Meeting was called to order at 8:22 p.m. by Mayor Hurst at the West Covina City Hall. Present: Councilmen Kay, Van Horn, Sperline, Brown, and Mayor Hurst. Absent: None. Also Present: City Clerk, City Administrator; City.At,orney, City Treasurer, City Engineer, Assistant Engineer:. OFFICIAL CENSUS REPORT City Clerk stated that the Census Bureau has officially reported 7,815 occupied dwellings in the City and a popula- tion of . 28,631. . EXPA14SION OF CIVIC CENTER City Clerk read letter from James H. Maul in which he stated that he.has made.a comprehensive study of the Civic Center needs and would-be glad to discuss the matter with the Council. CITRUS ST. SEWER CROSSING Sealed bids for the.Cztrus Street sewer crossing were opened, . at the last meeting. On recommendation of City Engineer and approval of City Attorney, motion by Councilman Brown, seconded by Councilman Kay, that low bid from.G. Valla (Duarte) of $2676.00 be accepted and that Mayor and City Clerk be authorized to execute contract. Passed on roll call as follows: Ayes: Councilmen Kay, Van Horn, Sperline, Brown, Hurst. Noes: None Absent: None HIRING OF NEW EMPLOYEES City Administrator recommended hiring of following -new employees: Elena Kimbrell in the Police Department at $250.00 per month. Motion by Councilman Sperline, seconded by Councilman Brown, that Mrs. Kimbrell be employed, starting April 1, 1955• Passed on roll call as follows: Ayes: Councilmen Kay, Van Horn, Sperline, Brown, Hurst Noes None Absent: None Walter Nollac in the Sanitation Division at $625.00 per month. Motion by Councilman Brown, seconded by Councilman Kay, that Mr. No71ac be employed, starting May l; 1955• Passed on roll call as follows: Ayes: Councilmen Kay, Van Horn, Sperline, Brown, Hurst. Noes: 'None Absent: None I C.C. - 4-14-155 Hiring of New Employees Cont. Norman L. Burton as Sewer Inspector at $415.00 per month. Motion by Councilman Sperline, seconded by Councilman Brown.that Mr. Burton be employed starting May 1,, 1955. Passed on roll call as'follows: Ayes: Councilmen Kay, Van Horn, Sperline, Brown, Hurst. Noes:. None Absent: None MODIFICATION OF OVERALL Mayor Hurst announced that the area south of the Walnut ZONE MAP Creek 'gash and west of the area previously approved would be considered.. After discussion, it was agreed that 200 feet square of C-1 zoning would be given on each the northwest, southwest2 and southeast corners of the intersection at Merced Ave. and Sunset Ave. subject to precise plans, and with potentially larger commercial areas on approved precise plans. Discussion was held on whether or not there should be commercial zoning at Francisquito and Sunset Avenues. Motion by Councilman Sperline., seconded 'by Councilman Van Horn that the southeast corner of Francisquito and Sunset be zoned C-1 in an area 200 feet square with a potentially larger zone subject to approval of precise plan. Failed to carry on roll call as.follows: Ayes: Councilmen Van Horn, Sperline Noes: Councilmen Kay, Brown Not voting: Mayor Hurst Absent: None Mayor Hurst did not enter into any of the above discussion because of personal interest in property along Sunset. Councilman Kay stated that he wanted some expert opinion before granting commercial zoning.at both Sunset and Merced Avenues and Sunset and Francisquito Avenues. Councilman Brown voted no due to the inconsistency of our zoning. It was agreed to zone the property directly south of the C-1 property at Glendora and Vine Avenues bounded by the alley between Silver Birch and Glendora R-3. Motion by Councilman Sperline, seconded by Councilman Brown, that the portion of the Overall Zone Map south of the Walnut Creen Wash., to a point halfway between Francis- quito and Merced and west of the area previously approved, be approved. Passed on roll call as follows: Ayes: Councilmen Kay, Van Horn, Sperline., Brown Noes: None Not voting: Mayor Hurst Absent: None Motion by'Councilman Kay., seconded by Councilman Sperline, and carried., that the Planning Commission be instructed to render a decision on the southeast corner of Sunset and Francisquito Avenues. -2- RESOLUTION NO. 702 City Attorney presented and read Resolution No. 702 ACCEPTING BOND 11A,RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST Tract No. 20526 -COVINA., CALIFORNIA, APPROVING B010 TO GUARANTEE THE ADOPTED COST OF CERTAIN IMPROVEMENTS AND THE TIME OF COMPLETION THEREOF IN TRACT'NO. 2Q520 IN SAID CITY". (Milton Kauffman Construction Co. Bond for Sewers) Motion by Councilman Brown, seconded by' Councilman Sperline that Resolution No. 702 be adopted. Passed on.roll call as follows: Ayes3 Councilmen Kay, Van Horn, Sperline, ,'Brown, Hurst. Noes: None Absent: None I RESOLUTION NO. 703 City Attorney presented and read Resolution No. 703 AUTHORIZING STREET IMPROVE- "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST MENTS FRANCISQUITO AVE. COVINA9 CALIFORNIA,, DECLARING THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO SAFEGUARD LIFE, HEALTH OR PROPERTY". (Authorizing expenditure of an amount not to exceed $2800.00 for the improvement of a portion of Francisquito Avenue.'between Orange and Tonopah Sts.) Motion by Councilman Brown, seconded by -Councilman Sperline, that Resolution.No. 703 be adopted. Passed on roll call as follows: Ayes-. Councilmen Kay, Van Horn, Sperline., Brown, Hurst.
