Presents .Mayor Hurst, Councilmen Sperline, Van Horn, Kay, Brown. Absent: None Also Present: CityAdministrator, City Treasurer, City Clerk, City Engineer, City Attorney, and Assistant Engineer.. MINUTES APPROVED Minutes of March 28, 1955, Page 2 Modification of Overall Zoning ® Map, should have the following addition: "rezoning described in this section of minutes will be subject to action by formal resolution.?' Motion by Councilman Kay, seconded by Councilman Sperline, and carried, that minutes of March 28, 1.955 be approved as corrected. Motion by Councilman Sperline, seconded by Councilman Brown., and carried, that minutes of the adjourned meeting of April 4, 1955, be approved. as submitted. INTERSECTION Mr. F. W. Place of 143 North Barranca Street, West Covina, re- BARRANCA STREET quested time to speak regarding proposed changes for intersection & GARVEY BLVD. at Barranca Street and Garvey. He stated as follows: ??About two years ago I laid plans to develop this property (NW corner of Barranca & Garvey) which is potential C-1 zone. State put forward request for some of this property for the freeway so I waited with the _development until State had acquired all the property they felt was necessary to the freeway and then con-, tinued to bring my plans forward for commercial development of this sections Last year the May company purchased everything West of me and after that transaction approached me and tried to buy my property and were refused. Now all of a sudden there is a rush to havethis intersection changed and I wish to state that any plans would completely cut my property out of existence.'? Mayor Hurst stated to Mr. Place that the Council has no knowledge of the plans spoken about, but.that the City had suggested an overpass or cloverleaf at this intersection so that residents in that area would have easy access to the freeway without going so far west or east to approach it, plus the fact that there would be need for easy access, so traffic will -not be tied up, to the future commercial development at that point. Mayor Hurst further stated that if Mr. Place would contact the Engineering Department, they will be glad to show him all the plans available in their office. 11 WRITTEN City Clerk presented and read report from Municipal Court re- COM_MUNICATIONS garding Distribution of Fines and Forfeitures for the City of West Covina for the month of March, 1955• City Clerk presented and read letter from League of California Cities, per Mr. Ralph H. Hilton, Board of Directors; regarding adopted resolution that Mayor of each city in Los Angeles County direct a personal letter supporting the League sales tax bill A.B. 2833. City Clerk presented and read letter from Mr. Clifford S. Thyberg, District Super- intendent of West Covina School District, regarding the thirty-sixth observance of Public Schools Week from April 25-30, with the suggestion that this be proclaimed "Public School Week". Motion by Councilman Van Horn,, seconded by Councilman Browi, and carried, that April 25-30 be so designated. Motion by Councilman Kay, seconded by Councilman Sperline., and carried, that this matter be referred to the City Attorney. OPENING OF BIDS a. Motorcycle - Police Dept.- Sealed bids from the following were opened and presented to the City Council: 1) Rathbun Motors, Pomona - Harley-Davidson $1919-71 2% $1881-32 - incl. sales tax 2) S. E. Chubbuck, Pasadena $1873.40 plus 3% taX 56.20 $1 929.60 Motion by Councilman Sperline, seconded by Councilman Brown, and carried, that these bids be referred to City Attorney, City Administrator, and Chief of Police for recommendations. After further study it was recommended that Rathbun Motors be accepted for lowest bid3 Motion by Councilman Sperline, seconded by Councilman Kay, that purchase of one Harley-Davidson Motorcycle from. DATE SET FOR HEARINGS Hearings were set for the regular meeting of April 25, 1955, on the following: Precise Plan No. 47 Thompson and Zillah Elliott, applicants. Location: northeast Zone Change No. 41 corner of Barranca St. and Garvey Blvd. Approved by Planning Commission. Zone Variance No. 150 Evangelical Lutheran Synod of Pacific Southwest, applicant. Location: south side of Merced Avenue., east of Valinda Ave. Disapproved by Planning Commission. Decision appealed to City -Council. MODIFICATION OF City of West Covina. Hearing held -on February 14, 1955, OVERALL ZONE PJAP held over for further study. Mayor Hurst stated that this modification of Overall Zoning Map will be concluded at adjourned meeting to be held Thursday evening, April 14, 1955..
