West Covina, and who appears on the television program
'Assignme t in. America on February l6th, requests that a motion be made by
the City C uncil. supporting his carrying on with his work in the Flood Controlprcgram.
Motion by ouncilman Kaye seconded by Councilman Van Horn and carried that
Mr. Johnson proceed with his Flood Control and over-all Master Plan of Storm
Drains program that he has under way at the present time.
