Cabana and Restrooms in Cameron Park be held over for checking and study. Motion by
Councilman Sperline, seconded by Councilman Brown, and carried, that this matter
be referred to City Attorney, City Engineer, and City Administrator for recommendations

be accepted. Motion by Councilman Brown,- seconded by Councilman Kay, that this re-
commendation be accepted, that bid be awarded to Ray F. Hess and that the Mayor and
City Administrator be authorized to negotiate the contract and that other bids sub-

for recommendations.
City Administrator stated that bids had been analyzed by him, City Attorney, and
Chief of Police and recommend that low bid of R. W. Davis of Covina in the amount of
$1,049.00 be accepted.

PRECISE PLAN NO. 49

ZONE CHANGE NO. 43

DENIED
Mayor Hurst stated this is the time and place for public hear-
ing on Precise Plan No. 49 and Zone Change No. 43 located at
the south side of Garvey Avenue between Citrus St. ' and Barranca
St. Requesting R-A to C-1. City Engineer presented map and
read Resolutions261 and 262 recommending disapproval of Pre-
cise Plan No. 49 and Zone Change No. 43 by Planning Commission.
Recommendations on Precise Plan No. 49 read as follows:
1) That all street improvements outlined in section 49 of Ordinance No. 336., in-
cluding utilities,, be installed accordingly and meet approval of City Engineer.
This to include street lights and sidewalks along the service road.
2) That the Precise Plans be revised to conform with offstreet parking require-
ments of Ordinance No. 325., and be resubmitted for further recommendations.
3) That the developmentt-conform with proposed R.O.W. of the Los Angeles County
Flood Control'District.

All those wishing to give testimony on this matter were sworn in by City Clerk.
Mr. John H. Fleming, owner of this property, residing at 1716 Via Montemar Palos
Verdes Estates spoke in favor, reading from a memorandum he had drawn up, some
copies of which were presented to members of City Council and containing excerpts
as follows: That filed petition has signatures of all taxpayers szrrounding named
property, including May Company, who are in complete agreement with request. Prop-
erty studied by Planning Consultant Mr. Robert B. Filley of South Pasadena who gave
the opinion request was reasonable -and logical. This property most suitable for
business purposes, not for R-31 because it is hemmed in by 130 foot wide Flood
Control Channel and 24-hour noisy and busy freeway. That Precise Plan could be
modified if not just what it should be, as was brought out in discussion at Planning
Commission, and that Staff Report did not indicate that property should not be
zoned C-1, actually report admits some justification for C-1.
Mayor Hurst stated that present treatment of Barranca Street does not give Mr.
Fleming much property there, but if they make'a complete interchange it would put
a different light on the situation completely.
No further testimony was presented, hearing declared closed. Motion by Councilman
Sperline, seconded by Councilman Kay, and carried, that Precise Plan No. 49 and
Zone Change No. 43 be denied. Passed on roll call as follows:

PUBLIC HEARING Mayor -Hurst stated this is the time and place for
PRECISE PLAN NO. 10 (Revised) public hearing. -On Precise -Plan No. 10 (Revised)
Frank Bandy located at the northeast corner of Dalewood Street
ADOPTED and Glendora Avenue. Precise Plan map presented by
. City Engineer who read Resolution No. 260 of Plan-
ning Commission approving plan. Mr. Pontow stated that there are three (3) changes
on this plan:
1) Provides some twenty-four (24) parking spaces.
2) Takes care of variance required for permanent housing of compressor unit at
rear of Walker's Market.
3) Extends building area to north to accommodate garages in connection with Means
Funeral Home.
No testimony was presented; hearing was declared closed. Motion by Councilman Kay,
seconded by Councilman Sperline, and carried, that Precise Plan No. 10 (Revised)
as of May 2, 1955 be adopted. Passed on roll call as follows:

