April 25, 1955
Meeting was called to order at 8:15 p.m. at the West Covina City Hall with the
Reverend Don Locher giving the invocation.

ORAL COMMUNICATIONS Mr. Neil Campbell, representing West Covina Beautiful
asked permission to coordinate a gift of trees program
during which various civic organizations may wish to donate trees for placement in
Cortez Park and to allow access to plan when it is drawn up so proper sites may be
selected. Motion by Councilman Van Horn, seconded by Councilman Kay, and carried,
that permission be given.
WRITTEN COMMUNICATIONS City Clerk presented and read invitation regarding the
holding of a spring flower show, Thursday, April 28,
from 2 p.m. to 9 p.m. by the Friendship Garden Club at the Community Presbyterian
Church at Vine Street near Glendora. No admission charged.
City Clerk presented and read letter from Mr. J. S. Warshauer in regard to street
. stop signs which had been installed at Citrus And Cameron Avenues and bringing
to the Council's attention that in his, Mr. Warshauexls, opinion, this has done a
great deal to slim inate the possibility of accidents.
ANNEXATION DISTRICT NO. 126 Mayor Hurst stated that this is the time and place for
Sidney Weitsman public hearing on Annexation District No. 126 located
APPROVED at south side of Cortez Street at Campana Flores Drive.
Lot 15, Tract No. 2371, 18 acres. Map was presented
by City Engineer. Mr. Pontow stated that on file was petition for annexation;
statement from applicant of willingness to accept Cityts bonded indebtedness;
letter from Boundary Commission approving boundary description; resolution giving
date of hearing; affidavit of posting; affidavit of contiguous territory; affi-
davit of publishing by Pasadena Star News and.West Covina Tribune, affidavit of
compliance by City Clerk and letter from registrar of voters. All those wishing
to present testimony were sworn in by City Clerk.

Annexation Dist. #126--contd.
Mr. Sidney Weitsman of 6088 Alcott Street, Los Angeles, spoke in favor as follows:
"I feel that in subdividing this particular parcel it will be a benefit to the
city, and will raise the value of surrounding property. With the annexation of
some 52 or 62 acres for the May Company I question whether this area can be kept
rural in the future".
Mr. H. Calverley of 19266 Cortez Street, resident in County Territory, speaking
• in opposition, stated that his position is the same as when this matter voted on
several weeks ago, and speaking for residents of the neighborhood, ease and west,
that this was still opposed for reasons already stated. Want to see area continue
under plans set up and to remain that way, and feel it is to the best interests
of entire area not to have it broken up into subdivisions. Mr. G. Burkheimer of
Prosper: Drive and Mr. Roberts, owner of property at Cortez and Oregon Streets,
in county territory, also spoke in opposition as in corTolete agreement with Mr.
Calverley. No further testimony was presented; hearing declared clo.sed. Poll
vote was taken as follows: Councilman Kay, Councilman Brown, and Councilman
Hurst in favor of annexation under Area District IV; Councilmen Van Horn and
Sperline in favor of annexation under Area District III. Motion by Councilman
Brown, seconded by Councilman Kay, and carried, that Annexation District No. 126
be annexed under Area District IV. Passed on roll call as follows:

