CITY OF WEST COVINA, CALIFORNIA
December 1, 1955
Meeting was called to order at 6..10 P.M. by,Mayor Hurst at the West Covina
City Hall.
Present. Mayor Hurst, Councilmen Kay, Sperline and Brown
Absent. Councilman Van Horn
Others. City Clerk and City Administrator, City Attorney, Mr.. Gerschler,
of Planning. Department
ANNEXATION DISTRICT Mayor Hurst stated, "This meeting has been
NO. 138 called for the purpose of considering this proposal
APPROVED of annexation, and giving sanction or approval of
the property to be annexed." Maps were presented
by City Clerk and outline was given of the proposed annexation.
City Attorney. "Does the City. Clerk have certificate from the
County Boundary Commission as to definiteness
of boundaries proposed to be annexed?"
City Clerk: "I have a complete report from the County. Boundary
Commission, dated December 1, 1955, on the
property that is to be annexed. "
Councilman Kay.
"Has the Planning Commission heard about this
matter?"
City, Clerk: "I have a certified copy of the minutes of the
meeting held by the Planning Commission on
November 30, 1.955 regarding Annexation. No. 138.
The Planning Commission has recommended
approval of the proposed 'West Covina Annexation
District No. 138' subject to the following recom-
mendations.
1. That the property be zoned R-1, Area District 1, except. that .part thereof
now zoned by the County for commercial or industrial purposes and that as to
such property it be brought in under the nearest equivalent zoning under Ordinance
No. 325 as amended.
2. That the property owners within the proposed annexation district signify their
willingness to accept their share of the City's bonded indebtedness.

Annexation Dist. I have the acknowledgements of receipt of
#138 contd. 'Special Notice' from each Councilman, with
the exception of Councilman Van Horn, who is
in Bakersfield at the present time. However, we received a telegram from
Councilman. Van Horn, dated December 1 st, 2:20 P.M. giving his authority
to proceed with this meeting in his absence. "
Motion by Councilman Brown, . seconded by Councilman Kay that proposed
'West Covina Annexation. No. ' '138' be accepted and subject to the recommenda-
tions of the Planning Commission.
Passed on roll call.. as follows:
Ayes: Councilman Kay, Sperline, Brown, Hurst
Noes: None
Absent: _ Councilman Van Horn
RESOLUTION NO.- 844. City Attorney presented and read Resolution No.
Consenting to proceedings 844 "A RESOLUTION OF THE CITY COUNCIL
of proposed Annexation OF THE CITY OF WEST COVINA, CALIFORNIA,
..District No. 138 CONSENTING TO THE PROCEEDINGS FOR THE
ADOPTED ANNEXATION OF CERTAIN INHABITED TERRITORY
CONTIGUOUS TO SAID CITY AND IN THE COUNTY OF LOS ANGELES.
Motion by Councilman Sperline, seconded by Councilman Kay that Resolution No.
844 be.adopted. Passed on roll call as follows:
Ayes: Councilmen Kay*,_ Sperline, Brown and Hurst
Noes: None
Absent: Councilman Van Horn