PUBLIC HEARING Mayor Hurst stated that this is the time and place for pub -
ZONE VARIANCE NO. 152 lic hearing on Zone Variance No. 152 located at 1014 South
Robert Heck, Jr. Glendora Avenue between Vine Avenue.and Wescove Avenue, re -
APPROVED quest for medical office. Map was presented by City Engineer
who read Staff Report and Resolution No. 263 approving Zone
Variance No. 152 by Planning commission. Recommendations on Zone Variance No. 152.
read as follows:
1) That all street improvements outlined in Section 49 of Ordinance No. 225, in-
cluding utilities, be installed accordingly and meet approval of City Engineer.
• This to include sidewalks.
2) That adequate water supply and fire protection be provided.
3) That adequate off-street parking be provided as required by Ordinance No. 225.
Further recommendations by Planning Commission at their regular meeting of May 2,
1955,.were'that the 6 ft. fence at the southwest corner be removed, leaving fence
which extends from northeast corner of property line for 22 ft., and further, that
parking area be blacktopped and that parking be made perpendicular to the masonry
wall on the north. All those wishing to present testimony on this matter were sworn
in by City Clerk. Mr. Heck, applicant, spoke in favor of this request but stated
that "everything said that is important to this case has been presented and there
is nothing further to add." No further testimony was presented; hearing was de-
clared closed.
Motion by Councilman Sperline, seconded by Councilman Brown, and carried, that Zone
Variance No. 152 be approved subject to recommendationsof Planning Commission, with
further stipulation that there be.no access rights from Glendora Avenue. Passed on
roll call as follows:

APPROVED over'for review of all zone changes in the area. Motion by
Councilman Brown, seconded by Councilman Kay, and carried,
that Zone Change No. 40 be granted as to an area of approximately 400' x 400' only,
and subject to the approval of a revised precise plan for this area. City Attorney
stated that revised precise plan will not have to be referred to Planning Commission.

side and south side of the subject property.
6) That the residential property along the east side and south side be protected
with a 6 ft. masonry wall or 6 ft.-woven wire fence and plating strip subject
to approval of Chief Building inspector,
7) ,That the development conform with the revised plot plan approved for the area.

tivities permitted under the variance and subject to execution of suitable agree-
ments by applicant for street improvements not to be installed at this time. Passed

would make an ideal parking area. City will take care of drainage pipe and fence
around pump plant, grade and provide road with some type of paving, gravel, or rock

ASSEMBLY BILL-1655 Councilman Brown stated that Assembly Bill No. 1655 to rein -
Glendora Ave. state Glendora Ave. as a state Highway goes before Senate
committee Tuesday, May 24, and would like to have all of
the Councilmen send telegrams to favor this change.
PARK ING-GLENDORA & VINE Councilman Brown reported that Glendora Ave. and Vine Ave.
DALIWOOD AVE. has a parking situation which is pretty bad., and if residents
go into business something will defin1bely have to be done,
and even it it takes an ordinance steps should definitely be taken to straighten
this problem out. It was also suggested that Dalewood Avenue have a "prohibit parking"
ordinance, with exception for buses.
St. CHRISTOPHERIS CHURCH Councilman Brown -also reported a danger to children attend -
CROSSING ON GLENDORA ing or leaving St'* 'Christopher's-Roman Catholic Church on
Glendora. Feels this area needs stricter patrolling by
police cars, stop signals or perhaps something to help alleviate danger of children
attempting to cross the street at that point..
FIRE STATION Councilman Kay stated that some preliminary work had been don
NORTH OF-GARVEY with Board of Fire Underwriters in determining requirements
for adequate fire, -protection we are going to need north of
Garvey Ave. Would like'torequest that Fire Chief and City Administrator attempt to
find piece of property which will meet requirements of Board of Fire Underwriters and
present to Council. Motion by Councilman Kay., seconded by Councilman Sperline, and
carried, to authorize Fire Chief and City Administrator to bring to Council their pro-
posals.
