None None PROPOSED CHARTER, Mayor Hurst stated that due to the fact that the necessary basic DISCUSSION information had not as yet been obtained to enable the complete discussion of this charger proposal, there would be nothing done this evening regarding this matter. PRO SED The City Clerk introduced Lt. Col. Niblock, Lt..Col. Flo, NATIONAL ARD ARMORY Mr. Wiegel, and Lt. Col. Owen who were in attendance at this meeting to present their ideas on behalf of the proposal for a Nationa Guard Armory in West Covina. Lt. Col. Jiblock, acting as spokesman, state the following: "We wish City of W dollars f or leased :) present the proposal of the placing of a', -.National Guard Armory in the st Covina. The State of California has allotted one -quarter of a million r construction of this building on land which would be donated by the City by the State of California. This building would be a ailable about five (5) nights a week -for civic uses. Our land requirement would be a minimum of 1 1/2 acres, but two acres, if possible, would be preferred. This would be mostly to take care of off street parking for members of the unit at the buildi g on drill nights, or for any other activity which might take place in the building. This building would be,available for local organizations, at a minimum rental pri e. This rental price wot}ld be based on the number of hours the building, would be i use and to enable the attendance of a custodian at all times. The average rental cos would be from $5.00 to about $25.00 depending upon the total hours'in- volved. T ere are some limitations to State-owned buildings, one of which would be that there be no alcohol permitted on the premises. We believe that in a city of the size of We t Covina such an Armory would be a definite addition. The State administers. the buildi g through the local Commander and the unit would consist of"105 men and five (5) o ficers. Two evenings per week would be the maximum usage of the unit in the Armory The structure of the building is modern and is completely landscaped. This propo al is subject to the generosity of the City in regard to being centrally located fr m population and Civic Center standpoint. We are agreeable to any desir- able.locat on which we can obtain to suit our needs and to be approved by the State Engineerin Department. The closest Armory, of the most modern'type building would be in Monr via, and would be representative of the typecf construction by the State. We would b glad to arrange transportation to this Armory for inspection by members of the Co cil, although anyone may go there at their own convenience to inspect the building a there is always someone -in attendance." Councilman Kay The, mention has been made of free use of land or lease of land for this building. Could land be purchased for this purpose? Lt. Col. Niblocks The State is not interested in owning of land for this purpose. Van Horn:. I have never seen the interior of this type of building, and I believe it would be worthwhile to investigate this matter further. Mayor Hurst: Suppose we should agree to this proposal? Would there be any endeavor to make the architecture conform with that of the pro- posed Civic Center? Lt. Col. iblock: That,I am not able to answer. Most of the architecture is designed to use prefabricated materials, and is set up so as to lower he cost of the building. Councilor Kay: Is.there attendance at all times? Lt. Col. iblock: There is full time personnel in attendance in the Armory at all times. Councilman Kay: What about erecting such a building in County territory? Lt. Col. iblock: This is a little difficult to do in an unincorporated area. The County of Los Angeles is required by County Charter not, to deed 1 nd unless it is beneficial to the entire County. Unless a private individual would wis to donate land for this purpose it would not fulfill this requirement. -5- CC 1/16/ 6 osed armory--contgd. Councilm Sperline: I notice in the pictures of the various Armory buildings con- tained in the booklet given us this evening that much of the land they erected on is weeds and.dirt. There does not seem to be very proper land- scaping on many of theme Lt. Colo iblock: I believe there was a deadline -to meet in regard to the printing of this book and I think that most of the pictures shown were taken pri r to the completion of the buildings and landscaping. Cou ncilma Van Horn: How soon would you have to have a decision on this matter? Lt. Col, iblock: There is no real pressure for time, and the most important thing is that we are centrally located, There is n armory of this same size and type in Monrovia. It was suggested by Mayor Hurst tha members of the Council visit this armory and gather information for further discussio . ADOPr CONTRACT Motion by Councilman Brown, seconded by Councilman Kay, CONSTRUCTION OF REST ROOMS and carried, that authorization be given to the Mayor CAMERON & CORTEZ PARES and the'City Clerk to execute the contract agreement for construction of the rest rooms at Cameron Park and Cortez Pa k. CHAMBER OF COMMERCE .City Clerk presented and read a.communication from the REQUEST F R USE OF CITY- Chamber of Commerce of West Covina, per Mr..Allen Hathcock, OWNED ROPERTY FOR which stated as follows: Cfi NITY FAIR CIVIC CENTER SITE "The West'Covina Chamber of Commerce would appreciate the A PROVED City Council°s granting the request for permission to use City land for the -staging of the Annual West Covina Communit Fair, which will begin May 9, 1956, and end May 13, 1956. "Approxim tely seven to ten acres will be required for this purpose. . "The Chamber will assume responsibility for refuse clearance and/or other measures necessary to restore the property to its original condition; ."Property damage and liability insurance coverage will be furnished to the, -City. "The location of the.site requested herein will be a matter of the Council's own discretio . "The Co cills early consideration will be greatly appreciated, in view of the amount of time required in planning