December 19, 1955 The meeting was called to order by Mayor Hurst at 7-:55 p.m. in the West Covina City Hallo Present: Mayor Hurst., Councilmen Sperline, Kay, Van Horn., Browns Absent: None Others: City Clerk and City Administrator, City Attorney., City Engineer, City Treasurer, and Mr. M. ZONE CHANGE NO. 38 Inconnection with Unclassified Use Permit No. 10 Precise Plan No.44 Sponseller & Sons REFERRED TO PLANNING COMMISSION Shadydale Avenue as follows: ..Maps of Precise Plan were presented by City Engineer. Location: northeast corner of Irwindale & Garvey Avenues. Request C®3 to Cm2 potential. (Unclassified Use Permit No. 10 - Precise Plan No. 44.) Held over from December 5, 1955. Communication was read by the City Clerk from Mr. Joseph L. Meneghel of 202 N. Shadydale Avenue and Mr. Hugh M. Hughes of 201 N. "Re: Application for zone change of the property of Sponseller and Sons to permit use of their property, which borders the properties of the under- signed -located at 201 and 202 N. Shadydale Avenue, for the purpose of erecting a shopping center. "We, the undersigned., object to -one portion of the proposed plan --the erection of a buffer wall 15 feet inward from Sponselleros property line bordering our property line. This.15 foot side strip separating our properties (from the wall to the property line) would serve two purposes. l; To offer residents north of said property line access to the Shopping Center via Broadmoor and Shadydale Avenues. 2. To provide adequate drainage for both Broadmoor and Shadydale Avenues since we do not have a.sewer system,at the present time. "We object to the location of this wall for the following reasons: 1. Excessive pedestrian traffic thereby invading our privacy and therefore nec- essitating the building of a wall or fence on the property line at our exm pense. All homes are designed with the living area --kitchen, dining room, etc, facing the sleeping area of the adjacent home to insure a reasonable amount of privacy. Our homes have the living area facing the proposed 15 foot alley. 2. (a) Accumulation of trash --beer cans, bottles, etc., which are inherent in alleys bordering commercial property. (b) Accumulation of mud, leaves, grass cuttings and stagnant water drained from the driveways and lawns on Broadmoor and Shadydale Avenues. City of West Covina holds an easemerit''on our properties in the form of a trough to provide drainage to both these avenues and the above condition has existed for the past several years plaguing us with flies,, Black Widows, any and all types of bugs not to mention the objectionable odor emanating.from the stagnant water plus the more than probably assumption that this condition would be injurious to our health and that of our families. 3. The alley would be restricted to pedestrian use with barriers erected to excluse auto traffic. These barriers would also exclude police patrol cars which would be badly needed in this type of alley. "We propose that the said wall be erected .on the property line with openings on Broadmoor and Shadydale Avenues tp permit pedestrian traffic to and from the shopping center. "We proposed this for the following reasons: 1. Residents north of the shopping center would have direct access to the center via the entrances on Shadydale and Broadmoor Avenues without walking the full length of the alley (over 400 feet) to the entrance located on the service road paralleling Twindale Avenue.. 2. Elimination of the necessity of police patrol. 3. Elimination of necessity of cleaning the alley by city employees (paid by taxpayers). 4. This would also benefit Sponseller and Sons since this would allow him an additional 6,000 (approx.) square feet which could be used for additional parking facilities at no further cost. "It is evident from the above that Sponseller's proposal benefits no one including Sponseller - while our proposal would benefit all concerned. "Nb respectfully submit this for your consideration."' Councilman Van Horn: Has this plan been before the Planning Commission? City Attorney: I do not believe they have seen it. Councilman Van Horn: It seems to me that this should come before the Planning Commis- sion to see what they would do with this Precise Plan. City Attorney: I think that if,this is the first time this planlas been pre- sented it should have the study and recommendations of the Planning Commission. Councilman Kay: This Council was asked to reconsider request for potential C-2 and Council asked applicant to bring in Precise Plan to show. what he .would do regarding this area. I think we should give some expression of our opinions of this type of development in here and make recommendations to the Planning Commission along these lines. T do not think there is anything we could do if the applicant wanted it C-l. councilman Kayr We have already. recognize d 0-1 zoning with the servioe station on the corner, There is not doubt that some commercial- enter- prise is in order heres but we should make our recommendations to the Planning Commie® sion and go through the proper procedures. What difference will C-2 zone or 0-'.L tons make? Mr. 0ersohleri The' difference wao ld be -in the height of the buildings, 0-1 zone would be limited to two-story building, G-2 zone would be limited to four-story buildings. The same parking ratio is applicable to either zone since it is based on used Mayor Huretr It would seem that if this whole block were being considered it would be unsightly to have four-story buildings against single-family dwellings, Councilman Sperline: At the last meeting of Council it was the consensus of the people present at the hearing that.they did not want any type of development which would cause a large amount of.traffio and wanted reassurance regarding traffic on Shadydale and Sroadmoor Avenues. I believe it was stated by one of the persons represented that they were not objected to a market or service station or drug store providing the traffic situation is eliminateds' but did not want a large development such as a theatre or recreation center which would bring a greater traffic hazard with it. Mayor.Hurst; Is it possible to cul-de-sac the street ends and still follow the block wall pattern? Mr. Gerschler: Yes, I believe this could be done. Motion passed.on roll call as follows Ayes: Councilmen Kay,, Van Horn,, Sperline, Brown,, Hurst Noesa None Absente° None RESOLUTION OF City Council directed the City Attorney to prepare and APPRECIATION. present a resolution thanking Captain Mark Henson and the Junior Chamber of Commerce for the program developed in the interst of Safe Driving Day in West Covina. LANDSCAPING OF Mr. Deems,, Project Architect of Martin & Associates9 for CIVIC CENTER _ the Civic Center stated that it is important to have a Master Plan of Landscaping design in conjunction with the Civic Center design Master Plan. "I would like to get this landscaping design completed so as to be able to include it with the final Master Plan presentation of the West Covina Civic Center which will be on or before January 159 1956. In order to be able to do this it would necessitate action by the Council this evening,, if possible. I would like to recommend for the Council°s consideratiori'Mr. Robert Erikkson who would be willing to submit a preliminary plan of total design, including sprinkler system and planting. The overall design of landscaping would compliment the architectural design of the Civic Center. Mr. Erikkson would do a master plan of landscaping of complete studies of plant lay- out, detailed study drawing of placement of plants, types and preliminary sprinkler layout for $900.00. This amount of $900.00 would be reimbursable or d eductable from his total fee if he would be contracted to do the job. I believe that Mr. Erikkson can produce what would be needed in conjunction with the architectural presentation by January 15th if action could betaken by the Council tonight. Councilman Sperlinet. I think this landscaping is a very important item to the development of this center. We have to have a plant layout, that is necessary,, and it has to be correct as you can have effect of beautiful buildings ruined by incorrect landscaping. City Administrators This is the matter which was mentioned at the last meeting of the Council. Landscaping should be worked out at the same time as the architectural plans come along and I feel that now is the time when the Council should give thought to this idea. Councilman Kayo Mr. Flotten have you spoken to Mr. Erikksonq or others., in regard to this matter' City Admirdstratora: Yes, sir,, I would. I believe the preliminary cost that has been mentioned is well in line with what it should be and both of the men I have discussed this matter with are very close as to the figure of cost., but I believe that Mr. Erikkson would be my choice. -6- cc 12A9/55 -7® Councilman Van Horn.- I think that this is important to work out in conjunction with the architectural design by January 15th.
