The meetin� was called to order by Mayor Hurst at 8:13 p.m. at the West Covina
City Hall,

MINUTES A PROVED Minutes of December 5, 1955, were held over as a report had
. still not been received in regard to budget figures for the
Street De artment. The minutes of December 27, 19S5, should be corrected to read
"Trunk Se ers Only" in Final Sewer Inspection,Report of Tract No. 18277 and No.
21185 on age 8. Minutes of December 27, 1955, were approved as corrected. Minutes
of the adjourned regular meeting`of January 5, 1956, were approved as submitted.
ORAL COMMUNICATIONS. None
WRITTE City Clerk presented and read a communication from Tenmen
COMMUNICATIONS Enterprises dated Jan. 5., 1956, per Mr. S. Weitsman, requesting
that the City Council set a date for hearing for appeal on
request for zone change from Area District IV to Area.Distridt III, which was denied
by the Planning Commission at its meeting of January 4, 1956. The hearing on this
matter wa set for January' 30, 1956.
The City Clerk presented and read..a communication from the Covina Union High School
District Trustees Association, dated 12/29/55, per Mr. Clifford S. Thyberg, District
Superintendent, requesting the names of one to three persons to attend a follow-up
of the recent White House Conference on Education and the Governor's Conference on
• Education This is to be held on February 11, 1956, at the Baldwin.,Park High School
from 10:00 a.m. to 3:30 p.m.
The City Clerk presented and read communications from Mr. Harold L. Johnson dated
1/6/56 an 1/9/56 requesting a time extension of one (1) year on Tentative Map No.
19677, and on behalf of.Mr. L. Boyd King a time extension of six (6) months for
filing of Final Map No. 19412.
Upon the ecommendation of the City Engineer, motion by Councilman Brown, seconded
by Counci man Kay, and carried, that a time extension of six (6) months be granted
on Tentat ve Map No. 19677 and Tentative Map of Tract No. 19412.

Gerschler presented and read Resolutions No.316 and No.
317 of the Planning Commission disapproving Precise Plan

All those °shing to present testimony on this 'matter were sworn in by the City Clerk.
• Mr. P. Gor on, representing the applicant,,spoke in favor and reviewed the Pogress
of this ap lication through the Planning Commission and the reasons for appeal to the
City Counc°1 from the decision of the Planning Commission to.deny.
Mr. A. F. rthur of 411 San Pasquale., Los Angel.es� owner° of two acres of property
directly south of applicants property stated that he was.in favoronly if plan takes
in the whoLe area, but opposed if this would be a "spot.zoning".
Mr. Roarty of 1016 Workman Avenue., owner of half acre on Wiest side of applicant's
property, spoke in opposition. "At the original meeting regarding this matter I did
not oppose this zone change. I did not know all the facts. _When this question was
originally brought up Dr. Moser called at my home. He explained to me that the
people coming to see him were ill and needed help and that the surroundings were
conducive to the need of little noise and confusion.. At the time I thought the idea
had merit so I'did not object to this plan, In the following three meetings and at
the spec.ia, meeting with the Planning Commission my eyes were,opened as it seemed

to me that Dr. Moser had changed his mind and now was not adverse to the fact that
there wou d be the possibility of a complete zone change coming in here. It is .
that part'cular reason of which I do not approve.
A petitio containing some 33 names was presented.to be filed for the record.
Mr. John x as representative of a large number of persons present plus 33 persons
whose nam s appeared on a petition which he submitted for the record spoke in oppo-
sition.
Mr. Launez of 1023 West Workman Avenue spoke in opposition.
Mr. Gordo.r spoke in rebuttal as follows: t'At the time of the original presentation
to the Planning Commission Dr. Moser had a petition which was signed'by more than
50% of-thE property owners in that area. Apparentlya good many of the people pre-
senting themselves as objectors come from beyond the 3QOt area. In regard to the
denial of the Block Study it is my understanding that the Block Study is still under
consideration by the Planning Commission. As regarding the nearness of medical help
available in this area, it is my understanding that according to the A.M.A. there
is less substantial amount of medical men in the city than is actually needed for the
population and future growth. We still feel there is a great need for such a center
here.
The City Jerk presented and read a communication dated January 9, 1956, from Lesta M.
and Fred .Frith, Stating they were in favor of this application by Dr. Moser.