the fair." Motion by Councilman Kay, seconded by Councilman Sperline, that authorization be given to the Chamber of Commerce to hold their Annual Community Fair on City -owned property designated as the Civic Center Site and subject to the necessary arrangements with the management of the City of West Covina. Johnson Johnson had been revised so that whereas this contract* ROVED formerly required twenty (20) hours a week to be devoted to the purposes of the City at $750.00 per month, it icated that Mr. Johnson will'be working on an hourly basis, with salary n of $9.00 per hour, at the call and as required by the City Manager. Mr. .Petri , City Manager, stated: "This change has been forthcoming at the request of Mr. Jo nson so that it would enable him to spend more time at his private practice. The prima idea of this change in agreement is to reduce his working time to the City and herefore the amount of remuneration for his work would also be reduced."' Motion b Councilman Sperline, seconded by Councilman Bro-kn, that authorization be given to the City Clerk and Mayor to execute this contract agreement with Mr. Johnson. Noes: None Absent: None SIDEWALK TUDY Mayor -Hurst: We have reports which have been furnished and adopted by the Planning Commission in regard t placing of sidewalks in the.City. We also have studied the recommendations from the Planning staff. It would seem that sidewalks would be recommended, with major, p imary, secondary and collector streets as the most important for sidewalk placemen , City Man ger: It is the general practice in the majority of cities as affecting subdivisions to require,, among other improvements, sidewalks'. The usu accepted practice is to include sidewalks ifi all subdivisions regardless, but to 1 ave to the City Engineer the authority as to where they go and the proper width. here would be some question in respect to specific topography as to where sidewalkE would. be placed. However, I would say that sidewalks should be included., particularly on primary, secondary, and collector streets and even on some lesser streets here it may be.necessary. Councilm n Kay: If you'start requiring sidewalks at the present time what would • happen to those areas which do not have them but are already develop° Mayor H st: I think that would be something which would have to be met when the proper time came.' Those streets which carry a great deal pf edestrian traffic would be first and there would be some major and secondary streets hich would be of general interest to the City and possibily could have the help fro the general funds. It will take time to get these walks. Councilm n Kay: I would agree with walks for primary and secondary streets. I think that some sidewalk locations would be entirely up to the individual feelings of the people as being for or against them in any particular area. I know that certain areas are demanding walks and others do not want them. CC 1/16/ Sidewalk $tudv-®contd. Mayor Hur is I think we should have them on major, secondary, and collector streets. Councilma Van Horn: That is the way the matter is now. It is left to the discretion of the Council. Mayor Hur t. I think, however, that we should form same sort of a policy of what we are going to do and then leave it to the City Engineer to make r commendations on various tracts. Councilma Kaye I think we should agree on specific recommendations as to a layout of a sidewalk plan on the maps of the City and tl�%.n we would kno what we need and where. City Nana ere If it is -the desire of the Council that so far as it is practical that walks be installed as part of the improvements a policy in connectio with these walks on each subdivision might be worked out. The Planning Commissio could establish typical sections of sidewalks where it is standard and have the City ngineer state where they are needed. It is hard to assess for sidewalks in developed areas. However, it is something which you should put into effect from here on out on those subdivisions not developed. Councilma Sperlineo I opposed,putting in sidewalks in subdivisions originally and 'I still oppose the idea. I feel it is more of a hazard in many instances rather than a safety feature. When you do not have sidewalks you keep your children in their yards to play, but when sidewalks are available there is more of a tendency o allow the children to go out on the walks and play. Although we have' increased in population there has been very little traffic accidents to children for a city of this size, and I believe it is partially due to the fact that children are kept in t eir yards to play where there are no walks and thus keep them away from -the roads. I can be in accord with walks on major streets where youngsters walk to school, o if there is a shopping center close by, but I believe that any place over a quarter of a mile from shopping centers or schools, the majority of the people drive and do no walk. I also feel that required sidewalks in future subdivisions detract from the ppearance of our city. City Mana ero Sidewalks are primarily used to segregate the pedestrian from • the dangers of vehicular traffic. These walks could be put on certain s reets where they are definitely needed, and you would have to resolve where this woul apply. I think that certain areas do not need walks and it is a matter of opinion o how far you would wish to go with this plan. Mrs. VanDame: I think the streets are getting too crowded with children now and with no walks available there is no place to walk to keep clear of traffic and no place for children to play except out in the middle of the streets. Councilm n Browner I am definitely in favor of sidewalks on secondary and major. streets, and I feel that in many instances they should be re- quired i complete.subdivisions. However, it would depend a great deal also on the type of bdivision and topography of the ground. Mayor Hur is Perhaps we could direct the City Manager to give us a report on how this problem might be properly administered.
