05-02-1955 - Regular Meeting - Minutes• MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL CITY OF WEST COVINA, CALIFORNIA May 2, 1955 Meeting was called to order at 8,.05 p.m. by Mayor Hurst in the West Covina City Clerk's Office. Presento Mayor Joe Hurst, Councilmen Kay,, Van Horn, Brown, Sperline. Absent: None Others Present: City Clerk, City Administrator, City Attorney, Assistant Engineer, Consulting Engineer (part time). BID AWARDED Demonstration was held Wednesday, April 27, on the Wayne STREET SWEEPER and Mobile street sweepers. Elgin'was not able to appear. Councilman Van Horn stated that the,main objection to the 4-wheeled Mobile sweeper was that one wheel goes throu0i the dirt and trash in the gutter before it is cleaned and it is hard on that tire. Motion by Councilman Brown, seconded by .Councilman Kay, that Browrf-Bevis Industrial Equipment Co.'s bid of $9,179.24 for the Wayne sweeper be accepted, provided that they guarantee in writing that if any major changes are made, the same changes will be made on our sweeper., and that the Mayor and City Clerk be authorized to Execute contract. Mr. Cooper of Brown -Bevis and Bob Manning of Wayne Manufacturing were present and Mr. Manning stated that they would write the City a letter guaranteeing no major changes would be made within a year. Motion was passed on roll call as follows: Ayes., Councilmen Kay, Van Horn, Brown, Sperline, Hurst. Noes. None Absent,. None PROPOSED ANNEXATION City Clerk has received a letter from Arno Reinhold requesting CORTEZ AND BARRANCA annexation of property southwest of Barranca and Cortez Streets. Matter was referred to Engineering Department to go through regular annexation procedure. POLICE DEPT. SIGN City Clerk presented drawing of proposed sign for the new Police Dept. The sign wi ll cost approximately $225.00. Motion by Councilman Sperline, seconded by Councilman Kay, that sign be approved and that expenditure be authorized. Passed on roll call as follows,. None POLICE CAR After discussion of whether to repair the recently damaged ADVERTISE police car or trade it in on a new car because of the 28,000 FOR BIDS mileage, motion was made by Councilman Sperline, seconded by Councilman Kay, and carried, that the car be traded in and City Clerk be authorized to a dvertise for bids. it • -2 - cc 5/2/55 POSSIBLE LEASE OF Preliminary report reflects that. the present POLICE CARS cost to operate police cars is 6¢ a mile which , does not include the original purchase price. The total of 21,807 miles driven during March, 1955, for 4 cars indicates that we could operate 7 cars at the lease rental cost of 62¢ per mile. City Administrator was directed to investigate other agencies before going into a programs ADDITION OF SAN BERDO FREEWAY City Clerk read letter from Los Angeles County TO COUNTY MASTER PLAN Regional Planning Commission requesting approval of their proposed Amendment No. 293 to the Master Plan of Highways adding the San Bernardino Freeway to the Master Plan. No action was taken. PURCHASE OF City Attorney was instructed to draw up .resolution SUNSET AVENUE PROPERTY for purchase of property on Sunset Avenue north of . Sunset School. ZONE CHANGE NO. 33 Action on application of Charles Zug for Zone Change and No. 33 and Precise Plan No. 34 was held over until PRECISE FLAN NO. 34 approval of the Overall Zoning Map. Special study Charles Zug meeting for consideration of the Zone Map will be HELD OVER held Friday, May 6, at 7:00 p,m- DIRECTOR OF PUBLIC WORKS On recommendation of City Administrator, motion by ESTABLISHMENT OF POSITION Councilman Brown, seconded by Councilman Sperline, that the office of Acting Director of Public Idorks be established to direct the Engineering, Diildingq Sanitation, and Street Departments, that Harold L. Johnson be appointed to this position at a salary of 3750.00 per month on a 20-hour week basis effective May 1, 1955, and that Mayor and City Clerk be author- ized to draw up contract for 6 months, extendable at that time. Noes: None Absent: None Councilman Brown suggested that Mr. Johnson be sent to some of the meetin-s of the State Highway Commission. He also suggested that the Councilmen write letters to DickRichards, State Senator, and Tom Erwin, State.Assemblyman, calling their atten- tion to the highway resolutions West Covina sends to .the State office. CITY ATTORNEY - SALARY City Clerk read study made of salaries of City Attorneys in several cities somewhat comparable to West Covina. After discussion, motion by Councilman Sperline, seconded by Councilman Brown, that the City Attorney remain on the same basis with the same salary ($600.00 per month) as at present. Noes: None Absent: None -2- • -3- CC 5/2/55 FIRE DEPARTMENT RULES & Councilman Kay presented copies of the Rules and Regu- REGULATIONS lations for the Fire Department. Held over for study until regular meeting of 'May 9. FIRE FIGHTING TRAINING Councilman Kay stated that there will be a week-long PROGRAM training program on fire fighting in Fresno May 23-27. Chief Hardin has recommended that the two senior Captains attend.. Motion by Councilman Kay, seconded by.Councilman Brown, that expenditure of funds not to exceed $200 be authorized to send Captains -Guerin and Gaines to the conference. Noes: None Absent: None FIRE CLASSIFICATION Councilman Kay reported that the Fire Dept. is trying to "MI' ZONE get a new rating from the Board of Fire Underwriters in the manufacturing zone on San Bernardino Road. Fire Chief Hardin has made formal application for the new rate. SEWER REIMBURSEMENT On recommendation of Harold L. Johnson, Consulting Engineer, Tract No. 20780 motion by Councilman Brown, seconded by Councilman Sperline, that the City enter into a reimbursement contract with the owners of Tract No. 20780 at a cost of $2224.56 to run the sewer line through Tract no. 19177 at the expense of the owners of Tract No. 20780 but to be reimbursed within one year by the City and that Mayor and City Clerk be authorized to execute contract. Noes: None Absent: None SEWER REIMBURSEMENT On recommendation of Consulting Engineer, motion by Coun- • Tract No. 19380 cilman Brown, seconded by Councilman Sperline, that the City enter into reimbursement agreement with the owners of Tract No. 19380 at a cost of $4037.50 and that the City Clerk and Mayor be authorized to execute contract.