Motion by Councilman Sperline, seconded by Councilman Van Horn, that Precise Plan No.
64 and Zone Change No..59 be referred back to the Planning Commission with the re-
commendation that the Planning Commission consider this application with the Block
Study tha is being prepared. It is further recommended that this be resubmitted
to the City Council as soon as possible with recommendations on both the precise plan
and zone 4hange in the light of the Block Study being completed. Motion passed an

Mr, Alex Harkias of 26 Eastfield Drive, presented architect's drawing of the building
intended to be erected on the site of this property, and stated that he h4d nothing
further tc add to the statements already presented in this matter.
No furthel testimony was presented, the hearing was declared closed.
Motion -by Councilman Brown, seconded by Councilman Sperline, and carried, that Precise
Plan N 0. 5 (1405) be approved subject to the recommendations of the Planning Commis-
sion and City Engineer.

- PU IC HEARING Mayor Hurst stated that this is the time and place
ZONE CHANGE NO. 66 for public hearing on Zone Change No. 66, C-1 Central
C-1 Central Business District Business District. Location: SE side of Glendora '
APPROVED Avenue between Dalewood St. and Walnut Creek Parkway.
Change from potential C-1 'zoning to firm C-1 zoning.
Existing one: R-A. Maps were presented by the City Engineer. It was recommended
by the City Engineer that this zone change be approved subject to conformance with
adopted Precise Plan and the original conditions attached thereto. The conditions
under Ordinance No. 303 which adopted an official Precise Plan for the Central Business
District read as follows-..
1) That the Precise Plan conform to the,Block Study with regard to street: entrances
• except the northerly street which shall be moved north to run between saic.3.lots
9 and 10 of Tract No. 17325;
2) That all rights -of -way designated on such plan as future streets shall be deeded
to said City before development of the properties affected shall begin;
3) That ell improvements required by the terms of Ordinance No. 225 of said City
(Subdivision Ordinance) be installed accordingly and to the satisfaction of the
City Engineer.
4) That the necessary,rights-of-way for the -widening of Glendora Avenue in conformity
with the..Master Plan be deeded to the City.of West Covina before any de,7-e-2.opment
of the properties affected by said plan shall begin.
It was fu ther stipulated 'by the Planning Commission in its motion that the existing
buildings, 'which do not conform to the requirements of this zone change, are not to
be used f r commercial purposes without proper approval.
No testimony was presented on this matter, the hearingwasdeclared closed.

case in view of the indicated denial, and reaffirmed their previous decision based
upon the following facts:
1) The propertyis. bound on the north by Walnut Creek Wash, and lies between two
school, sites. The lots are unusually deep and could not be developed under usual
standards of the City.
2) An R-1, development of this property9 because of the unusual conditios� that exist,
• would not accomplish the best and most desirable use of this land. U
Cbuncilm Sperline-I r believe it has been one of our policies in West Covina to try
toprotecthomes and development and it is my opinion that an
R,3 development which lies back as far on the property as this one.is inviting trouble.
It is my opinion that R-3, that is not so far back and closer to the single family
homes,, is more likely to be kept up, and is better than having such type� of dwellings
so far ba4k and away from,sigY t and homes.
Councilman Van Horn-- I still fail to see why it is undesirable to turn this property
into R-1.
Councilman Kay-. J think that if there is any problem in these deep lots, perhaps
.the high school would not be adverse to putting in a half street
or,put the street all on one property and let the high school pay for their share of
the improvements.
Motion -by Councilman Sperline., seconded by Councilman Kay,, and carried, that applica-

pools) Councilman Sperline:. In my mind I -am very anxious for

architects they are more than glad to furnish information
as to the placing of the pool or pools. I am still not sure if we should hire another
man at the fee of $450.00 and if this idea does not pass have to pay him 1/8 of the
architects fee. I am wondering whether this need is actually there.
Councilma Van Horn: I question also somewhat along.the lines of Councilman Sperline's
statement. They put out a figure of $400,000 as the cost of
these new pools. The bonds were defeated the. last time because the people..could not
understand the cost of $175,000 then, although I do not believe the matter was pre-
sented clearly at the time. If we have to spend money to find out how much a swimming
pool cost and we are in favor that it is feasible that we spend that money, I think
we can de ermine how close we are through our Planning Department and Parks Commission
to get th se things down to where the public can understand the approximate cost of
swimming ools. I am afraid that such an amount as stated would only be defeated
again.
Mrs. Van ame: I do not think that the original presentation for swimming pools
- was presented correctly and fully to the public. The amount
stated wa for $175,000. The later someone said it was the cost of three pools.
Mayor Hur t: I believe it would be An order to ask the City Manager to develop
a full report on this matter. Perhaps look into such projects
as these hrough the country.