ANNEXATION DISTRICT NO. 130 Mayor Hurst stated that this is the time and place
Hardy & Ramirez for public hearing on Annexation District No. 130
APPROVED located southeast of Hollenbeck Street and Merced
Avenue. 46 acres. Map presented by City Engineer.
Mr. Pontow stated that on file was petition for annexation, statement of appli-
cant of willingness to accept city's bonded indebtedness, letter approving
boundary by Boundary Commission, affidavit of posting, affidavit of contiguous
• territory, affidavit of publishing in Pasadena Star News and West Covina Tribune,
notice to owners and Board of Supervisors, affidavit of compliance by City Clerk
and letter from Registrar of Voters. All those wishing to present testimony were
sworn in by City Clerk. Mr. Pond, speaking in favor, stated as follows: "Most
of evidence presented some months ago at the time Council heard original petition
for annexation. Since then additional ordinances have been passed which clarify
picture. There is no new evidence in so far as land, the principal thing is to
bring ordinance of city up-to-date and to control land as it is developed. Annexa-
tion includes twice as much land as shown on subdivision map, with northerly
portion developed as shown on map and remainder developing at later time when map
will be submitted for its development. Six lots are approximately 500 ft. short
of required area requirements but will be adjusted. Portion of map showing lots
38, 39 and 40 can be subject to Area District IV requirements and we will have no
objections, however Lots 41 and 42 will have no problem in meeting Area District
III requirements, in fact will be larger than required." No further testimony
was presented, hearing declared closed. Motion by Councilman Brown, seconded
by Councilman Kay, and carried, that Annexation District No. 130 be approved under
Area District III, with the exception of Lots 38, 39 and LSO which will be desig-
nated under Area District IV, and subject to recommendations of City Engineer.

sworn in by City Clerk. Mr. Snoddy, owner, stated that he desired to bring all
of subject property into the City of West Covina. No further testimony was

Councilmen Brown, and carried, that Annexation District No. 133 be approved under
Area District I. Passed on roll call as follows:

PRECISE PLAN NO. 47 Mayor Hurst stated that this is the time and place
and for public hearing on Precise Plan No. 47 and Zone
ZONE CHANGE NO. 41 Change No-. 41 located at northeast corner of Barranca
Thompson & Zillah St. and Garvey Blvd. Request'R-A to C-1. Approved
. Elliott by Planning Commission Resolutions Nos. 251 and 252.
APPROVED Mr. Pontow read recommendation of approval by
Planning Commission under their Resolution No. 251 and
No. 252. Recommendations of Planning Commission on Precise Plan No. 47 read as
follows:
1) That area for widening of Barranca Street to 80 ft. width -be deeded to the
City of West Covina.
2) That all street improvements outlined in Section 40 of Ordinance No. 225,
including utilities, that are not proposed for installation by Division of
Highways, be installed accordingly and meet approval of City Engineer. This
to include streetlights and sidewalks along the service road and Barranca.St.
3) That the boundary of the development conform with the proposed r.o.w. of
Division of Highways.
4) That access to the property be limited to the one driveway on Barranca St.

All those wishing to give testimony were sworn in by City Clerk. Mr. Elliott,
owner of property, stated there were three things he wished to mention. An
additional driveway, entrance or exit, to be granted from service road on easterly
boundary; that.the erection of the 61 masonry wall on northerly and easterly
boundary,be left a, -little more _fluid as this 24 ft. is now in escrow and being
traded to May Company for a portion of reservoir; improvements on Barranca be
allowed to.wait until State gets completely _finished with necessary road work.'

man Sperline, seconded -by Councilman Brown, and carried, that Precise Plan No. 47
be approved subject to recommendations of Planning Commission with added condition
that::the extended westerly sine be subject to approval of City Engineerts'treat-

Council:on.Barranca:Street improvements and that an additional approach from

ZONE VARIANCE NO. 150 Mayor Hurst stated that this is the time and place
Evangelist Lutheran Synod for public hearing on Zone Variance No. 150 located
of Pacific Southwest south side of Merced Avenue, east of Valinda Avenue.
HELD OVER Disapproved by Planning Commission Resolution No. 250.
.Decision appealed to Council. City Engineer presented
map and read recommendations for disapproval by Planning Commission under Resolution
No. 250. All those wishing to give testimony on this matter were sworn in by
City Clerk.

