gineer and recommended -that low bid of Harvey Construction Co.

that.this recommendation be accepted., that bid. be awarded to Harvey Construction Co.,

Commission. Recommendations on Precise Plan No. 46 read as follows:
1) That area for street widening of Sunset Avenue and Francisquito Avenue be deeded
to 'the City of West Covina.
• 2) That all. street Improvements outlined in' section 49 of Ordinance No. 2259 in-
cluding utilities, be'installed-accorcbLngly and meet the approval of the City
Engineer. This to include street lights9 sidewalks and sanitary sewers.
3) That the side-walks.be shown on Precise Plan No. 469 together with dimensions
of driveways and openings to parking area.
4) That a 6 ft. masonry wall be constructed along the southwest and southeast sides
of subject property.
5) That adequate water supply and fire protection be provided.
6) That all. bonds, fees and deposits be posted before building permits are issued.
7) That construction of interior commercial buildings be started first., within
two years, prior to erect -ion of service station.

• Mro Lawyer, applicant,, stated. that -at the present time he had nothing to add.
Mr. Mossler, a representative of MdDonald Bros. Construction Co.9 spoke in opposi-
tion stating that he had a large housing development going in and had been waiting
for specification-- on overall Zoning Map as to where best locality for shopping area,
whichIle definitely felt would 'be at Sunset and Merced for which plans had been made
and would be presented to 'the Planning Commission. No further testimony., hearing
declared closed. Motion by Councilman Brown, seconded by Councilman Van Horn, and
carried, that Precise Plan No. 46 and Zone Change No. 40 be held over until adjourned
meeting of May 16, 1955. to review all of'the zone changes and precise plans at
Sunset Avenue west from Merced Avenue to city limits. (Mayor Hurst not voting.)
PRECISE PLAN NO. 48 Mayor Hurst stated -that this is the time and place for
and public hearing on Precise Plan No. 48 and Zone Change No. 42

APPROVED City Engineer presented map and read resolutions nos.
257, 2589 259., approving Precise Plan No. 48 , Zone Change
No. 429 and Zone Variances No. 155 by the Planning Commission. All those wishing to
give testimony in this matter were sworn in by City Clerk. Mr. H. L. Johnson spoke
in favor stating reasons why he felt this request should be granted. No further
testimony was presented, hearing declared closed.

Zone Change No. 42 be approved subject -to recommendations of Planning Commission.,
but eliminate C-1 east 105 ft. of said property and zone R-3 to include professional
use as recommended by Planning Commission Resolution No. 259 of Zone Variance No. 155-
Councilman Kay not voting.

ZONE VARIANCE NO 116 Nos. 192 and 193. Appealed to ity Council. Hearing held

Britt meeting for revision 'to Precise Plan. Mrs. Olive Britt
HELD OVER stated that this revision had not, to her knowledge,,, been
completed and asked for postponement. Council agreed this
should be held over and suggested that this revision be presented at their adjourned

started a campaign to get citizens behind us in this matter.
Councilman Kay opened discussion of full time service at City
Hall maintained by Fire Dept. He felt this could not be done

new budget is set up.
