Regional Planning Commission Zoning Case No. 2998, regarding application for C-2 at northeast and southeast corners of Lark .Ellen Ave.. and San Bernardino Road to be held Tuesday, June 21, 1955, at 10:30 a.m. • City- Clerk presented and read invitiation from the City of Whittier to Open House on June 23, 1955, 7:30 p.m., for their new civic center. Mr. McMillan read a communication from Mr. John H. Fleming regarding potential C-1 zoning at Barranca Street and Garvey Ave. Discussion regarding this was held over until adjourned. meeting of Monday, June 20, 1955. Extra Agenda Dr. W. C. Baro, M. D. , spoke in regard to highway problem Presentation in West Covina .and -read letter from T. H. Jenner, Depart- mental Secretary to Governor Knight, which was in reply to :Dr. Baro's letter of May, 1955, regarding State Highway. _ Dr. Baro, who re- presented the West Covina Chamber of Commerce, stated that he felt this reply from Mr. Jennerwas very cooperative in tone and we should get a breakdown of the in- crease in population in the last five years, and also obtain a breakdown of every intersection with relation to traffic count, particularly between 7 and 9 a.m. and 4 and 6 p.m. and then to write to Mr. Jenner reporting the findings with request -2- CC 6/ 13/55 Extra Agenda Presentation--contd. to give it to the State Highway Commission. City, Clerk read communication from Mr._ R. Richards, State Senator, to Councilman Brown, regarding Assembly Bill 1665, San Bernardino Freeway. Senator Richards stated that considerable cooperation had been received regarding the freeway, with definite progress being made. Clerk also read letter from Mr. Frank B. Durkee, Director of Public Works in Sacramento,. informing us that the City of West Covina is on the agenda of the Calif- ornia Highway Commission in Los Angeles in July to discuss the matter of widening and repairing of Azusa Avenue. B. Snoddy place for public hearing on Zone Variance No.. DENIED 154 located at northwest corner of Yaleton Avenue and Puente Avenue. . Request R-1 to R-2, Church use. Ass't. Engineer presented map and read Resolution No. 264 recommending disapproval of Zone Variance No. 154 by City Planning Commis- sion. All those wishing to give testimony on this matter were sworn in by City Clerk. Mr.. E. B. Snoddy, . applicant spoke in favor, stating that many people felt the need for a, church in this particular area and since C-1 zoning is across the street from this property feel there is nothing wrong in requesting church use for this property. Mr. Lundy Hill also spoke in favor stating also that many people living in and around West Covina had inquired as to possibility of church in this area. Mr. N. Gilbert of 714 N. Foxdale Avenue, West Covina spoke in opposition and is owner of property directly behind proposed church site: Mr. Gilbert read from petition which had been presented to City Council and Planning Commission March 21, 1955 stating facts of opposition and that it was felt there was some misrepresentation at the time of purchase of the homes in the area as no mention from any point had been made of a church site, and was given to understand that there would be only single dwelling homes. Mr.. E. O. Adler of 720 N. Foxdale concurred with Mr. Gilbert and further stated that Reverend'Morgan had stated that they had no members in this particular area and that no one from West Covina had represented this particular church. No further testimony was presented, hearing was declared closed. Motion by Councilman Kay, se.condedby, Councilman Brown, and carried, that the deci- sion of the Planning Commission be upheld and that request for Zone Variance 'No. 154 be denied. Zone Change No. 44 located at south - HELD OVER west corner of Sunset Ave. and Merced Ave. Request R-A to C-1. Ass't. Engineer read Resolution No. 265- of Planning Commission denying Zone Change No. 44. Recommendations of City Engineer for Precise Plan No. 50 read as follows: 1. That all building area, malls, sidewalks, driveways, driveway approaches, spaces between buildings be dimensioned and shown on Precise Plan. CC 6/13/55 -5- Z. C #44 & PP #50 cont'd. 2. That all street improvements outlined in Section 49 of Ordinance No. 225, including utilities, be installed accordingly and meet approval of the City. Engineer. This to include street lights and sidewalks on Merced Ave.. and Sunset Ave. and Sanitary Sewers. 3. That areas for street widening of Merced Ave.. and Sunset Ave. be deeded to the City of West Covina. • I That a 6 ft. masonry wall be constructed along southwest side of the commercial development. 5. That adequate water supply and fire protection be provided. 6. That all bonds, fees and deposits for improvements be posted before building permits are issued. 7. That all signs and buildings be limited to one story in height. 8. . That construction of foundation for main commercial buildings be started within two years. 9. That width of parking slots be a minimum of 9 ft. in width. 10. . That a suitable planting strip be provided along the northwest side of the commercial area. All those wishing to give. testimony in this matter were sworn in by, City Clerk. Mr. Moisler, General Manager of McDonald Construction Company who are developers along with Mr. Hurst spoke in favor. It was stated that at the time this matter was before the Planning. Commission they did not know that • 200 x 200 feet had been authorized by City Council. There is a great deal of activity in County as well as City of West Covina and areas will be granted in County if West Covina does not take care of this area. Many leases are ready to be signed providing this zone change can be secured. No further testimony was presented hearing declared closed. Motion by Councilman Kay, seconded by Councilman Sperline, and carried, that Precise Plan No. 50 and Zone Change No. 44 be held over to take under advisement and that developer be requested to provide for dimensions on Precise Plan -and a study be made of all four corners in regard to needs for these developments. -5= CC 6A3/55 -6- Precise Plan No. 4-3- Location: Southwest corner of Sunset and Francis - and quito Avenues. Request R-1 to C-1.. Disapproved Zone Change -* No. 34 by Planning Commission. Decision appealed to City Wm. H. & Jean Gray Council. Hearing held February 28, 1955. Mr. DENIED Howard Ericson representing applicants, stated it is still felt this should be zoned C-1, and there is no longer a question whether or not this is a good place for a shopping center, for in establishing one corner for C-1 it has been already determined there should be a shopping center here. . The Precise Plan presented has been objected to and does have objections, however his clients. say they will comply with .any suggestions and present new Precise Plan if Zone Change approved. Richfield Oil does want to establish a service station on this corner. Motion by Councilman Sperline, seconded by Councilman Brown, and carried, that the recommendation of the Planning Commission be upheld and that Precise Plan No. 43 and Zone Change No. 34 be denied. Location: North - (Revised) west corner Azusa Avenue and Rowland Ave. Motion Frank Smith by Counc ilman Sperline, seconded by Councilman APPROVED Brown and carried that Precise Plan No. 38 :(Revised) be approved but subject to States establishment of grades and elevations on.Azusa Avenue within a time period not to exceed 90 days if it holds developer back. TRAFFIC COUNT Councilman Brown. suggested controlled traffic count should be taken along Garrey Blvd. and that if count cannot be obtained from County we should obtain our CovN'% own county by hiring four people to take at each intersection.