Z.V. #150--contd.
Mr.. W. Johnson, Attorney, of'102 North Citrus Avenue, representing Synod, spoke in
favor. ttThe groups chose site last summer and filed application on Vine and
Valinda Avenues in vicinity of Presbyterian Church. Considerable opposition by
people in R-1 territory adjacent to that area and Planning Commission denied ap-
plication for Zone Variance. After looking at great many properties, nine to
be exact, group made application for Zone Variance on present site but this was
denied on two grounds; would not meet requirements of Section 1702 of Zoning
Ordinance and detrimental to the surrounding property. It was suggested we
should apply for -a "Special Usett rather than Zone Variance and the staff was con-
tacted and received considerable help looking toward location of site along the
• Wash. There are three other Lutheran Churches in the area and the location of
those sites and others made it'desirable that this church seek a site in West
Covina more south of the Wash. Along the west side of the property you have two
houses, the little block to the north below that is a vacant piece of land and
there are now houses on each of other pieces. These properties, if a street
was put in on the west side, the lots would be too small to make R-1. We feel
this is R-A territory and our plans will do two things; dedicate 30 ft. streets
and provide access to the area which otherwise may have no access. We feel that
the area will actually benefit by a church. Dr. Tambert stated that it is the
belief that churches should go in residential area to serve families and are
getting away from "downtown's churches. We have Comity agreements that no church
of Lutheran Council is allowed to venture to closely to one another. Mrs. Johnson
of 131 Turner Avenue serving as agent in purchase of property stated that every
possibility of land presented for site has been gone into thoroughly and this site
is in center of area church is going to service.
Mr. Buday spoke in opposition stating that a petition had been presented with 7e
signatures opposing this Zone Variance and still opposed to zone change. Mr. G.
Hokum of 1122 E. Merced stated he had bought property as R-1 and wants it to stay
that way. Three developers are interested in this property and will keep surrounding
property as we want it.
Mr. Johnson spoke in rebuttal stating that even though land was purchased as:R-1
it is really R-A as shown on map and still does not feel it is a potential R-1. No
further testimony was presented; hearing declared closed. Motion by.Councilman
Sperline, seconded by Councilman Brown, and carried, that Zone Variance No. 150 be
. held over, and authorize Mr. Ted Robinson to make a complete Block Study showing
potential development of property including, and/or, excluding church.

approved subject to the change that all lots conform to.Area District III and IV and
recommendations of.Planning Commission as follows:

Tract No. 21479 Location: south side of Cameron Avenue, 348 ft. southeast of
Warshauer, Reynolds, Barranca Street in Annexation District No. 1310 30 acres,
and Coon 41 lots, Area District IV. Mr. Pontow stated this map had been
• APPROVED presented to Planning Commission in review because of ordinance
of Cut and Fill and Planning Commission suggested that map be
forwarded to City Council on basis fo their original recommendations, approval was
given on February 21, 1955• Motion by Councilman Van Horn, seconded by Councilman
Sperline, and carried, that Tentative Map of Tract No..21479 be approved subject to
original recommendations of City Engineer and Planning Commission with the following
recommended changes°
1) That Item 10 be simplified in that ttSubdivision conform to "Cut and Fills'
ordinance.
2) Subject to City Engineees establishment of road requirements under condition 3.
3) Subject to Area District IV requirements.
TENTATIVE MAP Tentative Map of Tract No. 21617 was presented by City Engineer,
Tract No.21617 covering proposed subdivision of 30 acres (70 lots) in Area
R & G Company District III located at the northwest corner of Barranca Street
HELD OVER and Cameron Avenue. Approved by Planning Commission April 18,
1955. Mr. Pontow stated that there will be considerable grading
on this property to relocate this wash., Motion by Commissioner Sperline, seconded
by Commissioner Kay, and carried, that Tentative Map of Tract No. 21617 be held over,
with consent of subdivider, and request the City Engineer to check with Flood Control
District into possibility of dedication: of proposed easement to Flood Control District.

Tract No. 20780 covering proposed subdivision located at Marbury Street,
W.W. West east of Lark Ellen Avenue. 5 acres, 18 lots, Area District II.

1) City Engineerts approval of plans and profiles.

Brown, and carried, that Louis Raugi be hired as police
officer, at the salary of $300 a month, to replace
resigned as police officer. Passed on roll call as follows:
