John Block giving the invocation. Present., Mayor Hurst, Councilmen Sperline.,'Van Horn, Kay, Browne Absent,. None Also Presento City Administrator, City Treasurer, City Clerk, City Engineer, City Attorney, and Assistant Engineer. MINUTES APPROVED Minutes of March 14, 1955 were corrected as follows: "Fairgrove" misspelled; Page 10, last item, "and Azusa Avenue" should be deleted. Minutes were approved as corrected. , Minutes of adjourned meetings of March 21 and 24, 1955, were approved as submitted. HIGH SCHOOL BONDS Mr; Stanley Shaver., Superintendent of the high school district, before tie City Council stating that opposition in this area in regard to/Bonn issue coming up on April 1 had come to his attention and that proper information regarding this bond issue should be pointed out, particularly because of the fact that this is -sue is pointed at this particular area. Covina High School has already been planned .for and funds set aside and as soon as plans develop will go into the construction. The bonds coming up at this election are to be used in the development of theWest Covina area and because West Covina will benefit most, a strong majority should vote in favor. WRITTEN Mr. Pon -tow read letter from Mr.'Ted M. Walsh regarding revision COMMUNICATIONS of Tract Map Noo 20899. Mayor Hurst stated this would be heard later during thgineeting. Mr. Pontow read a letter from Mr. Clifford S. Thyberg which stated that the Coronado • School, at Walnut and Vine, would be opened 3 weeks ahead of schedule and requested to know whether any sidewalks are being considered for this area. WEED ABATEMENT Sealed bids were opened by City Clerk and presented to the City Council. Only one bid was submitted from Andersen and Carmean of 15448 E. Francisquito Avenue. Motion by Councilman Sperline, seconded by Councilman Brown, and carried., that $9.00 per lot, as stated in bid, be accepted. Passed on roll call as follows: Ayes,. City Attorney, Mr. Cornyn, stated that bids had been analyzed by him and City Engineer and recommended that low bid of Warren Southwest., Inc., of Torrance in the amount of $5755.70 be accepted. Motion by Councilman Brown, seconded by Councilman Sperline, • and carried., that this recommendation be accepted., that the bid be awarded to Warren Southwest, Inc., and that the Mayor and City Clerk be authorized to negotiate the contract and that other bids submitted be returned to unsuccessful bidders. None STREET SWEEPER Councilman Brown, reporting for committee appointed to BIDS investigate -these bids stated that although the Elgin (Opened March 14, Street Sweeper bid submitted by A. M. Donaher and Son 1955) of Los Angeles was high by $674.65 that this machine was far -superior for the use it wi11 be put to and would save on maintenance costs. City Council stated that since the recommendation was in favor of the -highest bid -that before accepting 'this, a demonstration of the Elgin and the Wayne should be made. It was suggested by the Council, and accepted by the two companies involved, that this demonstration would take place on Tuesday, April 26, for comparison of merits of both types of sweepers. PUBLIC HEARING Mayor Hurst stated that this is the time and place for ANNEXATION DISTRICT NO. 131 public hearing on Annexation District No. 131 located R.R.Welch & Connie F.Shewmake southeast of Barranca Street and Cameron Avenue m 181 . HELD OVER acres.' Map was presented by City Engineer. Mr. Pontow stated that this Annexation was subject to both Cut and Fill Ordinance and Area District restrictim s. On file was petition for annexation, statment from applicants of willingness to accept bonded indebtedness, letter from Boundaries Commission approving description., affidavit of contiguous property by City Engineer, affidavits of publishing by Pasadena Star News and West Covina Tribune, and affidavit of compliance by Deputy City Clerk. Mr. George Coon, subdivider, spoke in favor., stating that this would be a very ex- cellent subdivision with large lots and houses, much larger than anything now re- quired by City of West Covina and would be a credit to the City. No further testimony was presented; hearing declared closed. Motion by Councilman Kay., seconded by Councilman Brown, and carried, that Annexation District No. 131 be held over, to take under further advisement., until next regular meeting of City Council. Motion by Councilman Kay, seconded by Councilman Brown., and carried, that the City Attorney be instructed to draw up a modificiation of zoning ordinance to create an Area District IV with suggested 120 ft. frontage,, 22,000 sq. ft. minimum lot and -2- CC 3/28/55 -3- Annex. None ZONE VARIANCE NO. 149 Location. at No. 150 S. Glendora Ave. (Lot 6 of Howard H. Riddle & E. S. Kimrey Tract No. 17325 and Lot 4 of. Tract No. 16233). NO ACTION TAKEN Request for unclassified use (Dancing Studio in • existing C-1 Zone). Variance granted:.by Plan- ning Commission March 21. (If further action required by Council, set date of hearing.) No appeal was made regarding this Zone Variance No. 149 to Council; Mayor Hurst stated no further action need be taken by Council. MODIFICATION OF OVERALL Mayor Hurst stated that since many people pre - ZONE MAP sent were waiting for the decisions reached by the City Council on a good portion of the Zoning Map, they should now be stated. Intersection of Barranca and Garvey originally proposed C-1 cannot be ultimately determined until Freeway intersection is redesign- ed. Probably no change in potential zone at this intersection. On south side of Garvey east of Barranca R-3 and west of Barranca is proposed R-3 to extend beyond south side of Walnut Wash to include the flat land below mesa, which cannot be des - cribed orally, but which goes around the hill below Plateau Drive over to Citrus and hooking up with "U.' zone and "R" zone at Citrus Avenue. No changes at Citrus and Garvey or at Hollenbeck and Garvey. Azusa Avenue, north of Garvey - -originally Rowland Ave. had four corners that showed potential zoning of approximately one acre for each corner granted there. Either side of Azusa Avenue both east and west approximately 660 ft. back to lot lines will be R-3 with recommendation from Plan- nin Commission that.variance be considered for professional offices and buildings. AllgR'=3 and commercialzones to be subject to precise plan and this R-3 to inclu e professional offices to be constructed with back ups or, service roads to Azusa. At Garvey and Azusa, three corners are zoned R-1 and C-1; the other will. have zone subject to Precise Plan. Rest of area north of Garvey is pretty well taken care of. Lot 203 - on south side of Service Ave. between Valinda and Glendora R-3 from' ValiRpda to a point approximately 200 ft. west from that point to Glendora C-1. The triangle on the north side of Service from Valinda to Glendora C-1 north to the proposed extention of Valinda. From the extenti.on of Valinda north to Walnut Creek Wash R-3. The triangle at the intersection of Vincent Ave. extension and Glendora C-1. West side of Glendora beginning at a point opposite Service Ave. north to Walnut Creek Wash C-1 one lot !depth excepting part already granted for R-3 church use directly opposite Service Ave. Motion by Counc-ilman Sperline, seconded by Councilman Kay, and carried, that portions of =map, as stated by Mayor Hurst, be approved in general as stated. Mr. Pontow stated this map had been approved by Planning Commission, but owner has some definite ideas of development. Some suggestion had been made for changes in this map which might give a better layout to the subdivider, however, the subdivider°s engineer stated that this change was too short a notice to be given due consideration, but that if this map was approved as shown, as there was nothing actually in error on it, due consideration would be given to suggested changes made this evening with the possibility of coming back with a revised map.
